PUNJAB GOVERNMENT RESIDENGES ALLOTMENT POLICY' 2021


CHAPTER I: GENERAL
1, Title and Application:
1.1 This Policy shall be called the Punjab Govemment Residences Allotment
Policy,202'1.
'l .2 This policy shall regulate allotment of residences and management of the
Government residential estates mentioned in Schedule 1 of this Policy'
'1.3 lt shall supersede Allotment Policy, 1997 and all amendments made in it'
1.4 lt shall come into force at once

2. Definitions ln this Policy, unless there is anything repugnant in the subject or


context:
a) ..accommodation,, means residential accommodation including a house or flat
owned, by Govemment and placed on the pool ofthe Estate Office' S&GAD'
b) ,,allottee" means a Govemment servant possessing a valid allotment order duly
issued by the Estate ffice for an accommodation in his occupation'
c) ,civil secretariaf means administrative departments of the Govemment of the
Punjab located in Lahore.
d) ..emoluments" for the purpose of recovery of rent include all kind of pay and
such other pay and allowances as the Government may decide, from time to
time, for the purpose of calculating normal rent;
e) ,,entiflement,' means the entitlement to accommodation as specified in this
policy;
f) .,family,' for the purposes of this policy means spouse, parents and children
and/orstepchildrenofaGovemmentservantresidingwithhimandwholly
dependent uPon him;
g) ,,Governmont servant (GS)" means a person who is appointed in departments
as specified in paragraph 3 of the policy on permanent basis;
h) ..Government" means the Government of Punjab in the services & General
Administration DePartment
..GWL" means General waiting List maintained under paragraph 9 0f this policy;

,,normal rent" means the rent calculated at the rate of five percent of the monthly

"penal rent" is the rent imposed on a GS affer having been declared

accommodation;
m) ..ineligible departnents" means any department other than those defined/
specified in paragraph 3.1 of the policy as eligible departments;
n) "services" means electricity, water, gas supplies and telephone connections;
o) ..standard ren!" of an accommodation, means the rent fixed by the Govemment
p) ,,trespasse/' means an individual or group of individuals who occupy
Government accommodation without valid allotment letter issued by the Estate
ffice for its occupation;

q) "unauthorized occupant" means a person wtlose allotment is no longer valid


and has been declared as such under this policy; and
r) "encroache/' means an individual(s) encroaches upon a piece of state land
within GORs/Colonies;

CHAPTER ll: ELIGIBILITY


3. Ellglbllity:
3.1 Only the fotlowing Government servants shall be eligible for allotment of
accommodation falling under this policy;
a) Judges of the Lahore High Court, Lahore.
b) Officers and officials bome on the cadre strength of the S&GAD'
c)fficersandofficialspostedinthePrincipalseatoftheLahoreHighcourt
Lahore.
d)officersandofficialspostedintheProvincialAssemblyofthePunjab.

3.3 The determination of officers bome on the cadre strength of s&GAD will be made

3.4 A Govemment servant who is transfened out of Lahore or out of the institutions
refened above will lose his eligibility after expiry of the period for which he or his
familycanretainpossessionoftheresidentialaccommodationasspecifiedinthe
policy.
3.5 when both husband and wife are employed, only one of them shall be entitled to
allotment of accommodation.
3.6 A contract employee shall not be eligible for allotment of accommodation'
3.7 Re.employedpersonsinductedinPunjabGovernmentServiceafiertheir
superannuation shall not be eligible for accommodation in any case'
3.8 An officer who occupies a statutory post after retirement shall not be eligible for
allotment

CHAPTER !ll: POOL ACCOMMODATIONS


4, PoolAccommodations:
4.1 Accommodations mentioned in Schedule ll of this policy shall be
allotted by the
Authority mentioned in Column 3 of the said Schedule

CHAPTER !V: DESIGNATED HOUSES


5 Deslgnated Houses:
5.1 A designated house shall be a house reserved for a govemment servant during
his tenure of office.
The designated houses shall be those mentioned in schedule lll of this
Policy.
5.2
A designated house shall be vacated within 5 days of the person ceasing to
hold
5.3
that office.
5.4 An officer,s entitlement to or occupation of an allotted house shall not be affected
by his right to occupy or use a designated house.
5.5 A designated house shall not be used by a gorrcrnment servant other than that

who occupies the designated position.

