INVITATION TO BID FOR THE Procurement of 1 SET SURVEYING WORKS (PROPOSED TINGO ROAD OPENING)

The City of Lapu-Lapu through the MOOE FUNDS 1011-9-4-02-07-010 intends to apply the sum of One Million Four
Hundred Twenty-Two Thousand Four Hundred Pesos (₱ 1, 422,400.00 ) being the Approved Budget for the Contract
(ABC) to payments under the contract for the procurement of 1 SET SURVEYING WORKS (PROPOSED TINGO ROAD
OPENING) under P. R No. 24-10-1311. Bids received in excess of the ABC shall be automatically rejected at bid
opening.

The City of Lapu-Lapu through the Bids and Awards Committee (BAC) now invites bids for the abovementioned
Procurement Project. PDMO

PROPOSED TONGO ROAD OPENING:

1. PARCELLARY SURVEY FOR THE SAID ROAD OPENING AT 10.00M. WIDE WITH A DISTANCE OF 800.00 M (MORE OR
LESS), INCLUDING RESEARCH AND DOCUMENTATION OF LEGAL BOUNDARIES OF THE PROPERTIES AFFECTED
THERETO;

2. TOPOGRAPHIC SURVEY OF THE ROAD SECTION OF THE PROJECT SHOWING THE ELEVATION THEREOF THRU
CONTOUR LINES, AS REFERENCE DATA OF THE ACTUAL TERRAIN CONDITION OF THE PROJECT SITE.

3. AS-BUILT SURVEY FOR ALL STRUCTURES THEREIN WITHIN THE RROW , 10.0M WIDE X 800.0M IN LENGTH, MORE
OR LESS.

4. PLAN AND PROFILE FOR THE AFOREMENTIONED ROAD OPENING/WIDENING, SHOWING THE LONGITUDINAL
ELEVATION OF THE TERRAIN AND FOR FUTURE DEVELOPMENT PURPOSES.

5.0 CROSS SECTIONING OF THE PROPOSED ROAD AT EVERY 20.0M DISTANCE THEREOF OR AS NECESSARY, IF
THERE IS A SUDDEN CHANGE IN ELEVATION AND/OR BEARING, FOR DRAINAGE PLANNING REFERENCE.

The City Of Lapu-Lapu now invites bids for the above Procurement Project. The Geodetic Engineer’s contract period
for undertaking the Parcellary, as-built and Topographics survey, including plan and profile and road cross section and
the preparation thereof shall be delivered on or before the NINETIETH (90TH ) DAY, from the receipt and
acknowledgment of the Notice to Proceed. Bidders should have completed, within two (2) years from the date of
submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in
the Bidding Documents, particularly, in Section II (Instructions to Bidders).

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion
as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent
(60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of
a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No.
5183.

Prospective Bidders may obtain further information from the City of Lapu-Lapu through the Bids and Awards
Committee, located at the 2/F City General Services Office, City Hall, Pusok, Lapu-Lapu City and inspect the Bidding
Documents at the address given below during 8:00 a.m to 4:00 p.m.

A complete set of Bidding Documents may be acquired by interested Bidders from October 22, 2024 (from 8 a.m. to
5 p.m.) until on or before 12 noon of November 12, 2024 from BAC Office located at the 2/Floor of the City General
Services Office, City Hall, Pusok, Lapu-Lapu City and upon payment of a non-refundable fee for the bidding
documents, pursuant to the Standard Rates set on R.A.9184 in the amount of ₱ 5,000.00. The Procuring Entity shall
allow the bidder to present its proof of payment for the fee for the Bidding Documents during the period provided in
the preceding paragraph.

The City of Lapu-Lapu/ BAC will hold a Pre-Bid Conference on October 29, 2024 (1:30 P.M.) at BAC Conference Room
located at 2/Floor City General Services Office, Pusok, Lapu-Lapu City, which shall be open to prospective bidders.

Bids must be duly received by the BAC Secretariat at the given address above on or before 12 Noon of November 12,
2024. Late bids shall not be accepted.

All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause
14.

Bid Opening shall be on November 12, 2024 (1:30 P.M.) at BAC Conference Office, located at 2/Floor City General
Services Office, Pusok, Lapu-Lapu City. Bids will be opened in the presence of the bidders’ representatives who
choose to attend the activity.

The City of Lapu-Lapu /BAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the
contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA
No. 9184, without thereby incurring any liability to the affected bidder or bidders.
