Position: Water Sanitation and Hygiene infrastructure Specialist


Location: Country Office- Sana’a

Contract Length: 1 year

The Opportunity:

ROLE PURPOSE:

The WASH and infrastructure Specialist will be expected to


coordinate, with the help of other senior members of the team,
WASH related sectoral assessment, programme design and
master budgeting, support fundraising, recruitment and
procurement at national level

The role of the WASH and infrastructure Specialist is to monitor


and ensure quality of the WASH responses in Yemen. The WASH
and infrastructure Specialist will report to the WASH and
Infrastructure Advisor, and work in close collaboration with WASH
operational staff as well as regional and global technical team.

The WASH and infrastructure Specialist will also oversee all


infrastructure designs, tendering processes, evaluations of bids
for project activities both for WASH and other sectors and the role
out of SC Construction policy for all the FOs while being supported
by the WASH and Infrastructure Advisor.

The WASH and infrastructure Specialist will provide day-to-day


guidance and in-the-field training for field staff (from Save the
Children, our Implementing Partners and MoWE personnel). It is
expected that the WASH and infrastructure Specialist will spend
the large majority of time in field, ensuring quality of our WASH
programmes, both in terms of on-the-job training and in terms of
broader quality issues (using quality checklists). The WASH &
Infrastructure specialist will feed into the overall strategic direction
of Yemen’s WASH programme by supporting the link between the
field offices and the country office and ensuring field level quality
concerns are consistently raised and incorporated into
programme design, coordination and advocacy efforts.

The responsibilities listed below will be further defined with the


WASH team in Yemen and may change and evolve.

In the event of a major humanitarian emergency, the role holder


will be expected to work outside the normal role profile and be
able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: WASH and Infrastructure Advisor

Budget Responsibilities: none

Key Areas of Responsibilities:

Programme Support
Coordinate, with the support of the WASH and Infrastructure
Advisor, WASH technical assessments in coordination with
other SC thematic areas and/or other external sector agencies,
ensuring assessment findings are documented and that all
assessments include a specific analysis of children’s needs.
Provide technical checking of WASH engineering designs and
hygiene promotion programmes as necessary, and proactively
promotes high quality WASH technical approaches within
country programmes.
Provide to WASH and Infrastructure Advisor high quality data
for the writing of WASH component of proposal
Review designs and bill of quantities for construction and
rehabilitation works in schools and health facilities. Ensure the
construction process for all the infrastructural works in schools
and health facilities complies to the SC construction policy.
Capacity build field teams; Program Managers and project
teams on the SC construction policy and conduct construction
policy bench marking for the Field offices
Update the Yemen construction portifolio tracker
Support the quality integration of WASH with other sectors
such Education, Health, Nutrition , FSL and Child protection at
the field level.
Prepare and oversee WASH programme implementation to
ensure timely delivery of programme activities (for example,
monitoring against logframes, individual performance
management and workplans).
Collect and provide timely data from WASH staff in field office
for donor reports on project activities.
Working closely with the HR team, identify WASH staffing needs
(national) for emergency programmes, and participate in their
rapid recruitment, induction and training of new staff.
Identify WASH programme supplies needs and coordinate with
the logistics team to put in place a sensible phased
procurement plan.
Working closely with the Monitoring & Evaluation team,
monitor and validate WASH M&E data from field, ensuring this
links to reporting requirements, and capacity build technical
field staff in carrying out the work.
To ensure that the minimum standards of humanitarian relief
are maintained in accordance with the Sphere Charter and Red
Cross Code of Conduct.

Capacity Building:

Provide technical capacity during training organized for field


staff
Through regular field visit, provide continuous technical and
support to field staff

General:

Deliver high quality results in line with the current proposals


and Save the Children country strategy – to do this in a way
which maintains the reputation of the WASH team and SC’s
Humanitarian Department.
Comply with Save the Children policies and practice with
respect to child protection, code of conduct, health and safety,
equal opportunities and other relevant policies and
procedures.
Ensure that the security standard operating procedures are
adhered by the WASH staff and also the health and well being
of staff is ensured and staff management and other processes
and policies and systems reflect SC's principles of equity and
fairness.

QUALIFICATIONS, EXPERIENCE, and ESSENTIAL SKILLS

Essential:

Minimum of 5 years of working experience in WASH sector at


managerial position in a humanitarian or development context
Previous experience of WASH project management and
programme coordination, implementing WASH programmes
within donor constraints, on time and within budget
Experience of and commitment to working through systems of
community participation and accountability
Demonstrated monitoring and evaluation skills
Ability to work both in an advisory role and a hands on
implementation capacity
Proven capacity to supervise, train and coach staff in WASH
technical skills
Ability to write clear and well-argued assessment and project
reports
Excellent communication skills
Strong influencing skills and experience in advocacy
Politically and culturally sensitive with qualities of patience, tact
and diplomacy
Fluent in written and spoken English . Arabic language is
mandatory for this position.
The capacity and willingness to be extremely flexible and
accommodating in difficult and sometimes insecure working
circumstances.
Commitment to the aims and principles of SC. In particular, a
good understanding of the SC mandate and child focus and an
ability to ensure this continues to underpin our support.

Desirable:

Has vast experience of implementation of WASH projects in


Yemen. Understands the working modalities of GARWAP & local
authorities.
Has good communication and coordination skills
Specific experience of managing OFDA, UNICEF, DFID and ECHO
projects

Desirable

Good knowledge of Microsoft Word and Excel.
