2018-19
As ever, in the current year, 2018-19 also we have tried to improve the conditions of target masses in
our project areas for which we had to identify their basic needs and work towards achieving the target by
participatory and holistic approach and in turn, kindled hopes in their lives through empowerment,
awareness and promotional programmes. There were both continuing and new areas of activities, the
prominent among which included the awareness programme on climate change and related issues,
promotion of science technology for the youth, education and awareness on environment, consumer and
legal awareness, training programmes on youth leadership and community development, skill training for
employment promotion, programmes on road safety and awareness and conservation of energy.
We have arranged the activities undertaken during the reporting period chronologically and presented
them in this report in readable language. However, valuable suggestions from readers are most welcome to
improve our focus, potential and plan our goals more ardently for the burning issue.
Finally, I must convey my gratitude to our dignified associates like Goverment and Non-Government
agencies, funding agencies, donor agencies, promoters, members, staffs, well-wishers and who have
supported us to go ahead. Specially our great indebtedness is due to Dr. Sangram Keshari Nayak, former
Principal Scientist CRRI, Mr. Lombador Mishra, and other consultants and advisor of Women & Child

The Organisation:
Women and Child Welfare Society (WCWS), with its headquarters located in the city of Cuttack, is a
not-for-profit organization working towards the overall development of deprived communities--the
poor and marginalised sections of the society in the State. Working for the last two decades to
ameliorate the condition of poor and deprived classes, the initiatives undertaken by the Society are
specially directed to bring wellbeing for women, children, youths and general public in the broader
perspective with active community participation.
Though registered on September 23, 1995 under the Societies Act, 1860, the organisation had
come into being in January, 1994 with relentless efforts and active involvement of some young
volunteers coming together for the socio-economic uplift of the vulnerable and weaker sections of the
society, especially women, children youths and general public with the aim of improving their quality
of life in a holistic manner which over the years, have encompassed activities permeating the fields of
health, education, science and technology, sanitation, environmental protection, road safety, energy
conservation, women empowerment, child rights, climate change, youth empowerment, self
employment, awareness generation and conservation of resources consistent with the norms of
sustainable development. The organisation acts as a unique resource agency which bridges the gap
between public welfare schemes and the disadvantaged sections of the society.
Creating awareness among the masses on issues concerning their development, empowering the
weaker sections and providing much needed fillip to them in matters directly linked to their
development have been the prime efforts made by our volunteers and staff.
To show path to all the deprived people of the society that is just and practical being free from all
types of discrimination guarantying equal rights and opportunities to all irrespective of caste, creed,
sex and religion.
Aim:
To improve the quality of life of deprived classes with emphasis on women, children and youth.

Objectives:

Organization Structure:
The Executive Body is the supreme governing and administrative body of the organization and General
Secretary is the Chief Functionary who is full responsible for managing the overall function and administration
of the project. It has also an Advisory Committee comprising of qualified experts on the field of Health & Family
Welfare, legal, social work, scientist, environmentalist, road safety expert etc. which is ready to give advice &
guide the Executive Body & the General Secretary on policy making & provide technical inputs for planning
intervention of all programmes. The General Secretary is the Chief Functionary of the Organization. The
Organization is backed by a band of dedicated and highly motivated professionals who help implement various
programmes of WCWS with true grit and gumption.

Women and Child Welfare Society is appointed as External Faculty to conduct different activities on
Petroleum Conservation and Renewable Energy through Youth programme, Domestic Workshop,
Agricultural Workshop by the Petroleum Conservation Research Association (PCRA), Eastern
Region, Kolkata under the Ministry of Petroleum and Natural Gas, Govt. of India, New Delhi. In the
reporting period WCWS organised 84 Numbers of Youth Programmes, 80 Numbers of Domestic
Workshops, 86 Numbers of Agricultural Workshops awareness about petroleum conservation
and need of energy conservation organised in Cuttack, Khordha, Jagatsinghpur, Balasore, Puri,
Mayurbhanj and Nayagarh districts of the State

