1 INTRODUCTION

PB welcome all presents and explain the objective of the meeting which was
formalization of the site handover following the site visit and follow up the
status of the mobilization preparatory works:

After the introduction of the meeting, PB introduced himself and invited all the
attendants to introduce themselves.

PROJECT TEAM
 Client Representative
Client will be represented by Mr. Ernesto Correia from ANE Head Office and a
Technician to be appointed from ANE Provincial Delegation of Niassa.

 Resident Engineer/ Supervisor

The Supervisor is Nippon Koei Co., Ltd/Nippon Koei Mozambique, Lda.
Represented on site by the Resident Engineer Mr. Carlos Duque and his
professional Team. ANE

The Contractor is Sinohydro Corporation represented on site by the Project
Manger Mr. Li Lixin.

 Sub-Contractors
LL - Sinohydro Contracted a sub-contractor for demining works and is planning to
sub-contract in near future sub-contractors for land survey, electricity,
communications and others.
PB – Informed that Sinohydro have to inform in advance the name of firms to be
sub-contracted and submit their legal and technical qualification documents for
approval by the Engineer.

PROGRAMME
3 LL – Recalled that the detailed work schedule and detailed mobilization schedule Sinohydro
will be submitted on Monday April, 24 2017
COMMUNICATIONS

PB – Informed that ANE is represented on site by the Engineer and all

communications from the Contractor to ANE should be done through the
Engineer, but if desired the Contractor can copy the communications to ANE.

After that added that the mean of communication is official letter to the Engineer
with copy to ANE.
The project is managed in Maputo, with support of ANE Provincial Delegation of
Niassa for liaison with the local Authorities, but all Contractual and Technical
issues have to be addressed to ANE Head Quarter in Maputo.

CD – Informed that it will be applied three types of site records namely: daily Nippon Koei

records, weekly records and monthly records. The forms for each type of records Sinohydro
will be discussed in details between the Engineer and the Contractor.

DRAWINGS
LL – Informed that Sinohydro have already received all drawings and will check

them and send comments and request for clarifications to the Engineer

OUTSTANDING DOCUMENTS
PB – Asked about the status of Company Temporary Registration in Mozambique
(alvará) and Advance Payment Bank Guarantee

LL – Informed that the company temporary registration is under process and the
Advance Payment Bank Guarantee will be submitted on Wednesday April 26,

PB – Clarified that as per FIDIC Sinohydro need to submit advance payment

guarantee in reasonable period (i.e. 4weeks). The Contract was signed on March
21, 2017 to date April 21, 2017 Sinohydro have not submitted the required
guarantee for Advance Payment, thus the contracted works will proceed without
advance payment.
APPROVAL PROCEDURES
AU – Informed That all approvals from the engineer site will be done by the
Resident Engineer Mr. Carlos Duque, and asked Sinohydro to indicate the person
on site that will be responsible for the required approvals.

LL – Informed that the person on site that will be on charge of the required
approvals will be the Project Manager Mr. Li Lixin.

9 SITE ESTABLISHMENT

 Camp Location
LL – Informed that in the first approach Sinohydro intended to build the main site
camp at km 10 from Lichinga but after additional site assessment it is proposing
to build the main site camp at km 38 from from Liching, this will be confirmed
after demining, in addition Sinohydro pretend to build three sub-camps namely:
 Sub-camp 1 – near potential quarry 1 at km 22 from Lichinga
 Sub-camp 2 – near potential quarry 2 and pre-cast plant at km 42 from
Lichinga
 Sub-camp 3 – near Luambala bridge at km 63 from Lichinga

PB – Informed that in principle there is problem with the camp location although
it need to be assessed in detail with the Engineer, after that stressed that
Sinohydro have to submit the specification of materials to be used for the
Engineer facilities for approval before proceeding with the construction.

Item Description Action

LL – requested a surveyor engineer to show the bench mark points and

suggested to split the road in 10 km sections to easy the triangulation and work
volume measurement.

CD – Informed that this will be discussed in detail with the surveyor engineer and
added that the arrival date of surveyor engineer will depend on the work
programme to be submitted by Sinohydro.

PB – Stressed that the road works should not start without the laboratory set
out.

LL – Asked if can take some sample from the potential borrow pits and quarry
sites for laboratory testing and the commercial laboratories in Lichinga.

PB – Accepted Sinohydro requested and stressed again that road works should
not start without laboratories setting out, and asked about the status of the
project vehicles.

 Project Vehicles

LL – informed that the first set of project vehicles will be handed on June 1, 2017
and the second on July 1, 2017. The vehicle technical specification will be
submitted on April 25, 2017 for Engineer approval. A temporary vehicles was
handed to the engineer before site visit.

CD – Added that additional temporary vehicle will be required at the arrival of

the survey engineer, the exact date will be informed to Sinohydro and will
depend on the detailed work programme to be submitted.

 Sign Boards

PB - Informed that the engineer will supply sign boards to Sinohydro by April 28,
2017.

QUALITY CONTROL

PB – Informed that Sinohydro should update the quality control plan.

LL – Informed that the QCP and ITP will be submitted by May 20, 2017.

LL – Proposed that weekly meeting should be applied at the beginning of the
project and only monthly meeting when the project runs smoothly.

PB – stressed the need of having both weekly and monthly meeting for the
duration of the project to solve all the problems that might occur in the shortest
time and all parts agreed.

Weekly meeting to be attended by the responsible of each discipline from the

Engineer and Contractor to discuss technical issues.

Monthly meeting extended to ANE Headquarter and Delegation of Niassa to

discuss Management and other issues.

13 LL – Informed that the schedule of Contractor personnel will be submitted by

Friday April 28, 2017, this will include name position and arrival date in Niassa.

CD – Informed that the Contractor should submit the list of firms to be sub-
contracted with their legal and technical qualifications.

LL – Informed that the Contractor have already signed a Contract with demining
sub-contractor and it will mobilize by April 30, 2017. The required details of the
said sub-contractor will be submitted to the Engineer for approval.

15 CLOSING AND REMARKS

 Additional Issues
JL – Requested the submission of schedule of equipment by the Contractor

LL – informed that the schedule of equipment will be submitted on April 24,

2017.

JL – Asked the status of Labour contracting specially Local Labour.

LL – Informed that the Contractor have just contracted 10 temporary staff before
the receipt of letter of commencement.

JL – Stressed that all labour need to have work contract and this is a very critical
issue.

AL – Proposed the inclusion of technician from the Provincial Delegation in the

monthly and weekly meetings.

PB – agreed with the need of involvement of technical staff from the Provincial
Delegation of Niassa in the monthly meeting and this will be a mandatory.

LL – Asked what to do with the houses, threes and other assets in the corridor of
impact.

PB – Answer that this is ANE responsibility to deals with this issue and by the end
of May will send a team to proceed with the compensation and resettlement of
the affected parts.

LL- Requested for assistance in the visa process and informed that the Contractor
have actually 12 expatriated staff with only one month visa.

PB – Advised the Contractor to contact Mr. Ernesto Correia to get assistance in

the Visa issue.

LL – Requested permission to get aggregate from the quarry explored by CMC.

PB – Advised the Contractor to send a letter to ANE Provincial Delegation with

works including the required quantities.
