Information Bulletin For Admission to Master of Computer Applications (MCA) Course 2004
The Banaras Hindu University (BHU) offers 3-year Master of Computer Applications (MCA) course for the session 20042005, available at Computer Centre. Students will be admitted according to merit in the All India MCA Common Entrance Test (AIMCET)-2004, to be conducted by Indian Institute of Technology (IIT), Roorkee on 06.06.2004 from 10.00 AM to 1.00 PM, subject to fulfilling the eligibility requirements as mentioned below: The BHU Application Form, enclosed at the end of this Information Bulletin, must be filled by interested candidates and submitted as directed (Section F). A. ELIGIBILITY REQUIREMENTS
Bachelor Degree under 10+2+3 pattern in any discipline with a minimum of 50% marks in the aggregate, with s Mathematics as one of the subjects at either Intermediate or +2 (10+2) or equivalent examination, or, Bachelor s level (as a main or a subsidiary subject). No. of Seats 30 B. GENERAL NOTES
1. Notwithstanding anything contained in the Prospectus of Studies regarding the Course in which admission is made the only eligibility requirement for the purpose of admission shall be those which are mentioned in the Information Bulletin of the academic session concerned. 2. ONLY PASS MARKS ARE REQUIRED IN CASE OF SC/ST CANDIDATES to make them eligible for admission provided they appear in the AIMCET and the admission is sought against reserved seats under SC/ST category by specifically claiming the category on the first page of the Application Form. 3. Candidates admitted to any course in this University shall not be eligible to pursue simultaneously any other full-time course in this or in any other University/Institution. 4. Candidates who satisfy the requirements mentioned above should apply on the prescribed application form of BHU for the MCA course. Candidate appearing at the final year of the qualifying examination and expecting to fulfill the eligibility requirements mentioned above can also apply to BHU and appear at AIMCET-2004. However, if the candidate fails to produce the original mark sheet of the Qualifying Examination on or before the last date of Admission for the course in the University, the claim for admission shall not be considered. 5. In case the candidate is appearing/has appeared in the Qualifying Examination and the result is awaited, a certificate from the Head of the Institution/Dean of the Faculty last attended must be submitted certifying that the candidate is appearing/has appeared in the Qualifying Examination and the result is awaited. 6. Category must be claimed by an applicant in the boxes provided on page 1 of the Application Form. The Candidate is required to mention his/her category in clear terms. The category to which the applicant belongs once mentioned on the form in Yes/No shall be final and no overwriting/ subsequent change shall be allowed. If boxes requiring indication of category on the application form are left blank, the candidate shall be treated as having voluntarily opted to be considered under general category and he/she cannot claim the benefit of any other category later on, even though he/she might have enclosed supporting documents or photocopies thereof with the application form. 7. Application forms of candidates who have submitted forged/fake certificates or photocopies of the same, or adopted fraudulent means shall be REJECTED without any intimation to them. Further, such candidates shall be debarred from appearing at any Entrance Test conducted by BHU/admission to any Course in BHU in future.
