ABOUT RASHTRIYA RAKSHA UNIVERSITY

The University aims to become an academic-research-training ecosystem


for security and police. Its endeavours focus on highly professional security,
police education, research, and training through its qualified civilian and
security faculty, committed human resources, motivated participants and
students, intellectually stimulating and professional disciplined
environment, and world-wide network, sharing, and exchange. It aims at
providing security and strategic education in the contemporary and
futuristic security and strategic studies and interdisciplinary areas. The
University contributes to vision of India of Peace, Prosperous and Stable
World in alliance with grand strategic cooperation between like-minded
nations and promoting greater understanding between senior security,
police officers, diplomats, civil servants and civilians to promote the cause
of the Nation. It adopts a two-tier approach, at the national and
international levels, in its education, research and training, and extension in
order to achieve capabilities to respond to the needs, expectations, and
aspirations of the security and strategic institutions and forces as well as law-
making, governance, judiciary, economy (agriculture-manufacturing-service
sectors) and the civil society organizations.

MISSION: To identify, prepare and sustain statecraft of national strategic and security
culture through continuous enhancement and development of educational, research and
training cadres from the security, police and civilian society.

PURPOSE: Holistic Security and Strategic Education are important for Overall
National Security. National Security is an Enabling Driver for Nation’s Peace, Prosperity
and Stability. A Peaceful, Prosperous and Stable Nation is Essential for a Similar World
Order. To contribute towards the creation of Indian Defence Force Culture.

FUNCTIONAL MOTTO: Visionary, Committed and Enlightened Faculty from


Civilian and Security and Police Organizations to Provide Best Public and Private
Strategic Security and Police Services to the Nation and the World Peace, Prosperity and
Stability in general.

ACTION PLAN- THE UNIVERISTY: The University is destined to grow as a


model security educational University in India. Its endeavours focus on highly
professional security, strategic and police education, research and training through its

PEOPLE AT UNIVERSITY

The University's eminence can be measured by its leadership, faculty and programs of
jointness of academic and research on one hand and strategic, military and security
forces on the other hand. The faculty comprises qualified, result-oriented and
enthusiastic academicians, researchers and practitioners drawn from civilian and
security/police backgrounds. They have acquired qualifications and experience from
leading civilian and military, police universities and institutions of India and abroad and
have publications and exposure in international conferences, peer-reviewed journals,
books and contributed to magazines and such other relevant written media. Students or
participants, while mainly come from security/military, police forces and civilian
backgrounds, their diversity creates a mosaic of regional, linguistic, cultural and ethnic
diversity, which gives the University a national character, makes it an “Indian Omnibus.”

The University aspires to attract and collaborate with institutions and individuals from
around the world and will work towards building a network of eminent security
strategists and policing planners, executives, scholars, academicians, members of para-
military agencies, researchers, institutions and governmental agencies. On the other
hand, it aims at building its own capacities by integrating faculty training and up-
gradation activities to transform the University into a self-sufficient Centre of learning
and excellence. People at the University will work for creating the University an
amalgam of strategic and security teaching, research, training and extension.

ACADEMIC PARTNERSHIP WITH THE STRATEGIC AND SECURITY


FORCES AND INSTITUTIONS

The University's engagements with the forces and institutions of strategic, security,
police and interdisciplinary fields and institutional reforms are evolving and gradually
making a mark. It aspires to become a leading and most sought-after resource Centre to
aid and advice these institutions at all levels. It envisages strategic engagements and
collaborations between strategic and security and police forces, institutions, faculties,
researchers, research centres and students and these institutions contribute to the
strategic security and police culture and development within and outside India. Officers
from Forces availing study leave for higher studies, including PhD, post-Doctoral and
specialized research at the University.
ACHIEVING SELF-RELIANCE ON STRATEGIC SECURITY AND
POLICE RESOURCES – MATERIAL AND MANPOWER ALIKE

The University aims to contribute to achieve the time-bound completion of the goal of
self-reliance on strategic security and police resources – defence manufacturing,
acquisition, deployment and exports through national and international collaboration. The
University contributes to promote the institutions, industry and small-medium enterprises
as well as innovation and incubation of enterprises towards this goal. The University aims
to identify, promote and sustain areas of inclusion of women forces and achieve the
necessary balance in terms of career opportunities, and executive and leadership roles. The
University gives affirmative priorities in all its policies and programs to achieve the goal of
gender balance in this regard.

