1.0 PURPOSE

The main purpose of this method statement is to demonstrate the procedure for Site Acceptance Testing
(SAT) of Air Handling Units.

2.0 SCOPE OF WORK

This method statement is covering the winter temperature tests which cannot be simulated during Factory
Acceptance Tests (FAT) as well as measurement of External Static Pressure (ESP) (the comment stated
on FAT MS rev5). The ADP-H-L09-014-HVAC-AHU-001 is selected to be tested in the SAT and to prove
1 the compliance of casing leakage as per EN 1886 Standard criteria (selection can be changed based on
site condition and after Engineer approval).

5.0 RESOURCES, ROLES & RESPONSIBILITIES

The Commissioning Manager has the overall responsibility for the implementation of this Method of
Statement, also will individually assess the manpower required for SAT of Air Handling Units Typically
these will include:

Competency

The competency of all construction personnel shall be controlled in accordance with the
Competent Persons Designation Procedure Ref: ADP-013529-066.

5.1 Roles & Responsibilities of Commissioning Engineer

 Commissioning Engineer will be in charge of all operations during SAT of Air Handling Unit.
following HSE requirements and Project Quality Plans.
 Maintains work permits with coordination of the HSE Supervisor.
 Coordinates with QC Engineer for inspections and raise SAT Report with complete attachments
such as approved (trends, graphics, drawings, check list etc.).
 Ensures that only trained and competent personnel are involved for SAT of the Air Handling Unit.
 Ensures that all plant & equipment are certified, maintained and used correctly.
 Ensures that all the required documents and related drawings to execute the works are up to
date.
 Shall prepare open front for his crew and liaise with planning department for progress reporting
and schedule monitoring.

5.2 Roles & Responsibilities of Foreman

 The foreman will carry out his duties by maintaining continuous coordination with the
commissioning engineer on daily basis, and ensure proper distribution of the workforce in the
required and planned locations.
 To ensure that his assistant foreman / charge hand are aware of the job requirements and they
have enough information to carry out their duties properly.
 To ensure in consultation with the site engineer that the manpower involved in the works are
moving as agreed and planned for the work.
 To ensure that the daily work is progressing as planned and advice the commissioning engineer
of any requirement for additional resources.
 To ensure full coordination with the safety officer to maintain safe working and proper
housekeeping of the site, following the approved safety measures and further ensure that all his
working team are aware of the same to prevent accident and losses.
 To inform the commissioning engineer and of the areas ready for inspection.

5.3 Roles & Responsibilities of HSE Supervisor

 Ensure that all personnel shall have attended the HSE induction course conducted by the JV
HSE department.
 Ensure all personnel involved in the Testing will comply with the Project requirements for PPE
 Ensure pre-start toolbox talk with all the crew present conducted. Explain the Testing activities
focusing on the hazards and risks involved in the activity and the mitigation measures that shall
be taken as detailed in the Risk Assessment.
 To ensure a Permit to Work obtained, in accordance with the requirements of Permit to Work
Procedure prior to performing the Testing and Commissioning

1 5.4 QC Engineer
 Prevent the use of equipment that could cause improper functioning of AHU relative to project
Specifications.
 Stop any work that is not being done in accordance with the specified requirements and
approvals.
 Ensure that AHU SAT have been done in accordance with approved drawings, approved method
statement , manufacturer recommendation and materials prior to offer for CSC’s & CxA’s
inspection.

6.0 TOOLS REQUIREMENT

The following tools & equipment will be used during the SAT of Air Handling Unit and will be in calibration
1 with relevant certification:

 Standard Electrician Tool Kit


 PANDA leakage test instrument & Pitot tube (can measure the air flow also)
 Digital Multimeter
 Local gauges
 Remote gauges
 Laptop or PC with BMS software installed
 Scaffolding/Ladder
 Temporary UPS
 PPE (Hand Gloves, Safety Goggles)
 Safety harness while working in high level in ladders or scaffolding

Note: All tools and equipment’s will be inspected and colour coded before use at site.

7.0 METHOD AND SEQUENCE OF WORK

7.1 General

1  The following steps are basic for SAT and should be followed after the AHU and associated
systems are agreed to be available
 Prior to start the work, conduct Pre-work start tool box talk and related Method statement shall
be read and signed off by concerned engineers.

7.2 Safety Precautions

 All safety precaution shall be followed as per established project safety plan.
 Only experienced and skilled technician shall be engaged for carrying out the SAT Air Handling
Units.
 Appropriate warning signs and tapes shall be placed during SAT as required.
 All PPE shall be worn as appropriate according to the nature of job.
 Work area shall be maintained neat and clean.
 Lock Out & Tag Out procedure (Ref. ADP-013529-026-V001A) shall be followed during entire
activity related to SAT as applicable.

7.3 Pre SAT Checks

MECHANICAL
 Ensure Equipment Installation RFIT signed off.
 TAB RFIC(s) for air and water are signed off.
 Ensure that filters are clean.
 Check for cooling and heating coils spacing and cleanliness condition.
 All dampers including FD`s and VAV/CAV’s boxes (if applicable) should be fully open and free
from obstruction.
1  Check and ensure accessories such as temperature sensors and DPS hose are connected
properly.