8. Candidates will be called for counseling provisionally subject to the final verification of Marksheets/Degrees/ Certificates and validity of certificates/Marksheets of Qualifying Examination and also whether involved in the adoption of unfair means in any of the University Examinations/Entrance Tests held earlier at the time of admission in the respective courses. Degrees/certificates recognised by Association of Indian Universities (AIU) shall be deemed as equivalent degrees/certificates. The Distance Education Council of Indira Gandhi National Open University (IGNOU)/Association of Indian Universities (AIU) is the only authority to recognise the Degrees/Certificates of Distance Education. Such Candidates will be provisionally called for counseling but will be required to submit certificates from Distance Education Council of IGNOU, New Delhi regarding recognition/approval of the courses at the time of counseling. 9. Mere appearance in the AIMCET, or securing pass marks at the AIMCET shall not entitle a candidate to be considered for admission to the course in BHU unless he/she fulfils the eligibility conditions. APPLICANTS MUST FULLY SATISFY THEMSELVES ABOUT THEIR ELIGIBILITY AS PRESCRIBED ABOVE, BEFORE FILLING UP THE APPLICATION FORM OF BHU. If an applicant is inadvertently called for counseling who otherwise does not fulfill the minimum eligibility requirements, he/she cannot, at a later date, use that as a right to claim that he/she meets the eligibility requirements. The University reserves the right to cancel/refuse admission at any point of time if it is found that: (i) Minimum eligibility requirements are not fulfilled. (ii) False documentation has been produced. (iii) Any other similar valid reason. 10. Provisional Admission to MCA Course will depend upon AIMCET-2004 ranking and availability of seat on the date(s) and time(s) of counseling and the mere fact that call letter has been issued shall not entitle a candidate to claim admission. 11. Any litigation in respect of the admission shall be subject to the jurisdiction of the local court of Varanasi and/or Hon ble High Court of Judicature at Allahabad only. C. RESERVATIONS
1. Seats shall be reserved for Scheduled Caste (15%) and Scheduled Tribe (7.5%) candidates. Admission against these seats will be made provided the candidate has passed the qualifying examination and appeared at the AIMCET and claimed the category (on the first page) in the BHU Application Form. The vacant seats reserved for SC/ST candidates, if any, shall be filled as per Government of India Rules. APPEARANCE IN THE AIMCET IS MANDATORY FOR ADMISSION. The SC/ST candidates must submit (with the BHU Application Form) a copy of the certificate mentioning that the candidate belongs to SC/ST community. Such certificates shall be subject to verification from the concerned District Magistrate. The following are empowered to issue the certificate: (a) District magistrate/ Additional District Magistrate/ Collector/ Deputy Commissioner/ Addl. Deputy Commissioner/ Deputy Collector / Ist Class Stipendary Magistrate/ City Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner. (b) Chief Presidency Magistrate/Addl. Chief Presidency Magistrate/Presidency Magistrate. (c) Revenue Officer not below the rank of Tehsildar. (d) Sub-Divisional Officer of the area where the candidate and/or his family normally resides. (e) Administrator/Secretary to the Administrator/ Development Officer (Lakshadweep Islands). Candidates must note that certificate from any other person/authority shall not be accepted in any case. Further, General category includes all candidates other than those belonging to SC or ST (or see below). If OH the candidate happens to belong to SC or ST, his/her caste/tribe must be listed in the appropriate Govt. of India schedule. The caste certificate should be in the Govt. approved format and should clearly state: (a) Name of his/her caste/tribe (b) whether he/she belongs to SC/ST (c) District and the State or Union Territory of his/her ordinary residence and (d) the appropriate Govt. of India schedule under which his/her caste/tribe is approved by it as SC or ST. 2. 3% seats shall be reserved for OH (Orthopaedically Handicapped) candidates provided they fulfil the minimum eligibility requirements and appear in the AIMCET. Candidates who are OHshall be considered under this category only on an approval from the University Medical Board. For this purpose a list of disabilities which may be kept in view is given below: (a) Amputation or absence of limb above proximal to the toes in lower limb and proximal to the fingers in the upper limb. (b) Absence or amputation of thumb or index or middle finger of hand. Absence or amputation of all the five