“World Day of Remembrance for Road Traffic Victims”
The “World Day of Remembrance for Road Traffic Victims” day has been observed at Nuabazar
Govt. High School: Cuttack on dt.18.11.2018 by Women & Child Welfare Society, Commissionrate
Police Bhubaneswar-Cuttack and Forum for Prevention of Road Accident, Global Alliance of NGOs
for Road Safety, Indian Alliance of NGOs for Road Safety. The discussing topic was Roads Have
Stories. Welcome speech by Laxmidhar Swain and Pruthiv Raj Rout the Head Master of the
school presided over the meeting. Mrs. Minati Bindhani, General Secretary of Women & Child
Welfare Society explained the Aim and Objective of the following programme. Mr. Bikash
Mohapatra, Secretary of F.P.R.A highlighted various eradic steps taken by different countries the

Human Chain for Safer Roads(1 Crore Haath Saath Saath)etc.were organized on the theme of
“SADAK SURAKSHYA:JEEVAN RAKSHYA” at (1) Salipur High School, Salipur,on dt-
04.02.2019,(2)Vivekananda Vidyapitha, Bahugram, on dt-06.02.2019 & (3) Mohan Subudhi High
School, Badamba, on dt-08.02.2019. During the Awareness programme discussed by Resource
Persons and Guests on causes of accidents, road behaviour, road discipline, road signage, traffic
rules, traffic lights, over speed, drunken driving, overtaking, use of seat belts, use of helmets,
Good Samaritan Policy, Solacium scheme etc. display of Road Safety Film show, practical
demonstration on First-Aid, Mock Drill on road by students how can they are crossing the road

Gorakabar, Cuttack on 6th November 2018. Resource Person Dr. Arjun Kumar Biswal, Mr. Keshab

legal rights available to the disabilities in Transport Sector and the ways to enforce them. The

Biodiversity, Nature Study Programme On Climate Change, Biodiversity & Plantation :
Climate change, as perceptible in last few decades due to global warming, has posed a big challenge for
mankind. It has adversely affected ecosystems globally thereby affecting bio-diversity, ecology, availability of
fresh water, agricultural and food productivity, health and economy. While anthropogenic or manmade factors
like air pollution by industry and burning of fossil fuel both by consumers and industry are the chief causes of
high concentration of carbon dioxide, methane in the atmosphere leading to global warming and climate
change. The issue before the nations is to mitigate these adverse affects of climate change and develop
suitable adaptation measures as voiced in the Copenhagen summit. Addressing climate change requires
action in the local, regional and global level and education has a central role to play in understanding the
mitigation and adaptation measures to be undertaken. So in this context, a seminar on climate change was
conducted by WCWS at Safa, Cuttack on 12th January, 2019. Dr. Sangram Keshari Nayak, principal scientist
(retired), Central Rice Research Institute, Cuttack, Dr. Arjun Kumar Biswal, Headmaster (retired), Tulsipur
Govt. High School, Cuttack, Dr Kishore Chandra Mohanty, Science Expert, Board of Secondary Education,
Odisha and Mrs. Minati Bindhani, General Secretary of WCWS had participated the seminar as guests and
resource persons.
Public library:
Women & Child Welfare Society is having a library at the registered office at Gamhandia New Colony, Cuttack.
This library is incessantly rendering remarkable services to the knowledge seekers of the locality. Total 5000
Nos. of books are available in the library. All kinds of books including legal hand books are available which are
so educative in nature. Besides, monthly magazines, periodicals and daily news papers are conveniently
facilitated to the readers. In addition to this, let-somebody-borrow library is running by the organization for poor
students like a book bank. The organization is striving to open a child library in the succeeding days. We
appeal to donate more books to strengthen the potency of the library and which will be advantageous for local
people and poor beneficiaries to avail information. The Books received from Raja Ram Mohan Ray Library
Foundation, Kolkata and Department of Culture, Govt. of Odisha are well documented and displayed for use.

