labelled as such and shoyling the name arid add.ress of the manufacturer
legibly on the container and also solutions of formaldehyde, methyl ac-
cetate, parafonnaldehyde, formalin and polyvinyl accetate in methyl al·
coho! or containing methyl alcohol and such other preparations chemicals
and substances which the Director of Prohibition and Excise may permit
on the recommendations of the Industries Commissioner:
(i) "Section" means section ofthe Act;
UJ "Year" means a flnanc!al year;,
(kl Words and expression not defined in these rules shall have the
meanings respectively assigned to them in the Act.
3. Application for lleence fo:r pu:rehase, possession and use.-
Any person desiring to purchase, possess. or use methyl alcohol for
medical. scientific, educational. industrial or professional purpose or
for the purpose of 1 [any art) or for use as denaturant at his own
distillery shall apply to the Licensing Authority for a licence in that
behalf. The application 2 [shall be in! "Form-M.A. VII".
4. Grant of Lkenee.-*(l) On receipt of the application under rule 3,
the licensing authority shall make such inquiries for verification of the
details specified in the application as.he deems necessary. lfhe is satisfied
that there is no objection to grant the licence applied for, he may grant ti1e
applicant a licence in Form M.A.!. on payment of 3[a fee of rupees five
thousand as licence fee and a sum of rupees fifty thousand as deposit! for

5. Fe:doli ofLfoence.-(1) A.licence in Form M.A.L may be granted
for a period of two years at a time but not beyond the 31st March of
the second year from the date of commencement of the licence.
(2) In case of renewal an appllcatlon for such renewal shall be
submitted at least one month before the commencement of the year for
which it is required. Where such application for the renewal of the iicence
is not made Within the prescribed time llmit. the appli.cant shall pay sn
addltional fee equivalent to twenty five percent of prescribed fee.
5. Condm::t of bush:1ess by lieensee.-(1) The licensee shall not
obtain his supply of methyl alcohol except from--
(a) sn exercise or Customs bonded warehouse under a. delivery
chalan, or
(bl any part of India outside the State of Gujarat a
deltve;ry cl1al:an, or
a licensed dealer of alcohol or a Ucenc.e b<)lder
methyl akohol in Form !VLA.l.

or the District Inspector of Prohibition and Exci.se in which visiting
officers may record any remarks while inspecting his licensed
premises.
(6) The licensee shall allow any officer empowered under clause (a)
of section 77 to inspect, at any time. his premises, the methyl alcohol
stored in his premises, the accounts, books, delivery chalans, invoices
and other documents relating to the methyl alcohol covered by the
licensee.
(7) The licensee shall not w1ite off losses on account of the transit
or storage exceeding 5% witho.ut the prior permission of the Licensing
Authority. The licensee shall inform the Licensing Authority within 96
hours from the time of the arrival of the methyl alcohol consignment
when such trnnslt. losses exceed 5%.
7. Licensee to abide by wrovisio'.i!,s of ji.ct etc.-(1) The licensee
shall abide by the conditions ofthe licence dnd the provisions of the
Act and the rules, regulations and orders made thereunder and shall
give as undertaking to that effect to.the Licensing Authority.
(2) The licensee shall comply with all lawful orders and instru.ctions
issued lb him from time to time by the Collector or the Superintendent
of Prohibition and Excise or the DlstricUnspector of Prohibition &,nd
Excise .

(2) ln case of renewal, an application for such renewal shall be

(c) a licensed dealer of methyl alcohol under a delivery chalan
showing names & addresses of the .supplier or purchaser
and the quantity supplied ln each consignment, which
should accompany the consignment in transit by road, 1iver
or sea.
(2) The licensee shall not receive at h!s licensed premises any
methyl alcohol except under over of a delivery cha.Ian. The licensee
shal! not remove or allow any person to remove any methyl alcohol
from liis licensed wi.thout a delivery chalan.

(6) (a) The licensee shall keep in his shop, in a bound book of stout
paper, paged and stamped with the seal of the Collector or Superin-
tendent of Prohibition and Excise or District Inspector of Prohibition
and Excise accounts in b'orm M.A. V. The accounts shall be clearly and
correctly written up 0 to-date dally. With those accounts shall be filed
the delivery chalan or invoices and other documents relating to the
methyl alcohol received or sold.
(b) The licensee shall submit the returns in Form M.A. VI before
11th day of each month to the Superintendent of Prohibition and
Excise or the District Inspector of Prohibition and Excise of his
District.
(7) The licensee shall, when called upon by any Prohibitio.n .and
Excise Offlcer not below the rank of Sub-Inspector of Prohibition and
h:xcise to do so, give an explanation .in. Writing regarding any ir-
regularity detected at his licensed premises and shall furnish any
information regarding the management of the said premises, and shall
answer an reasonable questions to the best of his knowledge and
belief. He shall. also on demand allow in inspecting officer to take
samples for analysis.
(8) The li.censee shall at his licensed premises a· visit book

Prohibition and Excise or District Inspector of Prohibition and Excise
in which officers may record any remarks while inspecting

2. The licensee shall not keep or use methyl alcohol at any place
other than the licensed premises.
3. The licensee shall keep Methyl alcohol in a place authorised by
the licensing authority and all issues of methyl alcohol from the said
place shall be made only by the licensee or the authorised employee of
the licensee.
4. The previleges of purchasing and possessing methyl alcohol
granted under, this licence shall extend only so far as they are
incidental to its use stated ln condition l.
5. The licensee shall not (i) prepare methyl alcohol for use as or for
a beverage or as a mixture wltll a beverage, or (ii) use methyl alcohol
in the production of any attlcle to be used wholly or partially as a
beverage or as an ingredient ln any medicine. for int.ernal use, or (iii)
use Has an ingredlent in the manufacture of essence, extract, colour·
lug or flavouring agent of a substance whieh can be taken internally.