toes of foot. (c) Gross ankylosis of fusion at major joints or body like hip, knee, shoulder, elbow, wrist, whole hand and foot. (d) Shortening of lower limb by 5cm.or more. (e) Shortening of upper limb by 10cm.or more. (f) Severe/complete paralysis of upper limb or lower limb (by 50% or more of power and extent of the whole limb). NOTE: (i) Separate final merit list will be prepared for the candidates under each of the above categories. (ii) Vacant seats under Orthopaedically Handicapped category, if any, may be filled up from General Category Candidates. D. SELECTION PROCEDURE
1. Admission to MCA Course 2004 at Computer Centre, Banaras Hindu University will be based only on the AIMCET-ranking. As such a candidate who is interested to take admission in BHU is required to appear at AIMCET2004 conducted by the Indian Institute of Technology, Roorkee, to be held on 06.06.2004. [For this, a candidate must fill up AIMCET-2004 application form available with designated branches of Punjab National Bank and Indian Overseas Bank in different cities from 23.3.2004 to 26.4.2004. Completed AIMCET application form must be directly sent to the IIT, Roorkee on or before 30.4.2004. Besides this, there is an alternate facility for onlinesubmission of application forms (website: www.iitr.ac.in). (See AIMCET-2004 advertisement in Employment News dated 20-27 March 2004 and in other leading Newspapers)]. The University shall use AIMCET merit list for short-listing candidates. 2. Candidates are also required to register at Banaras Hindu University and for this purpose, they are required to fill up (and submit to BHU) the form available with this Information Bulletin. In case, in any of the two categories of candidates viz., SC/ST, the required number of candidates for admission is not available, then candidates belonging to the other category (SC & ST as the case may be, if available), shall be called for admission in order of merit so as to make up the deficiency in the required number in any of the aforesaid two categories. This provision shall be applicable to candidates belonging to SC & ST categories only. Provisional admission will be offered to the first 30 candidates including reserved category seats as per their position in the Merit List of AIMCET-2004 results and the availability of seats in MCA course on the date and time of counseling. In case of equal index in AIMCET, the following criteria shall be adopted for inter-se ranking: (a) Preference shall be given to the candidates who have higher aggregate percentage of marks at the qualifying examination. (b) In case the aggregate percentages of the marks at qualifying examination are also equal, then the candidates having Mathematics at Bachelor level shall be considered first. If there are several such s candidates, then preference shall be given to a candidate who has higher percentage of marks in Mathematics at Bachelor level, and if these are also equal, then at Intermediate or +2 level. Lastly, s candidates having Mathematics at +2 level but not at Bachelor level will be considered similarly. s (c) In case the candidates have equal marks in the above stated examinations, then the candidate senior in age shall be given preference. The regular Mark-sheet of the qualifying examination of a candidate must be submitted at the time of counseling and no extension will be given in this regard on any ground. Confidential results/mark-sheets will not be accepted. Only the Original Mark-sheet of the qualifying examination after official declaration of the results by the respective examining bodies shall be accepted. Any other document (sealed or confidential mark-sheet) issued by the authority like VC/Rector/PVC/Registrar/CE etc. in regard to marks obtained by a candidate shall not be entertained under any circumstances. A candidate provisionally selected for admission will be required to fill the prescribed form, submit the required documents, collect his/her admit card for admission to the course from the office of the Coordinator, Computer Centre and pay the requisite University fees by a date fixed for the purpose; otherwise the offer made to him/her will automatically stand cancelled. In case any provisionally selected candidate fails to deposit the fee by the last date prescribed, his/her provisional admission shall be cancelled and the seat thus falling vacant shall be offered to the next waitlisted candidate in order of merit under the specified category.

Waitlisted candidate will be offered admission strictly on the basis of ranking in the AIMCET-2004 provided there is a vacancy in the course and there is no candidate holding a higher rank for provisional admission on the date and time of counseling. Such waitlisted candidates shall have to deposit their fees latest by the date fixed by the Admission Committee/University.

