AN EXECUTIVE ORDER ESTABLISHING THE OFW HELP DESK IN THE MUNICIPALITY


OF TANAUAN, LEYTE, PURSUANT TO THE OMNIBUS RULES AND REGULATIONS
IMPLEMENTING THE MIGRANT WORKERS AND OVERSEAS FILIPINOS ACT OF
1995, AS AMENDED BY REPUBLIC ACT NO. 10022

WHEREAS, the State recognizes the pivotal role of OFWs and commits to provide
services to OFWs and the families through a Municipal OFW Help Desk Services. It
also aims to assist and provide intervention, reintegration and such other
assistance that maybe necessary and the availability in addressing the concerns of
local OFWs and their families.

WHEREAS, the Omnibus Rules and Regulations Implementing the Migrant


Workers and Overseas Filipino Act of 1995 as Amended by the Republic Act No.
10022, requires the establishment of OFW Help Desk or Kiosk with in the locality.

WHEREAS, it is the duty of the municipality to provide information of the


constituents on all the processes and aspects of overseas employment. Relative
thereto, our Local Chief Executive is reminded to support in stablishing the said
OFW help desk or kiosk that is practicable, fully computerized and shall be linked
to government agencies, particularly the Department of Migrant Workers for its
updated lists of Overseas Job Orders and Licensed Agencies in good standing.

NOW THEREFORE: By the powers vested in me by the law, I, MA. GINA E. MERILO,
Municipal Mayor of Tanauan, Leyte, do hereby order the establishment of the
OFW HELP DESK with the following provisions:

Section I: OFW Help Desk/Kiosk

The OFW help desk or kiosk shall be stablished and located at the Public
Employment Service Office and shall be headed by the Employment Officer III of
the Local Government Unit of Tanauan, Leyte, Joselita L. Retaga.
Section II: Composition of the OFW Help Desk/Kiosk

The OFW Desk/Kiosk shall be created and shall be composed of the following:

OFW Help Desk Officer – JOSELITA L. RETAGA


OFW Help Desk Staff – CALVIN C. MATE
FWO Coordinator– EMILY C. CALUTAN

Section III: The Municipal OFW Help Desk/Kiosk Commits Services

 Engages with civil society in monitoring the needs of OFWs


 Gather information on the government services and informs prospective
OFWs on the process and risks of overseas employment
 Conducts and facilitate training for the families of OFWs and provides
counseling to prevent human trafficking and maltreatment.

The Local Government Unit of Tanauan, Leyte now commits to further realize and
expand the said commitment to the OFW constituents of Tanauan, Leyte.

Section IV: Effectivity

The Executive Order shall take effect immediately.