As ever, in the current year, 2015-16 also we have tried to improve the conditions of target
masses in our project areas for which we had to identify their basic needs and work towards
achieving the target by participatory and holistic approach and in turn, kindled hopes in their lives
through empowerment, awareness and promotional programmes. There were both continuing
and new areas of activities, the prominent among which included the awareness programme on
climate change and related issues, promotion of science technology for the youth, education and
awareness on environment, consumer and legal awareness, training programmes on youth
leadership and community development, skill training for employment promotion, programmes on
road safety and awareness and conservation of energy.
We have arranged the activities undertaken during the reporting period chronologically and
presented them in this report in readable language. However, valuable suggestions from read ers
are most welcome to improve our focus, potential and plan our goals more ardently for the
burning issue.
Finally, I must convey my gratitude to our dignified associates like Goverment and Non-
Government agencies, funding agencies, donor agencies, promoters, members, staffs, well-
wishers and who have supported us to go ahead. Specially our great indebtedness is due to Dr.
Sangram Keshari Nayak, former Principal Scientist CRRI, Mr. Lombador Mishra, and other
consultants and advisor of Women & Child Welfare Society for their valuable suggestions all

Women and Child Welfare Society (WCWS), with its headquarters located in the city of Cuttack, is a
not-for-profit organization working towards the overall development of deprived communities --the
poor and marginalised sections of the society in the State. Working for the last two decades to
ameliorate the condition of poor and deprived classes, the initiatives undertaken by the Society are
specially directed to bring wellbeing for women, children, youths and general public in the broader
perspective with active community participation.
Though registered on September 23, 1995 under the Societies Act, 1860, the organisation had
come into being in January, 1994 with relentless efforts and active involvement of some young
volunteers coming together for the socio-economic uplift of the vulnerable and weaker sections of the
society, especially women, children youths and general public with the aim of improving their quality
of life in a holistic manner which over the years, have encompassed activities permeating the fields of
health, education, science and technology, sanitation, environmental protection, road safety, energy
conservation, women empowerment, child rights, climate change, youth empowerment, self
employment, awareness generation and conservation of resources consistent with the norms of
sustainable development. The organisation acts as a unique resource agency which bridges the gap
between public welfare schemes and the disadvantaged sections of the society.
Creating awareness among the masses on issues concerning their development, empowering the
weaker sections and providing much needed fillip to them in matters directly linked to their
development have been the prime efforts made by our volunteers and staff.
Mission:
To empower the poor, develop their potential; improve the socio-economic status of the community,
reduce poverty and bring sustainable development with special emphasis on weaker and vulnerable
groups of the society such as women, children, the downtrodden (SC and ST) and deprived poor.
Vision:
To show path to all the deprived people of the society that is just and practical being free from all
types of discrimination guarantying equal rights and opportunities to all irrespective of caste, creed ,
sex and religion.
Aim:
To improve the quality of life of deprived classes with emphasis on women, children and youth.
The Executive Body is the supreme governing and administrative body of the organization and General
Secretary is the Chief Functionary who is full responsible for managing the overall function and administration
of the project. It has also an Advisory Committee comprising of qualified experts on the field of Health & Family
Welfare, legal, social work, scientist, environmentalist, road safety expert etc. which is ready to give advice &
guide the Executive Body & the General Secretary on policy making & provide technical inputs for planning
intervention of all programmes. The General Secretary is the Chief Functionary of the Organization. The
Organization is backed by a band of dedicated and highly motivated professionals who help implement various
programmes of WCWS with true grit and gumption.

Evaluation Report The Micro-Enterprises Development Programme (MEDP) for Matured S.H.G Members “Fabric Painting Training
from 21st April-to-3rd May 2017 At: Kamang, Po: Dalijoda Berhampur, Block: Tangi-Choudwar, Dist. Cuttack sucessfully lunched by
Women & Child Welfare Society: Cuttack and supported by NABARD, Regional Office, Bhubaneswar (Odisha). Near about 25
Nos.Participants out of 30Nos. participants have reached in their goals in this training programme. Our organisation Women & Child
Welfare Society has been providing the needfull articles and raw materials to mentioning number of trainees as possible from its own
source from training completed date to till now. Our organisation Women & Child Welfare Society advice them to sale the production
items to their near and dear directly or by by S.H.G which is highly necessary to them for sale standing and own popularisation. Our
organization Women & Child Welfare Society co-oprates them to produce their items finishing, designing, qulitatively and gives
assurance to sale their items in different fairs like Balizatra NABARD stall and also Big Malls,Wholesalers, Garment Shops etc. Most
probably each and every beneficiary has their personal saving bank account in different banks. But, the manager of Punjab National
Bank, Barapada Branch has offered bank loans to the beneficiaries for which 20 nos.of beneficiaries opened new accounts in Punjab
National Bank, Barapada Branch, Cuttack. Our organization explained the following points that arose by the beneficiaries such as
their problems, solution, their hopes to get from NABARD & WCWS briefly.

