FOREWORD TO THE CONSTITUTION


The great philosopher, Heraclitus, says change is the only thing that is constant in life. It is the
path to growth.
This document is thus, borne out of the desire for growth.
A little prayer comes to mind in composing this foreword
"Lord God, you commanded that we should obey your commandment, it is only by your grace
this can be possible". Grant us we pray the grace to remain obedient to your will always. Amen!
Laws are imperative in the ordering of human life; they secure privileges, protect human rights
and command responsibility. Laws are meant to establish sanity as against the prevailing chaos
in the Hobbesian state of Nature. This much, our constitution proposes to achieve as we provide
a framework for a balanced human development.
It is believed that every youth is a product of his/her society and conditioned by it. This reviewed
document, the first of its kind, therefore, becomes necessary in order to effectively respond to
the emerging social, political, religious and human realities of our recent times. We are not
oblivious of the fact that where there is no law there is no sin. Yet we believe in the wisdom that
laws are made for man. It is hoped that this constitution shall operate in its letter and spirit.
I draw strength from the biblical wisdom that says "The one who scorns your teaching will be in
want those who respect the commandment will be rewarded" (Prov. 13:13); I encourage respect
for this constitution and sincerity of purpose in its application for a better spiritual and physical
growth of the members of this organisation.

PREAMBLE
Whereas we are mandated by Christ Himself, equipped by nature and protected by Church law;
our role as the foundation of the Church for today and for tomorrow having been clearly set out
by the Second Vatican council and often emphasized by Pope John Paul II, OF Blessed
memory.
Whereas we have a define place in overall ministry and life of the Church in which we are to live
our vocation and exercise our Youth Apostolate.
Whereas mindful of the fact that based on our incorporation into Christ through Baptism we are
called upon in our own way to participate in the Priestly, Prophetic and Kingly office of Christ
and that we are called accordingly to exercise the mission which has been entrusted to the
Church to fulfill in the world.
Whereas we live in a contemporary Nigeria of varying challenges that of ardently living the
Christian Catholic faith, of poverty, of hunger and of radiating the new evangelization for the
ultimate objective of eternal salvation for all.
And whereas, mindful of the fact that we must in our Youth Apostolate always show Christian
obedience to our Pastors who represent Christ.
We, the Catholic Youth Organisation of Nigeria, Lagos Archdiocese, do hereby agree, enact
and give ourselves this constitution.

SECTION ONE
SUPREMACY
1.1. This constitution is supreme and shall be binding at all levels of operation of the CYON in
Lagos Archdiocese.
1.2. The Deanery CYON shall be at liberty to draw up their own bye-laws or other instruments
within their areas of governance provided that no such bye-laws or instruments shall contain
any provision, which are inconsistent or incompatible with any provision of this constitution
1.3. If any such constitution, bye-laws or instrument shall contain any provision, which is
inconsistent or incompatible with the provisions of this constitution, it shall be null and void to
the extent of its inconsistency or incompatibility.
1.4. Where this constitution and any Deanery bye-laws or Parish constitution differs on the
same subject, the provisions of this constitution shall prevail.
1.5. The Archdiocesan Executives, Deanery or Parish CYON may make laws or bye-laws with
regards to its peculiarity on areas and matters which are not covered by this constitution.
1.6. The Parish CYON shall in consonance with the Outstation CYON legislate for the
Outstation on matters not covered by the Parish CYON constitution.

SECTION TWO
NAME AND ESTABLISHMENT
2.1. There is established for the Archdiocese of Lagos an Organisation known as and called
'CATHOLIC YOUTH ORGANISATION OF NIGERIA' also referred to as CYON approved by the
Catholic Bishops Conference of Nigeria (C.B.C.N).
2.2. There shall be the CYON at the Deanery level to administer on behalf of the Archdiocesan
CYON the activities of the CYON amongst the Parishes within the Deanery.
2.3. The basic unit of the CYON at the Archdiocesan level shall be the Parishes.
2.4. For Government recognition and integration into Local Government Youth Councils, the
Parish CYON shall identify with the Local Government Youth Council. There shall be
registration by the Archdiocesan CYON body with the ministry for Youth and Sports, and the
State Youth Council at the Archdiocesan level.
2.5. Motto: 'LET YOUR LIGHT SHINE'
2.6. Logo:
The Cross - A sign of our Salvation
The Dove with a Branch - A sign of Purity, Peace and bearer of goodness.
The Pair Of Hands - The hands of the youths receiving from above.
The Gold or Yellow Colour - The Church's colour
The Green Colour - Fruitfulness and Nature.
Slogan:
The slogan of the Organisation is 'FOR GOD AND FOR YOUTH' and the response is
'THROUGH CHRIST'.
Anthem:
The title of the Anthem of the Organisation is
'Arise and Shine'

SECTION THREE
AIMS AND OBJECTIVES
3.1. The primary aim of the Catholic Youth Organisation of Nigeria is the spiritual development
of youths through personal prayers, Bible and Spiritual reading and participation in the
Sacramental Apostolic Missionary life of the Church so as to achieve sound spiritual and moral
excellence among the youths of the Archdiocese.
3.2. To harness the resources and develop the potentials of members so that they may become
model Catholics with exemplary characters.
3.3. To promote Catholic identity through the inculcation of Catholic doctrines and practice as
contained in the tradition and teachings of the Catholic Church.
3.4. To support and be loyal to the constituted authority of the Catholic Church in its mission in
the world.
3.5. To implement the decisions and policies of the Catholic Bishops Conference of Nigeria as
advised by the Archbishop in charge of the Archdiocese.
3.6. To coordinate the activities of Catholic Youths at the Archdiocesan level in such a way as to
make a meaningful impact in the development of the Church, the nation and the world at large.
3.7. To promote and strengthen Catholic Youth Organisation at Deanery/Parish levels through
Retreats, Rallies, Lectures, Recollection, Youth Camp, Seminars, and other such like activities.
3.8. To promote, encourage and pray for good Christian life in general and Priestly/Religious
vocation and family life in particular.
3.9. To organize and sponsor Cultural, Social and Sporting events.
3.10. To publish such newsletters and magazines as we serve to achieve the aims of the
Catholic Youth Organisation of Nigeria and promote Catholic literature generally.
3.11. To organize Archdiocesan Youth Camp every two (2) years.
3.12. The CYON shall serve as an umbrella Organisation for all Societies/Associations that are
predominantly youthful. Every Parish should therefore strive to bring such societies under the
CYON.

