1. Introduction
SCL Configurator software is used to configure the interlocking logic and GOOSE signals transmitted
between different IEDs.
In this document all the operation is based on the SCL Configrator R3.3, the configuration procedure is
almost the same as this for other version SCL Configurator software.
2. Run SCL Configurator
Run SCL Configurator by clicking the shortcut “SCL Configurator”

3. Configuration procedure for a new project
3.1. Create a new project
Click the “File” on the menu bar and select “new” in the list menu to create a new project.

We suggest that you’d better add a new folder for the new project for the convenience of project
management. Right click blank space in the pop-up window, select new->folder to create a new folder for
the new project.

Click the new folder and fill in the project name of the new project and click “Save” button to save the
new project.

The SCD file of the new project includes five configuration parts: History, Substation, Communication,
IED and DateTypeTemplates.
History
Record the modification to the SCD file. If someone creates the new project or makes any change in the
SCD file, a new record shall be manually added to the history.
This function helps engineer to review the modification to the SCD file caused by other engineer.
Select history, in the right side window click “New” to add a new record.

Substation:

Set the name for the substation.
Select substation in the right side window click “New” to add a new substation and set its name.

Communication
Set the communication parameters.
IED
Add IEDs and configure the IEDs.

Display the DataType which is used in this SCD file.

Select IED and click “New” in the right side window

In the IED information window, fill in the IED name.
IED name is the instance name of one IED, the IED name of each IED should be unique in system.
Normally the IED name can start with a letter and plus the IED address. For example we can use “B001”
as the IED name for the IED. B means BCU, 001 is the address of the IED. In this case the IED name will
not conflict with each other due to the address of IED in system is unique.
In import options, user can choose import from ICD or from IED.
From ICD: If it is the first time that add the IED or without the existing IED adopting the same ICD file in
the project, choose import from ICD file.
From IED: If the ICD file of the new IED is same as one existing IED in the project, in this case no need
to import ICD file again. User can choose import from IED to create a copy of existing IED.

In “Update communication” window, enable “not import communication configuration”. Because we will
configure the communication parameters of the IED later, so here we no need to import communication
configuration.

Click “Next” button the conclusion window will pop up and the brief information of the imported IED will

3.3. Interlocking configuration
Before we start the configuration of interlocking logic, we shall enable the interlocking figuration function
of the SCL configurator software.
Select “File -> Add -> Interlock” to enable the interlocking configuration function.

Right click in the blank space of leftmost window, in the pop-up menu list select “new interlock IED” then
select the IED in the pop-up window.

Click the IED in the leftmost window and extract it. Each IED comprises composite logic and interlock
logic.

Composite logic
Generate the intermediate variable or common logic. For example there are two interlocking logics,
interlocking logic A and interlocking logic B. Interlocking logic A consists of two logic blocks, block 1 and
block 2. Interlocking logic B consists of two logic blocks, block 2 and block 3. Block 2 in interlocking logic
A and interlocking logic B has the same logic. In this case the logic of block 2 we only need to edit once
time in composite logic, in interlocking logic A and interlocking logic B we can use the output variable of
block 2 in composite logic.

If some logic block will be repeatedly referred in interlock logic graph of this IED, we can add a
composite logic graph to edit the logic block. For example in figure 3.3-8, we add a new composite logic
graph.

There is an example to illustrate the configuration of interlocking logic of PCS-9705 BCU. In this example
the interlocking logic is not a practical logic, just to illustrate the configuration procedure of interlocking
logic.

Select the interlock logic “logic_1” and edit the logic.
Configuration of DI signal
Select the DI symbol in the IO symbols window and drag it to the middle window. Double click the DI
symbol can select the variable for the DI signal.
If the DI signal is a constant, you can select constant in the symbol property window. There are two
constant values available, True and False.
If the DI signal is from the IED itself, you should select the variable from internal
If the DI signal is from other IED, you should select the variable from external, only the goose input signal
is configured, the external signal can be displayed in external signal window. The configuration of goose
input signal please refer section 3.5 GOOSE input signal configuration.
Process is the signal of control output
Composite signal is the signal configured in composite logic page.

After complete the interlocking logic, we can right click the interlock logic select validate to check the
interlocking logic and the result will be displayed in interlock output window.

3.4. GOOSE transmitting signal configuration
GOOSE control block control the sending of GOOSE signal. Which signal will be transmitted depends on
the corresponding dataset controlled by goose control block.
Chang the description of the members of Data Set
Select one IED and choose the Data set, logical device (LD) and logical node (LN), we can change the
description of the members of one dataset of one IED in SCL Configurator.

GOOSE control block configuration
Whether the signal will be transmitted or not depends on the GOOSE control block. The GOOSE control
block normally is not configured in an ICD file. If the signal of one IED needs to be transmitted via
GOOSE on network, we should configure the GOOSE control block for this IED according to engineering
application.
The next example illustrates how to configure the GOOSE control block for an IED.
Select the IED choose the GSE Control (GOOSE control block) and Logical device. The configured
GOOSE control block will be listed. If the signal in one dataset will not be sent to other IEDs, in this case
we can delete the GOOSE control of this dataset. In this example the signal in dsGOOSE1 are not used,
we can delete the GOOSE control block gocb1.

