developments in port State control regimes.

Introduction

1 At present, there are nine regional port State control (PSC) regimes in existence, namely:

.1 the Paris Memorandum of Understanding on Port State Control (Paris MoU),


signed in Paris, France on 26 January 1982;

.2 Latin American Agreement on Port State Control (Viña del Mar Agreement),
signed in Viña del Mar, Chile on 5 November 1992;

.3 the Memorandum of Understanding on Port State Control in the Asia-Pacific


Region (Tokyo MoU), signed in Tokyo, Japan on 1 December 1993;

.4 the Memorandum of Understanding on Port State Control in the


Caribbean Region (Caribbean MoU), signed in Christ Church, Barbados
on 9 February 1996;

.5 the Memorandum of Understanding on Port State Control in the


Mediterranean Region (Mediterranean MoU), signed in Valletta, Malta
on 11 July 1997;

.6 the Indian Ocean Memorandum of Understanding on Port State Control


(Indian Ocean MoU), signed in Pretoria, South Africa on 5 June 1998;

.7 the Memorandum of Understanding on Port State Control for the West and

on 22 October 1999;

.8 the Memorandum of Understanding on Port State Control in the Black Sea


Region (Black Sea MoU), signed in Istanbul, Türkiye on 7 April 2000; and

.9 the Riyadh Memorandum of Understanding on Port State Control


(Riyadh MoU), signed in Riyadh, Saudi Arabia on 30 June 2004,

and the United States Coast Guard (USCG) as a national PSC regime.

2 More detailed and updated information on PSC regimes with regard to their
membership, performance reviews, target inspection rates, relevant instruments, signature
place and date of the Memorandum/Agreement, official languages, chairmanship, contact
addresses, last and next committee meetings/conferences, concentrated inspection
campaigns, training/technical cooperation activities, basic statistics, exchange and publication
of data, target and performance systems, banning/refusal of access mechanism, reward
system and detention review is set out in the annex to this document.

In-depth analysis of 2023 PSC inspection data

3 The overall analysis of 2023 data emanating from the PSC regimes, such as the total
number of inspections, total inspections by ship type and total deficiencies by deficiency group,
could not be carried out in the absence of harmonized comprehensive sets of data for 2023.
Measures for supporting harmonized reporting of PSC data to IMO by PSC regimes, such as
renewing and updating the data-exchange agreements and development of an overarching
database had been considered by the eighth IMO Workshop for PSC MoU/Agreement
Secretaries, Database Managers and Chairpersons (PSCWS 8) with its corresponding
recommendations for further development of an overarching database (PSCWS 8/11,
paragraphs 29 to 31).
