NSDI Vision

“That current, accurate and organized geospatial data will be readily

Activities
a : Framing Policies

National and State Level Data Sharing & Accessibility Policies have
been framed to provide the required policy level frameworks for data
sharing and accessibility. By virtue of the NDSAP-2012, the Open
Government Data Portal (https://data.gov.in) has been established by
National Informatics Center (NIC) for sharing Governmental data sets
in an open and processable format. States like Delhi, Madhya Pradesh,
and Odisha have framed policies for data sharing.

b : Maintaining Geoportals
The India Geoportal at NSDI, RK Puram, New Delhi
https://nsdiindia.gov.in provides a single window gateway access to
the Data Nodes of the NSDI partnering agencies from the Central
Ministries/ Departments and the State Governments.

Underlying Geo-ICT infrastructure at NSDI has been recently


upgraded with state-of-the-art hardware, software, network, and
security devices (e.g. Intrusion Detection and Prevention System) in
order to make the Geoportal robust, efcient, and protected from cyber-
attacks. Interoperable Data Nodes (Geoportals) providing OGC-
compliant Web Map Services (WMS) of various agencies like SOI
(Surveykshan), NRSC (Bhuvan), GSI (Bhukosh), FSI (Forest
Geoportal), CWC/ CGWB (WRIS Portal), NBSS&LUP (Bhoomi
Geoportal) have been made accessible from the NSDI partnering
agencies through the India Geoportal.
Data Nodes and Geoportals of the Ministry of Statistics & Programme
Implementation (MoSPI – CSO/ NSSO), National Atlas & Thematic
Mapping Organisation (NATMO) and Central Pollution Control Board
(CPCB) are under development.

Line Departments in State Governments acquire and utilize huge


amounts of geospatial data in sectors like property tax assessment, land
revenue administration, roads & buildings (public works), mining etc.
Inadequate accessibility to these data sets often force them draw up
plans based on generalized norms and practices. In order to overcome
these problems, the NSDI Initiative on “State Spatial Data
Infrastructures (SSDIs) and their Applications” aims at streamlining
the State Spatial Data Management Systems using state-of-the-art
tools and techniques. State Geoportals are thus being maintained in
States like Karnataka, Kerala, Delhi, Haryana, Odisha,
Jharkhand,Uttarakhand,
Jammu & Kashmir and
West Bengal (prototype).
Those for Nagaland,
Madhya Pradesh, Punjab,
Chhatishgarh, and
Himachal Pradesh are
under development.

c : Establishing National Data Registry (NDR)

Over the years, NSDI has compiled, updated and served metadata of
different Partnering Agencies from Central Ministries/ Departments
and State Governments. With increase in publication of standards-
based map/ data services by the Agencies, there has been a need to
effectively and systematically register the data services for correct
interpretation and analysis of the data sets. In addition to metadata as
per ISO 19115/ BIS 16439 standards, other relevant metadata like
denition of features, registration of features with unique-ids,
application schemas, classication code lists, and versions of standards
used etc. are required to be stored, tracked and shared. An operational
scale NDR is thus under development by NSDI.

d : Setting up Geospatial Cloud Platform - Based Data


Centre

A Total Solution Provider (TSP) is assisting NSDI and SOI in


implementing a state-of-the-art Geospatial Cloud-based Data Centre at
SOI, Hyderabad for quick on-boarding of NSDI/ State SDI data/
application services. The Data Centre is expected to demonstrate the
efcacy of Geospatial Cloud Concepts in managing and processing high
resolution data sets from NSDI and State SDI Partnering Agencies.
The Proof of Concept (POC) Data Centre is expected to throw light on
deciding on sizing/ scaling of Geo-ICT infrastructure resources vis-à-vis
requirement of performance and efciency in the processing of
geospatial data sets.
e : Coordinated Preparation of National Foundation
Spatial Data
Survey of India (SOI) has been in the
process of cleaning, re-engineering
and providing WFS/GML of its
component of most of its 1:50,000
Open Series Maps (OSM). As a part
of the NSDI’s National Foundation
Spatial Data (NFSD) Initiative,

Centre, Bhubaneswar on 18-22 December 2018 for launching
coordinated preparation of high resolution Foundation Spatial Data for
developing GIS applications for panchayats and wards.

Framing and using relevant national geospatial data and process


standards with the establishment and involvement of the LITD-22
Sectional Committee of the Bureau of Indian Standards (BIS) has been a
major focus of NSDI.

LITD-22 has been the National Mirror Committee of ISO’s TC/211 for
developing and publishing the standards.

g : ISO/ OGC Linkage


ISO standards are adopted by NSDI in design and development of the
data nodes. NSDI works closely with the Open Geospatial Consortium
(OGC) – India Forum for testing and deploying upcoming international
standards. NSDI and OGC-India conducted an India Interoperability
Plugfest with the active participation of OGC during May-June 2017.
h : Research & Development (R&D)
Advanced geospatial data analytics are
essential to developing and operationalizing
applications for supporting decision-making in
different domains of natural resources and
disaster management. Underlying methods
and techniques are developed and
demonstrated through R&D projects.
Geospatial Interoperability, 3D Spatial Data
Infrastructures; Domain-oriented Application
Studies in areas like Urban Development,
Biodiversity, Agriculture, Pollution,
Modelling etc. receive prime attention. A
recent publication of Springer Nature
summarizes a set of such studies completed
over the last few years.

Scientists and ofcials from NSDI partnering agencies and end user
organizations are periodically trained on spatial data management
techniques and methods

Management Structure
A two-tier management structure at the national level comprising of the
National Spatial Data Committee (NSDC) and the NSDI Executive
Committee (EC) provides the overall policy and execution level
guidance to NSDI respectively

NSDC is presided over by the Hon’ble Minister of Science &


Technology and Earth Sciences with the Surveyor General of India
(SGI)/ Director, National Remote Sensing Centre (NRSC) as the
Member Secretary. SGI and Director NRSC act as the Chairman and
Co-Chairman of the NSDI EC respectively.

Two Expert Committees – One on “Data for NSDI Applications” and


the other on “Technologies for NSDI Applications” constituted by DST
provide technical guidance, monitor the progress of implementation;
and support the NSDI EC. Several Working Groups and Technical
Committees work on different aspects like Data Content, Metadata;
Pricing; Interoperability; and Capacity Building of NSDI activities.

NSDI 2.0 - Features


NSDI is on the threshold of evolving from the ‘Data’ domain to the
‘application’ domain during the implementation of NSDI 2.0. Real-life
GIS applications built upon on-line interoperable web-based data services
are proposed to be integrated with work ows of Line Departments at
different tiers of governance, including at panchayats and wards. Some of
