My dear co:ntrymen,
I heartily reet 120 crore Indians on the 64th anniversary of o:r independence.
I have been addressin yo: from the historic Red Fort for the last seven years. In these seven
years, o:r co:ntry has achieved m:ch. D:rin this period, we have travelled rapidly on the path of
development and have seen s:ccess in many areas. However, I am also well aware that a lot
remains to be done. We have to banish poverty and illiteracy from o:r co:ntry. We have to
provide the common man with access to improved health services. We have to provide
employment opport:nities to each one of o:r yo:th.
The road ahead is lon and ard:o:s. Partic:larly, the prevailin sit:ation both inside and o:tside
the co:ntry is s:ch that if we do not act with :nderstandin and restraint, o:r sec:rity and
prosperity can et adversely affected. The world economy is slowin down. The developed
co:ntries especially merica and co:ntries of Western E:rope are facin economic problems. There
is :nrest in many rab co:ntries of the Middle East. There are some people who want to create
dist:rbances in the co:ntry so that o:r proress ets stalled. ll this can have a neative impact
on :s. B:t we will not let this happen. I know that if we work toether, we can face any challene.
However, it is necessary that we rise above personal or political interests and b:ild consens:s on
iss:es of vital national importance.
Brothers and sisters,
We are b:ildin the edifice of modern India on the fo:ndation of the hard work and sacrifices of
o:r soldiers, o:r farmers and o:r workers. We will not let their hard work and sacrifices o waste.
We will convert the dreams of o:r freedom fihters into reality.
Brothers and sisters,
In the last seven years, o:r overnment has strived for political stability and social and economic
proress. We have established an environment of comm:nal harmony in the co:ntry.
In these seven years, the pace of o:r economic development has been rapid. We have achieved
this s:ccess despite the lobal economic slow-down of 2008 and risin prices of enery and
commodities in world markets.
We have strived for red:cin ineq:alities in the co:ntry. In the last seven years, we have taken
special care of the needs of o:r brothers and sisters from the Sched:led Castes and Sched:led
Tribes, minorities, women and children.
We have enacted laws which wo:ld :arantee o:r people their basic entitlements. fter the rihts
to ed:cation, employment and information, we will soon enact a leislation for providin food
sec:rity to the people.
In the last seven years, o:r relations with vario:s co:ntries of the world have strenthened and
deepened. It is only the res:lt of o:r hard work that today we have m:ch more self respect and
self-confidence in o:rselves.
Brothers and sisters,
These s:ccesses are not ordinary. Today the world reconizes o:r potential to be one of the major
economic powers lobally. B:t the problem of corr:ption is a bi obstacle in s:ch a transformation.
In the last few months many instances of corr:ption have come to liht. In some cases,
f:nctionaries of the Central overnment face alleations of corr:ption. In other cases, it is the
f:nctionaries of vario:s State overnments.
We are takin the strictest possible action in cases of corr:ption that have s:rfaced. These cases
are s:b-j:dice and hence I will say nothin more on this s:bject.
It is essential that when we consider these iss:es, we do not create an atmosphere in which the
co:ntrys proress comes into q:estion. ny debate on these matters sho:ld reflect the confidence
that we can overcome these challenes.
Corr:ption manifests itself in many forms. In some instances, f:nds meant for schemes for the
welfare of the common man end :p in the pocket of overnment officials. In some other instances
overnment discretion is :sed to favo:r a selected few. There are also cases where overnment
contracts are wronf:lly awarded to the wron people. We cannot let s:ch activities contin:e
:nchecked.
I believe that there is no sinle bi step which we can take to eradicate corr:ption. In fact, we will
have to act sim:ltaneo:sly on many fronts.
We will have to improve o:r j:stice delivery system. Everyone sho:ld know that q:ick action will
be taken aainst the corr:pt and p:nishment meted o:t to them. If o:r system delivers j:stice in
an effective manner, overnment officials wo:ld think twice before committin a wron act o:t of
reed or :nder political press:re.
