MINISTRY OF COMMUNICATIONS
(1). JOB DESCRIPTION AND RESPONSIBILITIES:
Member (Services) is a full-time member of the Digital Communications Commission and ex-officio
Secretary to the Government of India. DCC deals with the formulation of policy conceming
Telecommunications and its inmplementation.
Member (Services) is the overall in-charge of matters related to telecommunication services,
Information & Communication Technologies (CT), telecommunications/network security, hurman
resources, capacity building, training, skilldevelopment, public grievances as well as matters relating
to staf unionsand federations of allorganizations/Public Sector Units (PSUs) under DoT and erstwhile
Department of Telecommunication Services (DTS) and Department of Telecommunication Operations
(DTO), Member (Services) is the cadre controlling authority for the officers belonging to Indian
Telecommunications Service (ITS) Group 'A, Indian Post &Telegraph Building Works Service
(IPTBWS) Group 'A'and Telecommunication Engineering Service (TES) Group B'.
Member (Services) is overall in-charge of the country-wide Centralized Monitoring System (CMS)
and Internet Monitoring System (IMS), which have been set up to supplement the needs of Law
Enforcement Authorities (LEAS) and the Designated Authorities of Central/State governments and
Union Territories (UTs).
Member (Services) controls several organizations of DoT, carrying out work in the fields of policy,
R&D, standardization, acereditation, testing, certification, telecom security, capacity-building
&innovation, namely, Telecom Engineering Centre (TEC), Centre for Development of Telematics (C
DoT), National Centre for Communication Security (NCCS), and the National Telecommunications
Institute for Policy Research, Innovation & Training (NTIPRIT). He also deals with matters related to
the Telecommunications Act, 2023.
Member (Services) is in-charge of affairs of PSUs of DoT, namely, MIS ITI Limited & M/S
Telecommunications Consultants India Limited (TCIL), which are primarily involved in indigenous
manufacturing, telecom consultancy, network planning and project execution.
Member (Services) deals with the residual matters of three companies- M/S HTL Limited, in which
Government of India has 26% stake, M/S Tata Communications Ltd. (erstwhile VSNL), which has
been completely disinvested in March, 2021 and M/S Hemisphere Properties India Limited (HPIL).
(2). SCALE OF PAY:
Level - 17 (Rs. 225000/-) of the Pay Matrix.
(3). METHOD OF RECRUITMENT:
Deputation (including Short-term Contract) Absorption.
(4). ELIGIBILITY
(). AGE:
The maximum age-limit for appointment by deputation (including short term contract) shall be not
exceeding fiftly-eight years as on closing date of receipt of applications. The normal eligibility
condition of maximum age-limit of fifty-eight years as on the date of closing of receipt of applications
shall not be applicable in the case of absorption.
(I1). QUALIFICATION AND EXPERIENCE:
Officers of the CentralGovernment or State Governments or Union territory Administrations
or statutory bodies or public sector undertakings or autonomous bodies or recognized research
institutions:
(A)) holding analogous posts on regular basis in the parent cadre or Department;
or
() With one year regular service in the HAG-plus in Level 16 in the pay matrix (Rs.205400-224400/
)or equivalent rendered after appointment thereto on regular basis or HAG plus in Level-16 in the pay
matrix (Rs.205400-224400/-) or equivalent having combined regular service of twoyears in HAG plus
in Level-16 in the pay matrix (Rs.205400-224400/-) or equivalent and HAG in Level-15 in the pay
matrix (Rs. 182200-224100/-) or equivalent in the parent cadre or department;
failing which
(iii) with two years regular service in Level-15 in the pay matrix (Rs. 182200-224100/-) or equivalent
in the parent cadre or department;
failing which
(iv) minimum 30 years of regular service in Group 'A' post, out of which at least one year regular
service in Level 15 in the pay matrix (Rs.182200-224 100/-) or equivalent rendered after appointment
thereto on regular basis; and
(B) Possessing the following educational qualifications:
() Bachelor's degree in Engineering or Technology from a recognised University or institution in any
of the following fields:
(a) Electrical Engineering
(b) Electronics Engineering
(c) Electronics and Communications Engineering or Electrical communications or
Telecommunications or Information Technology Engineering
(d) Computer Science Engineering
(e) any combination of Electrical or Electronics or Communications or Telecommunications
Engineeríing and Computer Science or Information Technology.
Note:The candidates, having qualification of Associates Member of the Institute of Engineers, AMIE
(Electrical) or Graduate from Institute ofElectronics and Telecommunications, who were enrolled with
these institutions upto 3 Ist May, 2013, shall also be eligible for consideration for deputation (including
short term contract)/absorption.
Working Experience:
Working experience of minimum twenty years in telecom, networks, telecom planning and wireless
and mobile communications.
Desirable Qualifications:
() Master's degree in Engineering or Technology from a recognised University or institution in any of
the following fields:
(a) Electrical Engineering
(b) Electronics Engineering
Electronics and Communications Engineering Electrical communications or
(c)
Telecommunications or Information Technology Engineering
(d) Computer Science Engineering
Telecommunications
(e) any combination of Electrical or Electronics or Communications or
Engineering and Computer Science or Information Technology
or
(ii) Master's degree in Management Studies, Master's degree in Business Administration (MBA or
Public Administration) from a recognised institution or University.
Note-1: Officers working in the Central Government or State Government or Union territory
Administration shallonly be eligible for absorption.
Note-2: Period of deputation (including short-term contract) in another ex-cadre post held immediately
preceding this appointment in the same or some other organisation or Department of the Central
Government shall ordinarily not to exceed five years.
Note-3: The maximum age-limit for appointment by deputation (including short term contract) shall
be not exceeding fifty-eight years as on closing date of receipt of applications.
Note-4: The normal eligibility condition of maximum age-limit of fifty-eight years as on the date of
closing of receipt of applications shall not be applicable in the case of absorption.
