PSA Clears the Conduct of the 2024 Census of Population
and Community-Based Monitoring System (Listing Record
and Profiling of Household and Institutional Population)

The Philippine Statistics Authority (PSA) granted clearance for the conduct
of the 2024 Census of Population and Community-Based Monitoring System
(POPCEN-CBMS) (Listing Record and Profiling of Household and
Institutional Population).
This statistical activity is a simultaneous conduct of POPCEN and CBMS to
ensure a cost-efficient implementation designed to update the information on
the population and improve the social registry of the country.
The simultaneous conduct specifically aims to:
a. Update the inventory of the total population in all barangays,
cities/municipalities, provinces, and regions in the country
b. Update the list of beneficiaries of government social protection
programs thereby reducing leakages
c. Update the distribution of shares of Local Government Units in the
National Tax Allocation
d. Aid in the implementation of the recently signed Republic Act (RA) No.
11964 or the “Automatic Income Classification of Local Government
Units Act”
e. Aid in the efficient use of government resources
The major data items to be collected from this census are the following:

This census data collection covering the households and institutional living
quarters will utilize a budget amounting to PhP 4.8 billion to cover 27.4 million
households and 29.8 thousand institutional living quarters nationwide. The
activity will be conducted from 15 July to 16 September 2024 and the result
of the 2024 POPCEN-CBMS (Listing Record and Profiling of Household and
Institutional Population) is targeted to be released by the first quarter of 2025.
Meanwhile, the POPCEN-CBMS also collects data from barangays and local
government units. The 2024 POPCEN-CBMS Barangay Profile Data
Collection, and the Listing of Service Facilities and Government Projects had
been cleared previously under the Statistical Survey Review and Clearance
Syetem (SSRCS). The press release for the conduct of the said activity can

The total budget allocated for the whole 2024 POPCEN-CBMS operations is
PhP 5.7 billion which covers the data collection, processing, mapping,
coordination, and advocacy activities.
The 2024 POPCEN-CBMS (Listing Record and Profiling of Household and
Institutional Population) was reviewed and cleared for conduct under the
SSRCS, a mechanism being implemented by the PSA by virtue of Rule 28
of Implementing Rules and Regulations (IRR) of RA No. 10625 to:
a. Ensure sound design for data collection
b. Minimize the burden placed upon respondents
c. Effect economy in statistical data collection
d. Eliminate unnecessary duplication of statistical data collection efforts
e. Achieve better coordination of government statistical activities
In line with this, the PSA enjoins all households and institutional living
quarters to participate in this statistical activity by providing truthful
information.