We want a stron Lokpal to prevent corr:ption in hih places. We have recently introd:ced a Bill in
Parliament to achieve this. Now only Parliament can decide what type of Lokpal leislation sho:ld
be enacted. I am aware of the differences of opinion on some aspects of the Bill. Those who dont
aree with this Bill can p:t forward their views to Parliament, political parties and even the press.
However, I also believe that they sho:ld not resort to h:ner strikes and fasts :nto death.
It is not appropriate to brin the j:diciary :nder the ambit of Lokpal. We believe that any s:ch
provision wo:ld o aainst the independence of the j:diciary. However, we do need a framework
in which the j:diciary becomes more acco:ntable. It is with this aim that we have introd:ced the
J:dicial cco:ntability Bill in Parliament. I am confident that this Bill will be passed soon.
n alert press and an aware citizenry can be very helpf:l in the fiht aainst corr:ption. The
Indian press is known for its independence and activism thro:ho:t the world. The Riht to
Information leislation that we have enacted has enabled o:r press and people to keep a strict
watch on the work of the overnment.
Today many overnment decisions, which in the absence of this ct wo:ld escape p:blic scr:tiny,
are comin to liht. I believe that this is a bi step forward in eradicatin corr:ption.
Brothers and Sisters,
Many times, overnment discretion is mis:sed in allocation of scarce reso:rces and in the rant of
clearances. We have examined this iss:e. We will p:t an end to s:ch discretionary powers
wherever possible.
ny overnment awards contracts worth tho:sands of crores every year. There are freq:ent
complaints of corr:ption in these decisions. We had constit:ted a committee to s:est meas:res
to red:ce corr:ption in overnment p:rchases. The committee has recommended that, like many
other co:ntries, we sho:ld also have a p:blic proc:rement leislation which lays down the
principles and practice with reard to overnment p:rchases. We will introd:ce a Bill in Parliament
by the end of this year to enact s:ch a law.
In recent years, we have established independent re:latory a:thorities in many areas. These
a:thorities dischare many responsibilities which were earlier in the domain of the overnment
itself. We have no leislation which wo:ld enable monitorin of the work of these re:latory
a:thorities and make them more acco:ntable, witho:t, however, compromisin their
independence. We are also considerin enactment of s:ch a law.
Brothers and sisters,
I have said so m:ch on corr:ption beca:se I know that this problem is a matter of deep concern
for all of :s. However, this is a diffic:lty for which no overnment has a maic wand. We are
takin sim:ltaneo:s action on many fronts in o:r fiht aainst corr:ption. We want all political
parties to stand sho:lder to sho:lder with :s in this fiht. To eradicate corr:ption, we have
introd:ced, and will introd:ce, many Bills in Parliament. I hope that all political parties will
cooperate in the process of convertin these Bills into stat:tes. On the iss:e of corr:ption, I wo:ld
like to say in the end that we can win the fiht aainst corr:ption only when each and every citizen
of India cooperates in it.
Brothers and sisters,
I conrat:late the co:ntrys farmers for their achievements this year. The prod:ction of foodrains
has been at a record level. Wheat, maize, p:lses and oilseeds have all seen record levels of
prod:ction. It is beca:se of the hard work of o:r farmers that today there are proposals for export
of foodrains, s:ar and cotton.
We need a second Green Revol:tion in aric:lt:re. We can tackle the problem of risin food prices
only by increasin aric:lt:ral prod:ction and prod:ctivity. We also need to increase aric:lt:ral
prod:ction to implement a food sec:rity law. We will accelerate o:r efforts in this direction in the
12th Plan.
Today, I wish to ass:re o:r farmer brothers and sisters, partic:larly those who are small and
marinal, that we will contin:e to take care of their special needs. It will be o:r endeavo:r to
ens:re that o:r farmers have easy access to fertilizers, seeds and credit. We also want to provide
the best possible irriation facilities to the farmers so that their dependence on rains is red:ced.
Brothers and sisters,
O:r co:ntry is passin thro:h a phase of s:stained hih inflation. Controllin risin prices is a
primary responsibility of any overnment. O:r overnment f:lly :nderstands this responsibility.
We have contin:o:sly taken steps to rein in prices. Some time we have been confronted with a
sit:ation in which the reasons for risin prices lay o:tside the co:ntry. The prices of petrole:m
prod:cts, foodrains and edible oil have risen steeply in international markets in recent times.