PROCESSING FEE
The Candidate shall pay the Processing Fee of Rs. 100/- (Rs. One hundred only) through a crossed Demand Draft/Banker s Cheque issued by any Nationalised/Scheduled Bank, in favour of the Controller of Examinations, Banaras Hindu University payable at Varanasi. NOTE: (i) The applicant is advised to write his/her name, name of the course and form no. on the reverse of the Demand Draft. (ii) The Processing Fee once paid shall not be refunded in any case and shall not be reserved for any subsequent year. (iii) Ensure that the Demand Draft/Banker Cheque is of the required amount and fulfills the following requirements: s ? In favour of: Controller of Examinations, Banaras Hindu University payable at Varanasi. , ? It clearly mentions: (a) Date of issue (b) Name & Code No. of issuing branch (c) Name & Code no. of drawee branch (d) Signature of the authorised person along with specimen signature no. (e) Amount in words and figures (f) Applicant name, application form number and name & course code no. on the reverse side. s IMPORTANT: If the Demand Draft/Banker Cheque is incomplete/incorrectly drawn, the candidate will be disqualified s unless he/she resubmits the corrected Demand Draft/Banker Cheque along with late fee of Rs. 100/-. s F. INSTRUCTIONS FOR COMPLETING THE BHU APP LICATION FORM
1. The application form is required to be filled in by the candidate in CAPITAL letters (except signature) using either ink/ball point pen IN HIS/HER OWN WRITING. Where information is required to be filled in boxes, only one character is to be written in each box. While writing name, leave one box blank between the first and middle name and also between the middle and the last name or initials and the names. 2. The candidate name should conform to the name as given in last Board/University Examination. s 3. Paste your recent photograph in the Application Form, duly self-signed. Application Form with Xerox copy of photograph shall not be accepted. Keep sufficient number of extra copies of the same photograph (at least 4 numbers) for future use in case you are admitted in BHU. 4. Incomplete form and application not bearing the signature of the candidate at all on the specified places shall not be considered. G. LIST OF DOCUMENTS TO BE ENCLOSED WITH APPLICATION FORM
1. A candidate must enclose the following documents with his/her application form: (i) Demand Draft/Banker Cheque (issued by a Bank) for the prescribed Processing Fee in favour of the s Controller of Examinations, Banaras Hindu University, payable at Varanasi. (ii) Self-attested copies of mark-sheets certificates and degrees of all (Board/University) examinations passed (from 10th standard onwards and all the parts of 3-year graduation course). (iii) Self-attested photocopy of AIMCET-2004 Admit Card, if available, otherwise you will have to send it separately so as to reach the Office of the Controller of Examinations by 10.6.2004. (iv) In case the applicant is appearing/has appeared in the Qualifying Examination and the result is awaited, a self-attested photocopy of certificate from the Head of the Institution/Dean of the Faculty last attended must be submitted confirming that the candidate is appearing/has appeared in the Qualifying Examination and the result is awaited. The certificate issued must also mention the names of subjects offered by the candidate. (v) Self-attested photocopies of certificate(s) in support of the category claimed for in the application form: (a) Self-attested copy of Caste Certificate from the competent authority as mentioned in the Bulletin (for SC/ST category candidates only); (b) Self-attested copy of certificate from Chief Medical Officer of a District (for Orthopaedically Handicapped candidates) (vi) A Self-addressed unstamped envelope of size 18 X 10 cm. 2. Candidates are required to arrange the application and enclosures thereto in the following order: (i) Demand Draft/Banker Cheque (issued by a Bank) Rs. 100/- towards Processing Fee in favour of the s Controller of Examinations, Banaras Hindu University, payable at varanasi; below that (ii) Application Form; below that (iii) Attested copies of all mark-sheets and certificates; below that (iv) A photocopy of AIMCET-2004 Admit Card; below that

