PROPOSERS DAY
DARPA I2O is sponsoring an unclassified hybrid Proposers Day in support of the anticipated Translating
All C TO Rust (TRACTOR) solicitation. The purpose of this event is to provide information on the
TRACTOR technical goals and challenges, address questions from potential proposers, and provide an
opportunity for potential proposers to consider how their research may align with the TRACTOR program
objectives. Attendance is voluntary and is not required to propose to the TRACTOR solicitation.

TRACTOR BACKGROUND AND OBJECTIVES


Buffer overflow vulnerabilities and other related “memory safety” software flaws allow an attacker to
inject messages that hijack control of a computer. These vulnerabilities are only possible because
programs written in C and C++ don’t force their developers to check conditions, such as array bounds or
pointer arithmetic, for correctness. Google and Microsoft have estimated that 70% of their security
vulnerabilities stem from these and other related memory safety issues. While there are a variety of
approaches to mitigate these risks, newer languages, like Rust, can completely eliminate them while
preserving efficiency. Unfortunately, significant and expensive manual effort is required to rewrite legacy
code into idiomatic Rust.

After at least two decades of experience applying sophisticated tools towards mitigating memory safety
issues in C and C++, the software engineering community has largely concluded that bug finding tools

are not sufficient. Rather, the consensus is that it is preferable to use “safe” programming languages that
reject unsafe programs at compile time.

The TRACTOR program aims to achieve a high degree of automation towards translating legacy C to
Rust, with the same quality and style that a skilled Rust developer would employ, thereby permanently
eliminating the entire class of memory safety security vulnerabilities present in C programs. Performers
might employ novel combinations of software analysis (e.g., static analysis and dynamic analysis), and
machine learning techniques (e.g., large language models).

A draft solicitation for TRACTOR will be posted at sam.gov after release of this special notice and will
be linked from https://www.darpa.mil/program/translating-all-c-to-rust.

REGISTRATION INFORMATION
The TRACTOR hybrid Proposers Day will be held on Monday, August 26, 2024, from 10:00 AM to 2:00
PM (ET) at the Executive Conference Center, located at 4075 Wilson Blvd, Arlington, Virginia, 22203,
and virtually via Zoom for Government. No more than three representatives per organization unit, and
five people per overall organization, may attend this Proposers Day. Registrants are strongly encouraged
to coordinate attendance internally within their organizations prior to registration.
IN-PERSON REGISTRATION
In-person registration must be completed no later than August 19, 2024, 5:00 PM ET. Registration is on
a first come, first serve basis with a limit of 120 participants. Any United States (U.S.) citizen seeking
to attend the Proposers Day in-person will be required to present a valid, Government-issued photo
identification at the registration table prior to admittance into the event. Please note, in-person check-in
begins at 09:00 AM ET.

Late in-person registrations may be admitted after all pre-registered attendees are admitted and only if
room capacity allows. Late in-person registration requires significant coordination and may not be
complete in time to gain physical entrance into the Proposers’ Day event.

VIRTUAL REGISTRATION
Virtual registration must be completed no later than August 19, 2024, 5:00 PM ET. All virtual attendees
are required to log in using their first and last name. Participants calling in must call from the number
provided during registration.

Any non-U.S. citizen must complete and submit one of the following:
• DARPA Form 60 or
• Foreign government personnel must submit an Official Visit Request completed by their respective
Embassy based in Washington, DC.

All non-U.S. forms must be submitted no later than August 19, 2024, 5:00 PM ET. Form 60 submission
instructions are provided on the registration website and in the registration confirmation email. Foreign
government personnel should contact their respective Embassy staff for assistance in submitting the
Official Visit Request. NOTE: All non-U.S. personnel must present a valid passport or Permanent
Resident Card.

NOTE: this Special Notice does not constitute a formal solicitation for proposals. This notice is issued
solely for information and program planning purposes and is not a Request for Information (RFI). Since
this is not an RFI, no submissions against this notice will be accepted by DARPA. DARPA will not
provide reimbursement for costs incurred to participate in this Proposers Day. Interested parties to this
notice are cautioned that nothing herein obligates DARPA to issue a solicitation.

EVENT FORMAT
The TRACTOR Proposers Day will include overview presentations by the DARPA Program Manager,
Dr. Daniel Wallach, and DARPA support offices, such as the Contracts Management Office and Security
and Intelligence Directorate. The event will conclude with a Question & Answer (Q&A) session.

Following the Proposers Day, DARPA anticipates posting additional information regarding the
TRACTOR program (e.g., DARPA materials presented at the Proposers Day and a Q&A document) to

ATTENDEE TEAMING
To assist collaborative teaming efforts and business relationships, during registration, potential proposers
may authorize DARPA to release contact information to all Proposers Day attendees. For persons or
organizations new to DARPA, this contact list may be of use in establishing teaming relationships. The
TRACTOR team anticipates potential proposers will have the opportunity to conduct informal teaming
discussions in-person and virtually during and after the event. Potential proposers are strongly encouraged
not to rely solely on this event to form teaming relationships.

Lightning Talks: Potential proposers may also wish to describe their efforts and ideas to the entire audience
of the Proposers Day event. Any registered in-person attendee may request to give a three minute lightning
talk; we will accommodate as many as we can. Remote attendees, or in-person attendees that we cannot
accommodate due to time constraints, may submit a link to a video website (e.g., YouTube) containing
their three minute lightning talk.

In-person attendees must submit their slides (PDF or PowerPoint) to [email protected] no later than
5:00 PM ET on August 21, 2024. Remote attendees may submit video links no later than 5:00pm ET on
August 26, 2024, via email to [email protected].

NOTE: Virtual communication through Zoom will not be available. Virtual attendees will be required to
submit all correspondence to [email protected]. Additionally, specific content, communications,
networking, and team formation are the sole responsibility of attendees. DARPA does not endorse the
information presented during lightning talks nor organizations presenting the information. Thus, DARPA
does not take responsibility for dissemination of improper information.
