in this Request for Quotation and any attached documents, exceptions, deviations, and alternatives

4 SCOPE OF SUPPLY AND WORK

Basis in defining Scope of Supply and Work:
a. The attached technical specifications and the standards and codes therein as well as all other
applicable bid documents shall be interpreted as a set of the minimum requirements.
b. Any exclusion associated with the Bidder’s Proposal shall be clearly and completely mentioned
in the vendor’s exception list. Vendor shall clearly identify any deviation to this specification and
the reference codes, standards and project specifications and list them with reference to the
document clause, in the quotation. In absence of any specific mentioning of the deviations, it
shall be assumed that Vendor fully complies and agrees with this requisition and related
documents attached and referenced herein. Approval of Vendor drawings and documents shall
not relieve Vendor of the responsibility to provide safe equipment system functionality in
accordance with the specification.
c. All necessary works or supplies other than those mentioned on bidder’s proposal intended to or
required for achieving a proper performance shall be a responsibility of the successful bidder.
d. Sections 4.1 and 4.2 shall have a meaning as a minimum definitive item and by no mean override
the overall requirement as indicated on other applicable document.

4.1 SCOPE OF SUPPLY

The Vendor shall supply the Radar & GWR for Bio Refinery Project. The Radar & GWR shall be
as per project specification, datasheet and shall consist of the following components as minimum
requirement:
 Radar & GWR shall be supplied complete with all accessories, spare, tools, services, and
other requirement as indicate on datasheet.
 Radar & GWR shall have HART Version 7 communication protocol and Modem for
configuration.
 SS 316L Nameplate
 Commissioning and Start-Up Spare Parts (list of spare parts with unit price to be provided by
VENDOR)
 Two years Operation Spare Parts (list of spare parts to be provided by VENDOR)
 Special tools for installation & maintenance, including modem for configuration
 All items not listed here but required in applicable drawing and specification
 Exception list for specification and any code and standard related in the specification
 All facilities and equipment required for testing and inspection
 Painting / coating materials for primer coat and touch-up (shop and site)
 Finish coating
 Consumable material

4.2 SCOPE OF WORK AND RESPONSIBILITY

The Vendor scope of work and responsibility shall also include but not limited to the following:

 Supply of engineering, design and quality documents and drawings for installation, operations and
maintenance.
 All Inspection and Testing
- Equipment and Material Certification
- Performance Guarantee and Material Warranty
- Factory Acceptance Test (FAT)
- Calibration and Test Report
- etc.
 Material selection shall be suitable for service conditions and VENDOR shall indicate all
material will be used in his proposal. The VENDOR shall guarantee the material has been
selected.
 Responsibility to meet the local codes governing health and safety.

 Utility consumption guarantee

 VENDOR’s submission shall provide sufficient data to allow the equipment to be evaluated
against the total life of field costs to be incurred. In this respect, equipment capital cost, cost
of spares and utility shall be considered as shall the cost of a proposed field life
maintenance program.
 Inspection and Testing as per project specification including:
- Performance & acceptance test
- Other test as specified in data sheet
 Preparation and Packing for export shipment
 Export Custom Clearance

5 SPARE PART REQUIREMENT

Vendor shall provide the recommended spares and spares list for the Construction & Pre-
commissioning, Commissioning and Start-Up, Spare Part Two Years and Consumables for
Purchaser’s review.
Vendor shall follow original equipment manufacturers recommendations in the preparation of
recommended spare list. Vendor shall note long lead items, available shelf replacement spares listing.
a. Installation & Pre-Commissioning Spare-Part
The installation & pre-commissioning spare part shall be included in the Vendor scope.
b. Commissioning and Start-Up Spares
Vendor shall provide in his Proposal/Quotation and shall be included in the Vendor scope.
c. Two Years Operating and Maintenance Spares
Vendor shall submit 2-years operating & maintenance spares and spares list on their
proposal/quotation for Purchaser’s review.
Also, Vendor shall submit proposed schedule for periodic spare parts replacements, service
and maintenance, during 2 (two) years of Operation & Maintenance period.
Spare parts furnished by Supplier shall also be wrapped and packaged to preserve original as-new
condition under normal conditions of storage anticipated at Site. The same parts shall be properly
tagged by stainless steel tags and coded. All items supplied shall be packaged separately and clearly
marked as “Spare Parts” and shipped with the equipment in accordance with the instructions from
Purchaser.
Packing lists shall be furnished complete and in detail so that parts can be handled without un-crating.

