**AN EXECUTIVE ORDER ORGANIZING THE BARANGAY COUNCIL FOR THE
PROTECTION OF CHILDREN (BCPC) FOR BARANGAY PAMUCUTAN, ZAMBOANGA
CITY, COVERING JANUARY TO OCTOBER 2023
WHEREAS, the welfare and protection of children is of paramount importance to the
community and the government;
WHEREAS, Republic Act No. 7610, also known as the “Special Protection of Children
Against Abuse, Exploitation and Discrimination Act,” mandates the establishment of
local councils for the protection of children;
WHEREAS, it is essential to organize and strengthen the Barangay Council for the
Protection of Children (BCPC) in Barangay Pamucutan, Zamboanga City, to ensure the
effective implementation of programs and policies for the protection and welfare of
children;
NOW, THEREFORE, I, ROBERTO V. CARPIO, Barangay Captain of Pamucutan,
Zamboanga City, by virtue of the powers vested in me by law, do hereby order the
following:
SECTION 1. ORGANIZATION OF THE BARANGAY COUNCIL FOR THE
PROTECTION OF CHILDREN (BCPC)
The Barangay Council for the Protection of Children (BCPC) for Barangay Pamucutan,
Zamboanga City, is hereby organized and shall be composed of the following members:
1. HON. ROBERTO V. CARPIO - Chairperson
2. HON. ROSALYN A. ABDUL - Co-Chairperson
3. ARMAN Q. BENTAIN - Member
4. SOLITO P. ROJAS - Member
5. MARIE O. GUARDO Representative from the Department of Social Welfare and
Development (DSWD)** - Member
6. Representative from the Department of Education (DepE) CORAZON FABELLA
7. Representative from the Barangay Health Center-- JEANETTE DG. ATILANO
8. Representative from the Parents-Teachers Association (PTA)-- RONNIE B. MANCIA
9.Two Representatives from Non-Governmental Organizations (NGOs) or Civil Society-
MARIE ANN C. SERNA
SECTION 2. FUNCTIONS AND RESPONSIBILITIES
The BCPC shall have the following functions and responsibilities:
1. Formulate and implement a Barangay Plan of Action for Children.
2. Coordinate with various government agencies and NGOs/CSOs to ensure the effective
implementation of child protection programs.
3. Conduct regular monitoring and evaluation of child protection programs and
activities within the barangay.
4. Promote and advocate for the rights and welfare of children within the community.
5. Facilitate the reporting and documentation of cases of child abuse, exploitation, and
neglect, and ensure appropriate actions are taken.
6. Provide support and assistance to children in need of special protection.
7. Organize and conduct capacity-building activities for BCPC members and community
stakeholders.
SECTION 3. FUNDING AND RESOURCES

The necessary funds for the operations and activities of the BCPC shall be sourced from
the Barangay Budget, donations, and other funding sources as may be available and
appropriate.
SECTION 4. EFFECTIVITY
This Executive Order shall take effect immediately and shall cover the period from
January to October 2023.
