INDIAN NURSING COUNCIL

Introduction

The Indian Nursing Council is an autonomous body under the Government of India, Ministry
of Health and Family Welfare. The Indian Nursing Council Act, 1947 enacted by Parliament
gives statutory powers to the Council to maintain uniform standards and regulation of nursing
education all over the Country.

Aims

To establish a uniform standard of training for nurses, midwives and health visitors.

Functions

1. To establish and monitor uniform standards of nursing for nurses, midwives,


auxiliary nurse midwives and health visitors’ education by doing inspection
of the recognized training nursing institution under Section 13 of the Indian
Nursing Council Act, 1947 in order to assess the suitability with regard to
availability of Teaching faculty, Clinical and Infrastructural facilities in
conformity with Regulations framed under the provisions of the Indian
Nursing Council Act, 1947.
2. To recognize the qualification under Section 10(2)(4) of the Indian Nursing
Council Act, 1947 for the purpose of registration and employment in India
and abroad.
3. To prescribe minimum standards of education and training in various nursing
programs and prescribe the syllabus & regulations for nursing programs
under Section 16 of the Indian Nursing Council Act, 1947.
4. Power to withdraw the recognition of qualification under Section 14 of the
Indian Nursing Council Act, 1947 in case the institution fails to maintain its
standards under Section 14(1)(b) of the Act when an institution recognized by
a State Council for the training of nurses, midwives, auxiliary nurse
midwives or health visitors does not satisfy the requirements of the Council.
5. To recognize Degree/Diploma/Certificate awarded by Foreign Universities.
6. To give approval for registration of Indian and Foreign Nurses possessing
foreign qualification under Section 11(2)(a) of the Indian Nursing Council
Act, 1947.
7. To maintain Indian Nurses Register for registration of nursing personnel
under Section 15-A of the Indian Nursing Council Act, 1947.
8. To advise the State Nursing Councils, Examining Boards, State Governments
and Central Government in various important items regarding nursing
education in the country.
9. To promote research in nursing.
10. To prescribe code of ethics and professional conduct.
11. To regulate the policies of nursing programs in the field of nursing to
improve the quality of nursing education.

Committees

Use of Hindi as Official Language


The letters received in Hindi from different States are generally replied in Hindi. Efforts are
being made to promote use of Hindi in writing notes and other correspondence as well as on
Indian Nursing Council Website.

Equivalency of Foreign Qualification


1. Indian citizens possessing foreign nursing qualification are examined
individually & after examination of the syllabi and confirmation from
concerned foreign authorities, the nurses are granted approval for registration
in India with the recommendation of equivalence committee under Section
11(2)(a) of the Indian Nursing Council Act, 1947.
2. Indian Nationals who are registered nurses and midwives in India and have
acquired foreign Nursing degree shall obtain equivalency from Indian Nursing
Council, before registering their additional qualification in the respective State
Nursing and Midwifery Registration Council.
3. The foreign Nationals possessing foreign qualification can also work in
charitable institutions for a limited period with the approval of President,
Indian Nursing Council. Their transcripts are evaluated/examined by the
Equivalence Committee Members and if they are found at par, temporary
permission is granted under Section 11(2)(b) of the Indian Nursing Council
Act, 1947 for employment in charitable institutions.
4. If, the foreign Nationals (including Nepali, Bangladeshi and Bhutanese) who
are Registered Nurses and Registered Midwives in their own country, they can
be admitted for higher nursing education in India, i.e. they can be admitted to
P.B.B.Sc. (Nursing) Program and M.Sc. (Nursing) except OBG. However,
they will not be registered to practice in India. Even no temporary registration
will be provided to them.
 for admission to ANM, GNM, B.Sc. (Nursing) the entry qualification
equivalency i.e. 12th standard will be obtained by Association of Indian
Universities. Nursing educational institution, State Nursing Council,
Universities will be responsible to ensure that the qualification and
eligibility shall be equivalent to what has been prescribed by Indian
Nursing Council.

