Correct manual handling techniques to be adopted at all times. Gloves, and hard hat to be worn at all times. Safety glasses to be worn during windy conditions. Cones to be stacked
no more than 25 high and secured using ropes during transit. Never lift more than you are comfortable with, this should be no more than 3 cones. Manual handling risk assessments
to be available and all necessary control measures put in place.
Only move large stacks of cones using an approved sack trolley. Use mechanical means where possible. Ensure loaded equipment is secured in such a manner that if the driver has
to take evasive action or brake suddenly, no equipment is likely to be dislodged causing crushing or trapping injuries. Guard rails to be fitted and used at all times. Attention must be
paid to the possibility of a public vehicle colliding with the vehicle you are on, ensure you remain vigilant at all times and plan your escape route continually.

Measures Continued: Driver to proceed with caution and avoid short sharp manoeuvres.
Vehicles to be in accordance with GWP and chapter 8 2009. All equipment is to be properly secured before vehicle moves. Maintain a tidy vehicle at all times and remove any
unnecessary rubbish or equipment. Equipment to be loaded neat and tidy and secured if necessary. Safety glasses to be worn during windy conditions. Hard hat and gloves to be
worn at all times. When working on vehicles fitted with a light arrow and crash cushion, the rearward vision is heavily restricted, where possible an operative must stand in a safe
position on the ground and act as a lookout to inform the person working on the vehicle that a collision is imminent, this will give the operative working on the back additional time to
get off the vehicle and move to a safe place before a rear end collision happens. A section of guardrail must be removed from the non live side of the vehicle when setting out and
retrieving signs from hard shoulders or live lanes, this will allow quick egress from the vehicle in such an emergency.
All cones that are loaded or stacked on flatbed vehicles must be secured by the means of straps or suitable rope, especially when operatives are stood on the back loading
equipment on hard shoulders, live lanes or within a lane closure. When cones are being retrieved during the removal of lane closures or any other TM system they must be secured
by straps or rope when a full row of cones has been loaded. This will prevent any equipment being dislodged if a rear end impact was to take place.

Measures Continued: The loading, unloading, installation, maintenance and dismantling of most modern portable traffic signal units is a single man operation. However, you must, at
all times, observe and follow the manufacturers recommended instructions and guidelines clearly marked on all equipment (this will usually be found printed on a controller on the
reverse side of the lid). When moving a fully assembled traffic light unit you must use the lifting bar provided with the safety catch inserted. Before carrying out a task involving
manual handling ensure that you have received the appropriate information / training and where possible ensure you: Plan the best way of carrying out the task, take full advantage
of any mechanical assistance available such as Forklift truck or wheeled barrows etc. Assess the load and take steps to make it lighter or less awkward. Remove or cover sharp
edges. Improve the work environment - lighting, remove trip hazards, uneven or slippery ground or floors. Use any hand holds or lifting points provided. Seek assistance from other
people. When unloading equipment off/on to a van at a site location survey the route to be taken. Familiarise yourself with the surroundings prior to carrying out the task. Identify the
clearest, shortest route ensuring the footway is suitable and clear of obstacles route.

Being crushed by slow moving public Pedestrians
vehicles.
Damage to buildings and other
equipment
Measures Continued: Remove the need for reversing altogether, by setting up one-way systems, for example drive-through loading and unloading positions. Where reversing is
unavoidable, routes should be organised to minimise the need for reversing. Ensure visiting drivers are familiar with the layout of the workplace, and with any site rules. Drivers must
report to reception on arrival. In locations where reversing cannot be avoided, reversing areas should be planned out and clearly marked. People who do not need to be in reversing
areas should be kept well clear. Use a banksman where possible. A Banksman will need to use a clear, agreed system of signaling, and will need to be visible to drivers at all times
and stand in a safe position from which to guide the reversing vehicle back without being in its way. Hi-viz clothing should be worn at all times and ensure that any signals are clearly
seen. If drivers lose sight of the signaler they should know to stop immediately. Consider whether portable radios or similar communication systems would be helpful. The following
steps might help to reduce the risk of reversing accidents. The following are examples, but it is unlikely that any single measure will be enough to ensure safety. Site layouts can be
designed (or modified) to increase visibility for drivers and pedestrians, by increasing the area allowed for reversing, by installing fixed mirrors in smaller areas or reducing the
dangers caused by 'blind-spots': Most vehicles already have external side-mounted and rear-view mirrors fitted. These need to be kept clean and in good repair. Refractive lenses
fitted to rear windows or closed-circuit television systems can be used to help drivers to see behind the vehicle. If drivers cannot see behind the vehicle, they should leave their cab
and check behind the vehicle before reversing. Reversing alarms must be fitted, these should be kept in working order, and audible alarms should be loud and distinct enough that
they do not become part of the background noise. Where an audible alarm might not stand out from the background noise, flashing warning lights can be used. Stops such as
barriers, or buffers at loading bays can be used. They should be highly visible, and sensibly positioned. Where vehicles reverse up to structures or edges, barriers or wheel stops can
be used to warn drivers that they need to stop. White lines on the floor can help the driver position the vehicle accurately. Ensure reversing cameras are clean and working correctly,
clean the camera lens before each reversing operation.