SECTION FOUR
MEMBERSHIP
4.1. Membership of the Catholic Youth Organisation of Nigeria shall be opened to all Catholics
and catechumens between the ages of fourteen (14) and thirty five (35) years. However,
persons above the age bracket may still remain as members provided that such persons are
known to identify with the principles of the organisation but are not eligible to hold office.
4.2. Any member who is married and wedded in the Catholic Church shall seize to be a
member.
4.3. For international conferences/meetings and Archdiocesan Youth Day, the age bracket and
membership of Organisation shall be strictly followed.
4.4. There shall be an Archdiocesan identity card to be used by all members at all levels of the
Archdiocese provided it is signed by the Archdiocesan Chaplain(s) and Archdiocesan President.
However, there shall also be a
National Identity Card to be used at National/International levels.
4.5. The National Uniform of the CYON shall be the CYON uniform. However, white shirt upon
black trousers (Male)/skirt (Female) shall serve as an alternative uniform.

SECTION FIVE
STRUCTURE
5.1. Archdiocesan Executive Council: This shall he made up of the Archdiocesan Chaplain(s),
elected Archdiocesan Officers, Deanery Coordinators and their Secretaries, immediate Past
Archdiocesan President, and Secretary, all Provincial and National Executive officers,
Archdiocesan NFCS, YCS, NACC Presidents and Secretaries including CYON members that
are Executives at the higher bodies in the Archdiocese.
5.2. Archdiocesan General Meeting: This shall be made up of the Archdiocesan Chaplain(s), all
elected Archdiocesan Officers, Deanery Coordinators and their Secretaries, immediate Past
Archdiocesan President and Secretary, Provincial and National Executive officers,
Archdiocesan NACC, NFCS, YCS Presidents and Secretaries and two (2) members, CYON
members that are Executives at the higher bodies of the CYON resident in the Archdiocese,
Parish presidents, and two (2) other executives or members from each Parish.
5.3. Deanery Executive Council: This shall be made up of the Deanery Chaplain(s), elected
Deanery officers, Parish President and their Secretaries, immediate Past Deanery Coordinators
and Secretary, all National, Provincial and Archdiocesan Executive officers of the CYON,
including CYON members that are Executives at the higher bodies resident in the Deanery.
5.4. Parish Executive Council: This shall be made up of the Parish Chaplain(s), elected Parish
officers, Out-Station President and their Secretaries, Immediate Past Parish President and
Secretary, all National, Provincial, Archdiocesan and Deanery Executive officers of the CYON,
including CYON members that are Executives at the higher bodies resident in the Parish.

SECTION SIX
OFFICES AND OFFICERS
6.1. OFFICES
The Catholic Youth Organisation of Nigeria shall have the following offices and officers:
A. Archdiocesan Chaplain(s)/Treasurer
B. Archdiocesan President
C. Archdiocesan Vice-President
D. Archdiocesan General Secretary
E. Archdiocesan Assistant General Secretary
F. Archdiocesan Financial Secretary
G. Archdiocesan Public Relations Officer (1)
H. Archdiocesan Public Relations Officer (2)
I. Archdiocesan Welfare officer (1&2).
J. Archdiocesan Director of Socials (1&2)
K. Archdiocesan Provost (1&2).
L. Archdiocesan Faith Formator

6.2. FUNCTIONS OF THE ARCHDIOCESAN


EXECUTIVE COUNCIL
6.2.1. The Archdiocesan Executive Council shall:
Make recommendations for a more efficient running of the Organisation and its affairs.
6.2.2. Have full control, management and supervision over all funds and properties of the
Organisation.
6.2.3. Exercise general supervision over the affairs of the Organisation. Including the
management of all projects and undertakings of the Organisation.
6.2.4. Set up any number of committees/ad hoc committees as may be deemed necessary for
the smooth administration of the affairs of the Organisation and may increase or reduce the
number of such committees, as it deems necessary.
6.2.5. Have the power, directly or through any agency to establish any business, which is
acceptable by the laws of this country and which, the Organisation might consider necessary or
expedient in the furtherance of its aims and objectives.
6.2.6. Take all necessary steps to ensure that lower tiers of the Organisation operate and
function within the provisions of this constitution.
6.2.7. Be present and in conjunction with the Deanery Laity Council conduct elections for the
Deanery CYON Executive Council.
6.2.8. Employ the services of personnel(s) to effectively manage the Archdiocesan Secretariat
and may increase or decrease the number of the employed personnel(s) as it
deems necessary.
6.2.9. Ensure the actualization of the aims and objectives of the Organisation as stated in
Section 3 of this constitution in conformity with the underlined principles of the Catholic Church.
6.2.10. The elected officers shall take an oath of office after elections.
6.3. OFFICERS AND THEIR FUNCTIONS
6.3.1. ARCHDIOCESAN CHAPLAIN(S)/TREASURER
6.3.1a. The first duty of the Archdiocesan Chaplain(S) shall be the spiritual welfare of the
members of the Catholic Youth Organisation of Nigeria.
6.3.1b. He shall organize the youths to achieve the Organisation's aims and objectives.
6.3.1c. The Archdiocesan Chaplain(s) shall be the treasurer of the CYON and shall also be the
principal signatory to the account.
6.3.1d. He shall have the final say in matters at which consensus is not achieved.
6.3.1e. He together with other officials shall ensure that rules and regulations including
decisions of the Organisation are kept.
6.3.1f. He shall be a signatory to all documents of the Organisation.

6.3.2. ARCHDIOCESAN PRESIDENT


6.3.2a. The Archdiocesan President shall preside over all executive and general meetings of the
CYON and shall be the chief executive of the Organisation.
6.3.2b. Shall provide general directives to the activities of the CYON subject to the provision of
the constitution and shall submit the report of the executive at the end of their tenure.
6.3.2c. Shall approve expenditure in emergency situations with the knowledge of the
Archdiocesan Chaplain(s) and other executive members.
6.3.2d. Shall sign the adopted minutes of the Organisation with the Secretary.
6.3.2e. Shall be a signatory to the account of the CYON and shall approve all disbursement.
6.3.2f. Shall prepare the agenda of meeting with the Secretary.
6.3.2g. Shall sign all documents for and on behalf of the Organisation
6.3.2h. Shall in consultation with the Archdiocesan Chaplain(s) act on behalf of the Executive
Council in case of an emergency.
6.3.2i. Shall prepare a Quarterly and an Annual report on the activities of the CYON with the
Secretary (refers to section 13.1 & 13.2).
6.3.2j. Shall present a hand over report to the organisation at the end of tenure.

6.3.3. ARCHDIOCESAN VICE-PRESIDENT


6.3.3a. Shall act in the absence of the President
6.3.3b. Shall assist and cooperate with the President in the general administration of the
Organisation and draw his attention to things outside his notice
6.3.3c. Shall keep record of the attendance of Deanery/Parish representatives at meetings of
the Organisation
6.3.3d. Shall notify the Council on failing Parishes/Deaneries and representatives
6.3.3e. Shall visit Parishes quarterly and report to the
Executive Council.