ENGAGEMENTS WITH FOREIGN INSTITUTIONS AND INDIVIDUALS

The University seeks to engage and collaborate with foreign institutions and agencies,
including international organizations, such as UN Peace-Keeping Forces, UN Police,
INTERPOL, International Maritime Organization, international Telecommunication
Union, UNCOPOUS, International Civil Aviation Organization, etc., working for
promoting and maintaining peace, security and global order based on respect for
international law and comity of nations.

ENGAGEMENTS WITH INSTITUTIONS OF LAW-MAKING,


GOVERNANCE AND JUDICIARY

Institutions of Law-Making, Governance and Judiciary are the constituent organs of a


nation’s overall growth and development. Systematic and timely interactions between the
strategic and security educators and participants with them are essential. The University
seeks to build and maintain close relations with these institutions to learn from their
expectations and concerns and on its side, to contribute to their thinking, execution and
monitoring of laws, policies and instruments of governance.
ENGAGEMENTS WITH SECURITY-RELATED INDUSTRIAL,
ECONOMIC AND FINANCIAL SECTORS

Corporate and financial companies, Chambers of Commerce and other commercial


establishments are the drivers of the nation’s economy and are the leaders of national
growth and prosperity in the present globalized and liberalized economy. With the
expansion and diversification of the private and commercial sectors, the necessity for
strategic thinking and security concerns has crossed all conventional boundaries and
spread its expanse to various non- conventional areas. The curriculum and pedagogy
at the University are designed to train and equip and give exposure to the participants
and students by way of teaching, specialized certificate courses and non-teaching
activities such as internships, exposure visits, interactions with forces, experts, in
order to make them most suited to the strategic and security institutions, national and
international alike. The University envisages to engage with people from
manufacturing, and services in curricular and co-curricular activities of the University,
so as to provide an active platform for participants and students to learn and
experience the nuanced understanding of these sectors and their interface with
strategic and security laws, policies and governance. It also aspires to create a network
between the institutions, students, faculty and researchers and these three sectors to
promote sharing and collaboration and learning.

The University commits to significantly contribute to a sustainable self-security nation


model whereby the Nation enjoys self-sustainable security for the homeland, energy,
food, environment, water, knowledge, air and space, maritime and land security as a
whole. While welcoming the knowledge towards enhancing the sense of self-security
from other nations and foreign institutions, the University gives priority to indigenous
means, methods and resources towards this wholesome concept of security.

INFRASTRUCTURE AND FACILITY

• RRU is located on a massive 230 acres of campus with a river to its East and the
village Lavad to its West.
• All-integrated campus with residential facilities, mess, Wi-Fi, primary medical
centre amenities, and shops.
• The well-upgraded library provides all the essential books and E-sources for all
the necessary courses. The library has a dedicated reading area with internet
connectivity.
• Non-smoking, non-alcohol environment and observance of high standards of
discipline, ethics, and values.
• Nearby Airport – Ahmedabad; Railway Station – Gandhinagar and Ahmedabad;

SPES

Dear Readers,
I wish as the I/c Director of the School of Physical
Education and Sports, (SPES) to extend a word of
warm welcome to all who read this message and
especially to all those students who love to play
sports or who want to join security forces in the
future.

