1. GENERAL PROVISIONS

1.1. This document describes (hereinafter referred to as Procedure):


- Access Control procedure;
- Rules for access and for remaining within the territory where the COMPANY offices
and employees are located;
- Control over Removal of Equipment and Materials of the COMPANY beyond the
territory where the COMPANY offices and employees are located;
- Mines / ERW Safety Rules for movement within the Block-10 Contract Area.
1.2. The document is based on the requirements of Iraqi legislation, regulating the protection of
oil and gas facilities and the following documents:
- LOIE Security Concept 8019-0190-LOIE-00-000-SE-PH-00001.
- LUKOIL Group Corporate Security Policy.
- AMBP Security Policy.
1.3. The rules set forth herein are binding upon all Project Personnel and visitors.
The following terms and abbreviations are used in this document:

Term/abbreviation Definition
A set of rules and organizational activities, set forth herein, aimed at ensuring

Al Majal Business Park is a Commercial camp, leased by the COMPANY to
AMBP accommodate the COMPANY employees and to provide offices during the

Applicant behalf or on behalf of a CONTRACTOR and carries out actions to apply for
required document (Security Clearance, LOIE Badge, ERF).

COMPANY’s employee authorized to administer a particular contract / to

Equipment & Machinery, equipment, materials of the COMPANY and its


Materials (E&M) CONTRACTORs, involved in/used for the implementation of the Project.
A specially equipped location in the security-engineering infrastructure (a set
of buildings, structures, equipped with security engineering and special

Is the risk remaining following the application of all reasonable effort to


Residual risk identify, define, and remove all presence and suspicion of mine/ERW
through non-technical survey, technical survey and/or clearance.
A document issued by TOC, which allows a person’s / vehicle’s (equipment)
Security Clearance access to and presence inside the Contract Area for the period of the permit
validity.
The engineering installation around the Development Area
(work/accommodation sites) with engineering and technical structures and
Security Perimeter fencing, designed to provide a physical and psychological deterrent to entry
and to prevent attempts of uncontrolled access/egress to/from the
Development Area.
Security Clearance Office of the Thi-Qar Oil Company of the Iraqi Ministry
of Oil is a structural unit authorized to process applications for access to and
SCO presence within Block-10 contract area, located in Nasiriya, and issues
permits (Security Clearance) to personnel and for vehicles authorizing their
access to and presence within Block-10 Contract Area.
TOC Thi-Qar Oil Company
An individual that requires access to the accommodation camp with a short
Visitor visit of up to 14 days and who does not possess permanent identification
badge, issued by COMPANY.

1.4. Based on decisions taken by the COMPANY’s Emergency Response Committee, TOC, and
governmental authorities the access to the Field and the COMPANY’s operated facilities
could be restricted and additional control measures could be implemented by the
COMPANY.
1.5. As the new COMPANY’s facilities and sites are constructed and commissioned within the
Block-10 Contract Area, current Access Control Procedure may be amended to adapt the
application of these rules to new facilities and sites. In this case, COMPANY Security will
notify of the release and enforcement of a new edition of Access Control Procedure with an
e-mail notice or with a notice letter.

2. AMBP ACCESS AND STAY GENERAL REQUIREMENTS

2.1. At the time of construction of the Eridu field facilities and sites, the COMPANY's offices
and employees are located in the commercial camp – the Al Majal Business Park. Static
protection services and access control to the territory of the camp are provided by the Camp’s
contracted PSC. The rules and procedure for the admission of personnel and vehicles to the
AMBP territory are established by the administration of the commercial camp.

