OUTLINE FRAMEWORK
Pursuant to section 19C and 19F of Republic Act 9275 otherwise known as the
Philippine Clean Air Act 2004, DENR Executive Order 192 (Providing for the
reorganization of the Department of Environment and Natural Resources) hereby
adopts and promulgate Water Quality Guidelines (WQG) and General Effluent
Standards (GES).
The WQG were created to maintain and preserve the quality of water based on the
intended beneficial use as well as to prevent abate pollution. Meanwhile, the GES set
legal restriction or limitation on quantities, rates, and concentrations of physical,
chemical or biological parameters of effluent which an establishment is allowed to
discharge into the environment.
The contractual arrangement to be used for the project is the Design and Build
Scheme. Under this scheme the Procuring Entity awards a single contract for the
architectural/engineering design and construction to a single firm, partnership,
corporation, joint venture, or consortium.
a. Approve the Contractor’s design without diminishing the Contractor’s full and sole
responsibility for the quality and integrity thereof.
b. Supervise and monitor the project.
c. Pay the accomplishments accepted in conformance with the minimum
performance specification included under the Design and Build Contract.
d. Provide assistance to the Contractor with any issues and concerns that may
affect the project implementation.
The Contractor shall propose a design for the following design criteria:
3.1.1 The general arrangement of the Works shall be such that it can be fitted
on the specified area attached in the Site Development Plan with a total
area of 105sq.m. and shall be compatible with the existing and proposed
landscape and surroundings and has considered safety of workers
during plant operation.
3.1.2 The plant process areas such as inlet works (screening, equalization)
and sludge storage shall be fully enclosed to improve visual impact.
3.1.3 Plant components should be arranged for safe and greatest operating
and maintenance convenience, flexibility, economy, continuity of
maximum effluent quality and ease of installation of future units, if
required. Wherever practicable, the STP should be located adjacent to
the other existing structures.

STP Average Flow 200m³/Day
3.2.1 The Plant shall be capable of treating flows in the range specified in
Table 1 at any time during its operational lifetime, including the peak flow
over, under all anticipated wastewater quality standards given in the
specification.
3.2.2 Provisions of influent and effluent flow meters are required.
3.2.3 The process units shall be designed to allow sufficient turn-down of the
works throughput during low flows. The control arrangement shall be
capable of efficiently treating the full range of the flows.
3.2.4 The treated effluent quality targets identified in the table below are
required to be met for effluent discharged to the environment under all
operational conditions.
3.3.1 The design shall take into account the flow conditions at the completion
of the Works.
3.3.2 The STP will be handling domestic waste from different facilities inside
Sub-Capitol.Degreasing and grit-removal process shall perform
3.3.3 Manual bar fine screen shall be Mesh Steel wire with 2mm slit size, SS
AISI 304 or 316 material as minimum.
3.3.4 The design of the installation must ensure access for maintenance of the
equipment and in particular allow for manual cleaning of the screened
solids from the screen and for cleaning away solids build up upstream
and downstream of the screens.
3.3.5 All equipment shall be shipped in one piece. All wetted parts and screen
bars shall be SS AISI 304 or 316 material as a minimum.
3.3.6 The cleaning of screen and dewatered solid material is undertaken such
that there is no visual fecal matter and that the screenings are suitable
condition for road transport and ultimate offsite disposal.
3.3.7 The collected emulsified oil and grease shall be for proper disposal.
3.7 Noise
4.1 The Contractor shall supply all materials, labor, equipment, and consumables for the
installation of the mechanical equipment, plumbing and accessories.
4.2 The works shall include but not limited to:
4.2.1 All associated mixers, blowers and pumps;
4.2.2 All required odor control and exhaust systems;
4.2.3 All required pipework, control points and connections;
4.2.4 All required valves for manual control, isolation, automatic control,
including those required to enable the isolation
4.2.5 All required pipes, fittings and accessories
4.3 The Contractor shall take into account the potentially corrosive environment within
which the equipment operates.
4.4 The Contractor shall be responsible for the provision of all necessary foundation,
supports, pads, bases, and piers, required for all the STP equipment and for all other
equipment furnished under this contract.

4.5 All exposed pipes shall be labelled accordingly to identify the fluid that the pipes
convey.
4.6 Pipe labeling shall be in the form of paint or color bands. Paint and stickers shall be
weather proof and not easily scratched or withered.
4.7 All exposed metallic pipes shall be painted. Paints shall conform to provide primary
corrosion protection for metallic pipes.
4.8 All valves shall be designed for a pressure rating of 16 bars and test pressure of 1.5
times the pressure rating.
5.1 The Contractor shall supply all materials, labor, equipment, and consumables for the
installation of the electrical works, utilities, and accessories to energize the project.
5.2 All Electrical controls for all processes shall be at the Motor Control Center (MCC)
and located in STP building. The MCC rooms shall be well illuminated. All motor
control panels (MCP) shall be equipped with surge suppressors to protect the
equipment against surge and voltage fluctuations. All Electrical Control Panels shall
be appropriately labelled.
