1. Scope
The scope of the method statement shall be milling of existing asphalt before start jointing the new
asphalt, obtained after milling of the Binder & Wearing course as shown on typical sections drawing
illustration for asphalt mainroad.
2. Purpose
The purpose of the method statement is to provide the safe sequence of activities from setting out,
layout at location required for removal of the asphalt pavement. Ensure all milled area shall be
protected of the barricades by using concrete barriers, warning signs.

5. Responsibilities

5.1 Project Manager is responsible for ensuring on time submission list of deliverables, resources
mobilization (manpower and equipment), technical submittals per schedule, and obtained permits
(if necessary) from relevant authorities. Ensure the project completion within budget and contract
duration without sacrificing the quality and safety of the project.

5.2 Construction Manager is responsible for all implementation of construction activities per
approved method statement inclusive of ensuring that all quality and safety measures are
implemented and permits are obtained from the relevant authorities connected with the scope of
works.
5.3 Quality Manager is responsible for ensuring the quality and correct implementation of works as per
approved PQP, and the sequence of work as per approved method statements including testing,
commissioning and inspection such as; acceptance requirements, tests frequency, etc. as per
approved ITP /checklists in accordance to the NEOM project specifications. Also ensure all
procured materials are from approved vendors/suppliers, materials delivery inspection are
conducted with PMC as per approved MIR (if any).
5.4 Safety Manager is responsible for the enforcement of all internally developed and used, as well as
external safety procedures and shall ensure that all the works carried out are done in strict
compliance to minimum standards as set out by NEOM as well as where procedures does not
exist, best practice.
5.5 Site Engineer is responsible for the workers and equipment deployment on site for electrical works
and water network operation as shown on IFC drawings and approved method statement. He is
reporting to Construction Manager in daily basis regarding work planning, status of work, issue
and concern that may affect to performance of the work to resolve immediately.
5.6 Supervisor/ Foreman is responsible for closely supervise the task assigned to them and ensure all
instructions are follow for electrical, or mechanical work, earthwork backfilling works on site in
daily basis ensuring daily production rate requirements are meet as per work schedule. Also ensure
when hauling routes having adequate safety, road signage, and speed limits.
5.7 Surveyor is responsible for carrying out pre-construction survey to fix the locations and
corresponding elevations as per the approved Drawings.
5.8 Others Employees are: Safety Officers, QC Engineers, Skilled & Unskilled such as; Asphalt paving
workers, Demolition and restoration workers.

6. Tools and Equipment

6.1 For Asphalt Milling Works ( as per mentioned below)

1) Asphalt milling machine.


2) Asphalt cutter.
3) Dump truck, Trailer transporting Milling aggregates
4) Water tanker, Diesel Tanker
5) Bobcat with Brum Brush.

7 Methodology

A. Preparatory Works;
7.8 Before any execution of work will begin, ensure the mobilization of plant and
equipment, operators, drivers, surveyor crew for this activity have been mobilized to
the jobsite.
7.9 Conduct Safety induction to employees newly mobilized for this job, then distribution
of Personal Protective Equipment (PPE).
7.10 Conduct equipment inspection by Safety dept. for newly mobilized equipment to
ensure are in good working condition such as; to check that no oil & diesel leakage,
good tires, lights, reversing alarm, workable seat belt, foot brake, hand brake, mirrors,
available and workable fire extinguisher, as per inspection checklist.
7.11 Check to ensure have valid driving licensed, Iqama’s, TUV for operator, medical
insurance, safety passport to all employees. Consequently, to check and ensure
equipment documentations such as; MVPI, vehicle registration, insurance, are all
updated.
7.12 Before to start the activity, Supervisor/Foreman shall lead a toolbox meeting with all
employees allocated to that activity in order to identify hazards associated to that
activity in that specific location and explain necessary procedure to mitigate risk of
accident associated to that task.
7.13 After meeting employees will sign the attendance sheet and Supervisor will keep the
records until the end of the day.

B.1 Cutting, & Milling of Existing Asphalt:


7.14 Milling of the asphalt needs to consider to requirements as per specification for the
transverse and longitudinal joints.
7.15 After Milling of asphalt is obtained immediately start removing.
7.16 Ensure all Milled asphalt material immediately shall be disposed to the approved
disposal location except the excavated soils shall be segregated to stockpile area.
7.17 Arrangement of safety traffic signage, barricades, cones and ropes with warning tapes
to be installed in excavated location ensuring safety precaution during construction
execution in the site.

7.18 Asphalt Paving Requirements for Asphalt Binder & Wearing Course:

8. HSE Requirements

All personnel involved in the above activities shall follow the DSTI (Daily
Safety TaskInstruction) requirements and the Alharbi Project Safety Plan.
All safety measures and Internal Company Safety Procedures shall be
implemented in alignment with NEOM Standards.
Where applicable, barricades, warning signs or safety signs shall be fixed
around theconstruction area as per NEOM Standards.
If at all necessary, special work permits (as applicable) shall be
obtained prior tocommencing any work.
Stock piles of fill materials shall be kept well back from perimeter of sand
disposal andtops of embankments.
All earth moving equipment shall be operated and maintained by
Qualified andapproved personnel.
All work areas shall be kept clean and tidy during work activities.
All requirements of the risk assessment shall be communicated to the
appropriate workforce.
Emergency Response Plan will be communicated and posted where applicable.
Safety Induction will be given to all employees prior to
commencement of work activities. As well as to new employees, and
where applicable to visitors.
All relevant personal Protective Equipment (PPE) shall be provided and
worn by allpersonnel when entering the construction site.
Frequent HSE Training will be provided to all personnel
Toolbox meeting will be conducted daily as well as DSTI Discussions.

9. Personal Protective Equipment

Each employee will be issued with personal protective equipment as set out in the
Safety plan and internal PPE issuing procedure and enforcement of the wearing of
the PPE will be done according to procedure. Specifications for personal protective
equipment shall comply with the relevant minimum construction site standards.

Hard Hat: Employees are responsible for wearing hard hats with chin straps during any work
activity that is conducted on heights, and where possibility of head injury is present. The hard
hat must be worn when working within a construction site.

Safety Vest: High visibility apparel (vest, shirt, or jacket) of orange, strong yellow-green or
fluorescent versions of these colors must be worn whenever working within any highway right
of way or on a construction site.

The following is the minimum personal protective equipment that will be provided to
employees:
Safety glasses (Clear / Dark)
Dust masks
Gloves
Face mask
Hearing protection
High visibility apparel
Hard hat
Safety Shoes (Steel toe cap, ankle height)