2.2. COMPANY Security provides Access Control to the COMPANY’s offices located on the
territory of the AMBP camp. To access the COMPANY’s offices the LOIE Badges are
issued to all Project Personnel and Visitors arriving at the AMBP.
2.3. The Camp’s contracted PSC conducts searches of facilities, vehicles, containers, and
luggage as well as searches of Project Personnel and Visitors for unauthorized or illegal
items, with or without the use of technical means and special equipment.
2.4. Unauthorized or illegal items found during such searches are handed over to law
enforcement authorities. The list of forbidden items includes but is not limited to the
following:
- Personal weapons, ammunition, ordnance, mines, ERW, IED, materials and items to
construct IED, cutting weapons (knives) and tools not related to work (piercing and
cutting items with size of more than three inches or 7.5 cm), bludgeons;
- Alcoholic products, drugs and medication without prescription, accessories for taking
drugs;
- Fireworks or pyrotechnics.
2.5. In order to comply with the requirements described above when entering, leaving or
remaining within the AMBP, Project Personnel and Visitors are forbidden to:
- Pass LOIE Badges and personal identification documents and / or access permits issued
to individuals and vehicles as well as papers allowing the delivery / removal of material
assets to any third party without prior written approval of COMPANY’s Security;
- Use any other person’s LOIE Badges and personal identification documents and / or
access / leave / stay permits issued to other individuals and vehicles as well as papers
allowing the delivery / Removal of material assets;
- Remove the E&Ms of the AMBP, COMPANY or CONTRACTORS beyond the AMBP
camp without an E&M Exit Pass for its Removal issued according to formally established
procedure;
- Enter / drive in and remain within the AMBP under the influence of alcohol or illegal
drugs and substances;
- Pass or throw any assets or equipment, personal or otherwise, over a facility security
fencing, including the AMBP Security Perimeter;

- Pass through (drive through) and remain within the AMBP with unauthorized or illegal
items (specified in clause 2.4), except for employees of law enforcement agencies and
security guards in cases set forth in applicable legislation;
- Interfere in the work of AMBP contracted PSC’s personnel, which ensures the security
of the AMBP;
- Engage in unlawful activities or otherwise breach Access Control or other security
procedures established within the AMBP camp.
2.6. Should any person attempt to enter the AMBP and / or the Contract Area using a forged
document or another person’s documents or attempt to bypass the ECP and enter the AMBP
in any way that is not compliant with this Procedure, such person shall be detained for the
purpose of investigation with the engagement of relevant authorities.
2.7. All doors equipped with magnetic locks linked to ACMS must be kept closed at all times.
It is prohibited to:
- leave these doors open unattended;
- disable magnetic and mechanical locks;
- use door emergency buttons (green box), if available, to open the doors without proper
reason. Any case of emergency button activation should be reported to COMPANY
Security.
2.8. AMBP Security, COMPANY or CONTRACTORS’ Security as appropriate will investigate
every breach of Access Control and other security procedures.
2.9. Any breach of Access Control or any other security procedures by Project Personnel can be
qualified as a breach of the Employment / Labor Contract. Disciplinary action and other
sanctions shall be imposed in accordance with COMPANY and / or CONTRACTORS’
existing policies and procedures where applicable, and as specified in the approved
regulations and Iraqi legislation.
2.10. Responsibility over the implementation of Access Control for both personnel and
vehicles:
- COMPANY is responsible for the Access Control arrangements at sites / facilities under
construction, drilling, etc. and / or camps accepted for operations and managed by
COMPANY;
- CONTRACTOR is responsible for the Access Control arrangements at sites / facilities
under construction, drilling, etc. and / or camps that have not yet been accepted for

operations and are not managed by COMPANY. CONTRACTOR, at no cost to


COMPANY, may impose additional security and Access Control requirements (other
than mentioned in this document) based on location and assessed threat.
2.11. In order to comply with the COMPANY’s security policies and standards and to
ensure awareness, COMPANY Security shall be notified in the event of any security incident
at the earliest opportunity. Immediate notification shall be made by phone call to Security
Manager. A formal incident report shall follow the phone notification in accordance with the
established procedure.