CHAPTERV: MANAGEMENT
6 Manag€ment:
6.1 Estate Officer will be the overall custodian of GORs/Government Colonies of
S&GAD at Lahore.
6.2 A property manager of Estate Office shall be placed at each GORVColonies
with representation from Buildings, PHA and L\A/MC departments.
6.3 The concemed Sub Divisional fficers of the C and W Department shall be
responsible for building maintenance.
6.4 The concerned SDOs of the Water and Sewerage Agency shall be responsible
for provision of water and sewerage services.
6.5 The concemed officer of the Solid Waste removal entity shall be responsible
for removal of waste.
7 Security Arrangementa:
7.1 Security Anangements in every GOR estate with regard to entry and exit shall
be under the control of the relevant police officer. The security officers shall
however abide by the instructions of the Additional Secretary (Wetfare) with
regard to overall entry/exit policy.
7.2 All allottees and persons living in allotted residences with the permission of the
allottee shall have entry rights.
7 .3 Stationing of temporary guard rooms (installed by police) and pickets shall be

subject to approval of Additional Secretary OVelfare).


7 .4 Where Guard rooms have been specifically constructed police guards shall

reside in them rather than temporary accommodations around houses located


by the police
8 Solid Waste Removal:
8.1 Solid waste shall be removed in the manner provided by the Welfare Wing.
8.2 Vvlere solid waste removal arrangements from individual residences are
available, occupiers shall pay for the same in advance every month at rates
notified by the Welfare Wng.
8.3 No person shall throw or dispose of waste in GOR except in designated places.
A person found throwing waste in non-designated places may be fined up to
Rs 5000. Fine shall be recovered from allottees where any person living in
allotted residence is found to be throwing waste in non-designated places.
9. maintenance of Parks and Green belts
9.1 Solid waste shall be removed in the manner provided by the Wetfare wing.
9.2 Where solid waste removal anangements from individual residences are
available, occupiers shall pay for the same in advance every month at rates
notified by the Welfare wing.

CHAPTER Vi: CLASSIFIGATION AND ENTITLEMENT


10. Entiuement and Classification of Accommodation:
1 0.1 All Govemment accommodations (other than those mentioned in Part A or C of

Schedule ll, Designated houses or houses classified under Part B of


Schedule ll) shall be classified into categories depending on their location, size
and amenities by the Welfare wing of S&GAD.
10.2 The entitlement of Govemment servants of the eligible departments, to various
categories/classes of accommodation at Lahore are mentioned/given in
Schedule lV.
10.3 Additional Secretary Welfare shall at all times maintain a list of various
category houses in each GOR mentioned in schedule 1. This list shall not be
amended or modified without approval of the Chief Secretary Punjab.

CHAPTER Vll: REGISTRATION AND ALLOTMENT

11. lUaintenance of General Waitlng List:


11.1 Government servants seeking accommodation will get themselves registered
with the Estate Office through their departments on the presqibed form given in
Schedule V afier due process.
11.2 The Estate ffice shall maintain GWL of all GSs who get themselves
registered and will issue a registration number. The list will be prepared on the
basis of the date of registration. lf two or more percons apply for registration, in a
particular category of residence, on the same date, they shall be registered as
per thei nter-se seniority.
11.3 Updated General Waiting Lists shall be regularly updated on the website of
the S&GAD for general information.
1'1.4 Officers and officials who are ineligible for allotment under this policy shall not
be registered.
11.5 lf a Govemment servant, eligible for allotment out of pool of S&GAD and
registered with the Estate ffice, S&GAD for allotment, is transfened out of
Lahore before a house is allotted, he will relain the samo registration number if
he is transfened back to Lahore within eight months (after his transfer out of
Lahore). He would not be required to get himself registered with the Estate
Omce afresh. However, after passage of eight months, the registration shall
stand cancelled automatically.
11.6 lf any allottee becomes entitled to a higher category of accommodation, he
should get himself registered with the Estate Office and will be registered as a
fresh applicant for the better category of accommodation in the respective
category.

12. Uode of Allotment:


12..1 The allotment of accommodation shall be made on the principle of 'first come
first served' basis in accordance with the GWL maintained by the Estate office.
12.2 No allotment above entitlement will be permissible in any case unless allowed by
this policy

12.3 the residences falling vacant in a particular category in a calendar year will