SPES is a place where future national security officers and sportspeople are getting
trained to strongly step into the profession and raise the bar higher with their
knowledge, skill proficiency, and personality. The students here are provided with the
best faculties and resources, also they get the opportunity to interact with the best
faculties, eminent speakers, and personalities from all across the globe. The students
are always encouraged to share and work on their ideas and hence they have the access
to all the facilities available in the school such as the Human Performance Lab, which
has the latest research equipment; sports facilities, latest training equipment, and smart
classes. The school nominates and sends the players to participate in the different
sports competitions: AIU, Open State, National, and international competitions, and
also recognize and rewards its students with various fellowships. Therefore, if you think
you are hardworking, disciplined, and interested to be a part of the National Security

ABOUT THE SCHOOL OF PHYSICAL EDUCATION AND SPORTS

The school was established in 2017 to fulfil the dreams of young aspirants and sports
enthusiasts who wish to serve their country by joining the national security organization.
The school bridges the gap between stakeholders and security services of India and
envisions to provides the best-suited, fit, and dedicated candidates to the Nation. An
aspirant requires optimum readiness and preparation for tactical training that
incorporates physical, physiological, and psychological performance, marching, weapon
training, sports skill, etc. Keeping these aspects in mind the school primarily caters to the
needs of the aspirants to clear the selection exams of prestigious national security
organizations; Indian Army, Navy, etc.
The school also provides its services to the in-service security personnel; police, special
protection force, etc. The school offers various degree/diploma/certificate programs for
those who aspire to upskill themselves and continue their higher education while serving

ACHIEVEMENTS OF SPES
• A Student of Rashtriya Raksha University, Ms. Naorem Roshibina Devi secured silver in women's
60kg Wushu Sanda event in Asian Games in September 2023. Now, she has been conferred Arjuna
Award by the Ministry of Youth Affairs and Sports, Government of India.
• Secured 9 Gold, 2 Silver, and 1 Bronze medal in the All-India National University Games Wushu
Championship 2022-23 organized at Chandigarh University, Mohali, Punjab.
• Secured 9 Gold in the Khelo India Wushu Women's National Leagues held at Mohali Punjab in Jan
2023.
• Participated in the All India/Inter-Zonal/South-West Zone/West Zone Competitions at various
places across India in the sports like Athletics, Cross-Country, Kabaddi, Volleyball, Football, Handball,
Taekwondo, Chess, Wushu, Table Tennis, Kho-Kho, Yoga, Rugby from 2016 to date.
• Participated and won many medals in Khel Mahakumbh and Khel Gujarat Competitions, State Level
Competitions, and Open Invitational Competitions.
• Every year more than 50 students clear the physical fitness test in the recruitment process of various
national security and police organizations. To date, more than 200 students are serving in the Security
forces, especially girls.
• Won five times Gujarat State Republic Day parade competition at various places and praised by then,
Honourable Chief Ministers – Palanpur (2019), Mehsana (2018), Dwarka (2015), Bhavnagar
(2014), and Himmatnagar (2013).
• Won the Gujarat State Republic Day Tableau competition at Himmatnagar (2013), where the Hon’ble
Chief Minister Honored the RSU Contingent.
SPES EVENTS
• Intramural - SPES organizes an in-house sports Competition "Annual Sports Fest
- SANGRAM" every year and more than 50 events are conducted.
• Training Program - SPES organizes various advanced fitness training programs for
internal security personnel, aspirants, trainer, coaches, physical educators, etc.
• Community Development Program- Saksham and Khelo Uday Scheme organizes
every year for rural society.
• Expert Lecture Series on Sports sciences through International and National
Academicians and Sports Personalities.
• Indian Technical & Economic Cooperation Programme (ITEC) organizes for
the international stakeholders every year.
• Extramural - SPES sends players/teams to participate in the National/ State/
District tournaments as well as organizes various competitions within the University.
• Raksha Cup- is an annual open invitational tournament, welcoming participants
from all walks of life, with more than 1000+ footfalls every year.
SCHOLARSHIP AND FINANCIAL ASSISTANCE

• Tuition Fees Waiver: Programme fee reimbursement scholarship will be given


to the 20% of enrolled students based on need-cum-merit basis. The selected
students for the scholarship have to give administrative assistance to the school.

• Stipend for the career development of students: For career development a


monthly stipend of Rs. 10000 for the duration of one year to two enrolled students
will be given after the completion of the course based on rigorous selection
criteria.