6.3.4. ARCHDIOCESAN GENERALSECRETARY


6.2.4a. The Archdiocesan General Secretary shall be
responsible for taking all minutes of the meeting of the Archdiocesan CYON and documentation
for and on behalf of the Archdiocesan body
6.3.4b. Shall perform all other secretarial functions of
the CYON
6.3.4c. Shall prepare a Quarterly/Annual report on the activities of the CYON with the President.
6.3.4d. Shall sign the adopted minutes of the Organisation with the president
6.3.4e. Shall perform any other function that may be assigned to the office.
6.3.4f. Shall prepare the agenda of meeting with the President
6.3.4g. Shall sign all documents for or on behalf of the Organisation.

6.3.5. ARCHDIOCESAN ASSISTANT GENERAL SECRETARY


6.3.5a. Shall act in the absence of the General Secretary.
6.3.5b. Shall in consultation with the Archdiocesan General Secretary and President compile,
present and document all correspondence which will be duly signed by the Archdiocesan
President and General Secretary.
6.3.5c. Shall in cooperation with the Archdiocesan General Secretary and in consultation with
the President compile a communiqué as and when necessary
6.3.5d. Shall perform any other secretarial functions as may be directed by the Secretary

6.3.6. ARCHDIOCESAN FINANCIAL SECRETARY


6.3.6a. Shall keep and record all income and expenditures of the Organisation.
6.3.6b. Shall transfer all monies to the treasurer or the Organisation's account within forty-eight
(48) hours of receipt.
6.3.6c. Shall be informed of all financial transactions and must keep such records for inspection
as required.
6.3.6d. Shall in consultation with the Archdiocesan Chaplain(s) prepare a Quarterly/Annual
statement of account of the Organisation (refers to section 13.1 & 13.2).
6.3.6e. Shall supervise the financial aspects of registration exercise during Youth Camps,
Conferences and other such like events with the assistance of the Director of Socials.
6.3.6f. Shall be a signatory to the account and all financial documents
6.3.6g. Shall be responsible for issuing and keeping of all receipts, bills and vouchers of
payments.

6.3.7. ARCHDIOCESAN PUBLIC RELATION OFFICER 1


6.3.7a. Shall be the image maker of the Organisation.
6.3.7b. Shall publicize the activities of the CYON and make appropriate contacts with the mass
media under the directives of the Archdiocesan Executive Council
6.3.7c. Shall keep contact with other Archdiocesan Youth Organisations with similar interest
6.3.7d. Shall be actively involved in the planning Of Archdiocesan programs such as Meetings,
Youth Camps, Workshop and any other similar events.
6.3.7e. Shall pass information concerning youths to the members of CYON
6.3.7f. Shall moderate all Archdiocesan events such as Seminars, Youth Camps, Archdiocesan
Youth Day and any similar events.

6.3.8. ARCHDIOCESAN PUBLIC RELATION OFFICER 2


6.3.8a. Shall be responsible for accreditation at all Archdiocesan events in cooperation with the
Financial Secretary and present reports) to the Executive Council.
6.3.8b. Shall be in constant communication with the archdiocesan patrons and patroness and
report to the Executive Council.
6.3.8c. Shall perform any other public relations functions as may be assigned by the PRO 1.

6.3.9. ARCHDIOCESAN WELFARE OFFICER (1&2)


6.3.9a. Shall be responsible for the general wellbeing of members, Patrons/Patronesses and
Chaplain(s) with respect to Health, Wedding, Ordination/Professions and Deaths. He shall visit
lukewarm/lagging Deaneries
6.3.9b. Shall visit Deaneries quarterly and report to the Executive Council.
6.3.9c. Shall supervise the medical unit during Meetings, Conferences, Youth Camps, Rallies
and other such events
6.3.9d. Shall be the chairperson of the Welfare committee of the Archdiocese
6.3.9. Shall supervise the catering services during Rallies, Youth Camp, Meetings and other
functions.

6.3.10 ARCHDIOCESAN DIRECTOR OF SOCIALS (1&2)


6.3.10a. They shall coordinate Sporting/Cultural functions as approved by the Organisation.
6.3.10b. They shall coordinate entertainment activities during rallies conferences and other such
like events
6.3.10c. They shall coordinate vendors, exhibitors and monitor the sales of articles at Youth
Camps, Rallies Conference and other such like events.
6.3.10d. They shall work jointly with the Public Relations Officers.

6.3.11. ARCHDIOCESAN PROVOST (1&2)


6.3.11a. They shall maintain law and order during meetings
6.3.11b. They shall make sure that disciplinary measures are carried out without fear or favour.
6.3.11c. They shall see to the full participation of members in activities they ought to participate
6.3.11d. The Provost 1 shall be the chairperson of the
Disciplinary Committee
6.3.11e. They shall prepare the meeting venue
6.3.11f. They shall maintain law and order at the accreditation points of all Archdiocesan events
such as Meetings, Seminars, Youth Camps and such like events.

6.3.12. ARCHDIOCESAN FAITH FORMATOR


6.3.12a. Shall assist the Chaplain(s) to grow members Catholic faith, characters, and beliefs.
6.3.12b. Shall educate members on the gospel values and teachings of the church in conformity
to the organisations activities such as Mass, Spiritual reflections at meetings, etc
6.3.12c. Shall coordinate the planning, implementation and evaluation of the organisation's
spiritual programmes.
6.3.12d. Shall work to facilitate the spiritual commitment of members.
6.3.12e. Shall assist the Chaplain(s) in developing the spirit of discipleship and apostleship
among members.
6.3.12f. Shall liaise with other lay groups whose main charism involves evangelization in
implementing programmes that will promote the spiritual life of all members.
6.3.12g. Shall in conjunction with the Chaplain(s) organize prayerful devotions for members.

SECTION SEVEN
MEETINGS AND QUORUM
7.1. MEETINGS
7.1.1. Archdiocesan Executive Council: The meeting of this Council shall be held on the first
Saturday of the month before the general meeting by 10am. Prompt
7.1.2. Archdiocesan General Meeting: This shall also be held on the first Saturday of every two
months by 10a.m and shall hold for four (4) hours to be hosted on rotational basis by Deaneries.
7.1.3. Emergency meeting of any of the above can be called at any time and day if the need
arises.
They can also be rescheduled.

7.2. QUORUM
7.2.1. Archdiocesan Executive Council: A quorum shall be formed when one-third (1/3) the total
number of the elected Executives and half (1/2) of the Deaneries are present.
7.2.2. Archdiocesan General Meeting: A quorum shall be formed when one-third (1/3) the total
number of elected officers and half (1/2) the total number of representatives, which shall spread
across the Deaneries, are present.

