Requirements for the Approval of New Standard Pay Items

Forwarded for reference is the copy of the received email dated March 6, 2018 from Engr.
Jennifer D. Largueza of Standards Development Division- BRS, relative to the Special Items
of Work (SPLs) submitted by the various Implementing Offices (IOs) in Luzon for approval.

Be informed that the BRS hold in abeyance their action on the concerned, pending
submission of Generic Technical Specification which are required per their memoranda dated
December 7, 2017 and January 16, 2018 addressed to the concerned Offices ..

Attached are the names of the concerned Offices and the needed requirements for the
approval of new Standard Pay Items as shown in Annexes A and B for reference and
guidance.

In this regard, you are directed to submit immediately to BRS the needed documents, copy
furnished the undersigned for information and/or appropriate action.

Immediate compliance on the matter is earnestly requested.

Good Day!

This refers to the submitted Special Items of Work from various Implementing Offices which are requested to be
approved.
These 10's were advised by the Bureau of Research and Standards, this Office, to submit the required Generic
Technical Specifications and additional relevant references which are
needed to fully facilitate the evaluation, scheduling of deliberation of the Generic Technical Specification and
recommendation for approval of the Undersecretary for Technical Services.

In view hereof, it would be appreciated if said Implementing Offices shall submit the necessary documents the
soonest in order to complete approval of the Generic Technical Specification.

SUBJECT Status Update on the Approval of Special Items of Work (SPLs)

Requested by Implementing Offices

This has reference to the status of requested Special Items of Work (SPLs) by Implementing
Offices in your area of authority/responsibility.

Be informed that this Office has already issued two (2) Memoranda dated December 7, 2017
and January 16, 2018, copies attached (Annex A), advising the concerned Implementing
Offices in your area of authority/responsibility to provide this Office the requirements as
stipulated in the said memoranda such as the- Generic Technical Specifications of the
previously requested Special Items of Work (SPLs) and references used in the formulation of
these technical specifications. However, to date, we have not received any response from the
Implementing Offices listed in Annex B. This causes the delay in the approval of the SPLs.

Further, it is emphasized that the requested SPLs (listed in Annex A) which already have
assigned pay item numbers in the latest Standard Pay Item Ust (D.O. No. 143! Series of 2017)
can be used in the preparation of Program of Work (POW). However, the concerned
Implementing Offices (See Annex A) are still required to submit the Generic Technical
Specifications and relevant references of SPLsto the Bureau of Researchand Standards (BRS).
Non-compliance shall result to no payment to the Contractor concerned on unapproved pay
item of work.

In this regard! it would be appreciated if said Implementing Offices shall submit the necessary
documents the soonest in order to fully facilitate the evaluation, scheduling of deliberation of
the Generic Technical Specification and recommendation for approval of the Undersecretary
for Technical Services. Attached as Annex C is the template for the Specification.

 DEFINITION OF FIVE (5) MAIN SECTIONS OF THE DPWH STANDARD
SPECIFICATIONS

A Specification refers to a set of documented requirements (description, material

requirements, construction requirements, method of measurement, and basis of payment) to
be satisfied by a material to be used in project implementation.

1. Description - This shall define the objectives, purpose, limitations or constraints of Item
of Work in project implementation.

2. Materials Requirements - this refers to classification, evaluation, and chemical/physical

properties of a materials, which are primarily used in the production of material
components, industrial parts, and construction elements. These includes the required
specification (Quality Tests, Strength requirements, dimension requirement, etc.) that
shall be meet.

3. Construction Requirements - refers to the planned method of construction,

which includes the works required to complete the construction works.

4. Method of Measurement - defines the parameter/s to be used to measure quantities

of Items of Work.

5. Basis of Payment - defines the scope of work in the awarded cC?ntractto be paid for at
the contract unit price. Pay Item numbers, description and unit of measurement are
reflected in this section.

SUBJECT Requirements for the Approval of New Standard Pay Items

This refers to the various proposed Special Items of Work (SPLs) that have been submitted
to this Office for our review/evaluation and their eventual inclusion in the Project and
Contract Management Application (PCMA).

It is emphasized that the use of SPls in DPWH infrastructure project is already prohibited
pursuant to Department Order No. 99, Series of 2017. As such, the BRS has to evaluate
these proposed new items of work/standard pay items strictly in accordance with the
procedures and requirements as stipulated in the memorandum dated October 24, 2017 of
former Undersecretary for Technical Services Raul C. Asis, copy attached.

Indicated in the attached table are the status and remarks on all the proposed items of
work/standard pay items that were submitted to this Bureau for evaluation. In order to
expedite the evaluation of some of these pay items, it is advised that you submit to us the
following: .

1. Generic Technical Specifications (subject for deliberation)

2. References used (e.g. Standard references such ASTM/AASHTO/ACI/ISO/PNS, Test
Result, Brochures)
3. Other requirements stated in Memorandum dated October 24, 2017 (Section II -
Design-Pay Items)
4. Audio-Visual Presentation and/or Powerpoint Presentation of the New Item of Work
to be used in deliberation meeting to discuss the technical specifications.

Approval of New Standard Pay Items

This is to reiterate Memorandum dated December 7, 2017, copy attached (Annex B),
advising the concerned Implementing Offices to comply with the requirements as stipulated
in the said memorandum and to provide us the Generic Technical Specifications and
additional relevant references required in the attached tabulation (Annex B) of the
previously submitted Special Items of Work (SPLs).

To date, we have not yet received any response from your office. It will be appreciated if
said requirements can be submitted to this office on/or before January 30, 2018.

Please be reminded that the required documents are needed in order to fully facilitate the
evaluation, scheduling of deliberation of the submitted Generic Technical Specification and
eventual approval of formulated Standard Specification. The concerned Implementing Office
may refer to table in Annex A for guidance.
