What do you think are the essential land use planning principles and how can these be applied
in the local development planning trade?
The following are the essential land use planning principles and the ways how these principles can be
applied in the local development planning trade:
General Land Use is a principle essential for land use planning that can be applied on local
development planning trade by incorporating a systematic and comprehensive approach in
decision-making and promoting sustainable development through establishing and passing a
zoning regulation to designate areas specific for residential, commercial, infrastructure,
industrial, institutional, recreation and other zoning classification, it will surely prevent
incompatible land uses and manage population density in order to cater the different needs of
the community since it will enable the implementation of specific development standards and
guidelines for each zone.
Agricultural, Natural and Cultural Resources play an essential role in local development
planning trade since it contributes to the economic prosperity, environmental sustainability and
cultural heritage preservation and by identifying areas suitable for agricultural activities and
implementing policies to protect agricultural lands that will serve as the source of production in
agricultural products and preserving landmarks potential for tourism promotion that supports
economic vitality.
Utilities and Community Facilities is another principle essential for land use planning trade
that can be applied in the local development planning trade especially in urban development by
providing essential services and amenities that supports the well being and quality of the life of
residents in the area. In addition, it will serve as the basis for infrastructure development and
investment since this is one of the factors that determines the capability of the location for
sustainability and economic growth.
Economic Development of course is a principle essential for land use planning trade in local
development planning trade by analyzing the economic indicators like employment rate,
income levels, market change value and trends to prioritize development and strategies. In this
way, the development in the area will be more progressive and foster sustainable economic
growth supporting business expansion and local economy in order for the business owners
continue its innovation in cognizant to the changing technology.
2. Based on your own experience and knowledge of the current state of local planning in your
respective LGUs, identify specific issues and constraints that render local planning ineffective?
What are your recommendations to address these issues and constraints?
All I can say is based on my observation through my career working in our very own city’s LGU, the
following are the issues and constraints that render local planning ineffective and possible
recommendation to address these issues:
Lack of access to safe water especially in Establishment of separate water supply system
highly populated areas and other inner facility to serve all the residents
barangay
The City has no potable water distribution line Provision or improvement of access to water
in almost all of the barangays sources in coordination with other water
system providers
Informal settlers occupying the coastal area Relocation of informal settlers to a site away
which is highly susceptible to flood from the shoreline
Identified lands for socialized housing are Develop an engineering intervention to the
highly susceptible to landslide lands to mitigate the hazardous effect
Possible look for other purchased lands that
are not susceptible to hazard
Forest degradation due to illegal and Forest restoration through assisted natural
destructive activities regeneration (ANR), multi-purpose tree
plantation and agroforestry scheme
Legislation, adoption and enforcement of local
and national conservation and protection
policies and enforcement of forestry and
related environmental laws.