7.3. VISITORS
7.3.1. Visitors are welcome to the Archdiocesan General Meeting but they are not welcome to
the meeting of the Archdiocesan Executive Council unless invited. However, they shall act as
observers.

SECTION EIGHT
ELECTION OF OFFICERS
8.1. ELIGIBILITY OF OFFICERS FOR ELECTION
8.1.1. Election of Archdiocesan officers shall take place every four (4) years at an Archdiocesan
general meeting. Only members who are between the ages of eighteen to thirty (18-30) years
shall be eligible for election.
8.1.2. The Archdiocesan Officers could come from any Deanery and Parish provided they meet
the requirement for election. The major requirements are as follows;
a. Candidate must be or have been an active executive officer at either parish or deanery
level.
b. Candidate must have attended at least three (3)
Archdiocesan programmes and at least three (3) General Meetings in the last 4 years.
c. Candidate must belong to one(1) pious society in the church
8.1.3. Any Parish and Deanery owing the Archdiocesan body shall not participate in the
election.
8.1.4. Any interested candidate for any elective office shall undergo a screening exercise
conducted by the Archdiocesan Chaplain(s) and officers in the higher tier of the organisation
resident in the Archdiocese.
8.1.5. Any member of the Organisation who has not received the sacrament of Baptism and
First Holy Communion is not eligible to hold office.
8.1.6. Parish delegates for election are eligible via a correspondence duly signed by, Parish
Chaplain(s), Parish President and Secretary and attached with, photocopy of the delegate's
Baptismal card.
8.1.7. No officer of the higher tier is eligible to contest at the lower tier of the Organisation.

8.2. TENURE OF OFFICERS


8.2.1. The Archdiocesan Chaplain(s) shall be appointed by the Archbishop of Lagos and his
tenure of office shall be determined also by him (the Archbishop).
8.2.2. The Archdiocesan Chaplain(s) shall appoint the Archdiocesan Faith Formator Officer
8.2.3. Each member of the Executive, except the Archdiocesan Chaplain(s) shall serve a term
of four (4) years and may be re-elected but not to the same office. Hence, no officer shall be re-
elected after serving two terms consecutively in any office, however where an officer who has
served for two consecutive terms has remained out of office for four (4) years, he becomes once
more qualified to be elected into any office provided he is still within the age bracket (section
8.1.1 refers).

8.3. MODE OF ELECTION OF OFFICERS


8.3.1. Notice for holding election shall be given to Deaneries/Parishes four (4) months before
the election.
8.3.2. The Archdiocesan Officers shall be elected from an electoral college made up of two (2)
accredited delegates from each Parish.
8.3.3. Voting shall be by open secret ballot, that is, voters shall cast votes secretly while the
votes shall be seen and counted openly.
8.3.4. Winning of election shall be by simple majority while run-off election shall be conducted in
the case of a tie.
8.3.5. Bye-election shall be conducted if any office becomes vacant by virtue of the provisions of
section nine (9) of this constitution.
8.3.6. The elected Executives shall have the power to conduct any bye-election(s) and report to
the appropriate quarters.
8.3.7. The returning officers shall be Chaplain(s) and the representatives from the Archdiocesan
Laity Council and the CYON higher bodies.
8.3.8. The Deanery, Laity Council in conjunction with the Archdiocesan CYON and Deanery
Chaplain(s) shall be responsible for conducting the election of the Deanery CYON.
8.3.9. The Parish Laity Council in conjunction with the Deanery CYON and Parish Chaplain(s)
shall be responsible for conducting the election of the Parish CYON.
8.3.10. All offices shall be duly contested for.
8.3.11. There shall be not more than three (3) nominations for each office after screening.
8.3.12. In the case of one (1) nomination for an office after screening, winning of election shall
be by a 50% vote of the total number of the electoral college.
8.4. OATH OF OFFICE
8.4.1. The elected Executives shall swear an oath of office before assumption of duties at the
Mass of the Archdiocesan Youth Day.
8.4.2. The outgoing Executives shall through the President present a hand over report after
election.

SECTION NINE
TERMINATION OF OFFICE
9.1. REMOVAL FROM OFFICE:
An officer shall cease to hold office on occurrence of any of the following;
9.1.1. Death
9.1.2. Resignation with cogent reason(s)
9.1.3. Marriage
9.1.4. Impeachment
9.1.5. Ceases to be a member of the Catholic Church
9.1.6. Conviction of a criminal offense.
9.1.7. Serious mental or physical disability, which renders the officer incapable of discharging
the duties attached to his office.
9.1.8. Absence from either executive or general meetings for three (3) consecutive times,
without reasonable and written excuses.
9.1.9. If disciplinary action is taken against an Archdiocesan Officer at the lower tier of the
Organisation, the Archdiocesan body has to be officially informed. In the event of such, the
disciplinary action (s) taken could be upheld or revoked by the Archdiocesan body after due
investigation if necessary.
9.1.10. Any officer elected at the higher tier shall resign from the lower tier of the Organisation
on or before the next general meeting.

9.2. PROCEDURE OF RESIGNATION


9.2.1. For any officer to resign from office the officer must make it formal, that is in writing.
9.2.2. At least a month's notice should be given to the Organisation with cogent reason(s).
9.2.3. Any breach of the above procedure shall result to indefinite suspension from all activities
of the Organisation.

9.3. IMPEACHMENT
9.3.1. Impeachable Offenses
9.3.2. Gross abuse of office
9.3.3. Neglect of duties.
9.3.4. Involvement in gross misconduct.
9.3.5. Disregard for the provisions of the constitution.
9.3.6. Involvement in any form of financial irregularity.
9.3.7. Conduct(s) and utterance(s) considered to be against the fundamental teaching of the
Catholic Church.
9.3.8. When an officer is confirmed cohabiting.
9.4. IMPEACHMENT PROCEDURE
9.4.1. For an officer to be impeached, a motion shall be moved in writing stating the reason(s)
duly signed and submitted at a general meeting of the Organisation and verbally supported by a
member from another Deanery.
9.4.2. The motion would then be discussed and a
committee shall be set up by the Archdiocesan Chaplain(s) to investigate the issue where the
officer involved shall be given a fair hearing
9.4.3. The defaulting officer shall be relieved of his or her duty pending the resolution of the
investigation.
9.4.4. The committee shall submit a report of its findings to the house at a general meeting.
Thereafter, votes shall be cast by all the members present.
9.4.5. The officer shall cease to hold office if two-thirds (2/3) of the members present vote in
support of the motion.