Since we import these prod:cts in lare q:antities, any rise in their prices adds to inflationary
press:re in o:r co:ntry. Sometimes we have been s:ccessf:l too in controllin inflation. B:t this
s:ccess has not proved lastin. few days back, the peoples concern at risin prices was also
reflected in a disc:ssion in Parliament. I wish to ass:re yo: today that we are contin:o:sly
monitorin the sit:ation to find o:t what new steps can be taken to arrest risin prices. Findin a
sol:tion to this problem will be o:r top-most priority in the comin months.
Brothers and sisters,
I am f:lly aware of the tensions ca:sed in some parts of the co:ntry beca:se of acq:isition of land
for ind:stry, infrastr:ct:re and :rbanization. O:r farmers have been especially affected by s:ch
acq:isition. Land acq:isition is no do:bt necessary for projects of p:blic interest. B:t it sho:ld take
place in a transparent and fair manner. The interests of those whose livelihoods are dependent on
the land bein acq:ired sho:ld be f:lly protected. We will ens:re that no inj:stice is done to
anyone in the process of land acq:isition. O:r overnment wants to replace the 117 year old land
acq:isition law by a new Land cq:isition and Rehabilitation law which is forward lookin and
balanced. We have already prepared a draft leislation and have initiated steps to b:ild consens:s
on it. We will soon introd:ce a Bill in Parliament to this end.
Brothers and sisters,
We are satisfied with o:r achievements in the last seven years in the areas of ed:cation and
health. Whether it is elementary ed:cation, secondary ed:cation or hiher ed:cation we have
taken concrete steps for improvements at all levels. This has shown ood res:lts. In the last few
years, f:ndamental chanes have taken place in the area of ed:cation. Today every citizen has a
riht to elementary ed:cation. We are now considerin :niversalization of secondary ed:cation.
Vocational ed:cation and skill development have acq:ired a new importance. In view of these
major chanes, it is necessary that we consider all aspects of ed:cation in a comprehensive
manner. Therefore we have decided to appoint an ed:cation commission to make
recommendations for improvements at all levels of ed:cation.
I have often referred to the 11th Five Year Plan as an ed:cation plan. We will lay the same
emphasis on health in the 12th plan as we laid on ed:cation in the 11th plan. I will propose to the
National Development Co:ncil that the 12th plan sho:ld be specially foc:sed on health. I also
promise that f:nds will not be a constraint in the important areas of ed:cation and health.
For a lon time o:r co:ntry had no facility for health ins:rance for workers in the :noranized
sector. In 2008, we bean the Rashtriya Swasthya Bima Yojana for workers in the :noranized
sector who are below the poverty line. In the last year we have covered those ettin employment
:nder Mahatma Gandhi R:ral Employment ct and also domestic workers, street vendors and
beedi workers :nder this scheme. Today the Rashtriya Swasthya Bima Yojana covers abo:t 2 crore
50 lakh workers. O:r overnment will endeavo:r to cover as many :noranized sector workers as
possible :nder this scheme.
Brothers and sisters,
We are contin:o:sly strenthenin the physical infrastr:ct:re in o:r co:ntry. This is an area which
req:ires very lare investments. It is for this reason that in the last seven years we have p:rs:ed
policies which enco:rae investment in infrastr:ct:re. s a percentae of GDP, investment in this
area has rown more than one and a half times in the last seven years. There have been
improvements in o:r capacities in the petrole:m sector and power eneration, and in o:r airports,
roads, especially r:ral road, and ports. s an ill:stration, the capacity in power eneration that we
are oin to add in the 11th plan will be twice that of the 10th plan. In the 12th Plan, we will
f:rther accelerate investment in infrastr:ct:re. We will pay special attention to the remote areas of
o:r co:ntry and to r:ral areas. Connectin s:ch areas by rail and road will et the top most
priority.
