DECLARATION OF VACANCIES IN THE KITUI COUNTY PUBLIC SERVICE

Kitui County Public Service Board (CPSB) is a body corporate established under Section 57 of
the County Governments Act, 2012 pursuant to Article 235 of the Constitution of Kenya 2010.
Section 59 of the County Governments Act 2012 outlines the functions of the CPSB among them
being “appoint persons to hold or act in offices of the county public service including in the
Boards of cities and urban areas within the County and to confirm appointments.”

Pursuant to the above constitutional and legal provision, Kitui CPSB invites applications from
qualified persons to be considered for the positions below in the County Ministry of Health and
Sanitation:

COUNTY MINISTRY OF HEALTH AND SANITATION


1. MEDICAL SPECIALIST 1, JOB GROUP ‘CPSB 04’ (Q), THIRTY (30) POSTS
(Anaesthesiologist 2 posts, Ear, Nose and Throat Surgeon 1 post, Family Physician 2 posts,
General Surgeon 3 posts, Clinical Oncologist 1 post, Obstetrician/Gynaecologist 4 posts,

Requirements for appointment


i. Be a Kenyan Citizen;
ii. At least seven (7) years’ experience, three (3) of which must have been at senior
management level in either Public or Private Sector;
iii. Bachelor of Medicine and Bachelor of Surgery (MBChB) degree from an institution
recognized by Medical Practitioners and Dentists Board;
iv. Master’s degree in any of the following fields: Medicine, Anesthesia, Cardiothoracic
Surgery, Dermatology, Ear, Nose and Throat, Otorhinolaryngology, Family Medicine,
General Surgery, Geriatrics, Internal Medicine, Microbiology, Neurosurgery, Obstetrics
and Gynecology, Occupational Medicine, Ophthalmology, Orthopedic Surgery, Pediatrics

and Child Health, Palliative Medicine, Pathology, Plastic and Reconstructive Surgery,
Psychiatry, Public Health, Radiology, Health Systems Management, Health Economics,

recognized by the Medical Practitioners and Dentists Board;
v. Certificate of registration by the Medical Practitioners and Dentists Board;

vii. Certificate in Strategic Leadership Development Programme lasting not less than six (6)
weeks from a recognized institution;
viii. Certificate in computer application skills from a recognized institution; and
ix. Demonstrated professional competence and managerial capability as reflected in work

Duties and Responsibilities


i. Undertaking general diagnosis, care treatment and rehabilitation of patients;
ii. Carrying out specialized clinical care;
iii. Providing psycho-social interventions;
iv. Providing clinical services to patients;
v. Training, consulting and performing surgeries in various health facilities;
vi. Carrying out forensic and medico-legal services;
vii. Coordinating disease surveillance, prevention and control;
viii. Coordinating health education and promotion;
ix. Implementing health projects and programmes;

Requirements for Appointment


For appointment to this grade, an officer must have:
i. Be a Kenyan Citizen;

Duties and Responsibilities


Duties and responsibilities at this level will entail:
i. Coordinating pharmaceutical services in a health facility;
ii. Coordinating Medicine and Therapeutics committee activities in a health facility;
iii. Developing and reviewing standard operating procedures for all pharmaceutical services
in the facility;
iv. Conducting research on medicine utilization;
v. Providing continuous professional development education to pharmacists;
vi. Evaluating appropriateness of donated medical supplies;
vii. Maintaining pharmaceutical inventories;
viii. Participating in facility management committees;
ix. Providing medicinal information in preparation of patient drug management therapies;
x. Coordinating preparation of annual work plans and ensuring they are adhered to; and
xi. Coordinating capacity building and deployment of pharmaceutical personnel.

3. DENTAL SPECIALIST I, JOB GROUP 'CPSB 04' (Q), ONE (1) POST
(Oral & Maxillofacial Surgeon 1 post)

Requirements for Appointment


For appointment to this grade, an officer must have:

i. Be a Citizen of Kenya;
ii. At least seven (7) years’ experience, three (3) of which must have been at senior
management level in either Public or Private Sector;
iii. Bachelor of Dental Surgery (DS) degree or any other equivalent qualification from an
institution recognized by Medical Practitioners and Dentists Board;
iv. Masters of Dental Surgery degree in any of the following disciplines: - Pediatric
Dentistry, Periodontology, Oral and Maxillofacial Surgery, Prosthodontics, Dental
Biomaterials, Oral Medicine and Oral Pathology, Dental Anesthesia, Forensic
Odontology, Restorative Dentistry, Endodontics, Oral Implantology, Orthodontics,
Aesthetic Dentistry, Oral and Maxillofacial/Dental Radiology and Community Dentistry
or any other equivalent qualification from an institution recognized by the Medical
Practitioners and Dentists Board;
v. Certificate of Registration by the Medical Practitioners and Dentists Board;
vi. Valid practicing license from Medical Practitioners and Dentists Board;
vii. Certificate in Strategic Leadership Development Programme lasting not less than six (6)
weeks from a recognized institution;
viii. Certificate in computer application skills from a recognized institution; and
ix. Demonstrated ability and competence in organizing, performing and discharging the
dental function.

Duties and Responsibilities


Duties and responsibilities at this level will entail:
i. Performing specific dental procedures including restorative, prosthodontics,
peadodonticts, orthodontics, minor oral-facial surgeries, and periodontology;
ii. Being on call to review and manage dental health patients;
iii. Undertaking medico-legal duties which include filling of P.3 forms;
iv. Undertaking dental examinations, age assessment, and writing dental reports;
v. Conducting outreach community oral health services;
vi. Referring complex cases;
vii. Educating and creating awareness on prevention of dental diseases and dental health;

viii. Maintaining up-to-date dental health patients' records and biodata;
ix. Supervising, training and coaching dental interns and students;
x. Ensuring that dental health reports are prepared and submitted promptly;
xi. Coordinating preparation of annual work plans and ensuring they are adhered to; and
xii. Coordinating capacity building and deployment of dental personnel.

4.MEDICAL OFFICER, JOB GROUP ‘CPSB 07’ (M), THREE (3) POSTS

Salary Scale: Ksh. 50,610 x 2,350 – 52,960 x 2,550 – 55,510 x 2,850 – 58,360 x 2,750 – 61,110
x 2,920 – 64,030 x 3,080 – 67,110 p.m.

Terms of Service: Permanent and Pensionable

Requirements for appointment


i. Be a Kenyan Citizen;
ii. Bachelor of Medicine and Bachelor of Surgery (MBChB) degree from an institution
recognized by Medical Practitioners and Dentists Board;
iii. Successfully completed one (1) year Internship from a recognized institution;
iv. Registration license from the Medical Practitioners and Dentists Board; and
v. Certificate in computer application skills from a recognized institution.

Duties and Responsibilities

i. Diagnosing, caring and treating diseases;


ii. Performing medical and surgical procedures;
iii. Preparing and responding to emergencies and disasters;
iv. Participating in management of medicines, medical instruments and equipment;
v. Providing health education;
vi. Maintaining medical records, health Information and data;
vii. Counseling patients and their relatives on diagnoses and bereavement;
viii. Teaching and coaching medical students, nursing students and clinical officer interns; and
ix. Preparing requisite documents for registration.

5. REGISTERED NURSE II, JOB GROUP ‘CPSB 10’ (J), ONE (1) POST

Salary Scale: Ksh. 32,700 x 1,300 – 34,000 x 1,380 – 35,380 x 1,390 – 36,770 x 1,460 – 38,230
x 1,470 – 39,700 x 1,470 – 41,170 x 1,520 – 42,690 p.m.

Terms of Service: Contract

Requirements for appointment

i. Be a Kenyan Citizen;
ii. Served in the grade of Registered Nurse III for a minimum period of two (2) years;

iii. Diploma in any of the following disciplines: Kenya Registered Community Health
Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered
Nursing/ Midwifery or Kenya Registered Nursing/ Mental Health and Psychiatry from a
recognized institution;
iv. Registration Certificate issued by the Nursing Council of Kenya;
v. Valid practicing license from Nursing Council of Kenya; and
vi. Certificate in computer application skills from a recognized institution.
Duties and Responsibilities

i. Providing appropriate healthcare service including Integrated Management of Childhood


Illness (IMCI);
ii. Immunization and reproductive health;
iii. Providing health education and counselling to patients/clients and community on
identified health needs;
iv. Implementing recommendations from research findings for improvement of care;
v. Referring patients and clients appropriately;
vi. Facilitating patients’ admission and initiating discharge plans;
vii. Maintaining records on patients/clients health condition and care;
viii. Ensuring a tidy and safe clinical environment;
ix. Conducting assessment of school health needs;
x. Planning, implementing, interventions and preparing periodic reports;
xi. Identifying occupational health needs and making recommendations; and
xii. Conducting clinical teaching and assessing nursing students

