House Bill No. 2663 (An Act Creating the Manila Bay, Rivers, and Waters Authority)
Manila Bay is a clean, safe, wholesome, productive ecosystem, a center of socio-economic
development, a natural heritage nurtured by Filipino values towards a better quality of life for the
present and nature generations. Manila Bay was once a productive fishing area; destructive fishing
practices, massive pollution, and unabated land conversion of wetlands and coastal areas have
contributed to the marine ecosystem's deterioration.
The House Bill No. 2663 aims for the environmental management and control, preservation
of the human life, ecological systems & prevention of pollution. It aims to restore the water quality of
Manila Bay in accordance with the Writ of Continuing Mandamus of the Supreme Court.
The House Bill No. 2663 which is An Act Creating the Manila Bay, Rivers, and Waters Authority
Appropriating Funds Therefor is a big help to the Manila Bay to have appropriate funds for the
preservation and to maintain the ecological balance. Thru promoting activities for improving
management of Manila Bay’s protected areas, enhancing solid waste management, reducing
pollution load, addressing concerns of informal settlements in easements, enforcing
sustainable fisheries and encouraging environmentally sound development. It can also prevent
flooding on nearby barangays.
House Bill No. 6122 (An Act Creating the Manila Bay Development Authority)
The House Bill No. 6122 is hereby declared to be the policy of the State to treat the Manila
Bay Region as a special development and administrative region to promote and accelerate the
sustainable development of Manila Bay while focusing on the maintenance of ecological balance and
the protection and enhancement of its natural resources.
It aims that the Manila Bay must have Authority to manage, develop, operate, preserve and
rehabilitate in accordance with the provisions of this Act the operate, preserve, and rehabilitate in
accordance with the provisions of this Act the Manila Bay Development Zone, hereinafter referred to
as the “Development Zone.”
It is important to have authority of Manila Bay to formulate and implement policies, plans,
programs and projects. The authorities will oversee provision for environmental management and the
activities for preservation, conservation, rehabilitation and protection of the Manila Bay. The
authorities will be also executing the efficient and effective funding needed to maintain the ecological
balance of natural resources and human life.