1. They said that a least member from their S.H.G have participated in the above said training programme. Those
members who were not participating in the MEDP programme they will demand to take their share from bank
loan/profit from business without any work. As a whole the production will be hampered and the active trainee will
hesitate to borrow loan from the bank.
All the trainee have planned to form Two new Fabric Painting S.H.Gs.
They expect some financial loan-cum-subsidy from NABARD through her own groups.
If this facility provides the trainee, then no new S.H.G formation required.
All the trainees have utilized girls members of their families in the production activities that they
have taken training by us.
Hence they have demanded to give them another Design Development Training of 13 days,
so that the girls and women of their families can take this opportunities and it will be very very
useful then to produce useful marketing items.
The A.G.M NABARD: Cuttack suggested the participants to take the training of Mushroom
Production which is very much use full and profitable for them to earn something as the
environment of that locality is highly suitable for Mushroom Production. They hope the said
training should be conducted by Women & Child Welfare Society: Cuttack.

Cultural Activities on Consumer Rights:
Women & Child Welfare Society organized Cultural Activities (Palla) on Consumer Rights at San-Barsingh
village on dt. 15th March 2018 World Consumer Rights Day. Above 100 Nos. local public participated.
The primary mandate of Women & Child Welfare Society is to seek justice for women and girls safeguard
their rights, and promote women’s empowerment. The organization monitors the proper implementation of
all the legislations enacted to protect the rights of all women and girls so as to enable them to achieve
equality of life in all spheres of life. WCWS recognizing the need to educate legal awareness to women and
girls regarding their rights and has initiated a novel Observation of International Women’s Day & Legal
Awareness Programme for Women and Girls at Saffa under Tangi-Chowdar Block, Dist. Cuttack on
dated 08.03.2018 International Women’s Day. The awareness programme is being linked with Community
based organization like S.H.G and aims to empower women and girls with the appropriate knowledge and
duties, ultimately to enable them to share the rights, gain full access to the means of development and to
inspire a whole generation of women to work together towards achieving equality and justice.Women &
Child Welfare Society started a free legal advice call ad provides legal advice to the people who are very
poor & needy and can not afford legal assistance from outsides. We have panel of advocate to perform
such programmes.We have filed some such cases in the court by the cooperation of CLAP (Committee for
Legal Aid to Poor),Cuttack and also Odisha State Legal ServicesAuthority,Cuttack.free of cost

From the General Secretary’s Desk
The Annual Report, 2015-16 honestly depicts in nutshell the activities carried
out during the year that were possible due to our relentless endeavour in
bringing the holistic development of the masses-weaker and underprivileged
sections of the society. The activities encompassed a broad canvass through
education, awareness, advocacy, promotion, capacity building and
empowerment in line with the organisation’s cherished goals and
objectives.
Twenty two years have already passed since we started our noble effort in 1994 towards
ameliorating the lots of the poor and deprived sections of the society with specific thrust on women,
children, youths poor and needy people. Over the years we had to persistently work hard to improve
the standard of living of the masses through our intervention in activity areas of health, sanitation,
education, child rights, women empowerment, youth empowerment, environment protection, road
safety, petroleum conservation and renewable energy, yoga & naturopathy, science and technology
etc. braving all odds, for which I must acknowledge the sincere effort of our staff and volunteers. This
year also they have worked vigorously to achieve the desired objectives.
As ever, in the current year, 2015-16 also we have tried to improve the conditions of target masses
in our project areas for which we had to identify their basic needs and work towards achieving the
target by participatory and holistic approach and in turn, kindled hopes in their lives through
empowerment, awareness and promotional programmes. There were both continuing and new areas
of activities, the prominent among which included the awareness programme on climate change and
related issues, promotion of science technology for the youth, education and awareness on
environment, consumer and legal awareness, training programmes on youth leadership and
community development, skill training for employment promotion, programmes on road safety and
awareness and conservation of energy.
We have arranged the activities undertaken during the reporting period chronologically and
presented them in this report in readable language. However, valuable suggestions from readers are
most welcome to improve our focus, potential and plan our goals more ardently for the burning issue.
Finally, I must convey my gratitude to our dignified associates like Goverment and Non-Government
agencies, funding agencies, donor agencies, promoters, members, staffs, well-wishers and who
have supported us to go ahead. Specially our great indebtedness is due to Dr. Sangram Keshari