3. OBTAINING OF ACCESS TO THE CONTRACT AREA.

3.1. It is required to obtain a Security Clearance from TOC for access and presence at the
Contract Area. COMPANY establishes the Guidelines on Obtaining of TOC Security
Clearance according to the TOC rules. The Guideline is distributed by COMPANY Security
among concerned parties on demand.
3.2. Timeframes and other conditions for submitting the applications to governmental authorities
(TOC, etc.) as well as timeframes and other conditions for applications’ processing by
governmental authorities given in these Guidelines are indicated for reference purposes only
and based on established practice and COMPANY’s experience. Actual timeframes and
other conditions of access applications processing may differ from indicated in these
Guidelines and rest upon Oil Blocks Department TOC, TOC Security Department and other
governmental authorities’ responsibility.
3.3. COMPANY Security does not have authority to give any instructions to TOC Oil Blocks
Department or OPF or any other legal authority in terms of granting access to the Contract
Area.
3.4. COMPANY Security supports the processing of Security Clearances for COMPANY
employees and Visitors only.
3.5. CONTRACTOR is solely responsible for coordination with TOC or any other legal
authority to have legal access and presence of its personnel and material assets at the Contract
Area in accordance with established procedures.

4. OBTAINING OF ACCESS TO THE AMBP CAMP AND COMPANY FACILITIES.

4.1. In order to implement Access Control, COMPANY Security together with the AMBP
contracted PSC issues LOIE Badges to Project Personnel and Visitors.
4.2. LOIE Badge is not a substitute for Security Clearance. LOIE Badge does not give the right
to access and remain in the Contract Area.
4.3. LOIE Badges are controlled items. LOIE badges are to be returned to COMPANY Security
after the expiration of an employment (service) contract. In case of loss, an investigation is
conducted by COMPANY Security. An individual that has lost a LOIE badge for any reason
may be provided with a LOIE Visitor Badge for a period of the investigation / or access may
be denied. A request for LOIE Badge replacement shall be approved by the COMPANY
employee’s Functional Manager or CONTRACTOR’s Contract Administrator respectively.
4.4. While staying in the AMBP camp LOIE Badge holders shall always carry LOIE Badge.
4.5. All COMPANY personnel are entitled to a LOIE Badge by default. As a normal procedure,
COMPANY HR sends applications to COMPANY Security for the newly employed
personnel.
4.6. COMPANY employees, when first deploying to Block-10, shall visit COMPANY Security
to receive mandatory security induction and to be provided with a personal LOIE Badge.
4.7. New LOIE Badges are issued with default access depending on a holder’s category, which
is determined by decision of COMPANY Security.
4.8. In case the LOIE Badge holder requires access to additional sites / facilities, a justified
request should be submitted to [email protected] functional email,
supported with an approval of respective Functional Manager.
4.9. CONTRACTOR’s personnel, who have a valid contract with COMPANY valid for more
than 14 calendar days and have regular duties at the COMPANY offices, are entitled to
obtain permanent LOIE Badges.
4.10. The CONTRACTOR shall fill in the application LOIE Badge application form
provided in the Attachment № 1 with all relevant information. Every field is MANDATORY
– no empty fields are allowed. Iraqi nationals and Expats are to be listed on separate pages
in the table. The form template is available upon request.
4.11. The CONTRACTOR shall attach to the application form a digital photo (JPG format)
of each person included in the application. Photo files shall be named using the template

