1. NATIONAL NETWORK

In summary we can see in the following table the percentages according to the type of
surface of our roads. Likewise, a comparison is made with the roads that existed in
January 2015, where there were still only 32 routes. It should be noted that the base
information we worked with was obtained from the DS No. 011-2016 – MTC.

3. RURAL OR NEIGHBORHOOD ROAD NETWORK

It is identified with the first 2 letters of the name of the Department where the
road is located, followed by a three or 4-digit number from 500 onwards. It is
under the jurisdiction of the Local Governments, and they integrate the area
tending to its continuity with the roads of the neighboring provinces.
In our case the identification of the local roads will be, for example, LI 1116.

La Libertad has 722 local highway routes, spread across its 11 provinces as shown
in the following table.

Q To complement the information below, a comparative table is presented that
distinguishes the percentage of roads that are paved in the Road Network of northern
Peru. This information was published in July of this year by the national magazine “Con
Nuestro Perú”.

In which it warns us that only 14% of the Departmental or Regional Road Network in the
Northern Macro Region is paved, which is equivalent to 574.5 kilometers, of a total of
4,091.2 kilometers, which means that the gap in road infrastructure in this part of the
country is still great.

He also concludes the following:


The regions with the highest percentages of paved roads are Lambayeque (32.2%) and
Piura (28.7%). While the regions with the lowest paving percentages are La Libertad (5%)
and Cajamarca (4.3%).
Of the total unpaved roads, 54.2% are paved, 28.9% are unpaved, and 16.9% are dirt
roads. The regions with the highest percentages of paved roads are Cajamarca and La
Libertad, and those with the most trails are Lambayeque and Piura.
The Departmental or Regional Road Network (RVD), in charge of the Regional
Governments, is made up of the roads that interconnect the departmental capitals with
those of their provinces or these with each other; and to other roads in the
aforementioned network.
Regarding the Neighborhood or Rural Road Network (RVV), only 1.5% is paved (404.4
kilometers), out of a total of 26,963.8 kilometers. It is worth mentioning that more than
half of this network in the Northern Macro Region is trail (57.4%), with the region of La
Libertad being the one with the most roads of this type.
The RVV, which is the responsibility of the Local Governments, is made up of local roads
and local or rural roads that connect small town or urban centers, and are feeder roads for
the RVD.
Meanwhile, 75.5% of the National Road Network (RVN), equivalent to 4,040.5 kilometers
of roads, is paved, out of a total of 5,350.6 kilometers.
It is important to note that the RVN, which is the responsibility of the Ministry of
Transportation and Communications through Provías Nacional, includes the highways that
interconnect the country longitudinally or transversally, the departmental capitals and
other highways of the aforementioned network.
By regions
According to the CIE report, in Lambayeque 32.2% of the Departmental or Regional Road
Network is paved, out of a total of 663.1 kilometers. Meanwhile, with regard to the

In the Piura region, 28.7% of the Departmental or Regional Road Network is paved, out of
a total of 584.1 kilometers. Regarding the Neighborhood or Rural Road Network, only
2.6% is paved, of 6,618.2 kilometers.

For its part, in Tumbes , 24.4% of the Departmental or Regional Road Network is paved,
out of a total of 285.3 kilometers. Meanwhile, with regard to the Neighborhood or Rural
Road Network, only 1.8% is paved, of 516.1 kilometers.
In the case of La Libertad , 5% of the Departmental or Regional Road Network is paved,
out of a total of 1,824.8 kilometers. Regarding the Neighborhood or Rural Road Network,
