“AN EXECUTIVE ORDER RECONSTITUTING THE BARANGAY
RENATO P. TUMACAS PEACE AND ORDER (BPOC) OF BARANGAY BAGONG SILANG,
Punong Barangay MABUHAY, ZAMBOANGA SIBUGAY”
SANGGUNIANG BARANGAY WHEREAS, Executive Order No. 366 dated September 5, 1996, entitled
MEMBER “reorganizing the peace and order council” and organizing the barangay peace
and order committees as the implementing arm of the municipal peace and

WHEREAS, DILG Memorandum Circular 2002-02 and 05 provides the
strengthening of the BPOC and the guidelines on the operationalization of

NOW, THERFORE, I, RENATO P. TUMACAS, Punong Barangay of
WARLITO H. ANOTA Bagong Silang, by virtue of the power vested in me by Law do hereby order to
Sangguniang Member reconstitute the Barangay Peace and Order Council (BPOC).
JACINTA T. PERIGO SECTION 1. Composition of the BPOC. Every Barangay shall organize a
Sangguniang Mamber Peace and Order Committee to serve as implementing arm of the Municipal
Peace and Order council at the Barangay Level. Such Committee shall be

The Punong Barangay may appoint Sectoral Representative/s to the Committee as
may be necessary or depending upon the needs and situation in the Barangay.
Section 2: Function of the BPOC- The BPOC shall be as follows:
1. Formulate the Barangay Peace and Order and Public Safety Plan which shall
be incorporated in the Barangay Development Plan, and recommended
measures to improve or enhance the implementation of peace and order
program in the Community.
2. Monitor and coordinate the implementation of peace and order programs
and projects at the Barangay Level, including illegal gambling activities.
3. Serve as an information gathering mechanism;
4. Establish and maintain profile of all residence in the Barangay;
5. Monitor and check the nefarious activity of criminal elements;
6. Identify Barangay constituents who gave strong deviant behavior for referral
to appropriate authorities.
7. Maintain Continuing dialogue, close coordination and support with the higher
POC and law enforcement units.
8. Monitor, coordinate and supervise the operation of all community base anti-
crime movements within the Barangay;
9. Make periodic assessment of the prevailing peace and order situation in the
Barangay and submit a report, to include an assessment report on illegal
gambling with appropriate recommendation in the higher-level POC; and
10. Perform such other functions which may be assigned by the higher-level POC.
Section 3: The BPOC Secretariat- The BPOC likewise constituted as follows:
1. Head: IMELDA T. ALTOVEROS, Barangay Secretary
2. Assistants- JUVEY C. ORTALIZ- Barangay Administrator
3. Documenter- MARCELA B. MELENDRES- Technical Action Officer (TAO)
Section 4: Function of the BPOC secretariat- The BPOC Secretariat shall preform the
following functions and responsibilities:
1. Handle the administrative, operational Technical Activities of the BPO
2. Prepare Plans and Programs for the consideration of the committee;
3. Supervise, direct and monitor implementation approve policies, plans and
programs;
4. Undertake liaison and coordinate activities with appropriate agencies of the
government and;
5. Provide a forum for inter-disciplinary dialogue and deliberation of major
issues and problem affecting the peace and order;
Section 5: Effectivity- This Order shall take effect immediately.