6. REGISTERED NURSE III, JOB GROUP ‘CPSB 11’ (H), THREE (3) POSTS

Salary Scale: Ksh. 26,900 x 1,110 – 28,010 x 1,120 – 29,130 x 1,150 – 30,280 x 1,170 – 31,450

Requirements for appointment


i. Be a Kenyan Citizen;
ii. Diploma in any of the following disciplines: Kenya Registered Community Health
Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered
Nursing/ Midwifery or Kenya Registered Nursing/ Mental Health and Psychiatry from a
recognized institution;
iii. Registration Certificate issued by the Nursing Council of Kenya;
iv. Valid practicing license from Nursing Council of Kenya; and

Requirements for appointment


i. Be a Kenyan Citizen;
ii. Diploma in Clinical Medicine and Surgery or Clinical Medicine and Community Health
from a recognized institution;
iii. Certificate of Registration from the Clinical Officers’ Council; and
iv. Certificate in computer application skills from a recognized institution.

Duties and Responsibilities

An officer at this level will work under the guidance of a senior officer. Duties and
responsibilities at this level will include:

i. Taking history, examining, diagnosing and treating patients’ common ailments in an


outpatient or inpatient health facility;
ii. Implementing Community Health Care activities in liaison with other health workers;
iii. Guiding and counseling patients, clients and staff on health issues;
iv. Sensitizing patients and clients on preventive and promotive health;
v. Carrying out minor surgical procedures as per training and skill;
vi. Collecting and compiling clinical data; and
vii. Referring patients and clients to appropriate health facilities.

8. MEDICAL LABORATORY TECHNOLOGIST III, JOB GROUP ‘CPSB 11’ (H),

Requirements for appointment


i. Be a Kenyan Citizen;
ii. Diploma in Medical Laboratory Sciences or any other equivalent qualification from an
institution recognized by the Kenya Medical Laboratory Technicians and Technologist
Board;
iii. Registration certificate issued by the Kenya Medical Laboratory Technicians and
Technologist Board (KMLTTB);
iv. Valid Practicing License from the Kenya Medical Laboratory Technicians and
Technologist Board; and
v. Certificate in Computer application skills from a recognized institution.

Duties and Responsibilities


i. Decontaminating working benches;
ii. Receiving and scrutinizing laboratory requisition forms and specimens;
iii. Preparing clients for collection of specimens;
iv. Receiving, collecting, labelling and registering of specimens;
v. Disaggregating specimens for processing and analyses;
vi. Preparing reagents;
vii. Examining specimens;
viii. Writing and recording of results;
ix. Dispatching the results for use in clinical management;
x. Preparing stains;
xi. Performing blood grouping;
xii. Issuing blood and blood products to peripheral health facilities; and
xiii. Storing blood products according to their requirements.

Requirements for appointment


i. Be a Kenyan Citizen;
ii. Diploma in either Pharmacy or Pharmaceutical Technology or equivalent qualification
approved by the Pharmacy and Poisons Board from a recognized institution;
iii. Certificate of enrollment as a Pharmaceutical Technologist awarded by the Pharmacy and
Poisons Board (PPB); and
iv. Certificate in Computer application skills from a recognized institution.

Duties and Responsibilities


i. Receiving, interpreting and processing subscriptions;
ii. Recording prescriptions in a pharmacy unit;
iii. Pre-packing, repacking and writing instructions on labels;
iv. Counselling patients on usage of drugs in a pharmacy unit;
v. Maintaining drug registers/books; and
vi. Stock-taking of drugs and medicinal devices on monthly basis.

NOTE: Other benefits will be as advised by the Salaries and Remuneration Commission of
Kenya (SRC-K)

Important information to all applicants
 Applications should reach the Secretary, County Public Service Board on or before
Thursday 11th July, 2024;
 Only shortlisted and successful applicants will be contacted;
 Shortlisted candidates MUST meet the requirements of Chapter Six of the Constitution of
Kenya on leadership and integrity and will be required to produce clearance/compliance
certificates from the following agencies:
a) Ethics and Anti-Corruption Commission
b) Higher Education Loans Board
c) Kenya Revenue Authority
d) Credit Reference Bureau
e) Directorate of Criminal Investigation
 Shortlisted candidates will be required to produce originals of their National Identity
cards, birth certificates, academic and professional certificates, transcripts and