SECTION TEN
ORGANISATION ARMS
10.1. DEANERY CYON
10.1.1. There shall be for each Deanery in the Archdiocese of Lagos, a Council which shall be
called Deanery CYON, each of such body bearing the name of its Deanery.
10.1.2. The Deanery CYON shall be set up in the same way as the Archdiocesan CYON.
10.1.3. The Deanery CYON shall be made up of the Deanery Chaplain(s), elected Deanery
Officers, Immediate Past Deanery Coordinator and Secretary, all National, Provincial and
Archdiocesan Executive Officers of the CYON, including CYON members that are Executives at
the higher bodies resident in the Deanery, all Parish Presidents and Secretaries and three (3)
other members from each Parish within the Deanery.
10.1.4. Deanery CYON Executive Council shall be made up of the Deanery Chaplain(s), elected
Deanery officers, Parish President and their Secretaries, Immediate Past Deanery Coordinators
and Secretary, all National, Provincial and Archdiocesan Executive officers of the CYON,
including CYON members that are Executives at the higher bodies resident in the Deanery.
10.1.5. Officers shall be appointed and elected to fill in the following offices:
A. Deanery Chaplain(s)/Treasurer
B. Deanery Coordinator
C. Deanery Vice-Coordinator
D. Deanery Secretary
E. Deanery Assistant General Secretary
F. Deanery Financial secretary
G. Deanery Public Relations Officer (1)
H. Deanery Public Relations Officer (2)
I. Deanery Welfare officer (1 &2).
J. Deanery Director of Socials (182)
K. Deanery Provost (1&2).
L. Deanery Faith Formator.
10.1.6. The tenure of officers shall be as that of the Archdiocesan Officers in Section 8.2.2 and
8.2.3.
10.1.7. The duties of the officers at Deanery level shall be the same as those performed by
officers at the Archdiocesan level in Section 6.2 - 6.2.11 refers.
10.1.8. They shall be responsible for coordinating the Parish CYON in their Deanery.
10.1.9. The Deanery CYON shall be subordinate to the Archdiocesan CYON, The Dean, and
the Deanery Laity. It shall also be represented at the Archdiocesan CYON and Deanery Laity
Council by its officer(s) and member(s) as may be required by the Council.
10.1.10. They shall be responsible for the distribution or dispatch of articles, correspondence,
administrative materials and other related items from the Archdiocesan body to the Parishes in
their Deanery and vice-versa.
10.1.11. The Deanery CYON shall have the power to raise funds by any lawful means for
running of its affairs. 10.1.12. The Deanery CYON shall meet once a month on a day, time fixed
by the Deanery Executives, CYON shall meet once a month on a day, time and venue
convenient and appropriate for the business listed for discussion.
10.1.13. The Deanery CYON is a mere administrative structure of the Organisation and as such
cannot be independent. They are to contribute to the growth and development of the
Archdiocesan CYON and the Parishes in its Deanery.
10.1.14. The Deanery CYON shall have its own Patrons and Patronesses.

10.2. PARISH CYON


10.2.1. There shall be an Organisation for each Parish in the Archdiocese which shall be called
the Parish CYON.
10.2.2. The Parish CYON shall be made up of the Parish Chaplain(s), elected Parish officers,
Immediate Past Parish President and Secretary, all National, Provincial, Archdiocesan and
Deanery Executive officers of the CYON, including CYON members that are Executives at the
higher bodies resident in the Parish, all Outstation(s) Presidents and Secretaries,
Representatives of each accredited Youth Lay Apostolate Association/ Society, Adult Lay
Apostolate Association/Society with large number of youths as members in the Parish and all
CYON members within the Parish.
10.2.3. The Parish CYON Executive Council shall be made up of the Parish Chaplain(s), elected
Parish officers, Outstation(s) Presidents and Secretaries, immediate Past Parish President and
Secretary, all National, Provincial Archdiocesan and Deanery Executive Officers of the CYON,
including CYON members that are Executives at the higher bodies resident in the Parish.
10.2.4. Officers shall be elected to fill the following offices:
A. Parish Chaplain(s)/Treasurer
B. Parish President
C. Parish Vice-President.
D. Parish General Secretary
E. Parish Assistant General Secretary
F. Parish Financial secretary
G. Parish Public Relations Officer (1)
H. Parish Public Relations Officer (2)
I. Parish Welfare officer (1&2).
J. Parish Director of Socials (1&2)
K. Parish Provost (1&2)
L. Parish Faith Formator
10.2.5. The tenure of officers shall be as that of the Archdiocesan officers in Section 8.2.2 and
8.2.3.
10.2.6. The duties of the officers at Parish level shall be the same as those performed by
officers at the Archdiocesan level in Section 6.2 - 6.2.11 refers.
10.2.7. The Parish CYON shall meet every month on a day, time and venue as it may find
convenient or appropriate for the business listed for discussion.
10.2.8. The Parish CYON shall be responsible for coordinating the activities of the youths and
youthful Associations/Societies in the Parish.

SECTION ELEVEN
FINANCE
11.1. SOURCES OF FUND
11.1.1. Annual dues of N X from Parishes.
11.1.2. Levies from programmes and other activities
of the Organisation.
11.1.3. Freewill donations.
11.1.4. Fines from defaulters.
11.1.5. Fundraising activities.
11.1.6. Interest from bank deposits.
11.1.7. Profit from sales and other business ventures.
11.1.8. Share from Low Sunday (Archdiocesan Youth
Day) collection from the Chancery. (Section 14.2.4 to 14.2.6) refers.
11.1.9. 60% share of the profit from programmes hosted by Deaneries in which the Organisation
contributed 60% share to fund such programmes.
11.1.10. Any other legitimate source.
11.1.11. Receipts must be issued for all payments, fines inclusive.
11.1.12. Failure to issue receipts for any payments after one general meeting shall attract a
motion for disciplinary actions against the officers involved.

11.2. KEEPING OF FUND.


11.2.1. The Archdiocesan Chaplain(s), who is also the treasurer of the Organisation shall
maintain an impress account not exceeding N50,000.
11.2.2. The Organisation shall have a bank account with a reputable bank in the Archdiocese,
which shall be approved by the general house.
11.2.3. The Archdiocesan Chaplain(s), Archdiocesan President and the Archdiocesan Financial
Secretary shall act as signatories to the account.
11.2.4. Withdrawal shall be valid only when the Archdiocesan Chaplain(s) and any of the above
two (2) other signatories as approved by the Executive Council.
11.2.5. The Archdiocesan Chaplain(s) shall keep all banking documents.
11.2.6. There must be a letter to be signed by the Archdiocesan Chaplain(s) before any change
of signatories can be effected.
11.2.7. All Archdiocesan Executives shall transfer all funds to the Organisation's account or to
the Chaplain(s) within 48 hours of receipt with the knowledge of the Financial Secretary.