Measures Continued: Only reverse when absolutely necessary and when site specific method statements dictate. When reversing during a lane closure removal, always ensure team
mates are sat safely in the cab if not actively involved in the cone retrieving operation. If lane closure cones are being walked in rather than picked up, do not reverse your vehicle
within the lane closure, drop your colleagues at the end of the closure and drive around to the start of the closure. DO NOT REVERSE UNLESS IT IS ABSOLUTELY NECESSARY. If
working in a two man team, dropping off your colleague to walk in a closure whilst you drive around, is not an option. Lone working is not permitted. In this case, you must ensure
your team mate is clearly visible and standing well away from your vehicle as you reverse past him, he must then remain in front of you at all times. Never reverse up a hard shoulder,
within a longitudinal safety zone (unless impact protection is deployed) or outside a lane closure.
Always ensure you know where your colleagues are when reversing. Always have a drive through your closure to check it is safe to be removed before actual removal, check with
your client to ensure all work is complete before removal. All equipment on the back of the TMV must be loaded and secured in such a manner that if the driver has to brake
suddenly, is impacted with another vehicle or has taken evasive action, it will not move or fall on to operatives working on the rear. Only methods detailed in TSM site specific or
generic method statements may be used.

Using a cone well to drop out and retrieve cones
General Control Measures: Cone wells must be fully serviceable and free from damage, defects must be reported immediately. Always use the correct means of access and egress when climbing
in and out of a cone well. All equipment loaded on the vehicle must be fully secured to prevent falling or displacement during collision or evasive action. Where an operative is working on the rear
of the vehicle without assistance from another operative to pass him the cones and lamps, he must always ensure equipment is close to hand. Cone stacks to be laid down on there sides in stacks
no greater than 10. This method must only be adopted for short length closures no more than 1000m in length. A three man crew is the preferred option where reasonably practicable. Operatives
are to observe all manual handling principles, tips and best practice; this includes warming up and cooling down before commencing this activity. Avoid unnecessary twisting and over reaching, if
you can’t reach the cone then leave it and allow the driver to move forward to collect it. Inform the driver he needs to get closer to the cone line. Rotate each task, never pick up or drop out a
full run doing the same task or without a short rest. When two ops are retrieving cones, take it in turns to drop out and stack. And rotate this task every 500m or so. Never mount or dismount a
cone well when the vehicle is in motion. Always ensure the driver can see you when working around the vehicle. Assist the driver by keeping a look out for anything he could reverse in to. When
retrieving or dropping out cones for tapers, chicanes, rejoins or longitudinal safety zones, never use the cone well on the live side, cones must always be walked in and retrieved from the non live
side of the vehicle and similarly when dropping out they must be dropped out from the non live side and walked in to place. Guard rails or chains must be used when working in a cone well. Never
use a cone well to store or transport equipment; it must be kept free from mud, oil, grease, litter etc. All standard PPE must be worn including hard hat, gloves and safety glasses. Ensure adequate

around would leave one man working alone, reversing should be carried out with extreme caution and your colleagues must remain in sight at all times and never be allowed to work
at the rear of the vehicle. Practices like “leap frogging― are strictly forbidden. Only approved TSM methods are to be adopted. Reversing cameras should be switched on, lenses
cleaned and checked before each reversing operation. TMV's must always be parked in safe locations and all longitudinal safety zones must be observed.