• Student Development & Research Initiatives: Various other research and


administrative assistance scholarships will be made available throughout the year.
Limited financial assistance for the presentation of research papers at international
and national conferences and seminars. Limited financial assistance for
participation in any major sporting event.

• Entrepreneurship Opportunities: The students can avail themselves of


entrepreneurship opportunities in the form of start-up, and incubation support
available throughout the year from the school.

• International Immersion Program shall be offered for the students for the
overall growth in the field of Training, Research, Education and Extension
(TREE).

• Stipend to Meritorious Sportsperson: Monthly stipend may be availed by the


students based on their exceptional sports performance.

• Nutritional Scholarship: Meritorious sportspersons can avail nutritional


scholarships throughout the year.

The School of Physical Education and Sports runs under the banner of An Institution of
National Importance “Rashtriya Raksha University.” The school aims for the holistic

POST GRADUATE DIPLOMA IN STRENGTH AND CONDITIONING (PGDSC)
• Duration: One year (2 Semesters)
• Eligibility: Bachelor’s Degree in any stream & Equivalent {minimum 50% marks at UG level
for unreserved categories / OBC / EBC and 45% marks for SC/ST in the relevant subjects
from a UGC recognized University/Institution.

BACHELOR OF PHYSICAL EDUCATION AND SPORTS (BPES)


• Duration: 3 Years (6 Semesters)
• Eligibility: Senior Secondary (10+2) & Equivalent with minimum 50% marks for unreserved
category/OBC/EBC and 45% marks for SC/ST from any recognized board.

FEES DETAILS (BPES & PGDSC):


• Indian Students: 40,000 INR. (Including Sports Dress Fees)
• Foreign Students: 2500 USD.

NOTE:
• Fees to be paid at the time of Admission 22,500 INR and 2500 USD for Foreign Students.
• For BPES, 2nd and 3rd Year Fees would be Rs. 35,000 per year.
• 30% horizontal reservation for female candidates across all categories for all the courses.
• Reservation policy and Supernumerary seats as per the Government of India will be
applicable.
• Caution money of Rs. 10,000 will be required to pay (Refundable).

DOCTOR OF PHILOSOPHY IN PHYSICAL EDUCATION (Ph.D.)


• Duration: Minimum Three Years
• Eligibility: Master’s Degree (Masters in Physical Education – M.P.Ed & Equivalent)
{minimum 55% marks at PG level for unreserved category/ OBC/EBC and 50% marks for
SC/ST in the relevant subjects from a UGC recognized University/Institution.

OTHER OPTIONAL FACILITIES
• Hostel: Indian Students: Rs. 18,000 per semester
• Mess: Indian Students: Rs. 4,500 to 6,500 per month (based on veg/non veg)
• Disclaimer: Subject to the approval of Statutory Bodies.
Note:
• The hostel and mess facilities are optional for the students, whoever wants to
avail of only those students have to pay additional fees.

APPLICATION FOR ADMISSION FOR BPES AND PGDSC
• RRU is co-educational and admits candidates from India and abroad.
• Application for admission shall be made online.
• Online applications for all the courses shall be made through www.rru.ac.in

ONLINE APPLICATION FEE (NON-REFUNDABLE)


• The online application fee for the Ph.D. is Rs. 2500, PGDSC is Rs. 1000 and
BPES is Rs.1000 which will be required to pay through Net Banking/Debit
Card/Credit Card Online mode at the time of submission of the online application
form.
• Note: International/NRI candidates have to pay 50/- (USD) for the Application
Fee.
GENERAL CONDITIONS FOR ADMISSION
• Candidates expelled from any other Board/ Institute/ University or dismissed from
Government service on disciplinary grounds and those who are known to have been
involved in acts of crime and gross indiscipline or misconduct will not be eligible for
admission. The University may approach the police for verification in this regard. After
admission, if anybody is found guilty in this regard, he/she will have to discontinue the
course.
• Admission will be granted to the candidates at their own risk and the candidate will be
liable for wrong information (if any) furnished by them. If at any time, it is noticed, then
admission granted will be cancelled and the candidate shall be asked to leave the University.
• All the selected candidates will be required to produce the certificates (uploaded at the time
of online application) in original, whenever asked by the competent authorities of the
University.

