Grade 3 – MTB-MLE

General Instructions
Establish a playful and relaxed rapport with the child through a short conversation (see sample below). The
child should perceive the assessment almost as a game to be enjoyed rather than a test. Use this time to
identify in what language the child is most comfortable communicating. Read aloud slowly and clearly ONLY
the selections in the boxes.

Sub-test 1: Letter Sound Knowledge (60 seconds)

Show the child the sheet of letters in the learner stimuli booklet. Say:

Aniay panid nga puno sa mga letra sa alpabeto. Palihog isulti ang TINGOG sa mga letra kutob sa
imong nahibaloan, — akong usbon: ang TINGOG sa mga letra, dili ang NGALAN.

 Start the timer when the child reads the first letter. Follow along and clearly mark any incorrect letters
with a slash ( / ). Count self-corrections as correct. If you’ve already marked the self-corrected letter as
incorrect, circle the letter and go on. Stay quiet, except when providing answers as follows: if the child
hesitates for 3 seconds, provide the sound of the letter, point to the next letter and say “Palihog padayon.”
Mark the letter you provide to the child as incorrect. If the student gives you the letter name, rather than the
sound, provide the letter sound and say: [“Palihog isulti nako ang TINGOG sa letra”]. This prompt may
be given only once during the exercise.

AFTER 60 SECONDS SAY, “hunong”. Mark the final letter read with a bracket ( ] ).
Early stop rule: If you have marked as incorrect all of the answers on the first line with no self-corrections,
say “Salamat!”, discontinue this exercise, check the box at the bottom, and go on to the next exercise.

Sub-test 2. Initial Sound Identification
This is NOT a timed exercise and THERE IS NO LEARNER SHEET. Read aloud each word twice, and
have the learner say the sounds. Remember to model the “sounds: /p/, not “puh” or “pay”. Say:

Usa kini ka pagbansay sa pagpaminaw. Sultihi ko sa sinugdanan nga tingog sa unang letra sa
matag pulong. Pananglitan, sa pulong nga “pala”, /p/ ang sinugdanan nga tingog. Isulti ang

Nasabtan ba?

Read the prompt and then pronounce the target word a second time. Accept only as correct the isolated
sound (without a shwah). If the child does not respond after 3 seconds, mark as “No response” and say the
next prompt. Enunciate clearly; but do not overemphasize the beginning sound of each word.

Early stop rule: If the child responds incorrectly or does not respond to the first five words, say “Salamat!”,
discontinue this exercise, check the box at the bottom of the page, and go on to the next exercise.

Sub-test 3: Familiar Word Reading (60 seconds)
Show the child the sheet of familiar words in the learner stimuli booklet. Say:

Ania ang ubang mga pulong. Palihog basaha ang mga pulong nga imong nahibaloan. Ayaw i-
spell ang mga pulong, hinoon, basaha kini. Pananglitan, kini nga pulong: “pula”.

Magpraktis kita: Palihog basaha kini nga pulong [point to the word “anay”]:
If the child responds correctly say: Husto, kini nga pulong kay “anay”.
If the child does not respond correctly, say: “anay” kini nga pulong.

Sub-test 4: Invented Word Decoding (60 seconds)
Show the child the sheet of invented words in the learner stimuli booklet. Say:

Aniay binuhat nga mga pulong. Palihog basaha kini kutob sa imong nahibaloan. Ayaw i-spell ang
mga pulong, hinoon, basaha kini. Pananglitan: kini nga pulong, “giralo”.

Magpraktis kita: Palihog basaha kini nga pulong [point to next word: “ekoni” ].
[If the student says “ekoni”, say]: Husto, ang pulong kay “ekoni”.
[If the student does not say “ekoni” correctly say]: “ekoni” kini nga pulong.

Magsulay kita og lain: Palihog basaha kini [point to the next word: “naliho” ].
[If the student says “naliho”, say]: Husto, kini nga pulong kay “naliho”.
[If the student does not say “naliho” correctly say]: “naliho” kini nga pulong.

Sub-test 5: Oral Passage Reading (60 seconds)
Show the child the story in the learner stimuli booklet, say,

Aniay usa ka mubo nga estorya. Palihog basaha ug sabta pag-ayo ang imong pagabasahon.
Pagkahuman nimo og basa, aduna koy mga pangutana. Nasabtan ba? Kon moingon ko nga
“Sugod na” basaha dayon ang estorya. Maghilom ra ko ug maminaw, gawas kon magkinahanglan
ka og tabang. Andam na ka? Sugod na.

Start the timer when the child reads the first word. Follow along with your pencil and clearly mark any
incorrect word with a slash ( / ). Count self-corrections as correct. Stay quiet, unless the child hesitates for
3 seconds, in which case provide the word and say “Palihog padayon.” Mark the word you provide to the
child as incorrect. After the child read the story, remove the stimuli.

At 60 seconds, say “Hunong.” Mark the final word read with a bracket ( ] ).

Early stop rule: If the child gives no correct answers on the first line, say “Salamat!”, discontinue this

Sub-test 6: Reading Comprehension
When 60 seconds are up or if the child finishes reading the passage in less than 60 seconds, ask the
questions below.

Give the child at most 10 seconds to answer each question, mark the child’s response and move to the
next question.

Read the questions for each line up to the bracket showing where the child stopped reading.

This is NOT a timed exercise and THERE IS NO STUDENT SHEET. Read the following passage aloud to
the child ONLY ONE TIME, slowly (about 1 word per second). Then allow 10 seconds for each question.
Say:

Sub-test 8. Dictation
Give the learner a pencil and paper for writing. Then read the instructions below. Say:

Aniay sentence nga akong basahon. Palihog paminaw pag-ayo ug isulat ang sentence sa imong
papel. Akong basahon kini og kausa. Dayon akong basahon og ginagmay aron masulat nimo ang
imong nadungog. Basahon nako pag-usab aron ma check nimo ang imong nasulat. Nasabtan ba?

The learner will write the dictation sentence on paper. Read the following sentence aloud ONCE at about 1
word per second. Repeat a SECOND time, grouping the words. Wait 10 seconds after each group, allowing
the student to write. Then repeat the sentence a THIRD time while the child is writing. Give 15 seconds to
complete writing after the third reading.

Grade 3

FIRST: Read the following sentence aloud ONCE at about 1 word per second.

Gihipos / namo /ang /nagkatag / nga / mga /dulaan / ug / among /gisilhigan / ang /kuwarto.

Repeat a SECOND time, and read the words by group. Wait 10 seconds after each group, allowing the
learner to write.

Gihipos namo [10] ang nagkatag [10] nga mga dulaan [10] ug among gisilhigan [0] ang kuwarto.

Then repeat the sentence a THIRD time while the child is writing. Give 15 seconds to complete writing after
the third reading.