ELECTRICAL & CONTROL


 Ensure that electrical installation RFIT(s) signed off.
1  Power Supply & Distribution for the respective AHU – RFIC signed off
 Ensure all identification and labelling is completed for wires and cables.
 Ensure the additional field devices are correctly installed and functional (see attached schematic)
 Ensure availability of a laptop with appropriate software in case that the BMS server is not ready
1  Ensure that related DDC panel / Programmable Logic Controller (PLC) is functional
 Ensure that PC/Laptop connection to DDC / PLC is working properly
 Ensure that DDC Panel / PLC and PC/Laptop are fed from two separate temporary UPS’s
 Ensure that all field signals are configured and can be seen without errors on the PC/Laptop

7.4 SAT Procedure

7.4.1 Leakage Test Procedure


 The ADP-H-L09-014-HVAC-AHU-001 will be tested for air leakage in order to demonstrate
that it is compliant with the Eurovent leakage criteria EN 1886
 The unit will be tested as per method described in approved MS ADP-233100-018 rev002,
chapter 7.2/ 7.2.2 Detailed Procedure
 The unit will be tested for a negative pressure of -400 Pa for a class B (L2) casing leakage,
with filters from class F8 and F9 (Eurovent page attached)
 If result is not complying with the maximum accepted leakage, the remedial action will be
undertaken to reduce the leakages and the unit will be retested
 The positive result will be recorded and submit to Client/Engineer for approval

7.4.2 Confirming the Working Parameters


The objective is to confirm the working parameters of the Air Handling Unit during winter negative
temperature are as per approved project design parameters. The ADP-H-L09-014-HVAC-AHU-001 will
be working in normal condition and the required parameters will be logged for a period of 24 hours.
 Measure the External Static Pressure (ESP) as per method described in ADP-230593-001
Balancing of HVAC System Air Side Block H rev2 and record results in the attached TAB test
sheet
 Start the AHU, allow the parameters to stabilize
 Start recording the below parameters logs:
- RH before and after each coil
- Temperature before and after each coil

- Position of dampers and heating & cooling valves


- Air & water flow
- Water inlet/outlet temperature for each coil
 The unit will work uninterrupted, duration to be agreed with Engineer

 After readings, disconnect the PC/Laptop from DDC panel / PLC and print out the necessary
recorded logs
 Prepare SAT Report with all the logs attached and submit to Client/Engineer

8.0 HEALTH, SAFETY & ENVIRONMENTAL

8.1 Induction

Prior to commencing work all personnel shall have attended the HSE induction course conducted by the
JV HSE department. No work shall be undertaken by personnel who have not attended the Project HSE
induction.

8.2 Personal Protective Equipment (PPE)

All personnel involved in the Testing and Commissioning will comply with the Project requirements for
PPE:
 Work Boots with toe protectors
 Safety Helmet
 Eye Protection with side shields
 Gloves (as required)
 Dust masks (as required)

Additional PPE identified by the task risk assessment shall also be provided. Personnel shall sign and be
responsible for their own items of PPE issued to them and the Site Engineer shall ensure that his team
is complying with the minimum required PPE and that damaged or defective PPE is replaced or repaired
immediately.

8.3 Hazard Identification, Risk Assessment & Control

Hazard identification, risk assessment and control are detailed in the appropriate risk assessment and
Job Safety Task Instruction (JSTI) attached herewith. Hazards may vary as the works progress and shall
be re-evaluated. All personnel undertaking testing & commissioning activates shall be aware of particular
location hazards. The Project Risk Assessment Procedure ADP-013529-028 is to be referred to during
the planning stages. Should changes occur during the course of construction which alters the associated
risks then the risk register shall be updated to reflect any additional risk and mitigation measures.
The attached JSTI is provided to cover the initial work tasks relating to:

Testing and Commissioning of Air Handling Units -JSTI (attached). This JSTI is prepared based on
theoretical information interpreted from the project documents. A further assessment will be required at
the actual work site to verify the control measures and address any additional hazards. Reference is to
be made to the relative Health, Safety, Environmental & Security procedures to control the risks
associated with activities where they occur.

8.4 Toolbox Talks

Prior to the commencement of site activities the Site Engineer, with support from the HSE Officer, shall
conduct a pre-start toolbox talk with all the crew present. The MEP Supervisor shall explain the Testing

and Commissioning of Air Handling Unit activities, focusing on the hazards and risks involved in the
activity and the mitigation measures that shall be taken as detailed in the Risk Assessment. Regular
Toolbox talks shall be conducted in order to prevent complacency within the crew. The Site Engineer
shall conduct a Pre-start toolbox talk for the new person/s prior to starting work.

8.5 Permit to Work

A Permit to Work shall be obtained, in accordance with the requirements of Permit to Work Procedure
prior to performing the Testing and Commissioning of Air Handling Units.

The supervisor will ensure that all relevant risk assessments, method statements and permit to work
control measures are in place and that all relevant procedures contained within these documents are fully
understood by the operative personnel. Control of substances hazardous to health (COSHH) must be
attached on the work permit for each particular chemicals to be used for the activity, COSHH assessment
must be discuss to the workers pertaining to the proper usage of PPE’s, proper handling of chemicals,
proper disposal and etc. prior to use the chemical.

8.6 Training of Personnel

8.6.1 Safety Training

All personnel involved in Testing and Commissioning of Air Handling Units including VAV/CAV’s
shall be trained in accordance with the requirements of the Project HSE Program. No personnel
shall be assigned tasks that they have not received appropriate training in or have been assessed
for competency. Further training shall be given as required and when additional training is
identified during the risk assessment process.

8.6.2 Trades & Qualifications

All personnel involved in Testing and Commissioning of Air Handling Units including VAV/CAV’s
activity shall be assessed for qualifications, competency and if they have the required trade
skills and experience, or trained in accordance with the requirements of the project standards.