1. Candidates will be called for counseling in order of their AIMCET-2004 ranking for provisional admission on date(s) and time(s) specified by the Admission Committee. 2. While coming for counseling for provisional admission, candidates are required to bring with them all the original documents mentioned below, failing which his/her admission shall not be considered: (i) AIMCET Score Card. (ii) Transfer Certificate. (iii) Migration Certificate, if passed from University other than BHU (To be submitted not later than 90 days after admission). (iv) High School Certificate/equivalent Certificate. (v) Intermediate (+2) Certificate/equivalent Certificate. (vi) Marksheets of High School/equivalent & Intermediate (+2)/equivalent. (vii) Marksheets of the qualifying examination. (viii) AIMCET Admit Card issued by IIT, Roorkee for appearing at the Entrance Test. (ix) SC/ST Certificate on the basis of which reservation is claimed. (x) Certificate from BHU Medical Board (for OH Candidates only). In case provisional admission is offered to a candidate, all his/her original documents will be retained in the Faculty for a period of one year from the date of close of admission. 3. If a student requests for cancellation of his/her admission and return of original documents after the admission is closed, his/her request may be acceded to provided he/she pays Rs. 25,000/- as cancellation fee as a crossed Demand Draft/Banker Cheque payable to the Coordinator, Computer Centre, Banaras Hindu University, Varanasi s 221 005. 4. Provisional admission of a candidate is liable to be cancelled by the Admission Committee at any time if: (i) It is detected that there is something against the candidate, which would have prevented him/her from being admitted to the course. (ii) The candidate is found at a later stage to have provided any false information, and/or (iii) He/she has been punished for an act of gross misconduct, indiscipline or an act involving moral turpitude. 5. Paid Seats: it is likely that provision for supernumerary Paid Seats (Not exceeding 10% of the total number of seats) may be made, the details of which will be available at the time of admission. J. ADMISSION OF FOREIGN NATIONALS
Applications of Foreign Nationals nominated by the Govt. of India under scholarship scheme and self-financing Foreign Nationals shall be entertained for the MCA Course. They are not required to appear in or submit AIMCET score to the
University provided they have passed the equivalent Qualifying Examination* from an Indian or Foreign University/Institution. Provision to the extent of 15% of the seats on supernumerary basis for Foreign Nationals is available. Preference to be given to foreign nationals of Indian origin, for admission to MCA Course provided they fulfill the following conditions: (A) (i) That the applications of scholarship-holding Foreign Nationals (under various schemes) are routed through Indian Council for Cultural Relations/ Ministry of Human Resource Development (Deptt. of Education), Govt. of India, New Delhi. (ii) That the applications of Self-financing Foreign Nationals for MCA course must be routed through Ministry of Human Resource Development (MHRD), or, they have to submit Objection Certificateissued by MHRD No along with application form. (iii) That they hold a valid foreign passport. (iv) That they fulfill the minimum eligibility requirements. (v) That they procure valid Residential permit in India granted for studies/Student Visa for the prescribed duration of the concerned Course. (vi) That the antecedents of the candidate have been verified by the forwarding Agencies/Ministry and found in order. (vii) That they have adequate knowledge of English and/or Hindi as per requirements of the Course. (viii) That the Degree/Certificates* of the candidates have been recognized and approved by the Association of Indian Universities (AIU)/Commonwealth Universities/International Association of Universities (IAU) as equivalent to the corresponding Indian Degrees/Certificates. The equivalence will be decided by the University. (B) All the eligible foreign nationals are required to fill up the Admission Application Form prescribed by the University at the time of admission. (C) Since candidates under Supernumerary quota may be from different foreign nationalities, the inter-se merit as decided by the Admission Committee of the Faculty/Department concerned shall be deemed as final. * Only the Degrees/Certificates recognized and approved by AIU shall be deemed as equivalent degrees. FEE FOR THE FOREIGN NATIONALS: Fee fixed for and to be realised from the Government-nominated and self-financing candidates shall be in US Dollars ($) only, which shall be decided by the University from time to time. At present, the per annum fee for the course is approximately Rs. 6000/- (payable in two instalments). The Hostel Fee payable at the time of allotment of hostel accommodation is approximately Rs. 2100/- and about Rs. 900/- payable on half-yearly basis. [The fee for foreign students will be as decided by the University] Other details will be available in call-letter for counselling. L. HOSTEL ACCOMMODATION
Whereas all efforts will be made to provide hostel accommodation in the University hostels to desiring candidates, the hostel accommodation is not guaranteed.
