OUTLINE FRAMEWORK

1.0 PROJECT INFORMATION

1.1 Project Description and Significance

Pursuant to section 19C and 19F of Republic Act 9275 otherwise known as the
Philippine Clean Air Act 2004, DENR Executive Order 192 (Providing for the
reorganization of the Department of Environment and Natural Resources) hereby
adopts and promulgate Water Quality Guidelines (WQG) and General Effluent
Standards (GES).

The WQG were created to maintain and preserve the quality of water based on the
intended beneficial use as well as to prevent abate pollution. Meanwhile, the GES set
legal restriction or limitation on quantities, rates, and concentrations of physical,
chemical or biological parameters of effluent which an establishment is allowed to
discharge into the environment.

The installation of Sewage Treatment Plant (STP) at Sub-Capitol, Bangag, Cagayan

aims to fulfill the required general effluent standard by the DENR. The Phase 1 of the
said project is to be implemented under the Design and Build Scheme funded under
the 2019 General Fund Infrastructure.

1.2 Contractual Framework

The contractual arrangement to be used for the project is the Design and Build

surveys, geotechnical and geological investigation and hydrologic investigation
which conforms with the performance specifications (minimum design standards)
prescribed by the PGC. Only upon the submission and acceptance of these
documents will the Contractor be allowed to proceed with the construction of the
project. As just prudence, the Contract Price may be subject to increase or
decrease, depending on the justifiability of the submitted DED.

e. Initiate, coordinate and negotiate with the utility owners, etc. that will be affected
by the project, with assistance from the PROVINCIAL GOVERNMENT OF
CAGAYAN – Provincial Engineering Office and other involved agencies/entities.

2.2 Obligation of the PGC – Provincial Engineer’s Office (PEO)

a. Approve the Contractor’s design without diminishing the Contractor’s full and sole
responsibility for the quality and integrity thereof.
