Under the DILG Memorandum Circular No. 2018-146 of
the DILG, BBI refer to:

1. Barangay Development Council – they shall assist the

social development and coordinating the development efforts
within its territorial jurisdiction.

BARANGAY DEVELOPMENT COUNCIL (BDC)

The BDC is composed of the following members:

of the members of the fully organized council; and

2. Barangay Anti-Drug Abuse Council - Address issues
related to drug abuse and the illegal drug trade at the
community level. The creation of BADACs is mandated
by Republic Act No. 9165, also known as the
Comprehensive Dangerous Drugs Act of 2002, a law in
the Philippines that seeks to combat illegal drug
activities

primary government institution that prevents and
suppresses criminality and maintains public order and

Council – Adopt and implement an Integrated Year-
Round Plan of Action on Community based “SPORTS

cooperating agencies (MC No. 99-20, EO No. 164)

1. Katarungang Pambarangay Implementation:
An exemplary case illustrating the effectiveness of the Katarungang
Pambarangay (KP) Law is evident in Barangay Calumpang, Molo, Iloilo
City. Here, the Lupon Tagapamayapa diligently applies the KP Law to resolve
disputes within their community. Their dedication led to them being recognized
as a National Awardee in the Lupon Tagapamayapa Incentives Awards
(LTIA).

Cases submitted during this time:


• For 2019, 11 cases were filed (9 for Criminal and 2 for Civil Cases). All were
settled
• For 2020, 6 cases were filed (All 6 are for Criminal Case). All were settled
• For 2021, 8 cases were filed (7 for Criminal and 1 for Civil Case). All were
settled

2. Outstanding Barangay Tanod:
•In another case, Guimaras Province received acclaim for
its outstanding Barangay Tanods (community volunteers).
•This event notably served as a highlight of the 32nd Local
Government Code Anniversary celebration.
•The Tanods from Barangay Salvacion in the
Municipality of Buenavista clinched the provincial
championship in the 1st-3rd class municipality category,
securing a cash prize of Php30,000 and a commemorative
plaque.
•The Tanods from Barangay Constancia in San Lorenzo
also received a Php 30,000 cash prize and a
commemorative plaque for their provincial championship in
the 4th-6th class municipality category

•The Provincial Management Coordinating
Committee, chaired by DILG Guimaras and
comprising members from the Philippine National
Police (PNP), Bureau of Fire Protection (BFP),
and the Bureau of Jail Management and Penology
(BJMP), assessed the candidates from the five
