I. GENERAL ADMINISTRATIVE
ARRANGEMENTS

THE CONFERENCE AREA

1. The third r,f;ular session of the Cenon.l Conference will be


held in the Neue Hofburg, Heldennlatz, Vienna i. Tin- location
of the building, in relation to the inner city (Inneic . c tacL), i .
shown on the m:ip on page 29. The approach route for delegation
CATS, the traffic fio\" pattern and the parking area a;e shown in
the Chart on page 30. Plenary meetings and ' OTIC Committee
meeting:, will beheld in the Ft sts.ial, and otner committees will,
as a rule, meet in the Neue Saal ; both these-roo.n.-, are on the
mez^anine (see the pltn on page 33). The telephone number for
the Conference area is 52 1687, and unless otherwise indicated,
all offices mentioned in this handbook are in t h , Neue Hofburg
and telephone extensions are connected to this number.

INFORMATION DESKi

2. For the convenience of delegates and other pel sons attending


the Conference, two information desks have been set up. One of
these (extensions 420, 421 ami 422) will be found at the en-
tr<3.'!"3 to the building (see the plan on p a ^ e 3 1 ) , i ' s main task;
heing to channel enquiries. For exanp'le, delegates w: II be r.ble
to find out here where the accommodation, post and ielog.'uph,
tr.eatro, information and tourist services are located. Th i second
inform Jiion desk (extensions 340, 34l) is at the top of the main
staircase (see the phv-. on page 33), and is intended to provide
detailed information about the work of the Conference and
matters related thereto.

PROTOCOL OFFICE

3. The Protocol Ofiice (extension 21!) is located on the

(a) Receipt of credentials.

T h e procedure fir the i s s u e and submission of c r e d e n t i a l s


w a s set forth in the preliminary information for d e l e g a t i o n s
contained in docunent GC(1II)/II\'F/22 (paragraphs 7 and 8),
where it was pointed out t h , t it was desirable for c r e d e n t i a l s
to be .submitted to the Director General as early as p r a c t i c -
able and in any c a s e not later than 15 .September 1959. If
s p e c i a l circumstances have prevented a delegate from sub-
mitting his credentials eaiiier, he is requested to deposit
them in the Protocol Office immediately upon arrival in
Vierna ;

(b) Raglstn tion,

Delegations are requested to inform the Secretariat of their


a d d r e s s , the status of each member (delegate, a l t e r n a t e ,
adviser, technical adviser, expert, etc.) and whether or not
he is accompanied by his wife. For this purpose a copy of a
form (form G-2) lias been p l a c e d in the distribution box that
is provided for each delegation in the Documents Station
( s e e paragraph 3 below). R e p r e s e n t a t i v e s of tha United
Nations and the s p e c i a l i z e d a g e n c i e s , as well as o b s e r v e r s
from non-member States and from inter-governmcntal and non-
governmental organizations, pro also requested to complete
t h i s form. h is parliejlnriy important not only that full in-
formation should be given at the beginning of the s e s s i o n ,
L'it that it should be kept up to date as the session p r o c e e d s ,
s i n c e it is required for r e v i s i n g the list of d e l e g a t e s 'rom

Only perso.is having p a s s e s issued by the Secretariat will
be admitted to the Conference area and to meetings. Admis-
sion to the parking area will be gianted only to cars display-

Special admission ;,nd seating arrangements have been made


for the opening plenary mo (ting of the session on 22 September.
Experience in the past has, however, shown that it is dif-
ficult to provide s e a t s for everybody who would like to
attend that meeting, and delegations are therefore particu-
larly requested only to ask for the number of s c a t s which
they actually need, and

(e) Arrangements for social events.

Delegations intending to arrange social events are requested


to inform the Protocol Office so that overlapping may be
avoided as far as possible.