5.3 Electrical distribution boards and control panels shall be installed in locations not
prone to flooding and shall be located 0.3m above the finished grade level of the STP
or the highest recorded flood level plus (10%), whichever is higher.
6.1 The Contractor shall supply all materials, labor, equipment, and consumables for the
construction of civil works and structure of the project as per approved battery limit.
6.2 All tanks and structures that will complete the whole sewage treatment facility.
6.3 Internal surfaces of all the tanks shall be waterproofed and leak-proofed.
6.4 Flexible Cementitious Fiber Waterproofing shall be used with a minimum of 2 coats
application or as needed.
6.5 All tanks shall undergo flood testing for 24 hours to test the waterproofing applied.
6.6 All tanks shall be constructed with type-2 ready mix cement mix conforming to ACI
350.
6.7 The Contractor shall be responsible for site clearance, clean up, and demobilization
works post completion of the works.
7.1 The Contractor shall prepare the basic plans and drawings prior to the detailed
engineering design. It shall include but not limited to the following:
7.1.1 General Requirements for the entire Sewerage System of the Sub-
Capitol
7.1.3 Horizontal and vertical process flow diagrams that include process mass
balance chart.
7.1.4 Sewerage System and Sewage Treatment Plant Hydraulic Profile
7.1.5 Civil/Structural and Architectural Plans, Section and Elevation
7.1.6 The plans and drawings shall be 20”x30” and A3 size.
7.2 Detailed Engineering Design shall include the supply of materials, labor, equipment,
and consumables for the preparation of detailed construction plans and drawings
including the preparation of the detailed technical specifications. The Contractor shall
submit two (2) sets of the approved DEDs and technical specifications and one (1)
electronic copy (Cad File) of a.) the Sewerage System and b.) Sewage Treatment
Plant upon approval to PGC-PEO. Detailed engineering shall include the following:
7.3 For the Preparation of As-built Plans, Drawings and other Documents, the Contractor
shall submit to the PGC-PEO two (2) sets of blueprint copies and one (1) electronic
copy of as-built plans (Cad File) and drawings of the sewage treatment plant two (2)
weeks after the completion of construction and installation of works. Three (3) copies
of Operation Manual of the whole STP and Equipment Vendor Data must be
submitted to the owner after physical completion of works and biological start up.
The Value Engineering Studies would evolve several phases such as, but not limited
to the following:
Activities under this phase involve developing effective and efficient group
interaction process (brainstorming) to identify alternative ideas, proposals and
solutions for accomplishing the function of a systems and subsystem.
During this phase, the Contractor shall prepare and present his report, which
should contain information, such as list of items or processes examined,
alternatives, functional and the life cycle analyses, value engineering proposals
and supporting information.
The Approved Budget for the Contract (ABC) is P5,000,000.00. This is the ceiling for
acceptable bids. Bids higher than the ABC shall be automatically rejected.
The Contractor shall perform and complete Works from Design, Construction and Pre-
Commissioning, including all corrective works, within a period of one hundred eighty
(180) calendar days, including Saturdays and holidays from receipt of Notice to Proceed
from the Provincial Government of Cagayan. The one-year warranty period shall only
commence once the Contractor has complied with all the conditions in Section 10. Start-
Up, Testing and Commissioning and Section 13. Treatment Performance Efficiency.
The Contractor shall supply all material, labor, equipment and consumables (good for 3
months locally available in the Province of Cagayan) supply for the start-up and
commissioning of the treatment plant. The Contractor shall conduct the testing and
commissioning for a 3-month period. All equipment of the STP must run for a 3-month
period without any equipment breakdown.
11.1 The Contractor shall submit 3 copies of the OMM prior to commissioning of the
treatment plant.
11.2 The OMM shall include operating and maintenance procedure and program and
the corresponding as-built drawings that indicate but not limited to the following:
The Contractor shall provide their own operators for the testing and commissioning of the
facility. The Contractor shall conduct a minimum one-day classroom lecture and one-
month hands-on training of operators of the wastewater treatment plant after the testing
and commissioning has been completed.
The Contractor shall conduct a treatment performance efficiency guarantee test run for
one month after the commissioning period and process proving testing for a period of not
less than (3) three months after work acceptance. Composite samples of the final effluent
shall be collected and analyzed for a period of (4) weeks in each month during the
guarantee test run. Results of laboratory of all effluent samples shall conform to the
guaranteed effluent quality. All effluent samples must comply to the effluent standard
specified in Item 3.2.4 Table 2 for 12 consecutive weeks.
As basis of the acceptance, the final effluent must undergo effluent analysis from a third-
party laboratory accredited by the DENR, DOH and FDA.
14.1 All necessary permits, licenses, and pertinent documents required for the
construction of the Works shall be secured by the Contractor.
14.2 The Contractor shall cover all expenses necessary and incidental for the project
and shall be able to secure the necessary permits for the project. The Contractor
shall obtain and pay the corresponding fees for all necessary approvals, permits,
certificates and clearances, such as the following, whenever necessary:
