FDA White Oak Campus, 10903 New Hampshire Avenue, Environmental Documentation: GSA has determined that the

Description of the Relationship of the Project to the


Agency's Master Plan: The 2018 Master Plan for the
Consolidation of the FDA Headquarters at the Federal
Research Center (FRC) at White Oak was released in
September 2018 and approved by the NCPC in December
2018. This project does not conflict with the location of any of
the proposed structures of the 2018 Master Plan.

• B1 is potentially eligible but not currently listed on the National Register of Historic
Places. B1 is a contributing resource in the WONOL Historic District.

• The grey, precast paneling, exit stairs, ramp, retaining wall and metal canopy were
added to B1 in a previous project after the removal of two adjacent wings.

• It is at this previous renovation work that the new canopies will approach, but not
touch, B1.

• Landscaping caught between the fence and the retaining wall of the

• The interior security fence allows screened, but unescorted, persons to access the public event space within Building 31
while maintaining secure access to the main campus. No similar public event space exists in Building 21, therefore no
interior security fence exists.

• The entry to the public space in B31 is on the north face under the loggia of B31, hence the shape of the canopy to
provide cover in this path.

• The B21 canopy is intended to cover between B1 and the main entry of B21, and therefore is not symmetrical with the
B31 canopy.
