Vensa Infra Wins Hisar Airport’s New Terminal Contract in Haryana

Vensa Infrastructure on Tuesday was declared as the lowest bidder for the civil construction of Maharaja Agrasen International Airport‘s
new integrated terminal building, cargo building & ATC tower in Hisar, Haryana.
Hisar Airport’s new terminal building by Airports Authority of India (AAI) will spread across an area of 37,970 sq. m. and has been
designed to handle 1000 peak hour passengers. It will be equipped with 3 aerobridges (plus 2 in the future), and 4 baggage claim belts.
AAI had invited tenders for this civil construction contract in December 2023 with a Rs. 503.71 crore estimate and 960 day (2.63 years)
completion deadline. Technical bids were opened in March 2024 to reveal 16 bidders.
Among those, Uttar Pradesh Rajkiya Nirman Nigam Ltd. was not admitted due to issues with their bank guarantee, while Rail Vikas
Nigam Ltd. (RVNL) was disqualified during technical evaluation.
Below I’ve shown the bid values of the lowest 5 bidders. NCC Ltd had placed the highest bid at Rs. 549 crore.

Vensa’s bid of Rs. 412.58 crore was well below AAI’s estimate of Rs. 503.71 crore, so a contract should be awarded after the Lok Sabha
election’s model code of conduct ends.
I’ve admittedly never heard of Vensa outside of a few airport tenders, but their website suggests they’ve primarily engaged in the
construction of buildings (residential & institutional) and roadways in and around Hyderabad.

Hisar Airport in the future is planned to be connected by the Delhi – NCR RRTS project’s Delhi – Bahadurgarh – Rohtak – Hisar line via
an underground station. There’s a long way to go before that plan materializes though.
