kasalukuyang mga imbestigasyon na isinasigawa upang beripikahin ang
pagkakakilanlan at pagkamamamayan ng ilang sangkot sa pag-iisyu ng mga pekeng
birth certificate, mahalagang tiyakin ang integridad ng mga \ifti

mga pampublikong dokumento at maiwasan ang pang-aabuso o maling paggamit
nito para sa mga lokal na proseso.

Dahil dito,. inaatasan ang lahat ng Alkalde na tiyakin na ang mga Local civil
Registrar (LCR) sa kanilang nasasakupan ay magsagawa ng masusing pagsusuri sa
pagkakakilanlan sa mga kumukuha ng birth- certifrlate. Bulod -pa rito,
pinaaalalahanan ang lahat ng mga lokal na opisyal ng pamahalaan na ang
sinasadyang pagwawalang-bahala sa ating mga batas ia civil registration ay
maaaring maging sanhi ng administratibong aksyon.

ln light of the recent controversies on the issuance of fake birth certificates to
foreigners obtained through late birth registration, and pending investigations being
conducted to verify the identity and citizenship of some involved in the issuance of
fake birth certificates, there is a necessity to ensure the integrity of birth certificates as
public documents and to prevent abuse or misuse of our local processes.

Relative thereto, all Local chief Executives are directed to ensure that the Local civil
Registrars (LCR) within their respective tenitorialjurisdiction exercise due diligence in
ascertaining the identity of those who apply for birth certificates, especially in the late
registration of foreign nationals to prevent any circumvention of our laws. concomitant
to this, all are enjoined to stricfly observe the philippine Statistics Authority (pSA)
Memorandum circular No. 2024-017 on the Additional Guidelines tor belayeo
Registration of Birth, as well as other pertinent guidelines and issuance of the psA on
the matter. Furthermore, all local govemment functionaries are reminded that willful
disregard of our civil registration laws is grounds for administrative disciplinary actions.

All Regional Directors are hereby directed to cause the widest dissemination of this
Advisory to LGUs within their respective regional assignments.

SUBJECT : Additional Guidelines for Delaved Reqistration of Birth

Whereas, the Office of the Civil Registrar General (OCRG) issued the
Administrative Order No. 1 series of 1993 prescribing the rules on
delayed registration of vital events beyond the reglementary period.

Whereas, on 08 July 1998, the OCRG issued a Memorandum on strict


implementation of rules and regulations governing delayed registration
of birth pursuant to the Administrative Order No. 1 series of 1993 and
requiring additional supporting documents on the application of delayed
registration such as authenticated copies of the applicant's siblings.

Whereas, the Philippine Statistics Authority and the Department of the


lnterior and Local Government issued Joint Memorandum Circular
(JMC) No. 2021-0l entitled Revised Guidelines for Delayed Registration
of Birth dated 18 October 2021 .The JMC was issued as a measure to
strengthen the process of delayed registration of birth in the country.

To further strengthen the above-mentioned issuances and to ensure that


the process of delayed registration will not be abused for concealing the
true identity of the registrants thereby preserving the integrity of the civil
registration system in the country, the following additional guidelines for
delayed registration of birth shall be strictly complied with:

2. ln addition to the requirements for delayed registration as o{lgryid.


in Rule 7.0 of the JMC, the following are the MANDATORY
requirements to be submitted by the registrant:

a. Barangay Certification issued by the Punong Barangay as proof


of residency;

processing the delayed registration of his/her birth record;

lf the application for delayed registration is filed on behalf of a

owner shall be required.

4. For a party seeking late registation of birth whose one of the

JMC No. 2021-01shall be revised as follows:

a. Certificate of Maniage of parents (marital child);


b. Birth certificate of ParenUs;
c.ValidPassportor.BlclearanceCertificateorACR].Cardofthe
foreign parent;

5. For non-marital children wfro will be availing of RA No' 9255 or


Acknowledgement under the civil code, in addition to the above'
enumerate; requirements, tre following documents must be
submitted:

a. Affidavit of Admission of Patemity and/or Affidavit to use the


Surname of the Father (AUSF) under Republic Act No' 9255; or
b. Affidavit of Acknowledgment in case of a non-maritial child born
before 03 August 1988.

6. Upon receiving the application for delayed registration of birth, the


citvlCn shall 6xamine the COLB whether it has been completely
and correcuy filled out. The o/MCR shall also evaluate the veracity
and genuineness of the statements made in the Afftdavits and the
comfbteness and authenticity of other submitted supporting
documents through a personal interview of the applicant or if
necessary, conduct a field visit with the Office of the Punong
Barangay where the registrant resides to confirm tho statements
made-in the Affldavii and genuineness of the supporting
documents. Provided that the investigation of the concernsd
C/MCR must not exceed five (5) working days.

The application for delayed registration of birth shall not be


deemed received, for processing and subsequent posting, pending
