by UNDP. This RFQ is conducted in accordance with the UNDP Programme and Operations Policies
and Procedures (POPP) on Contracts and Procurement

Any Bid submitted will be regarded as an offer by the Bidder and does not constitute or imply the

Moreover, UNDP strictly enforces a policy of zero tolerance on proscribed practices, including fraud,
corruption, collusion, unethical or unprofessional practices, and obstruction of UNDP vendors and
requires all bidders/vendors to observe the highest standard of ethics during the procurement

Bidders/vendors shall not offer gifts or hospitality of any kind to UNDP staff members including
recreational trips to sporting or cultural events, theme parks or offers of holidays, transportation, or
invitations to extravagant lunches, dinners or similar. In pursuance of this policy, UNDP: (a) Shall
Gifts and reject a bid if it determines that the selected bidder has engaged in any corrupt or fraudulent practices

for a stated period, to be awarded a contract if at any time it determines that the vendor has engaged

UNDP requires every prospective Supplier to avoid and prevent conflicts of interest, by disclosing to
UNDP if you, or any of your affiliates or personnel, were involved in the preparation of the
requirements, design, specifications, cost estimates, and other information used in this RFQ. Bidders
shall strictly avoid conflicts with other assignments or their own interests, and act without
consideration for future work. Bidders found to have a conflict of interest shall be disqualified.

Bidders must disclose in their Bid their knowledge of the following: a) If the owners, part-owners,

The eligibility of Bidders that are wholly or partly owned by the Government shall be subject to UNDP’s

mandate and access to information in relation to this RFQ, among others. Conditions that may lead
to undue advantage against other Bidders may result in the eventual rejection of the Bid.

A vendor who will be engaged by UNDP may not be suspended, debarred, or otherwise identified as

It is the Bidder’s responsibility to ensure that its employees, joint venture members, sub-contractors,
service providers, suppliers and/or their employees meet the eligibility requirements as established
by UNDP.
Bidders must have the legal capacity to enter a binding contract with UNDP and to deliver in the
country, or through an authorized representative.

If the Bidder is a group of legal entities that will form or have formed a Joint Venture (JV), Consortium
or Association for the Bid, they shall confirm in their Bid that : (i) they have designated one party to
Joint act as a lead entity, duly vested with authority to legally bind the members of the JV, Consortium or
Venture, Association jointly and severally, which shall be evidenced by a duly notarized Agreement among the
Consortium legal entities, and submitted with the Bid; and (ii) if they are awarded the contract, the contract shall
or be entered into, by and between UNDP and the designated lead entity, who shall be acting for and on
Association behalf of all the member entities comprising the joint venture, Consortium or Association.

The Bidder (including the Lead Entity on behalf of the individual members of any Joint Venture,
Consortium or Association) shall submit only one Bid, either in its own name or, if a joint venture,
Consortium or Association, as the lead entity of such Joint Venture, Consortium or Association.
Bids submitted by two (2) or more Bidders shall all be rejected if they are found to have any of the
following:
a) they have at least one controlling partner, director or shareholder in common; or b) any one of
them receive or have received any direct or indirect subsidy from the other/s; or
b) they have the same legal representative for purposes of this RFQ; or

Background:
The United Nations Office on Drugs and Crime (UNODC) in Iran, in line with its activities under the Sub-
programme 1 “Border Management and Illicit Trafficking” of Country Partnership Programme, intends to
increase the capacity of the Iranian canine units through procurement of drug detecting dogs and required
canine accessories, and holding training classes for management of dog centres.