If the there is no GOOSE control block available, we shall add the GOOSE control block.
Click “new” button to add a new GOOSE control block.
Name: GOOSE control block name
Data Set: choose the Data Set which will be controlled by this GOOSE control block. The data in the
chosen Data Set can be transmitted via GOOSE on network.
Config Revision: configuration revision. Use default value
Type: type of GSE control block. Use default value
APP ID: application identification. Use default value
Description: the description of the GOOSE control block

3.5. GOOSE input signal configuration
If the IED needs to receive the signal from other IEDs via GOOSE on network, GOOSE input signal shall
be configured. The signal from other IED is external signal. The internal signal is a kind of signal which
value is determined by an external signal. For example, the circuit breaker position signal of a relay, it is
an internal signal of the relay and its value is determined by circuit breaker position signal from IBC
(intelligent breaker controller).
The purpose of GOOSE input signal configuration is to create the mapping relationship between the
internal signal and external signal. If one IED needs to receive the signal from another IED, we need to
configure the GOOSE input signal for this IED. If one IED doesn’t receive the signal from other IEDs, we
don’t need to configure the GOOSE input signal for this IED.
In the next example illustrates the procedure of GOOSE input signal configuration. There are two IEDs in
this example, one is BCU (B001) of line bay and the other is BCU (B002) of BC bay . The BC bay BCU
transmits the position of K02 to line bay BCU (B001).
Configure the GOOSE input signal for BCU of line bay
Step 1: configure the “Inputs”
Select the IED then choose the Inputs and logical device. Configure the GOOSE input signal, first we
shall select the “External signal” attribute page then select the external IED. See Figure 3.5-1 GOOSE

Select the external IED and double click it.
Select the S1 access point under the selected IED and extract it by double clicking it. The Datasets (DS)
in S1 access point will be listed under S1. Click one dataset the DA (data attribute) of each member will
be listed under the dataset.
Select the signal which will be transmitted to the line bay BCU from the right side window. Right click it
and add it to the left side window. All the selected external signals will be listed in the left side window.

“/” is used to separate the logical device and logical node
“$” is used to delimit the different level of hierarchy within the MMS named variable
Step 3: Configure the internal signal
Select the internal signal page, the IED will display on the right side window. Select the IED and double
click it to extract it. The access point of the IED will be listed under the IED, click the S1 access point the
internal signal will be listed under the S1 access point. See Figure 3.5-3 GOOSE input signal

If there is no signal or can’t find the expected signal under the list, open the filter and clear or change the
condition, then the signals will be listed under it. See Figure 3.5-4 Open the filter.

Here we select the stVal of DPSCO1 to associate with the external signal.

Select the corresponding signal from the internal signal and drag the signal to the left side to match the
external signal. The selected external signal and internal signal shall be at the same level. For example
the external signal is DA level the corresponding internal signal must be DA level. Otherwise, the
selected external signal and internal signal will display in grey color to indicate the configuration is not

3.6. Communication configuration
When the input signal of each IED is completed, we shall configure the communication parameters for
GOOSE control block. In communication configuration we shall set the multicast address and AppID for
each GOOSE control block that will transmit signal via GOOSE.
Steps for communication configuration
Step 1:
Select the communication and click new button to add a communication network. See figure 3.6-1 Add
communication network.
Set the name for the new communication network
Select the type of communication network. Here 8-MMS means the network station bus, IECGOOSE
means the GOOSE network of process bus and SMV means the SMV network of process bus.

Step 2
Select GSE attribute page and drag access point S1 from the right side window to the middle window.
Only select the S1 of the IED which will send the signal to other IEDs. In this example, we select the S1
of BCU of BC bay, because BCU of BC bay will send the position of K02 to BCU of line bay.

Step 3
We shall set the MAC-Address and APPID for the GOOSE control block.
MAC-Address: multicast address of the GOOSE control block. It is comprised of 6 octets. The first 4
octets are fixed, only the last two octets can be configured.
APPID: it is a four-bit hex number. It is a unique value in system.

Step 4
We shall configure the goose signal transmitted and received via which board.

Configuration of goose control block
If the IED sends the GOOSE signals to other IEDs, the Goose Tx Control block shall be configured.
If the IED receives the GOOSE signals from other IEDs, the Goose Rx Control block shall be configured.
In this example B001 line bay receives the goose signal from B002 BC bay, so the B001 line bay shall
configure the Goose Rx block. See figure 3.6-8
The B002 BC bay sends the goose signal to B001 line bay, so the B002 BC bay shall configure the
Goose Tx block. See figure 3.6-9

3.7. Export the cid file and goose.txt file
If all the configurations are completed, click SCL validate icon to validate to SCD file. If there is no any
error, we can save the SCD file and export the cid file and goose.txt file for each IED. See figure 3.7-1
and Figure 3.7-2.

Click the SCL export icon, and select “batch export CID and Uapc-Goose file”. See Figure 3.7-3 SCL

In the pop-up window select the directory to save the exported file and select the IED, then click export
button to export the cid file and goose.txt file. See Figure 3.7-4.

In the directory there are two new folders. The folder name is the IED name. Open the folder B100, there
are several files, among these files only cid file, goose file and lock.txt should be downloaded to the
device.
The file name format of exported cid file is board num_board type_device.cid. In the figure 3.7-6, the cid
file name is B01_NR4106_device.cid. Here B01 is the board number; it means the board is in slot 1.
NR4106 is the board type.
The file name format of exported goose file is board num_board type_goose.txt. In figure 3.7-6, the
goose file name is B01_NR4106-M_goose.txt. Here B01 is the board number; it means the board is in
slot 1. NR4106-M is the board type.

Download the goose.txt, device.cid and lock.txt file to the CPU module in slot 1 with PCS-EXPLORER.
Run PCS-Explorer software, open the project, select the device and select “download and upload”.

In the pop-up window input the IP address of the device and click “OK”.

figure 3.6-10.
If there are previous files in the “Download and upload”, we should remove these files first.

For cid, goose and lock.txt file shall be downloaded to the CPU module in slot 1. So in “Download and
upload” window you should set the module type and slot number. For PCS-9705 BCU, the type of CPU
module is NR4106, slot number is 1.
