ENGAGEMENT OF THE LOCAL GOVERNMENT


UNITS IN THE NATIONAL GREENING PROGRAM No.6
1 Purpose and Objectives:
The purpose and objective of this technical bulletin is to recognize the importance of partner-
ship between DENR and LGUs and in order to achieve the objectives of the National Green-
ing Program by accelerating the attainment of planting 1.5 billion trees in 1.5 million hectares
for the period of 6 years from 2011 to 2016 through the engagement of services of the Local
Government Units.
Develop forestlands (production and protection), mangrove and protected areas, ancestral
domains, civil and military reservation, urban areas under the greening plan of the LGUs,
inactive and abandoned mine sites, and other suitable public lands.
2 Scope and Coverage:
The DENR shall engage the services of the LGUs for the comprehensive site development
activities which shall include a) seedling production, b) site preparation, c) planting and d)
maintenance and protection. Potential areas must be degraded and denuded lands of the
public domain covering not less than 50 hectares of contiguous area.
Development activities shall be consistent with the NGP Commodity roadmap for CY 2013-
2016 in accordance with an approved Work and Financial Plan.
The MOA/Development Contract shall be for a period of three (3) years commencing 15
days from receipt of notice to proceed issued by the DENR. The first year includes seedling
production and actual planting & maintenance; the second and third years are devoted to
maintenance and protection of established plantations.
3 Funding:
DENR shall make available financial assistance for the engagement of LGUs under a Memo-
randum of Agreement (MOA). Progress billing shall be adopted and shall be made as follows:

20% of the project cost to be released upon completion of the activities on

10% of the project cost shall be released after performance evaluation is

completed by a third party and at least 85% survival is attained.
4 Roles and Responsibilities
The DENR shall;
a. Conduct survey, mapping and planning (SMP) and prepare GIS-generated maps of
the area which shall form as integral part of the Agreement.
b. Ensure that the partner comply with the terms and conditions of the signed MOA/
contract.
c. Provide technical and financial assistance subject to the approved Work and
Financial Plan (WFP) and
d. Conduct regular monitoring and evaluation.
The LGU shall;
a. Submit WFP for approval of the DENR and which form as basis of MOA.
b. Establish nursery and produce quality seedlings following the standards prescribed
by the DENR at nearby NGP site.
c. Establish plantations (has.) by strictly following the agreement.
d. Maintain and protect the established plantation.
e. Ensure at least 85% survival base on established plantations.
f. If possible, prioritize hiring/employed indigenous peoples (IPs) and members of
organized upland communities within the area/vicinity of the establishment.
g. Provide equal opportunities for both men and women to participate in said project.
h. Conduct photo documentation (geo-tagging), before and after the plantation
established.
i. Submit monthly physical and financial accomplishment reports to the DENR.
j. Submit annual audited report and notarized accomplishment report.

5 Social Fencing
To support or strengthen activities on the ground, complementary Information Education and
Communication (IEC) initiative shall be done, along with advocacy and social mobilization as
appropriate. This may include educating the people about the program, using watershed as
the basic unit for planning and planting of indigenous species.