11.3. EXPENDITURE.
11.3.1. Except in emergencies, all expenditure must be approved at the Archdiocesan Executive
Council meeting after which an expense voucher will be issued and signed by the President and
Financial Secretary.
11.3.2. During an emergency, the Chaplain(s) shall approve the expenditure if necessary.
However, the Executive Council must present such emergency expenditure at the Archdiocesan
Executive Council and general meeting.
11.3.3. The Organisation shall demand refunds if the above conditions in section 11.3.1 and
11.32 are breached.

SECTION TWELVE
COMMITTEES
12.1. DISCIPLINARY COMMITTEE
12.1.1. The Executive Council shall appoint a disciplinary committee at the beginning of every
new tenure of office.
12.1.2. Disciplinary committee shall be a standing committee of the Organisation.
12.1.3. The Disciplinary committee shall be made up of the Archdiocesan Provost (1&2), two (2)
Patrons, three (3) Deanery Coordinators and three (3) Provost from across the Deaneries.
12.1.4. They shall deal with all disciplinary actions on any member(s) or executive(s) and shall
be headed by the Archdiocesan Provost (1).
12.1.5. They shall meet quarterly on a day, time and venue as it may find convenient or
appropriate and submit a report at the Executive Council meeting.

12.2. WELFARE COMMITTEE


12.2.1. The Executive Council shall appoint a Welfare committee at the beginning of every new
tenure of office.
12.2.2. Welfare committee shall be a standing committee of the Organisation.
12.2.3. The Welfare committee shall be made up of the Archdiocesan Welfare officer and Vice
President, two(2) Deanery Assistant Coordinators and (3) Welfare officers from across the
Deaneries.
12.2.4. They shall deal with the welfare of any active member(s), Parish (s), or Deanery (s) and
shall be headed by the Archdiocesan Welfare.
12.2.5. They shall meet bi-monthly on a day, time and venue as it may find convenient or
appropriate and submit a report at the Executive Council meeting.
12.2.6. Failure to submit reports as at when due from
the committee shall attract a motion of impeachment on the officers involved.
12.2.7. They shall be dissolved at least a month before
the general election.

12.3. AUDIT COMMITTEE


12.3.1. The Organisation shall appoint auditor(s) to
audit its account at the end of every year, at the end of tenure of office and at any other time as
may be deemed necessary.
12.3.2. The Audit committee shall be a standing committee of the Organisation.
12.3.3. The Audit committee shall consist of the following: two (2) Deanery Coordinators and
five (5) members across the Deaneries.
12.3.4. Failure to constitute an Audit committee three
(3) months into another year shall attract a motion for suspension on the officers involved.
12.3.5. The auditor(s) shall have a sound knowledge of accounting and financial management.
12.3.6. For the purpose of transparency, the audit report shall not be presented to the Executive
Council but to the general house.
12.3.7. All documents needed for auditing shall be given to the Audit committee.
12.3.8. The Audit committee has the right to summon any person(s).
12.3.9. Failure to submit reports as at when due from the committee shall attract a motion of
impeachment on the officers involved.
12.3.10. They shall be dissolved at least a month after the submission and acceptance of the
audited report.

12.4. ADHOC COMMITTEE.


12.4.1. Adhoc committee shall be formed for Archdiocesan programmes, special tasks assigned
by other higher bodies and for other activities as deem necessary.
12.4.2. All committees shall be given a clear terms of reference and report at the Executive
Council meeting.
12.4.3. Any member of the Organisation can be appointed a member of any committee.
12.4.4. No member shall serve in two (2) or more committees functioning concurrently either
standing or Adhoc.
12.4.5. All committee(s) shall be funded by the Organisation.
12.4.6. All Adhoc committee(s) shall submit a comprehensive written report at the end of their
assignment at an Executive Council meeting.
12.4.7. All committee(s) must be prudent in carrying out their assignment especially in matters
of finance.
12.4.8. All committee(s), except the audit committee, is expected to submit their typed report to
the Executive Council for corrections and comments before the formal presentation of such
report to the general house.
12.4.9. Any Adhoc committee must be dissolved immediately after their assignment is
concluded and report(s) accepted.
12.4.10. Failure to submit reports as at when due from any of the committee(s) shall attract a
motion of impeachment on the officer(s) involved.

SECTION THIRTEEN
REPORTS
13.1. QUARTERLY REPORT
13.1.1. The Archdiocesan Executives shall present a
Quarterly administrative reports comprising activities and financial reports of the Organisation at
the third month of every quarter.
13.1.2. The report must be vetted by the Executive Council before the formal presentation to the
following quarters:
a. Archdiocesan Pastoral Council
b. Archdiocesan Laity Council
c. Director of Lay Apostolate Centre
d. National CYON
e. Provincial CYON
f. Archdiocesan CYON
13.1.3. Deaneries must present her quarterly administrative reports comprising of activities and
financial reports of the Organisation at the third month of every quarter.
13.1.4. Reports from Parishes must form part of the Deanery's quarterly report before
presentation.
13.1.5. Failure to submit reports as at when due to the Archdiocesan Executive Council by the
Archdiocesan Executives and Deaneries shall attract a disciplinary action from the Disciplinary
committee.

13.2. ANNUAL REPORT


13.2.1. The Archdiocesan Executives shall present an annual administrative reports comprising
of activities and financial reports of the Organisation at the Annual General Meeting of the
Organisation every year.
13.2.2. The report must be vetted by the executive council before the formal presentation to the
following quarters:
a. Archdiocesan Pastoral Council
b. Archdiocesan Laity Council
c. Director of Lay Apostolate Centre
d. National CYON
e. Provincial CYON.
f. Archdiocesan CYON
13.2.3. Deaneries must present her annual administrative reports comprising of activities and
financial reports of the Organisation at the Annual General Meeting of the Organisation every
year.
13.2.4. Reports from Parishes must form part of the Deanery's annual report before
presentation.
13.2.5. Failure to submit reports as at when due to the Archdiocesan Executive council by the
Archdiocesan Executives and Deaneries shall attract a disciplinary action from the Disciplinary
committee.

SECTION FOURTEEN
EVENTS
14.1. LEADERSHIPSEMINAR/WORKSHOP
14.1.1. The Leadership Seminar/ workshop shall be an annual event hosted across the
Deaneries.
14.1.2. Every Parish in the Archdiocese shall converge at an approved venue.
14.1.3. It shall be hosted across the Deaneries with the objectives stated in section 3.1.2 as a
target to be achieved.