'XX­Full Name.jpg' (with XX being the Applicant's serial number in the table). The photo
should be of high quality (resolution), on a white background, taken no earlier than three
months prior to application submission.
4.12. The CONTRACTOR shall have the application submitted to
[email protected] functional email.
4.13. The CONTRACTOR is responsible for maintaining the records of badges issued to its
personnel, provide COMPANY Security timely update of relevant information when
available.
4.14. Individuals that require access to the COMPANY offices located at the AMBP camp
with a short visit of up to 14 days and don’t possess permanent LOIE Badge shall apply for
Entry Request Form.
4.15. The Applicant shall have the ERF duly filled and approved by a relevant COMPANY
Functional manager. ERF shall be submitted as Microsoft Excel spreadsheet. Soft copy of
ERF template shown in the Attachment № 2. The form template is available upon request.
4.16. The Applicant shall submit the ERF to [email protected]
functional email not later than 24 hours prior to the planned time of a visit.
4.17. The request will be rejected if:
a) ERF is incomplete or filled with errors;
b) The Visitor is banned from accessing facilities (blacklisted).
4.18. Once approved, the LOIE Visitor badge will be issued by COMPANY Security. The
person's identification document is withdrawn until the Visitor leaves the facility. This
identification document is handed back after the badge is returned.
4.19. ERF validity period cannot exceed 14 days.
4.20. To organize single, short-term or regular access of any vehicles used for Project needs
to the AMBP camp, the Applicant shall properly add vehicle information to the ERF and
approve it with a relevant COMPANY Functional manager. Then this ERF shall be
submitted to [email protected] functional email not later than 24
hours prior to the planned time of a visit.
4.21. The request will be rejected if:
c) ERF is incomplete or filled with errors;
d) The vehicle is banned from accessing facilities (blacklisted).

5. REMOVAL OF EQUIPMENT AND MATERIALS.

5.1. All Equipment and Materials of COMPANY being moved beyond the territory where the
COMPANY offices and employees are located (the AMBP camp) are subject to control to
prevent any unauthorized Removal of E&M from the territory.
5.2. PLEMs who are authorized to permit the Removal of E&M from COMPANY facilities or
the AMBP camp are appointed by the COMPANY Functional Manager.
5.3. If the point of origin or destination for E&M is located outside the AMBP Security
Perimeter, the PLEM, when issuing an Exit Pass, imprints a permit stamp from Company
Security.
5.4. Fabrication, accounting for and issue of stamps to PLEMs is arranged by COMPANY
Security. Stamps are issued under free form requests, sent from PLEM’s Functional
Managers to COMPANY Security by e-mail.
5.5. COMPANY Security is entitled to impose extra restrictions in addition to those established
by this document. COMPANY Security will notify of any enforced restrictions with an e-
mail notice.

6. MINES / ERW SAFETY RULES.

6.1. The Block-10 Contract Area is not fully cleared of mines and ERW and parts of the Contract
Area are still not demined. A residual risk still exists within all cleared sites.
6.2. In all cases, it is expressly prohibited to carry out any excavation, construction or other
works associated with digging, transferring, deforming of soil or any impact on the ground
in any other way in the infield areas (facilities) where demining is not completed.
6.3. If it is necessary to organize a visit and / or work to / in an un-cleared area (field facility),
the Applicant shall send a request to [email protected] functional
email not later than 3 calendar days prior to the anticipated site visit / work. COMPANY
Security will consider the request and provide the Applicant with requirements for visit /
work arrangements.
6.4. All Project Personnel and Visitors must comply with the “Mines / ERW Safety Rules for
movement around the Field” (Attachment № 3) and “Rules for Project Personnel whilst
performing excavations and any other construction activities within Block-10 Contract Area
sites that are demined/cleared from mines/ERW” (Attachment № 4).

ATTACHMENT- 3: Mines / ERW Safety Rules for movement around the Field.

All Project Personnel and Visitors when moving within the Contract Area are required to comply
with the following rules:

