Calculating Staffing Needs using the Relief Factor


Method
Determining the amount of staffing resources needed to cover a
staffing post
Steps:
1. Determine amount of post coverage needed: How many hours of staffing
does one post required each year?
2. Calculate amount of available staff time: How much time is available for
working, after subtracting time off for weekends, vacation, sick leave,
and training?
a. How many hours per year is an employee scheduled to work?
b. How many hours per year, on average, is an employee absent from
work for vacation, sick leave, training, etc.?
c. Subtract (b) from (a) to determine number of hours an employee is
available to work.
3. Calculate number of FTEs required to cover one post.
a. Divide post coverage hours (1) by the number of hours an
employee is available to work (2).

"Relief Factor" Example: Staffing a Police Officer Post

Assumptions:
 Post assignments are 8 hours long, the same length of time as an
employee's work shift
 Post must be staffed 7 days a week, 365 days a year
 Number of Employees: 213
 Vacancies per Year: 12
Calculation:
1. Post Coverage Number of hours per one 8-hour 2920 8 x 365
Needed post each year
2. Available Staff Time Total hours one employee is 2080 8 x 5 x 52
scheduled to work
Average hours an employee is 382 18.4%
absent per year ( time
absent)
Total hours one employee is 1,698 2080 - 382
available to work.
3. Number of officers Relief Factor: Number of officer FTEs 1.7 2,920 /
needed to cover one needed, on average, to cover one 1,698
