24 SCOPE OF SUPPLY
25 The Vendor shall supply the Thermal Oxidizer package complete with all the equipment/instruments required to meet the specification.
26 The Thermal Oxidizer package shall consist of but not be limited to the following items:
27 1. Burner and Combustion Chamber/Furnace
28 The Thermal Oxidizers burner shall conform to the following requirements:
29 - The burner shall be designed for 10 % over capacity and the design load shall be subject to approval by Purchaser.
30 - Vendor shall advise the required pressure at the oxidizer inlet to provide the most flexible firing operation.
31 - The oxidizer shall be designed to comply with Indonesian Environmental discharge limits based on supplied tail gas composition.
32 2. Burner Management System
33 The burner shall be designed in accordance with applicable specifications such as NFPA 85 – Boiler and Combustion Systems Hazards Code.
34 3. Air Blowers / fans (include air duct to combustion chamber) (if required) (Note 9)
35 The Thermal Oxidizers air blowers shall conform to the following requirements (*):
36 - A forced draft fan with a motor shall be provided in order to supply the combustion air to the incinerator.
37 - Fan overall efficiencies should not be less than 70%.
38 - The burner combustion air requirements shall be such that the Destruction Removal Efficiency (DRE) is 99.9% (by weight).
39 - The Forced Draft Fan shall be sized on basis of the combustion air for the design case (with margin on flowrate and head).
40 The vendor to determine limiting flow and head combination.
41 4. Stack
42 The Thermal Oxidizers stack shall conform to the following requirements:
43 - The flue gas temperature at any location in the Thermal Oxidizer shall not be less than the flue gas dew point under any operation case
44 Optimization is subject to the constraint that the stack gas exit temperature shall be above the dew point in all operating cases.
45 5. The information in this datasheet is provided for common system (included for two train).
46 6. Maximum mercury content of tail gas to incinerator unit is 50 mg/Nm3.
47 7. Vendor to advise the minimum required inlet gas operating pressure
48 8. Vendor shall provide process guarantee for the following:
49 (i) Burner Capacity (in MMBtu/hr)
50 (ii) The burner turn down ratio; shall be 25% turndown ratio (to be confirmed by Vendor)
51 (iii) The fuel gas and utility consumption
52 (iv) H2S and SO2 limit of stack flue gas.
53 (v) The Destruction Removal Efficiency (DRE) and pressure drop through the thermal oxidiser.

30 2 Performance Guarantees: The VENDOR shall guarantee the performance of the system with regard to process design, efficiency, safety and reliability under
31 all specified operating conditions. In addition, the VENDOR shall fulfill the guarantee specified on Process Data Page 5 and 6.
32 3 Flue gas emission shall comply with Indonesian Environmental discharge limits (Peraturan Menteri Lingkungan Hidup No. 13 Tahun 2009) for sulfur Themal Oxidizer
33 The SO2 limit at flue gas stack is 2600 mg/Nm3 measured at standard condition (25 oC, 1 atm) and all parameter is corrected with 0% of O2.
34 4 Minimum and maximum allowable inlet pressure of Thermal Oxidizer shall be advised by Vendor.
35 5 The vendor shall inform the Thermal Oxidizers turndown capacity.
36 6 Burner shall be capable to operate within range of 50-110% of design air condition
37 7 The Thermal Oxidizers shall be designed for outdoor unit installation in a marine tropical environtment.
38 8 Furnace of Thermal Oxidizer shall be supplied with refractory. Vendor shall choose best refractory material suitable for acid gas & operating condition
39 9 Vendor shall submit best design for Incinerator Types (natural or forced draft) & ensure that chosen design will perform as per design requirements.
40 If incinerator shall be supplied with forced draft type. All Rotating Equipment (Centrifugal Blower) shall be supplied with 2x100%.
41 The Forced Draft fan (if required) shall be equipped with an automated inlet damper to avoid possible fan surge at low air flow rates. Damper shall be of the multiple-blade type
42 10 As minimum Incinerator shall be fited with weather protection for burners, burner management system, combustion air intake and local control panel.