The Organization
Women and Child Welfare Society (WCWS), with its headquarters located in the city of Cuttack, is a
not-for-profit organization working towards the overall development of deprived communities--the
poor and marginalised sections of the society in the State. Working for the last two decades to
ameliorate the condition of poor and deprived classes, the initiatives undertaken by the Society are
specially directed to bring wellbeing for women, children, youths and general public in the broader
perspective with active community participation.
Though registered on September 23, 1995 under the Societies Act, 1860, the organisation had
come into being in January, 1994 with relentless efforts and active involvement of some young
volunteers coming together for the socio-economic uplift of the vulnerable and weaker sections of
the society, especially women, children youths and general public with the aim of improving their
quality of life in a holistic manner which over the years, have encompassed activities permeating the
fields of health, education, science and technology, sanitation, environmental protection, road safety,
energy conservation, women empowerment, child rights, climate change, youth empowerment, self
employment, awareness generation and conservation of resources consistent with the norms of
sustainable development. The organisation acts as a unique resource agency which bridges the gap
between public welfare schemes and the disadvantaged sections of the society.
Creating awareness among the masses on issues concerning their development, empowering the
weaker sections and providing much needed fillip to them in matters directly linked to their
development have been the prime efforts made by our volunteers and staff.
Mission:
To empower the poor, develop their potential; improve the socio-economic status of the community,
reduce poverty and bring sustainable development with special emphasis on weaker and vulnerable
groups of the society such as women, children, the downtrodden (SC and ST) and deprived poor.
Vision:
To show path to all the deprived people of the society that is just and practical being free from all
types of discrimination guarantying equal rights and opportunities to all irrespective of caste, creed,
sex and religion.
Aim:
To improve the quality of life of deprived classes with emphasis on women, children and youth.

Objectives:

Organization Structure:
The Executive Body is the supreme governing and administrative body of the organization and General
Secretary is the Chief Functionary who is full responsible for managing the overall function and administration
of the project. It has also an Advisory Committee comprising of qualified experts on the field of Health &
Family Welfare, legal, social work, scientist, environmentalist, road safety expert etc. which is ready to give
advice & guide the Executive Body & the General Secretary on policy making & provide technical inputs for
planning intervention of all programmes. The General Secretary is the Chief Functionary of the Organization.
The Organization is backed by a band of dedicated and highly motivated professionals who help implement
various programmes of WCWS with true grit and gumption.

WE AND OUR EFFORT
On the Road of thorn and critical turnings social service has been rendered to the deprived sector
which can be visualized at field level where the activists and beneficiaries decide to triumph over the
menace. Nothing is insurmountable as and when dedication and commitment is embraced. A span
of one decade of social service, handful of splendid & spectacular achievements, appreciation, etc is
not a small thing to say. Our effort is the best recognition that has been proved in course of
discharging services to the mankind. Constrains are many but commitment is made once for all. We
proceed to fetch happiness for them and their contentment is our goal. Women & Child Welfare
Society has been working in different sectors prioritizing Road Safety Awareness, Health &
Sanitation, Education,Child Rights, Child Labour Eradication, Safe Motherhood, Environment
protection, Petroleum Conservation, Science and Technology, Human Rights and Legal Awareness,
Women Empowerment in the state of Orissa. The organization has been awarded for adventurous
and impressive social services in the state of Orissa from the Chief Minister of the state. The
General Secretary, Mrs. Minati Bindhani of the organization has received the 14 th Godfrey Philips
Bravery Award, District Level Road Safety Award, Sevaratna Samman, Akhayatrutia Samman,
Prakrutibandhu Award, Best Social Worker, Rajiv Gandhi Sadbhabana Award, Nyayajyoti Award etc.
for her splendid social acts of courage and she has been honored for her sincere work for the
interest of women and Child. Women & Child Welfare Society has been bejeweled with Best
Organization award for Environment Awareness, Road Safety Appreciation Award, Bikash Jatra
Appreciation, etc. In the field of Health, Education, Environment, Science & Technology, Road
Safety etc. the organization has been conducting workshops and seminars, health camps, HIV/AIDS
awareness, Malaria awareness, Bed net impregnation programme etc. in association with Health
Department. Health and sanitation programmes are being conducted in different district of Orissa.
The organization has been sincerely conducting Road Safety Awareness programme in the state
having observed the National Road Safety week, conducting seminars, health check up and eye
testing for Drivers in the state of Orissa are the best schedules of the organization. In the deprived
sector the activities of the organization has appreciated by the National Child Labor Project, Cuttack
(Govt. of India, Ministry of Labor Initiative). The Organization is running a special learning center in
Cuttack City and providing education, nutrition, health care and vocational training to the child labor
students. The Secretary of Women & Child Welfare Society has been acting as Asst. Coordinator,
White Ribbon Alliance for Safe Mother Hood, Cuttack Chapter and conducting awareness rally,
public hearing and public meeting; school level competition with Petroleum Conservation Research
Association, Eastern Region, Kolkata, the organization has organized different activities on Oil and
Gas conservation in the Cuttack & other district. The organization is conducting programs on slum
adolescents by rendering gender education, unwanted pregnancy, and formation of peer groups for
their safety.The organization is being funded by Govt. of India as well as Govt. of Orissa since
inception for implementation of different projects for empowerment of people in the state of Orissa.