cases not covered by any other paragraph of this policy. These cases shall be
charac{erized in the following types:
a) Cases of out of tum allotments of officers eligible for registration or registered
cases.
b) Cases of persons who are not eligible for registration.
12.4 Persons who are eligible for allotment but have not obtained registration shall first
obtain registration in the relevant category and then submit an application for out
of tum allotments. Person who is already registered shall give an application for
out of tum allotment. An application for out of tum allotment shall contain reasons
for out of tum allotment. An application for out-of-tum allotment shall only be
processed on the following grounds;
i. t|sdicat Grounds: Medical reasons of officers or his immediate family shall
be considered for processing for out of turn allotments. Medical reasons shall
beaccompaniedbyamodicalcertificatethattheoffi@rorhisimmediate
family needs frequent medical care in a govemment facility at Lahore or a
member of his immediate family is over the age of 80 years'
ii. Administrative Grounds: Officer is posted in the CM secretariat, CS office,
S&GAD or Home Department.
,12.5 Cases of persons who are not eligible for registration may be allotted residence
on the following grounds onlY:
i. fficers of any service who ere performing an important assignment - in such
cases the relevant administrative secretary shall certify the same.
ii. The officer in question has no residence in Lahore or a residence has not
been made available to him by his Department.
12.6 The Estate Office shall maintain separate list of Govemment servants applying
for allotment on the above noted grounds. The allotments shall be made in a way
that;
(i) Out of lOo6available quota, shall be utilized by Committee comprising the
Additional Chief Secretary, Punjab (Chairman): Secretary (Services)' S&GAD
(Member);Additionalsecretary(Welfare),S&GAD(Member)andEstateO'fficer,
S&GAD (Secretary/Member)' The Committee shall evaluate and approve cases'

12.7 All allotment orders issued by the Estate officer will be countersigned / verified

competent Authority for allotment of accommodations at Lahore other than
those which have been placed under the administrative control of the Lahore
High court, Lahore and Chief Minister office or by special arrangement with
Secretary, Provincial Assembly Punjab or Deputy Commissioner, Lahore'
,12.g The Additional chief secretary may delegate any of his powers under this
policy to the Additional Secretary (Welfare) through written orders'
CHAPTER Vttl: PRIOR RIGHT To ALLOTMENT
13. The following officers shall have prior right to allotment in GOR 1:
i. Chief Secretary, Punjab

ii. Senior Member Board of Revonue


iii. Chairman, Planning & Development Board
iv. Additional Chief Secretary, Punjab
v. Additional Chief Secretary (Home), Govemment of Punjab
vi. Chairman, Chief Ministe/s lnspection Team
vii. Principal Secretary to the Chief Minister
viii. Secretary to the Provincial Assembly
ix. Secretaries to Govemment of Punjab (working in BPS-20 or above) of the
administrative departments bearing the appellation Punjab

CHAPTER lX: OCCUPATION OR VACATION


'14. Occupation of Allotted Accommodation:
14.1 A GS, allotted a house, at the time of taking over its possession from SDo
(Buildings)concernedwillsignareceiptforallfittingsandfixturesunder
intimationtosectionfficer(WJV),S&GADwhowillcountersignthesame.
Simultaneously,atthetimeofvacationtheSDo(Buildings)willensurethat
allthelittingsandfixturesareintactandgetthevacationslipsigned
accordingly.ThisvacationslipwillbecountersignedbySectionofficer
(W-lV)'S&GADwhowillissuefinalrentclearanceoertificateifallliabilities
withregardtorenuutilitybills,etc.ofvacatedhouseareclear'lfan
ex.allotteeoccupiesahousebeyondthepermissibleperiodofextension,
final rent clearanoe certificate will be issued on clearanc,e of penal rent
(if anY).
i.lfaGsdoesnotoccuPyanewlyallottedresidencewithin30daysofits
availabilityforoccupation,hisallotmentshallbecancelledafterashow
causenoticeandhisnameshallberemovedfromtheregistrationlist
exceptincasewherethehouseisundergoingrenovationandtheSDo
buildings has signed a certificate to that effect. The delay in occupation
shall only be allowed till completion of wo*
ii.TheGovemmentreservestherighttocancelanyallotmentorderissued
subjecltovacationbasiswithoutanyshow.causenoticeprovidedthe
new allottee has not taken over possession of the allotted house'
iii. lf a Government servant is transferred out of Punjab before taking
possessionoftheallottedhouse,hisallotment/exchangeshallstand
cancelled automaticallY'
iv.lfaGovernmentservantistransferredoutofLahorebeforetaking
possessionoftheallottedhouse,hisallotment/exchangeshallstandfor
a period of one Year.

CHAPTER X: SURRENDER OR DECLTNE OF ACCOMMODATION


15. Sunpnder and Decline:
15.1 No GS will be allowed to sunender the allotment in favor of any particular

15.2 lf an 'A' or'B'type Government residence is declined by an allottee; he would


not be offered any other Govemment residence before a period of 6-months
15.3 lf a Govemment residence from Single Room to C-category is declined by an
allottee; he would not be offered any other Govemment residence before a
period of one year. lf he declines the allotment of a house for the second time,
he would be placed at the bottom of the respective seniority list.

