II. RATIONALE
The pursuit of educational equity remains a paramount concern for
many nations, particularly in developing countries where disparities in
learning opportunities persist. The Philippines, an archipelago with a
diverse demographic landscape, faces significant challenges in its
education sector. With a considerable portion of its population residing in
rural and underserved areas, ensuring access to quality education has
been a persistent struggle.
The importance of foundational education, specifically in the
domains of arithmetic and reading, is universally acknowledged. Studies
have consistently shown that early proficiency in these areas is critical for
long-term academic success and overall cognitive development (Duncan
et al., 2007).
International research consistently highlights the importance of
early literacy and numeracy. Studies show that children who develop
strong reading and arithmetic skills in their early years are more likely to
succeed academically and exhibit better problem-solving abilities later in
life (Duncan et al., 2007). For instance, a meta-analysis of early literacy
interventions demonstrated significant positive effects on reading
comprehension and overall academic performance (Bus et al., 1995).
Similarly, foundational arithmetic skills have been linked to improved

mathematical understanding and application in higher education levels
(Jordan et al., 2009).

International evidence further supports the efficacy of targeted


educational programs. For example, the Success for All (SFA) program in
the United States, which emphasizes reading skills through a
comprehensive school-wide approach, has shown significant
improvements in student reading levels and overall academic
performance (Borman et al., 2007).
In the Philippine context, the situation is particularly acute.
According to the 2019 Trends in International Mathematics and Science
Study (TIMSS), the Philippines ranked lowest among 58 countries in both
mathematics and science for fourth-grade students (TIMSS, 2019).
Similarly, the 2018 Programme for International Student Assessment
(PISA) results revealed that Filipino students performed poorly in reading
comprehension, mathematics, and science, underscoring the urgent need
for effective educational interventions (PISA, 2018).
Likewise, pursuant to Division Memorandum No. 208, s. 2024 dated
April 2, 2024 also known as the “Administration of CRLA and RMA Post-
Test for School Year 2023-2024”, Lumaping Elementary School conducted
the EOSY CLRA and RMA amongst 49 learners in Grade 1 to 3 and found
out that 14 learners or 28.57% needs moderate to full refresher in reading
and is classified under the Intervention Camp. Similarly, 28 learners or
57.14% belong to the Intervention Camp for Mathematics. These alarming
results indicate a critical gap in the basic educational competencies of
Lumaping Elementary School’s learners and if left unaddressed,
threatened to create a generation of learners and will result in lower
productivity among individuals Thus, the challenges encountered by our
teachers brought by COVID-19 are extremely back-breaking.
The COVID-19 pandemic disrupted the world in ways unimaginable.
As we look back on the past two years and the harsh repercussions of the
pandemic that continue until today, it is apparent that one of the most
impacted was the education sector. Neither the world, nor educational
institutions were prepared to embrace the shift to online platforms
brought on at lightning speed.
The Department of Education (DepEd), thus, has adopted the
National Learning Recovery Program (NLRP) to address the learning gaps
among learners that were heightened by the school closures and
disruptions during the pandemic. The critical outcome of the recovery
plan is ensuring that all learning gaps are addressed among all learners.

In line with the adoption of the said National Learning Recovery Plan
and the issuance of DepEd Order 14, s. 2023 date July 3, 2023, titled
Policy Guidelines on the Implementation of the National Learning Camp as
reiterated and enhanced through Memorandum No. DM-OUCT-2024-097,
Project e-ABAKADA+ came to life to strengthen the said learning
recovery.
Project e-ABAKADA+ is a well-founded and timely response to the
educational challenges faced by Lumaping Elementary School. It aims to
address fundamental educational challenges in the school by enhancing
basic arithmetic and reading skills among struggling learners. This
initiative is grounded in the understanding that early proficiency in these
foundational areas is crucial for long-term academic success and overall
cognitive development. The focus on both arithmetic and reading aligns
with global and local educational priorities, emphasizing the need to equip
children with essential skills that underpin all areas of learning.
The Department of Education (DepEd), as articulated in MATATAG:
Bansang Makabata, Batang Makabansa agenda has committed to a
learning recovery program to address learning losses arising from, among
others, the COVID-19 pandemic.
Teachers play a vital role in learning recovery. Therefore, Deped
needs to support teachers in effectively learning content and developing
higher-order thinking skills among learners and address the learning loss
resulted from pandemic. To improve learner outcomes and enhance
teacher competence, Project ABAKADA+ along with the National
Learning Camp (NLC) shall commence at the 2023-2024 End-of –the
School Year break.
On the other hand, pursuant to DO 32, s. 2017 “the Department of
Education’s Gender-Responsive Basic Education Policy, in line with its
Gender and Development (GAD) mandate as stipulated in the 1987
Philippine Constitution, RA 9719 or the “Magna Carta of Women”, RA
10533 otherwise known as “The Enhanced Basic Education Act of 2013”,
and the Philippines’ International Human Rights Commitments to the
Universal Declaration of Human Rights, Convention on the Elimination of
All Forms of Discrimination Against Women (CEDAW), and the Convention
on the Rights of the Child (CRC) among others, Lumaping Elementary
School, commits to the integration of “gender equality, gender
equity, gender sensitivity, non-discrimination and human rights,

in the provision and governance of basic education…” to ensure
access to quality basic education for all.