insurance cover, which includes business use as applicable. The vehicle must be taxed and have a current MOT certificate (if required). The driver must be licensed to drive the vehicle for the
purpose intended. Use is restricted to legitimate company business and activities, and in accordance with any company provision for personal use. All vehicles must be driven in a moderate and
considerate manner. Drivers should ensure, so far as is reasonable practicable, that the vehicle is maintained in a legal and roadworthy state, regardless of ownership of the vehicle. Daily checks
should be carried out on: Wipers / washer jets / washer fluid / lights / indicators / horn / mirrors / body work. Weekly checks should be carried out on: Tyre condition (including spare) , battery and
brake fluid, coolant, engine oil and fuel levels.
If your vehicle breaks down: Pull safely off the road – if on a motorway or dual carriageway then, if practicable, leave at the next exit. If this is not possible then pull onto the hard shoulder, near to
an emergency phone where possible, switch on the vehicle's hazard warning lights. If it is dark then ensure the main headlights are on and vacate the vehicle, using nearside doors where possible.
Keep well away from the carriageway, phone for assistance. Hired vehicle users can call the emergency contact number with the hired vehicle, or use the emergency telephone if you are on a
motorway. If you consider yourself to be at risk then return to the vehicle and lock all doors. If by yourself, sit in the passenger seat. In the case of an accident: Where possible, pull safely off the
road alert the emergency services – police and ambulance/fire brigade if required, record details, all accidents MUST be reported to the police. Where the vehicle is no longer roadworthy a
recovery vehicle as advised by the Police Force should be engaged.
In addition to the above it is imperative that all road users make themselves aware of the contents of the Highway Code (the Code).
In the case of the vehicle catching fire: Stop immediately and turn off the engine, leave the vehicle in neutral, engage fuel cut-off switch (if fitted), vacate the vehicle, ensuring that all passengers
have got safely out. Where safe to do so, close all vehicle doors and move well away from the vehicle. Do not tackle the fire, call the emergency services, if you are carrying a hazardous load -
inform the emergency services.
The rules contained within the Highway Code apply to all road users: drivers, motorcyclists, cyclists, pedestrians and also horse riders. As anyone with a full car or motorcycle driving licence has
already gone through training to make them aware of the Code the contents of it will not be contained within this guidance. However, all members of staff who use motorised vehicles for work use
must re-acquaint themselves with the Code on a regular basis.
All road users are directed towards Sections 85-134 - 'General Rules, Techniques and Advice for All Drivers and Riders. In addition, drivers are directed towards Sections 72-84 - 'Rules for Drivers
and Motorcyclists'. Accident Procedure is an important part of risk management. The business driver needs to be aware of information to be collected and recorded at the time of the incident. This
may save the company and the driver considerable time, effort and money if the procedures are followed.
1. Always stop, warn other traffic, e.g. by use of hazard warning lights. Where possible, pull safely off the road.
2. Ask drivers to switch off their engines and put out any cigarettes.
3. Alert the emergency services – police and ambulance/fire brigade if required.
4. Documentation - If you are involved in an accident which causes damage or injury to another person, vehicle, animal or property, you must
a) Stop
b) Give you’re own and the vehicle owner’s name and address, and the registration number of the vehicle, to anyone having reasonable grounds for requiring them
c) If you do not give your name and address at the time of the accident, report the accident to the police as soon as reasonably practicable, and in any case within 24 hours.
5. Obtain the name and address of the driver together with the registration number, colour and make of any other vehicle involved.

6. Obtain insurance details from any driver you think is responsible for causing the accident, and give your details to anyone who holds you responsible. Do not admit liability.
7. Obtain the names and addresses of any witnesses.
8. If possible draw a picture of the position in the road of your vehicle and any other vehicle.

1 RTC Driver and Third Party 5 5 25 See Below 5 1 5 Driver and Line Manager
Measures Continued: All legal and safety requirements must be observed at all times, including speed limits and wearing seatbelts. Seatbelts: These must be worn at all times whilst
the engine is running. This applies to both front and back seat passengers as well as the driver. A passenger sitting in the back seat can injure or kill people sitting in the front of the
vehicle, when thrown forward in a collision. Watch other road users, remember to use your mirrors and check your blind spots. Always keep a minimum of a two second gap
between the car in front and yourself.
2 Drink/Drugs Driver and Third Party 5 4 20 See Below 5 1 5 Driver and Line Manager
Measures Continued: Staff must not drive if under the influence of drink or drugs, including prescription medication that could cause drowsiness or loss of concentration. Inform
your line manager if you are taking any prescription drugs that may affect your ability to drive safely. Do not drink heavily the night before driving, ensure enough time for any
alcohol to clear your system before attempting to drive. Never drink alcohol whilst on duty. Your driving can suffer from even a small amount of alcohol. Staff must be aware of the
consequences of drinking and driving.

