5. GOALS/OBJECTIVES:
 To protect the health, safety and well-being of learners, teachers and personnel.
 To maintain health status of the school specially for the teaching staff, parents, stakeholders and
learners.
 To provide first-aid and triage for illness and injuries and to provide direct services for learners,
teachers, and personnel.
6. IMPLEMENTING UNIT/OFFICE: Bikol High School for the Arts and Culture (BHSAC)

7. OVERVIEW/RATIONALE:

Under the Policy and Guidelines for the Comprehensive Water, Sanitation and Hygiene in Schools
(WINs) Program (DepEd Order No. 10, s. 2016), DepEd WinS Program is designed to achieve learning
and health outcomes of Filipino students through a comprehensive, sustainable, and scalable school-
based WASH program pursuant to the State’s mandate to defend the right of children to dignity,
assistance, and protection from conditions that would hamper their development.
Also, it provides safe drinking water, improves access to and maintenance of clean, gender-friendly
and inclusive sanitation facilities and promotes hygienic behaviours and lifelong good health. WASH in
Schools enhances the well-being of children and their families. It contributes towards healthy and
secure school environments that can protect children from illness, abuse and exclusion.
WASH in Schools significantly reduces hygiene-related diseases. It increases school attendance and

contributes to a child’s dignity and inclusion. These strengths then feed ongoing individual
development and even a country’s economic growth. WASH in Schools promotes equity. All children
are entitled to equally access WASH facilities and all children benefit from improved hygiene practices
promoted by WASH in Schools activities.

3. Finalization of the plans and activities to be implemented.
