Letter of the Chairman & Special Officer, MIG Layouts, Lr.Roc.No.17/89/2021/PLG, Dated:09.09.2022 In the G.O.s 1sand 24 read above,Government have issued comprehensive guidelines for development of well-planned MIG layouts/Jagananna Smart Townships in the Urban Development Areas of the State by the Development Authorities. In the G.O. 3° read above, Government have constituted District Level Committees with the task of fixing the upset price/sale price of MIG Plots only. 2. In the reference 4'h read above, the Chairman & Special Officer, MIG Layouts has stated that the Commissioner, Andhra Pradesh Capital Region Development Authority (APCRDA) has submitted proposal for bifurcation of sale price of MIG plots into components to facilitate the beneficiary friendly pricing. The State Level Committee in its meeting Dt.05.09.2022 have recommended for bifurcation of sale price into componentsi.e, Base price, Development Cost, Corpus Fund etc., 3. _ In the circumstances reported by the Commissioner, APCRDA and as recommended by the State Level Committee (SLC) for MIG Project, the Government hereby issue common guidelines for all the Urban Development Authorities in the state for making the payment mechanism beneficiary friendly, under the Jagananna Smart Town ships -MIG Project: 1) The UDAs are allowed to bifurcate the sale price into 2 components i.e, Base Price (60% of the Sale Price) and Development Charges (40% of the Sale Price) and obtain the approval of respective District Level Committees which are already authorized for fixation of Sale Price. ‘The Agreement for Sale and Sale deed will be done on the basis of the Proposed Base Price instead of the Total Sale Price, to make the entire transaction beneficiary friendly. 2) The DLCs shall ensure that there is no loss on Registration Charges as determined by Registration Department. (P.7.0)3) The Sale Deed will be only upon payment of Total Sale Price which includes both Base Price and Development Charges. 4) Furthermore, as recommended by the SLC, while fixing the Sale Price by the DLC- there shall be clear provision for setting up of a Corpus Fund for future maintenance of the developed layout as stipulated in the MIG Guidelines. The amounts collected as Corpus fund shall be maintained as a separate Account as stipulated in the MIG Guidelines. 5) The above guidelines are applicable to the MIG Project, including the cases where agreement of sale were completed but Registration of sale for deed are pending, for all the UDAs. 4. The officers concerned are, therefore, requested to take further necessary action in the matter accordingly.
