2024 Integrated Energy Policy Report Update
The California Energy Commission (CEC) biennially develops the Integrated Energy
Policy Report (IEPR) that broadly assesses California’s energy system and puts forward
recommendations to advance California’s clean energy future for all, with an update in
the intervening years. CEC Chair David Hochschild will serve as lead commissioner for
the 2024 IEPR Update, with Vice Chair Siva Gunda serving as associate member.

Scope
As described below, the 2024 IEPR Update will provide updates on the California Energy
Demand Forecast. Further, it will meet the statutory obligations set forth in Senate Bill
(SB) 605 (Padilla, Chapter 405, Statutes of 2023) to evaluate wave and tidal energy.
1. Electricity Demand Forecast Update: The 2024 IEPR Update will include
an updated 15-year electricity demand forecast with the latest demographic
and economic data. The updated forecast will include scenarios that estimate
the potential impacts of the state’s decarbonization strategies and other
sources of load growth, such as increases in the number of data centers in
the state.
2. Wave and Tidal Energy: SB 605 requires the CEC, in consultation with
other state agencies pursuant to Public Resources Code, section 25996(a), to
evaluate the following six areas. Further, the CEC will consult with California
Native American tribes pursuant to the CEC Tribal Consultation Policy on this
evaluation related to wave on tidal energy.
1. Evaluate factors that may contribute to the increased use of wave and
tidal energy in California.

2. Provide findings on latest research about the technological and economic
feasibility of deploying offshore wave and tidal energy off the coast of
California in state and federal waters.
3. Evaluate wave and tidal energy project potential transmission needs and
permitting requirements.
4. Evaluate wave and tidal energy project economic and workforce
development needs.
5. Identify near-term actions related to investments and workforce for wave
and tidal projects, to maximize job creation and economic development,
while considering affordable electric rates and bills.
6. Identify a monitoring strategy to gather sufficient data to evaluate impacts
to marine and tidal ecosystems and inform adaptive management.
Further, SB 605 requires the CEC to submit a report to the Governor and
Legislature that summarizes the 2024 IEPR Update findings on wave and tidal
resources to inform legislative and executive actions on the topic.

Legislative Authority
Public Resources Code (PRC) Section 25301(a) requires the CEC to “conduct
assessments and forecasts of all aspects of energy industry supply, production,
transportation, delivery and distribution, demand, and prices.” These assessments and
forecasts are used to develop recommendations for energy policies that conserve state
resources, protect the environment, provide reliable energy, enhance the state’s
economy, and protect public health and safety. The CEC includes these energy policy
recommendations in its biennial IEPR that is issued in odd-numbered years, such as in
the 2023 IEPR.
Further, PRC Section 25302(c) requires the CEC to prepare an update in alternate years
to report on issues raised in the biennial IEPR or identify new energy issues that have
arisen during the intervening year. The 2024 IEPR Update will fulfill that requirement.

Key Statutory and Executive Order Initiatives


The 2024 IEPR Update will broadly reflect the many key policy initiatives that shape
California’s energy policies, including:
• Senate Bill 605 (Padilla, Chapter 405, Statutes of 2023), which requires the CEC
to evaluate the feasibility, costs, and benefits of using wave energy and tidal
energy.
• Assembly Bill 1279 (Muratsuchi, Chapter 337, Statutes of 2022), which requires
steps to ensure California reaches net-zero GHG emissions by 2045.
• Senate Bill 1020 (Laird, Chapter 361, Statutes of 2022), which mandates steps to
ensure renewable and zero-carbon sources make up 90 percent of the state’s
electricity by 2035.

• Senate Bill 887 (Becker, Chapter 358, Statutes of 2022), which requires the
California Public Utilities Commission and CEC to provide guidance and inputs to
support the development of transmission capacity needed to deliver renewable
or zero-carbon resources by 2035, in coordination with the California
Independent System Operator.
• Senate Bill 100 (De León, Chapter 312, Statutes of 2018), which accelerated the
state’s renewables goal to 60 percent by 2030 and put into law the state’s
commitment to a 100 percent renewable and zero-carbon electricity system by
2045.
• Senate Bill 32 (Pavley, Chapter 249, Statutes of 2016), which amended the
Global Warming Solutions Act of 2006. It called for a statewide reduction of GHG
emissions of 40 percent below 1990 levels by 2030.
• Senate Bill 350 (De León, Chapter 547, Statutes of 2015), which increased
renewable procurement targets, required a doubling of energy efficiency savings
by 2030, and directed the CEC to identify barriers to accessing the benefits of
clean energy, including barriers low-income customers face in accessing energy
efficiency, weatherization, and photovoltaics.

2024 IEPR Update Schedule


The lead commissioner directs CEC staff to use the following general schedule. As
public workshop and event topics and dates are finalized, the CEC will post notices on
its website and notify stakeholders at least 10 days in advance of each workshop date.

Tribal engagement and consultation will also be conducted pursuant to CEC’s Tribal
Consultation Policy.

Participation in the Integrated Energy Policy Report Proceeding


Policy recommendations contained in the 2024 IEPR Update will be based on the record
developed during the proceeding, including data and technical analyses by staff and

stakeholders. Analysis and information developed in other proceedings at the CEC and
by other agencies will be incorporated as appropriate. Participants should use Docket
Number 24-IEPR-01 and associated dockets when submitting information for the lead
commissioner’s consideration as follows:

The lead commissioner encourages the participation of all interested and affected
participants because public input is essential to ensuring a complete and thorough
record. As in previous proceedings, the lead commissioner recognizes that close
consultation and coordination with federal, state, local, and other agencies and
California Native American tribal governments is critical to identifying and addressing
energy infrastructure and related environmental challenges. The lead commissioner
directs staff to continue working with these agencies and governments to ensure their
participation in this proceeding.