6 SPECIAL TOOLS
Vendor shall provide one (1) set of tools required for the installation and / or maintenance of the
equipment including all ancillary equipment.
Vendor shall furnish a detailed list of these special tools with their Proposal.

7 SITE SUPERVISION & TRAINING REQUIREMENT

Vendor shall provide technical assistant/technical support during installation, pre-commissioning,
commissioning, start-up and testing at site. Commissioning shall include troubleshooting, checkout,
and training. It shall be performed by qualified representatives.

8 DATA TO BE SUBMITTED WITH VENDOR QUOTATION

All documents and drawings shall be written in English and be submitted in one original and two
copies.
All documents and drawings shall state the name of Client (end user), Project’s work No., Req. No.,
Item No. and the name of the equipment and / or materials.

8.1 SPECIFICATION AND INFORMATION

Vendor shall submit the following document or data as minimum required data to be attached in
Vendor’s proposal.
a. General Arrangement (GA) / Assembly Drawings with major dimension data and complete
with part list, material and equipment description
b. Sizing & Weight of Equipment/Package and Packing Requirement
c. Bill of Material
d. Data Sheets
e. Functional Design Specification
f. Manufacturer’s Standard Factory Acceptance Test (FAT), pre-commissioning,
commissioning and performance test at Site
g. Propose work, fabrication, and delivery schedule.
h. Recommended spare part list for commissioning, start-up & 2 years operation.
i. Detail list of special tools for installation & maintenance.
j. Proposal for training.
k. Inspection & Test Plan (ITP) and ISO Quality Management Plan and Certification for Client’s
review.
l. Deviation, Comment & Exception list to applicable Project Specification, Code & Standard.
m. Warranty
n. Company profile and experience list indicating similar work performed, including such
information as project name, name of client, start and completion date.
o. Vendor’s reference and Brands / manufacturer’s reference.
p. Sizing & Weight of equipment and packing for inland transportation.
q. Vendor data submission schedule.
 Vendor shall furnish data for review and approval in accordance with the relevant project
specification
 The Vendor shall furnish data as required on the Vendor Data Requirement List with the
number of copies indicated and in the number of days indicated following receipt of
purchase orders.
 The drawings and documents shall be considered part of the order. The order shall not
be considered complete for payment until all items are received.
Note: Purchaser has the right to reject sub-Vendor if his capability is judged poor or not
proven.

9 INSPECTION AND TEST REQUIREMENT

Vendor shall carry out the inspection and testing as detailed in RFQ and other referenced
specifications, datasheet (Attachment –B). This shall also include all inspection and testing required
by the applicable codes, standards and local regulations.

9.1 QUALITY ASSURANCE

The Vendor shall submit a quality control program including a typical Inspection & Test Plan (ITP)
for Purchaser’s review. The Vendor shall provide facilities for and cooperate with the Purchaser
and its designated authorized inspectors during manufacturing, assembly and testing.

9.2 FACTORY ACCEPTANCE TEST

1. The Vendor shall submit for review and approval by the Purchaser an Inspection and Test
Plan (ITP) covering all relevant components, completed equipment and systems. The vendor
shall include a description of all proposed standard shop tests with its bid.
2. The Vendor shall provide the Purchaser with at least 30 days’ notice to witness tests run in
both his shop and his Sub-Vendor’s shops.
3. The Vendor shall provide the Purchaser with full access to his and his Sub-Vendor’s plant
facilities to verify that equipment is manufactured and tested as specified.
4. The Vendor shall provide certification records for testing instrumentation for review by the
Purchaser prior to each test.
5. The Purchaser reserves the right to request the Supplier to perform positive material
identification of any corrosion resistant alloy material whose certification is not in accordance
with this specification's requirement or is considered suspect.
6. The VENDOR shall submit fabrication design details and non-destructive examination
procedures as part of his contract document submissions.

10 TECHNICAL COORDINATION MEETING

After the order is awarded, Vendor shall, upon receipt of purchaser’s notice, send a sufficient number
of qualified personnel to purchaser’s office at Vendor’s cost to hold the technical coordination meeting
and design clarification meeting.

11 WARRANTY
The warranty will initiate from the first day after the unit has been places in regular use or
demonstrated capability to support such used by CONTRACTOR / COMPANY and continue for a
period of eighteen (18) months from such start-up or twenty-four (24) months after the date of final
shipment of all equipment and materials, whichever occurs first. The warranty period shall be
extending by the number of days of fraction thereof, that the equipment was inoperable because of
warranty defects.