II. OBJECTIVES
This activity aims to:
 increase the reading proficiency of at least 75% of the participating
students by at least level, from moderate-full refresher to light
refresher measured through the conduct of BOSY CLRA and e-DOOR
assessments;
 improve the arithmetic skills of at least 75% of the participating
students, focusing on basic operations (addition, subtraction,
multiplication, and division) by at least one camp level, from
intervention to consolidation;
 successfully integrate at least three electronic learning tools (e.g.,
tablets, educational software, and online resources) with traditional
teaching method
 ensure a gender-responsive physical and social learning
environment that promotes respect for all people and has zero-
tolerance for all forms of discrimination, violence, and abuse.

III. PROGRAM DESCRIPTION

e-ABAKADA+ is blended learning approach and initiative used to


deliver reading and numeracy intervention based on the identified camp
classification of learners. “e” represents the utilization of electronic and
multimedia gadgets in the delivery and implementation of the initiative in
addition to the traditional modes of instruction delivery. ABAKADA
signifies the alphabet which is one of the fundamentals in reading
process. + represents the numeracy, specifically, arithmetic portion of the
initiative.
In relation to the DepEd Order No. 014, s. 2023 also known as the
“Policy Guidelines on the Implementation of the National Learning Camp”,
as amended, Project e-ABAKADA+ shall be conducted at Lumaping
Elementary School, Ponot District, Schools Division of Zamboanga del

Norte, Region IX, Zamboanga Peninsula, within three weeks, from July 1 to
9, 2024 in accordance to DepEd Order No. 003, s. 2024.
Lumaping Elementary School will endeavor to eliminate the stigma
of remedial class. Project e-ABAKADA+, in accordance to the
implementing guidelines of the National Learning Camp, will be
implemented in three camps, i.e., Intervention, Consolidation, and
Enhancement to the currently enrolled Grades 1 to 3 learners for EOSY
break 2024 who will not be included in the National Learning Camp due to
the limited LVC slots given, thus, limiting the enrollment. Project
ABAKADA+ emphasis on improving student learning is tailored to specific
learning areas, concentrating on Reading and Mathematics for Grades 1 to
3. Likewise, Lumaping Elementary School will also conduct Remedial
Classes for learners in Grades 4, 5, and 6, for them to receive targeted
instructional assistance and guidance.
To evaluate learning gains and the overall effectiveness of the project
initiative and for policy recommendation, the Beginning-of-School-Year
(BOSY) CRLA and RMA shall be administered.
Participation of teacher/s in Project ABAKADA+ is voluntary. Since the
project initiative entails the services of teachers beyond regular school
days, they shall be provided with vacation service credits and
certificate of recognition, pursuant to DECS Order; No. 5, s. 1999, as
amended by DepEd Order No. 53, s. 2003, otherwise known as the
“Updated Guidelines on Grant of Vacation Service Credits to Teachers”,
stated in par. 1 – b. Definition of Terms - b. The term teachers’
vacation service credits refers to the leave credits earned for services
rendered on activities during summer or Christmas vacation or in the
course of the regular school year, as authorized by the proper authority,
and par 1 – d. Activities Eligible for the Grant of Service Credits - c.
services rendered in connection with the conduct of remedial classes
during the summer or Christmas vacation or outside of regular school
days.

learning tools with traditional teaching methods.
Measurement: Tracking and documenting the usage and
effectiveness of tablets, educational software, and online
resources in the classroom.
Evidence: Weekly usage logs, teacher and student feedback,
and a report summarizing the impact of these tools on the
learning process.

 Gender-Responsive Physical and Social Learning Environment**


Output: Establishment of a gender-responsive physical and
social learning environment that promotes respect for all
people and has zero tolerance for all forms of discrimination,
violence, and abuse.
Measurement: Implementation of policies and practices that
ensure a safe and inclusive environment for all students.
Evidence: Surveys and feedback from students and teachers,
incident reports (if any), and documentation of preventive and
responsive measures in place to maintain a respectful and
safe learning environment.