PUBLIC LIBRARY: Women & Child fWelfare Society is having a library at the registered office gamhandia New Colony
Cuttack. The library is incessantly rendering remarkable services to the knowledge seeker of the locality. Above 3000 nos.
of books are available in the library. All kinds of books including legal hand books are available which are so educative in
nature. Besides, monthly magazings, periodicals and daily news papers are conveniently facilitated to the readers. In the
addition to this, let-somebody-borrow library is running by the organization for poor students like a book bank. The
organization is striving to open a child library in the succeeding days. We appeal to various philanthropic fund donors to
strengthen the library with more books which will be advantageous for local people as well as poor beneficiaries to avail

This Annual Report is a humble attempt to depict in a nutshell about the
various activities we have under taken during 2011-12. They range from
adventurous efforts to risk prone journey those have been dotted with
acknowledged accomplishments in challenging areas of social mobilization. I
am indeed; very much indebted to my dedicated band of staff members those
have contributed through their untiring and relentless endeavour to uphold our
small organization as a flagship in the state of Odisha.
The year 2011-2012 proved to be an auspicious year lending us lots of opportunities to reach the
deprived and under privileged people in our project areas that have enabled us identify basic needs to
improve their well being and we have witnessed a glimpse of their smile and hope at the end of the
day. We have tried to empower them with knowledge and technologies that have enabled them at the
grass root level to develop teamwork with a sense of togetherness, solidarity and unity. The target
groups were immensely benefited with more holistic approach to enable alleviate poverty and take a
new look to life with aspirations and assurances. In this endeavour, we have never bothered to be
better than our c ontemporaries or predecessors but tried to be better than ourselves in all our
interactions with the target groups.
Like previous years, this year too, we have accelerated in launching of new projects to serve the
cause of women, children and people prone to health hazards in the project areas. Mostly, we have
concentrated on c ertain action-oriented programmes and spent a lot of time in generating truthful
awareness among the people. The major thrust areas of our activities were health, sanitation, education,
child rights, women empowerment, environment protection, road safety, yoga & naturopathy, science
& technology, global warming, disaster preparedness , PRI Training and awareness generation
program mes and similar burning issues.
The activities undertaken during the year are arranged chronologically in this report. Valuable
suggestions of the readers are most welcome to improve our focus, potential and plan our goals more
doggedly for the next year.

Women & Child Welfare Society (W CWS) is a 18-year-old Non-Government and non- profit
organization, which strives for the development of needy and m arginalized people of the state of
Odisha since 1994, but subsequently, it was registered in the year 1995. W CWS is a state level
organization. It acts as a unique resource agency which bridges the gap between the government's
welfare schemes and disadvantaged s ection of the society. W e always believe in sustainable
development concepts. With a uniquely holistic approach of doing some new and innovative for the
society, W CWS has been unstintingly rendering its service from last 17 years. We respectfully