Supplier’s obligations
a. The supplier is expected to properly select five (5) male Malinois (Belgian Shepherd) dogs which have
been fully trained on basic obedience and drugs detection. The method applied for narcotics detection
must be active indication.
b. The supplier is expected to deliver the requested items and canine accessories with the highest quality
within the mentioned timeframe as per the RFQ.
c. The first phase of the training for dogs should have been conducted in the suppliers' country of the
origin for the duration of at least three months (official confirmation from supplier required). The
supplier warrants that upon arrival of the dogs to Tehran, they can detect variety of drugs, including
opium, heroin, morphine, amphetamine, cannabis, hashish, and odours, and would obey basic and
advance commands (namely sit, lay, stay, come, follow, search, and leave it, etc.).
d. The supplier is to transport the five (5) trained dogs to Tehran Imam Khomeini International Airport
(IKIA). The supplier warrants that all five (5) dogs arrive safely at IKIA airport and warrants that if any
injury or damage happens to the dogs during transport or travel to Tehran, the supplier will replace
the injured dog/s at their own cost.
e. The supplier warrants full medical check and vaccination (rabies, and anti-parasite) of all five (5) dogs
before departing their country of origin for Tehran. All dogs must have complete set of documents
including identification, pedigree of breed and full medical file (including hip and shoulder x-rays) upon
arrival in Iran. The supplier warrants handing over two sets of above mentioned documents to UNODC
office upon arrival in Tehran.
f. The supplier shall envoy highly qualified training instructors to perform the training of dogs and
handlers in Iran for duration of at least ten (10) days. The supplier warrants that upon arrival in Iran
and before starting the training of dogs and handlers, all five (5) dogs would be trained on detecting
cannabis, hashish, opium, heroin, morphine, amphetamines and can actively indicate presence of
those substances. In case this part of training is being conducted by instructors other than those
providing the training in Iran, full detailed CV of all instructors should be provided at the time of
submitting bids. The supplier warrants replacing, at their own cost, any dog that might demonstrate
poor obedience or detection performance during the training in Iran.
g. The training instructors are expected to train dogs and handlers, so that at the end of the course each
pair of dogs and handlers is capable to detect various hidden concealment of cannabis, hashish,
opium, heroin, morphine, amphetamines (and any other substance if required) in different
concealments such as vehicles, luggage, parcels, buildings, etc. Beside the practical training on
narcotics search and dog’s obedience and handling, the curriculum of the course should include
theoretical sessions on "canine behaviour and instincts", "anatomy and physiology of dogs", "first aid"
and "search techniques".
h. The supplier is requested to provide in their bid documents a full description of methodology used in
all stages including selection, initial training in the country of origin, and training of dogs and handlers
in Iran, for technical review.
i. The supplier is requested to provide their financial offer in accordance to the breakdown table
indicated in the annex II.
j. The supplier is expected to have dogs with above specification passed at least 3 months of training
and finalize the delivery before COB 20 November 2022 and the training before 20 December 2022.

k. Following selection of dogs and in the course of pre-training phase, the supplier should share photo
and video of the training sessions.
l. In addition to the five (5) dogs and related training, it is intended to hold additional theoretical and
practical retraining classes for dog handlers who are actively engage at drug detection. This training is
to take place at least ten 10 days and should be composed of but not limited to criteria for selecting
dog handlers, role of dog handlers in the search team, maintaining efficiency during real operations,
behavioural correction in dogs, odour imprinting, increasing knowledge on hygiene and health of
working dogs.
m. A separate comprehensive training shall be provided for the management of the drug detecting dog
centres for a period of seven (7) days Iran by two senior canine trainers with drug dog centers
managerial background. The selection of participants will be done by the Iranian authorities and the
list of participants will be shared with the instructors.

Required qualifications:
Qualification of the company:
- Valid registration certificate;
- Minimum two years of continuous experience in providing similar training services;

The training instructor of any stage of training should have following minimum qualification:
- Minimum 2 years of experience with training of narcotics dogs or;
- Certification of being instructor for narcotics dogs from law enforcement agencies or other relevant
institutes .

Important Notes:
a. The mentioned breed (Malinois - Belgian Shepherd) and sex (male) are strict requirements which shall
not be altered by the supplier.
b. One set of dog accessories (including transportation carry boxes, collar, leashes, harness, brushes, toy
objects, etc.) should be delivered with each dog to cover needs related to arrival, training and
maintenance of dogs in Iran. Each dog should be delivered with its complete package.
c. During the training in Iran, dogs' nutrition as well as narcotics needed for the training will be provided
by the Iranian dog training centres.
d. The ten (10) day theoretical and practical retraining classes for dogs and dog handlers will be held at
the premises of the Iranian End-user.
e. The seven (7) day comprehensive training for management of introduced dog centres will be held at