1. When driving a vehicle:


1.1. Drive only on roads with hard or paved surfaces.
2. When walking:
2.1. Walk only after a visual inspection of the path adjacent area;
2.2. Follow the PSC guards while moving through the area;
2.3. Do not move hastily or run;
2.4. Carefully inspect the area 3-5 m in front of you;
2.5. Do not kick stones, soil lumps, or any other objects;
2.6. Do not pick up any object from the ground.
3. In case of finding any suspicious object:
3.1. Stop immediately and stop the others by voice commands and gestures;
3.2. Explain the situation to the escorting PSC guard and point at the suspicious object;
3.3. Return to a safe area following your own footsteps (to the area of work, to the road or
path);
3.4. Inform COMPANY Security of the circumstances, time and location of a suspicious
object;
3.5. Don’t take any action until competent authorities (OPF, COMPANY Security) arrive
and then act in accordance with the given instructions.
4. It is strictly prohibited to:
4.1. Touch, move, trigger by throwing stones, throw or disassemble any unidentified,
suspicious, or explosive item;
4.2. Disturb any suspicious items;
4.3. Make fires in any area;
4.4. Use explosives to stabilize any partially or fully functioning explosive ordnance or
object;
4.5. Bring to residential areas, worksites and rest zones of personnel or place in vehicles
any suspicious or explosive items;
4.6. After stopping a vehicle, leave the roadway without permission and support of a PSC
guard;
4.7. Move around the area in front of PSC guard.

ATTACHMENT- 4: Mines / ERW Safety Rules for movement around the Field whilst performing
excavations and any other construction activities within Block-10 sites that are demined / cleared
from mines / ERW

1. Execution of excavation works in the territories not cleared of mines/ERW is STRICTLY


PROHIBITED.
2. Excavation works (ground disturbance activities) in areas cleared from mines/ERW outside
of Project facilities and defined safety zones for above and underground services (overhead
power lines, pipelines, and cables) along with relevant Permit to Work (PTW) require a formal
approval for such works together with Land Release Certificate (LRC) from COMPANY
Security. A request for the formal approval and LRC shall be sent by e-mail to
[email protected]. Before signing the PTW, the Site Owner
(COMPANY employee responsible for that particular site or facility) must ensure that formal
approval from COMPANY Security for site of operations has been obtained.
3. Excavation works (ground disturbance activities) inside of Project facilities and within
defined safety zones for above and underground services (overhead power lines, pipelines,
and cables) shall be carried out as per existing PTW procedure and LRC from COMPANY
Security is not required.
4. Before commencement of any activities in borrow pits (existing and new) approval shall be
obtained from the COMPANY Surveyor Department. Routine activities in authorized borrow
pits do not require PTW.
5. All works must be performed entirely within the released areas while taking into account the
residual risk that exist despite all reasonable efforts to detect, identify and eliminate both the
established or suspected presence of mines/ERW by conducting a non-technical or technical
survey of mine contamination, or through clearance.
6. In order to ensure safe operations, Project Personnel should:
7.1. Know the boundaries of cleared areas. Any operation in this area (facility) is
prohibited until information regarding the coordinates of the cleared facility or area are
received;
7.2. Before starting any work, personnel must be briefed on safety measures in case of
mines/ERW detection (in accordance with the requirements set out below);
7.3. Monitor on a regular basis compliance of works performed by CONTRACTOR with
the boundaries specified in the LRC for the relevant areas.
7. If any mines/ERW are found by Project Personnel while working or traveling by vehicle (or
on foot):
8.1. All work and movement around this area (facility) shall be immediately stopped;

8.2. Personnel should be removed from the mine suspicious area and not be allowed to
approach mines/ERW closer than 100 meters;
8.3. It is strictly prohibited to touch, disassemble, move, or otherwise carry out any
physical action that may have an effect on any mines/ERW;
8.4. A site supervisor (a Security officer, another employee) responsible for monitoring the
area of mines/ERW detection shall promptly notify the COMPANY Security by the single
emergency phone number of the following:
8.4.1. Who (name, phone#) detected and can show the specific location of
mines/ERW, and if this person is absent, the name and phone number of the person
who stays on the job site and can show the ERW team the location of the mines/ERW;
8.4.2. Where (at what facility, in which area) and what kind of work was being
performed when mines/ERW was found;
8.4.3. When mines/ERW are detected;
8.4.4. What measures have been taken to ensure the safety of personnel and
equipment.
8. The above-mentioned information shall be communicated to COMPANY Security to assess
the situation and decide on further demining actions.
9. Work in the area (facility) can be resumed after appropriate demining actions and receipt of
an additional notice from COMPANY Security.