DOCUMENTS SERVICES

ami will normally be closed at 7 p.m. As each document comes
off the oress copies will he placed in each delegation's distri-
bution box, in languages and numbers corresponding *o the

FACILITIES FOR TRANSLATION, TYPING AND


REPRODUCTION

6. Attention i<: invited to paragraphs 13 and 14 of the preliminary


information for delegations ( G C ( i l l ) / I N F / 2 2 ) in which it was
pointed out that the Secretariat only has adequate facilities for
t r a n s l a t i n g , typing and :opying such papers (memoranda, draft
r e s o l u t i o n s , etc.) as delegates may wish formally to introduce a s
part of the wvrk of the General Conference, and which will t h u s
become official documents. It was accordingly suggested that
d e l e g a t i o n s foreseeing the need of f a c i l i t i e s for reproducing a
large number of copies of other documentary material for their
own p u r p o s e s should make the n e c e s s a r y arrangements in advance.

SOUND RECORDINGS

7. F a c i l i t i e s fo,- listening to the sound recordings of meetings


are a v a i l a b l e to delegations in room 305, which i s on the floor
above the mezzanine (extension 240).

LIBRARY FACILITIES AND ARCHIVES

8. T h e Agency's library is ; n rooms 2 2 7 / 2 2 9 in the Head-


quarters Building, 11 KHrntnerring, Vienna 1, and its faci'-'ties
are a v a i l a b l e to members of delegations and other persons at-
tending tha s e s s i o n in an official c a p a c i t y . All enquiries should
be addressed to the iibrery (room 227, telephone 52 15 25,
extension 201).

MEDICAL SERVICES

9. Frncrpe-ncy medical services may be obtained in the first-aid


room (room 141, extension 321) which islocatedopposite tlie side
entrances to iho Zcremoniensaa! (see the plan on page 33Vl'hese
services will be available from 9,30 a.m. to 5 p.in-; if emergency
a s s i s t a n c e is required at other times, the Security Office should
be notified immediately.

SECURITY OFFICE

10. The Security Office (room 243, extension 396) is on ihe


mezzanine (see the plan on page 33)- All property lo-U or found
in the Conference area should b i reported to t.iis roox.

BANKING FACILITIES

11. The Crcditanstalt-Uankverein and the Oesterrcichische


LancKrbank have each established a branch office it. the entrance
hall. Both offices are open from 10 a.m. to 6 p.m., Monday to
Friday.

TELEPHONE CALLS

12. Delegates may place local calls free of charge from the
telephones in the delegates' lounge. Long-distance calls may be
made only from the booths next to the post office in the entrance
hall. During meetings, delegates will be informed of incoming
calls received for t .em, and such calls may be taken outside the
conference rooms or in the delegates' loimgo.

LOUNGE AND 3UFFET FACILITIES

13. Thp delegates' lout.ge is in the tVintergnrtcn (extension 294)


on the mezzanine (see the plan on page 33) wlicre a buffer service
is available. There is also another snack bar which is to be
found on the first floor close to the Ijcard loom. The officials at
the desk in the lounge will give members of delegations any as-
sistance they require, including the paging of those for whom
messages are received.

14. An exhibition of photographs relating to the peaceful u s e s


of atomic energy i s arranged in ihe Z,.rema.uensaal (see the plan
on page 33).

II. THE SESSION

DURATION OF THE SESSION AND TIMES OH MEETINGS

15. The s.ession will open at 11 a.m. on 22 September and is


expected to last approximately two weeks, The usual times of
meetings, both plenary nnd committee, w;ll be 10.30 a.m. and
3.00 p.m.

PROVISIONAL AGENDA, RULES OF PROCEDURE AND


DOCUMENTS LISTS

16. The provisional agenda for the session is set forth in docu-
ment GC(Ilf)/72 and corrigendum 1 and the General Conference's
Rules of Procedure are contained in document GC(I1)/INF/16
and addendum 1. A first list of documents prepared for the session
is given in document GC(III)/DOCS/27 ; Additions to this list
will be issued nt short intervals.

JOURNAL

17. A Journal will be issued daily; publications wi'l slart a few


days before the session opens and continue until it closer,. The
Journal will give the programme of meetings, the agenda items to
be taken . each meeting and announcements of general interest.

SEATING ARRANGEMENTS

18. For plenary meetings and committees of rill Members, the


first seat on the left-hand side of the room facing the President

Chairman of the Board of Governors during the past year. Brazil

23. To facilitate the recognition of speakers by committee

also be used when voting by a show of hands, so as to facilitate
the counting if the vole. '