CHAPTER XI: EXCHANGE, USAGE AND RETENTION OF ALLOTTED


ACCOMMODATION
16. Exchange of Accommodatlon:
16.1 The exchange of residences of the same category shall be at the discretion
of Govemment subject to clearance of house rent and all utility bills, etc. No
GS, except in social/medical hardship cases, will be allowed to exchange his
govemment residence before 3 years of its physical occupation and 3 years
prior to his superannuation.
'16.2 Chief Minister may allow on summary exchange of accommodation to one
higher category on grounds of social hardship or administrative or medical
reasons.
16.3 The allottees belonging to eligible departments only shall be allowed
exchange of Govemment residences.
16.4 Application for exchange of residence will be considered on first come first
served basis and the GS, desirous of exchange of residences, will have to
apply to Additional Secrelary (Welfare), S&GAD for the purpose. List of
applications for exchange shall be maintained separately
16.5 Exchange / mutual exchange where allotment have been made to eligible
govemment servants, may be allowed by the Additional Secretary OVelfare),
S&GAD except A-Category of accommodations for which the competent
authority shall be the Additional Chief Secretary, Punjab.
16.6 Exchange to a lower category may be allowed by the Additional Secretary
(Welfare) on grounds of social or medical reasons.
'16.7 The request of the allottees against whom any dues / rent / utility bills, etc.,
are pending will not be considered for exchange.
16.8 lf two allottees are desirous to exchange their residences mutually, such
mutual exchange shall be at the discretion of Govemment provided that none
of the allottees is retiring within 3 years of exchange of accommodation and
the period of physical occupation of the existing residences is not less than 3
years' subject to clearance of house rent and all utility billS. Such allottees
shall have to occupy the exchanged residences within 30 days of the orders
of exchange failing which their allotments of exchange shall stand cancelled
automatically.
17. Retention of Accommodatlon:
17.'l Retention of Accommodation in case of death of allottee shall be as follows:
(6) ln the event of death of an allottee during service and lawful retention, the widow
may retain the govemment residence till the date of superannuation of the deceased
GS. The Government residence will be treated as rent free accommodation during
the p€rmissible period of extension i.e. from the date of death till date of

superannuation of deceased allottee. No fudher extension will be granted in any


c€lse.
(ii) ln case the widow is herself a GS of eligible department, she may be
allott€d the same residence provided that the widow is serving in
basicsoaleequivalenttoorhigherthanthatrequiredforallotmentof
the same house.
ln case the house is above her entitlement, she may be allotted an
altemate govemment residence as per her entitlement' on out of tum
basis
lf a widow opts for this option, then the Clause (i) shall not be
applicable.Further,thewidowisnotallowedtoavailthisoptionafter

19. Eiectment:
'19.1 An un-authorized occupant will be liable to
immediate ejectment'
Ejectment orders will be issued by AS welfare and the possession will be
recovered under Punjab Govemment Lands & Buildings (Recovery of
Possession) Ordinanoe, 1966. Additional Secretary (Welfare), Estate
Ofricer, Rent Collector / Sec{ion fficer (Welfare-|$, Special Judicial
Magistrate, Deputy Superintendent of Police (Security), Punjab Civil
Secretariat and Sub Divisional Officers concemed are the officers
authorized by the Govemment under Section 9 of the Punjab Govemment
Lands & Buildings (Recovery of Possession) Ordinance, 1966 to proceed,
inquire and recover the possession, to evict an unauthorized occupant or
to recover rent etc.
1g.2 ln case it comes to the notice of the Estate Office that an occupant is an
unauthorized occupant as defined in Chapter-Xll (1 to 8) of the policy, the
Estate Officer or any other person designated by the Additional Secretary
(Wefare) shall have an inquiry conducted under Rule 5 of the Puniab
Govemment Lands & Buildings (Recovery of Possession) Ordinance, 1966
to determine whether or not the occupant is an un-authorized occupant'
Such an occupant shall be:
a)CalledforpersonalhearingbeforeEstateofficeroranyotherofficer
designated by the Additional Secretary (Welfare) or himself for this
purpose who, afier due inquiry, shall announce his findings'
b) The person affected by findings of the inquiry may prefer an appeal
before the Additional Secretary (Welfare) or Additional Chief
Secretary, Punjab (if personal hearing given by Additional Secretary
Wefare), S&GAD) within 7{ays of announ@ment of findings of the
inquiry.
c) lf it is established that the oocupant is an unauthorized occupant' a
notice shall be served on him asking him to vacate the residence
within 14 days of the receipt of such notice' ln case he fails to vacate
the residence in 14 days, he shall be forcibly ejecled and cost of
ejectment will be recovered under Sec'tion 7 of the Puniab
Government Lands & Buildings (Recovery of Possession)
Ordinance, 1966.
d) For the purpose of ejectment of unauthorized occupant, the orders
will be issued by the Additional Secretary (Welfare) to the Special
Judicial Magistrate to proceed under Sec{ion 5' 6 & 7 of the Punjab

Lands & Buildings (Recovery of Possession) Ordinance, '1966 from
the Police Station of jurisdiction where he is executing the orders'