With regard to qualification granted by five English speaking countries (New Zealand,
Australia, USA, Canada, UK) to the NRI, the candidates’ qualification is found equivalent
subject to the following conditions:

 List of State recognized schools of nursing and colleges of nursing found
suitable by Indian Nursing Council under Section 13 & 14 of the Indian
Nursing Council Act, 1947 are being published and updated periodically on
the website.

 In order to have uniformity of nursing education standards, inspections of


nursing institutions are conducted under Section 13 of the Indian Nursing
Council Act, 1947.
 A total of 1719 inspections under Section 13 of the Indian
Nursing Council Act, 1947 were conducted during 2022-

National Consortium for Ph.D. in Nursing


National Consortium for Ph.D. in Nursing has been constituted by Indian Nursing Council to
promote research activities, in various fields of Nursing in collaboration with Rajiv Gandhi
University of Health Sciences.

Leadership for Change (LFC)
Indian Nursing Council has started the branded LFC in programme in india. 42 Nursing &
Midwifery Leaders have been given the Training in two Cohort and they will be the Master
Trainers to train Future Nursing Leaders.
Digital Monitoring of Nursing Education by INC
 The complete process of issuing of suitability letters to the Nursing Institutions is
automated through 100% digitalization.
 As part of regulation and standards of Nursing Education, INC examines the
suitability of all the Nursing Colleges/Institutes (both Government & Private) for all
the nursing courses in the country.
 The applications received are of four types
1. New institutions
2. Renewal of existing institutions
3. Enhancement of seats in the existing institutions
4. Re-inspection
 Institutions apply/upload all the data online including online payment. After receiving
the application online from the institutions INC examines all the applications as per
set guidelines and as per its office workflow and the letters can be downloaded by the
institutions from the above URL’s.
Live Register of Nurses

 To achieve a Live Register of Nurses, Indian Nursing Council has initiated the Nurses
Registration and Tracking System (NRTS). NRTS is a fully computerized interactive
software system launched in 2016-17. The enrolment of nurses who are already
registered with State Nursing Councils in NRTS based on Aadhar Authentication
steadily progressed during the year and also the new nurses who are passing out from
Colleges/Institutions/Schools will be enrolled into the NRTS as a part of Primary
Registration of the State Nursing Councils (SNC). In this regard all the SNCs have
been brought on to the NRTS platform.

 Primary Registration and Reciprocal Registration have been started in Bihar,


Arunachal Pradesh, Chhattisgarh, Delhi, Goa, Himachal Pradesh, Madhya Pradesh,
Manipur, Mizoram, Nagaland, Odisha, Sikkim, Tripura, Uttar Pradesh, Uttarakhand &

ACTIVITIES PLANNED FOR THE YEAR 2023-2024


1. Inspections of 800 Institutions under Section 13 & 14, Re-
Inspection, and Enhancement of seats and periodical inspection to
ensure maintenance of minimum standards prescribed by Indian
Nursing Council.
2. Organizing Meetings of Executive Committee/Nursing Education
Committee/General Body of Indian Nursing Council for the
purpose of the Act.
3. Annual meeting of Registrars of State Nursing Councils.
4. Implementation of Primary Registration under NRTS (Live Register) in all
states.
5. Capacity Building Implementation of Midwifery Education program.
6. Nurse Practitioner programme in Psychiatric, Geriatric, Organ Transplant to
be gazetted.
7. Post Basic Diploma in Residency programme in Paediatric & Palliative to be
gazetted.
8. Re- framing of GNM – Practical Record Book.
9. Implementation of DNP program in select institutions.
10. Additional Modules to the Maternal Health Care in E-learning.
11. Collaboration with QCI for rating of Nursing educational institutions for
quality improvement.
12. Orientation of Ad-hoc Inspector.
13. Development of syllabus & regulation of N P Programme.
14. Faculty training through simulation.
15. Training programme for Faculty in implementing regulations.
16. Maintaining of curriculum offered by Manipal University in
collaboration with Brunswick University, Canada.