14.2. ARCHDIOCESAN YOUTH DAY


14.2.1. This shall be held annually at the archdiocesan level.
14.2.2. It shall be hosted across the deaneries respectively as well as usher in the youth week
celebrations at parish levels.
14.2.3. It shall be held on every Second Sunday of Easter and every Parish in the Archdiocese
shall converge at an approved venue, day and time for the celebration.
14.2.4. The Archdiocesan CYON shall fund 60% of the budget, while the host Deanery CYON
shall fund 40% and the profit or deficit shall be shared in like manners.
14.2.5. As approved by the Catholic Bishops Conference of Nigeria (C.B.C.N) in 1987, there
shall be a second collection in all the Catholic Churches in Nigeria for Catholic Youth Apostolate
on World Youth Day. The total amount realized in each Parish shall be divided into three (3)
parts; one-third (1/3) of the amount shall be given to the Parish CYON while two-third (2/3) shall
be sent to the Chancery.
The two-third (2/3) of the fund sent to the Chancery shall cover a prescribed percentage as may
be required by the Catholic Secretariat of Nigeria for youth development, while the other part
shall be given to the Archdiocesan CYON.
14.2.6. The Archdiocesan CYON shall from its share of the fund give 60% to the Deanery
CYON which shall be divided equally amongst them.

14.3. FEAST DAY CELEBRATION


14.3.1. The Patron's feast Day celebration shall be held at the Archdiocesan level biennially in
the month of June.
14.3.2. It Shall be preceded by a nine day Novena
(25th of May - 2nd of June) at Parish levels.
14.3.3. It shall be hosted across the Deaneries and every Parish in the Archdiocese shall
converge at an approved venue.

14.4. ARCHDIOCESAN YOUTH CAMP


144.1. This shall be held biennially at the Archdiocesan level.
14.4.2. It shall be organized by a Local Organising Committee (LOC) constituted by the
Archdiocesan Executive Council with the objectives stated in section 3.1.2 as a target to be
achieved.

14.5. RETREAT
14.5.1. It shall be held at the Archdiocesan level annually during the Advent season.
14.5.2. It shall be hosted across the Deaneries and every Parish in the Archdiocese shall
converge at an approved venue, day and time.

14.6. ANNUAL GENERAL MEETING


14.6.1. The Archdiocesan Annual General Meeting shall be held at the end of every year.
14.6.2. It shall be hosted across the Deaneries.
14.6.3 The Archdiocesan Executives and Deaneries shall present their annual administrative
reports comprising of activities and financial reports of the Organisation at the event.

14.7. ARCHDIOCESAN YOUTH AWARD (AYA)


14.7.1. This shall be held at the Archdiocesan level biennially.
14.7.2. It shall be organized by a Local Organising Committee (LOC) constituted by the
Archdiocesan Executive Council.
14.7.3. Deaneries, Parishes and individuals who have worked/served the Organisation tirelessly
shall be appreciated during this event.

14.8. COMPETITIONS
14.8.1. Competitions shall be organized among the Deaneries in the Archdiocese biennially.
14.8.2. The following competitions can be organized for Deaneries and Individuals:
a. Bible Quiz
b. Cultural dance.
c. Drama.
d. Sports.
e. Beauty Pageant.
14.8.3. The winning Deanery/Individual shall be adopted as the Archdiocesan representative
within the period until another is held.
14.8.4. The adopted Deanery/Individual shall be financed by the Archdiocesan CYON and shall
represent the Archdiocese at all levels and events.
14.8.5. Prizes won by any of the Archdiocesan representative belong to the Archdiocese.
14.8.6. All representatives are to report their activities at the Archdiocesan Executive Council
meeting through their Deanery representatives and Committee head.
14.8.7. In a case where the winner is not complying with the Archdiocese, the first runner-up in
the competition shall be called to take over the position.

14.9. HOSTING OF ARCHDIOCESAN EVENTS


14.9.1. All Archdiocesan General Meetings, Programs and activities shall be hosted by
Deaneries except the Archdiocesan Youth Camp and Archdiocesan Youth Award.
14.9.2. Payment of levies for Archdiocesan events shall be on Parish level except for
Archdiocesan Youth Award and Deanery adverts.
14.9.3. Deaneries hosting events shall plan the cast and submit their Proposal and budget at
least six (6) months to the event for approval at the Archdiocesan Executive Council meeting.

SECTION FIFTEEN
PROTOCOLS, REPRESENTATION AND MOTIONS
15.1. PROTOCOLS
15.1.1. All correspondence coming to the Organisation must be formal and be addressed to the
President, CYON, Lagos Archdiocese before it can be considered.
15.1.2. The Executive Council shall consider all appointments and present to the house for
approval
15.1.3. The Organisation does not permit any officer or member to speak or act on her behalf
unless duly assigned
15.1.4. Any officer or member assigned to speak or act on behalf of the Organisation must
strictly follow the directive he or she is given, else the organisation shall not accept any
responsibility for the consequences of such action(s) or speech(es)
15.1.5. Any member who wishes to speak in a meeting shall signify by a raise of hand, if
allowed to proceed, must observe the Organisation's greeting protocol of “For God and For
Youth” and introduction of self.
15.1.6. Roll call must be taken before the end of any general meeting.

15.2. REPRESENTATION
15.2.1. The Organisation must be represented at all levels of the Catholic Church, Lagos State
Youth Council and any other body as the need arises.
15.2.2. Representation to the Archdiocesan CYON Executive Council meeting shall be as listed
in Section 5.1.
15.2.3. Representation to the Archdiocesan CYON
General meeting shall be as listed in Section 5.2
15.2.4. Representation to the Archdiocesan Pastoral and Laity Council Executive meeting shall
be the President and Secretary.
15.2.5. Representation to the Archdiocesan Pastoral and Laity Council general meeting shall be
the President and Secretary and any other member(s) assigned by the President.
15.2.6. Representation to the Provincial and National
CYON Executive Council meeting shall be the President and Secretary.
15.2.7. Representation to the Provincial and National
CYON General meeting shall be the President and Secretary and any other member(s)
assigned by the President.