Measures Continued: At 35mph you are twice as likely to kill someone you hit as at 30mph. Observe the speed limits at all times. Remain vigilant at all times, extra care must be taken
in areas where there may be children as they often act impetuously.
4 Vehicle Breakdown Driver and Third Party 5 3 15 See Below 5 1 5 Driver and Line Manager
Measures Continued: It is advised that all drivers of private vehicles have appropriate and adequate breakdown cover. Ensure you carry with you the correct phone numbers for
recovery and breakdown companies. Lone females must make the breakdown company aware that they are alone; they must also inform a member of staff immediately. See general
comments below for general control measures for breakdowns.
5 Tiredness Driver and Third Party 5 5 25 See Below 5 1 5 Driver and Line Manager
Measures Continued: Drivers of LGV vehicles or vehicles requiring the use of a tacho or log book should abide by the EU drivers hours regulations at all times, all other drivers must
at least, abide by the following: Every driver is entitled to a break after 4 hours continuous driving or after 5 hours continuous work, the maximum daily total driving time should not
exceed 9 hours, the maximum weekly driving time should not exceed 48 hours, the daily rest period must never be less than 8 consecutive hours, where possible, a rest break of 15
minutes should be taken at least every 2 hours. Drivers should not work for more than 15 hours a day, including non-driving activities. It is thought that more than 10% of road
accidents are caused or exacerbated by tiredness.
6 Inclement Weather Driver and Third Party 5 4 20 See Below 5 1 5 Driver and Line Manager
Measures Continued: Try to avoid driving in bad weather. If you must drive, take particular care. Drive only at a speed which allows you to stop within the distance you can see to be

Ensure cables for all electrical equipment are stowed away and do not present a trip hazard. Only approved and PAT tested appliances may be used. Always uncoil extension cables
before use and never exceed the available output for that type of cable. Ensure fire risk assessments are available and all control measures are in place. Check the fire log book for
your building and ensure all checks have been carried out. Never use faulty cables or appliances. All faulty items must be destroyed, recycled or clearly marked as unserviceable and
isolated until suitable repairs can be carried out. If bare or naked wires become exposed, do not touch them, turn off all power, isolate the item and discard it or get it repaired. All
unused electrical items must be turned off at the end of each day or when not in use. Dust – Where reasonably practicable, all compounds or depots should be located on a hard
tarmac surface which includes an area for workers to park. Where this is not practical, traffic movements should be kept to a minimum and this should be detailed within the site TM
plan displayed in all depots. If dust becomes excessive, ensure the area causing the dust is damped down using an appropriate method (e.g. garden sprinkler). All visitors must
report to reception and read and sign for the TSM standard site rules which they must comply with at all times. Visitors must not be allowed to wonder unaccompanied around the
depot or compound at any time. Visitors must where the appropriate PPE including hard hat, safety boots and hi viz vest. Pedestrian walkways must be marked and guarded where
possible, these must be free an unobstructed at all times and all surfaces must be hard and even. Any portable or make shift steps for raised units must be secure and fit for purpose
with handrails fitted where height to be climbed exceeds 450mm. All temporary surfaces must be anti slip and kept clean at all times. Full standard TSM PPE is required including
hard hat, safety glasses and safety boots. Vehicles are not to be left running in side warehouses or loading bays, allow plenty of ventilation when a vehicle has to manoeuvre in or
out of these areas.

Measures Continued: All equipment should have clear un obstructed access to it at all times. Any racking systems must be suitable and fit for purpose and be conducive with good
manual handling operations. Equipment stored in racks must be secured by a suitable means to prevent movement. Equipment e.g. frames, plate etc should never be lent up against
any temporary structure or anything that is not suitable and secure enough to hold its weight. These should be tied back to avoid any movement. Equipment should be stored in the
correct locations as detailed in your site TM plan. Damaged or unserviceable equipment should be placed in the quarantine or Non conforming materials area which should be clearly
marked. All unserviceable equipment must not be allowed to accumulate to a point where it restricts safe movement and practice; this equipment should be repaired or recycled by a
suitable and sufficient means. All litter should be removed and not allowed to accumulate. Bins to be emptied daily and recycled accordingly. Good manual handling techniques and
principles are to be adopted at all times. Vehicular movements should be kept to a minimum and drivers are to adhere to site speed limits. Extreme caution should be taken when
maneuvering around site in a vehicle, beware of pedestrians, always use a banksman and unsure your reversing camera is working and the lens is cleaned before each reversing
operation.