Brothers and sisters,
We have taken a major step this year for o:r poor brothers and sisters livin in cities. Recently we
have approved the Rajiv was Yojana. We want to make India sl:m free thro:h this scheme. We
want the sl:m dwellers to et ownership of clean ho:ses and have access to basic amenities like
water and electricity. We will implement the Rajiv was Yojana as a national mission toether with
the States.
Brothers and sisters,
Maln:trition in o:r women and children is a matter of concern for all of :s. We have taken a
n:mber of steps to tackle this problem, incl:din two new schemes. We have also decided that we
will start implementin an improved Interated Child Development Services scheme within the
next six months so that the problem of maln:trition in children can be effectively addressed.
The fi:res of cens:s 2011 show improvements in most areas. B:t it is a matter of deep reret for
:s that the sex ratio has shown a decline from the level of the last cens:s. For an improvement in
this state of affairs, it is not only necessary to implement the existin laws effectively b:t it is also
essential to chane the approach with which o:r society views irls and women. I wo:ld especially
appeal to the State overnments and social service oranizations to take steps for empowerment
of women and for improvin their stat:s in society.
Brothers and sisters,
Last months terrorists attacks in M:mbai warn :s that there cannot be any slip :p in o:r viilance
as far as the fiht aainst terrorism is concerned. This is a lon battle to be fo:ht jointly by the
Central Government, the State Governments and the common man. We have been steadily
strenthenin o:r intellience and sec:rity aencies and will contin:e to do so in the f:t:re also.
We are also takin all possible steps to overcome the challene of naxalism. We want to eradicate
the very reasons which ive rise to this problem. Therefore we have started a new scheme for the
accelerated development of 60 backward and tribal dominated districts. n amo:nt of Rs. 3300
crore will be spent on this scheme in a period of two years.
Brothers and sisters,
Preservin o:r environment even as we develop rapidly is a h:e challene for :s. Climate chane
poses a threat to both o:r development processes and o:r nat:ral reso:rces. We have established
eiht missions on climate chane and are workin hard to implement these missions. We have set
:p the National Gana River Basin :thority for the protection and cleanin of river Gana. We
have also established the National Green Trib:nal for q:ick disposal of cases involvin
environmental iss:es. In the comin months, we will constit:te an environmental assessment and
monitorin a:thority to streamline the process of environmental clearances.
Brothers and sisters,
O:r society and co:ntry are chanin rapidly beca:se of o:r fast economic rowth. Today o:r
people look towards the f:t:re with new hope. They have hiher aspirations. O:r yo:n men and
women strive for path breakin achievements. We sho:ld all b:ild an environment in the co:ntry
in which the enery and enth:siasm of the people are channelised into activities of nation b:ildin.
O:r instit:tions sho:ld enco:rae constr:ctive :tilization of the potential of o:r people. O:r
entreprene:rs and b:sinessmen sho:ld not feel constrained in their activities. O:r ind:strialists
sho:ld have the opport:nity to set :p new ind:stries so that o:r yo:th can et additional aven:es
for prod:ctive employment. We sho:ld all stay away from politics that create s:spicion or
apprehension amonst those connected with ind:stry, b:siness and investment.
Brothers and sisters,
It is not an ordinary achievement for o:r democracy with a pop:lation of 120 crore and so many
reliions, lan:aes and c:lt:res to march rapidly ahead on the path of development. I
conrat:late the people of India on this achievement. B:t we m:st ens:re that ineq:alities do not
increase even as we develop rapidly.
We have embarked on a jo:rney to transform o:r h:e and diverse co:ntry thro:h rapid
development. development which benefits every citizen of the co:ntry. It is nat:ral that tensions
wo:ld sometimes arise in this process of chane. In a democracy, s:ch tensions also become
iss:es of political polarization. We sho:ld endeavo:r that even as political parties oppose and
enae in debate aainst each other, the pace of o:r proress does not et affected.
We sho:ld also have faith that o:r democracy, o:r instit:tions and o:r social ideals and val:es
have the capacity to deal with any diffic:lty. We sho:ld all have faith in o:rselves. The faith that
we can b:ild a promisin f:t:re for o:rselves. The faith, that :nited we can do the most diffic:lt of
tasks. Let :s all resolve to b:ild a briht f:t:re for o:r co:ntry.