15.3. MOTIONS
15.3.1. Motion for adoption of minutes.
15.3.2. Motion for continuation of meeting without a previous minute.
15.3.3. Motion for adjournment of meeting.
15.3.4. Motion for vote of no confidence.
15.3.5. Motion for the suspension of an article, section, clause or phrase of the constitution.
15.3.6. Motion for approval or disapproval of reports.
15.3.7. Motion for bye-election.
15.3.8. Motion for the acceptance or refusal of resignation.
15.3.9. Motion for correction, direction, observation and information.
15.3.10. Motion for suspension of a prolonged deliberation on a subject matter.
15.3.11. Motion for adjournment of a prolonged meeting.
15.3.12. Any member who wishes to raise a motion shall signify by a raise of hand, if allowed to
proceed, must observe the Organisation's greeting protocol of “For God and For Youth” and
introduction of self.
15.3.13. Any motion moved at any meeting must be attended to whether countered or
supported before the continuation of proceedings.
SECTION SIXTEEN
CODE OF CONDUCT
16.1. All Officers and representatives should observe proper decorum during all meetings,
activities, and online platforms of the organizations.
16.2. Any Officer(s) or members) that disrespects the organizations constituted authorities or
member(s) at any gathering or online platforms of the organization shall attract two (2) months
suspension., further penalties will be meted out on the Parish or deanery after due
investigations by the disciplinary committee.
16.3. Any elected officer (s)/Deanery Coordinator(s) and Secretary(s) not present at an
Executive meeting without any written apology(ies) shall not be allowed to speak throughout the
meeting.
16.4. Any elected officer(s) /Deanery Coordinator(s) and Secretary(s) not present for both the
Executive and general meeting for two (2) consecutive times without any cogent and written
apology(ies) shall be suspended from his/her office at Archdiocesan and Deanery level for three
month.
16.5. Any member (Executive or Parish representative) that comes to any of the Organisation's
meeting after the adoption of the minutes is considered late to the meeting.
16.6. Any elected officer(s) /Deanery Coordinator(s) and Secretary(s) that arrives at the meeting
late shall pay a lateness fine of N200 only.
16.7. Speaking at random, noise making or any other form of distraction shall attract the sum of
N200 only.
16.8. Lateness from Parishes shall attract a fine of
N100 only per delegate.
16.9. Absenteeism from a general meeting from a Parish shall attract a fine of N2000 only.
16.10. All fines on any Parish shall be included in the
Parish debt roll if penalized.
16.11. Serious offenses involving criminal act and immorality should be avoided, as any
defaulter(s) shall be referred to the Disciplinary Committee for further investigations and
recommendations.
16.12. All members of the Executive Council and Parish representatives must dress modestly at
all times and place especially during meetings/activities of the Organisation.
16.13. Dress code for the Organisations activities like; bi-monthly General Meeting, Annual
General Meeting, Leadership Workshops/Seminars and Archdiocesan Youth Day shall be as
written on section 4.4
16.14. The dress code shall be complete when it is worn as follows;
16.14.1. CYON Uniform
i. Male: shirt and trousers CYON uniform without any attachment.
ii. Female: blouse on skirt or gown below the knee level without any attachment.
16.14.2. Alternative Uniform:
i. Male: 100% white long or short sleeves shirt on 100% black trousers (cotton or jeans
material).
ii. Female: 100% white long or short sleeves shirt on 100% black skirt (cotton or jeans material).
iii. No polo shirts allowed.
16.15. Eating during the meeting is highly prohibited.
16.16. No member of the Organisation must leave any meeting without permission from the
President or Provost.
16.17. Any Deanery hosting meeting or activities of the Organisation must have its Executive
Council on ground to receive the guests.

SECTION SEVENTEEN
BENEFITS
17.1. The Organisation shall identify with any active representative at the Archdiocesan level at
Ordination(Priestly), Profession of Vows (Rev. Sisters) and Wedding and a gift of Chasuble
(Priest), Sisters gown (Rev. Sisters), CMO/CWO Uniform (Marrying member) with a purse
determined by the Executive Council.
17.2. The Organisation shall honour invitation from Patrons, Patronesses, Deaneries, Parishes,
registered member and determine what to do and give through the Executive Council
17.3. At least ten (10) representatives should be sent to represent the Organisation at any of
such invitation; However, the member's Deanery/Parish shall also join the representatives of the
Archdiocese.
17.4. Adequate welfare package (sitting and feeding) should be given to all representative
present at such invitation.
17.5. In the event of death of parent(s) of an active representative at the Archdiocesan level, the
Organisation shall pay a condolence visit to the family, pray with them and present a purse
determined by the executive council.
17.6. In the event of the death of an active representative at the Archdiocesan level, the
Organisation shall pay a condolence visit to the family, pray with them and present a purse
determined by the Executive Council. The Organisation shall book Mass for the repose of the
soul of the deceased. She shall also take an active part at the wake keep during which all
members are expected to be present with the Organisation's uniform. At least, five (5) members
shall be assigned to accompany the corpse if it is to be transported home while members are
expected to be present at the graveside if it is to be buried in Lagos.
17.7. Any active member at the Archdiocesan level that is sick shall be visited, prayed for and if
necessary given a purse determined by the Executive Council.
17.8. Sponsorship of Entrepreneurship/Vocational training for Deanery representatives.
17.9. Recommendation letter duly signed by the Archdiocesan Chaplain(s) should be given to
an active representative at the Archdiocesan level in a case of transfer to another
Diocese/Archdiocese, employment and wedding.
17.10. All Executive Council are expected to be involved in executing the aforementioned
benefits, failure shall attract a fine to be determined by the Executive Council.
17.11. For any active representative at the Archdiocesan level to enjoy all above mentioned
benefits, he/she must be of good conduct at all times.

SECTION EIGHTEEN
INTERPRETATION AND POWERS
18.1. The Archdiocesan Chaplain(s) has the exclusive right to interpret any part of this
constitution that becomes controversial.
18.2. The President and the Executive Council shall have the power to take a decision on any
matter not covered in this constitution.

SECTION NINETEEN
AMENDMENT
19.1. The motion for the amendment of any part of this
constitution shall be made in writing through a Deanery CYON, to the Archdiocesan President.
19.2. Such a motion must be signed by at least three
(3) officers/members of either the Parish CYON Or Deanery CYON before it can be entertained.
19.3. Copies of such motion(s) shall be made available to all member Deaneries at least three
(3) months before the meeting is slated for discussion so that they (Deanery CYON) can consult
their constituencies.
19.4. After the discussion, the proposed amendment of the revised form can only be effected if it
is supported by two-third (2/3) of the members of the Archdiocesan CYON present at the
meeting and sent to the Chaplain(S) for ratification.
19.5. Proper awareness must be created after any amendment is made.

SECTION TWENTY
GENERAL REVIEW
20.1. The Archdiocesan executive councils reserves the right to set up a committee to review
the constitution after 10 years of operation.

Mr. Odinmah Theophilius (Agege Deanery), Mr. Ejimofor Solomon (Festac Deanery), Mr.
Ezekwem Eberechukwu (Isolo Deanery), Mr. Ajoku Bonaventure (Ikeja Deanery), Miss Akpan
Joan (Yaba Deanery), Mr. Enebeli Augustine (Surulere Deanery), Mr. Igba Stephen (Adviser)
and Mr. Alfred Enenmoh (Adviser).