• How is SPES (RRU) different from other Institutions/Universities?


RRU is an Institute of National Importance under the Ministry of Home Affairs, which is the only Physical
Education department having outreach to all the Paramilitary forces and Gujarat Police for better training.
SPES fosters your Fitness and academics to make you occupationally ready for the rapidly changing industrial
demands. SPES faculties are committed to imparting learning through a pragmatic approach which gives this
Physical Education department an edge over others. SPES opens an ocean of opportunity for the students
not merely to become a Physical Education Teacher but also, to prepare them to serve various Paramilitary
and Police Forces.

• Does Rashtriya Raksha University (RRU) participate in the State, National, and Inter-
University and Khelo India, Khel Mahakumbh Competitions in sports?

Yes. RRU sends the teams to participate depending upon the performance and potential of students at the
state, national and inter-university competitions in sports such as Kabaddi, Kho-Kho, Volleyball, Athletics,
Cross country, Table Tennis, Handball, Football, Yoga, Wushu, Tennis, Basketball, Power Lifting, Arm
Wrestling and few more. RRU envisages virtually every type of physical game and sport at its campus. Our
plans are in progress.

• What kind of physical training is imparted at the Rashtriya Raksha University?


RRU – School of Physical Education and Sports (SPES) teaches and looks after various aspects such as
physical fitness development which includes components such as endurance, speed, strength, agility, balance,
coordination, flexibility, etc. as well as other skills such as weapon training, yoga, marching drills, policing
skills, self-defence techniques and skills of various sports.

• What are the Courses Offered by the School of Physical Education and Sports?
For the academic year 2023-24, SPES offers three academic programmes – PhD in Physical Education,
Bachelor of Physical Education and Sports (BPES), and Post Graduate Diploma in Strength and Conditioning
(PGDSC).

• What are the sports facilities available at Rashtriya Raksha University?


RRU is spread across 230 acres of land on the banks of the Meshwo River. Current sports facilities include
400 meters clay athletic track, two volleyball courts, two Kabaddi courts, one Football Ground, two Kho-
Kho Ground, one handball ground, Four Table Tennis Tables, a carrom board, chess, cricket ground, and
three multi equipped Gym comprises of various highly sophisticated gym machines, commercial treadmills,
and free weights, In addition to this various infrastructure international sporting and gym facilities including
Two Synthetic Tennis Courts, Indoor Sports Complex, Swimming Pool, Standard Synthetic 400 meters
athletic track, Basketball Courts, Cricket Ground, and many more are under the pipeline. Besides, the
University has trained eligible and skilled coaches of different sports. Adventure sports, rock climbing,
obstacle courses, and other sports facilities specifically meant for armed and paramilitary forces are under
construction.

• What are the advantages and credits, adding to the process of recruitment in Gujarat police, by the
School of Physical Education and Sports?
RRU students get benefits in the recruitment process in Gujarat police such as 3-10 marks at the constable level and
15 marks at the PSI level. Apart from this, if any student participates in the Inter-University Competition and
represents the Rashtriya Raksha University then an additional 5% marks will be given to the student in the recruitment
process as well as the student will develop his/her fitness level and can obtain a complete 25 marks at constable level
and 50 marks at PSI level.

• Does your school offer open learning in other schools within the RRU?
Yes, Our students can opt for open learning courses offered by various other schools in the University to impart cross-
sectional learning, which makes our University one of its kind to comply with NEP 2020.

• Does the RRU have NCC and NSS?


Yes, NCC has a separate vertical in the School of Physical Education and Sports, which also trains our upcoming
generation for NCC and NSS drives. The students get several opportunities to attend NCC certification courses and
participate in various NCC Camps.

• Whether, there any provision for payment of fees through a loan facility available from the institute's
end?
The Institute does not have a loan facility. The candidate can approach any nationalized bank to avail educational loan.

• Does your University facilitate foreign students' intake in various courses offered at your school?
Yes, we do accommodate foreign nationals for admissions with due deliberations.
