1 PURPOSE
The purpose of this procedure is to ensure that all waste streams in Drilling and Workover operations are
managed in accordance with current legislation and company Policies, Guidelines and the Waste Management
Manual. This document summarises the actual physical requirements needed to carry out waste management. It
also sets out tasks and responsibilities to effectively focus all relevant employees on appropriate storage, disposal
and tracking methods for all wastes generated.

2 SCOPE
This procedure applies to all wastes (for definition of waste see section 3.1 below) generated within normal
drilling and workover operation of Wells. This procedure shall be used by all Wells employees (including

contractors working on rig/well locations), however it is designed specifically for use by any person involved in
the handling, storage, collection, transportation, recovery, disposal, monitoring and reporting of waste.
This procedure is consistent with Shell Group guidelines EP 95 0390 and 0391 and the SPDC Waste
Management Manual (SPDC 99-203).

3 PROCEDURE
All personnel are responsible for ensuring that all waste disposal activities carried out in each area(s) of
responsibility are compliant with this procedure. The company representative is responsible for ensuring
compliance by all contractors and sub-contractors.
Care must be taken at all times when handling wastes and appropriate Personnel Protective Equipment (PPE) and
manual handling equipment must be used at all times. When disposing chemicals/solvents refer to the SHOC
cards prior to handling. If in doubt contact your Health, Safety and Environment (HSE) officer.
3.1 Waste Identification and Classification
A waste is defined as:
• Any unavoidable material resulting from domestic, industrial or any other source for which there is no
economic demand by the producer and therefore must be disposed of;
• An unwanted product, which must be managed from "cradle to grave";
• An unwanted material, which must be managed as a finished product.
In line with Classifying Waste Procedure EP 95 -0391, wastes identified in Wells are classified in the following
categories:
Category Definition
Industrial Waste Industrial waste is any non-hazardous operational waste. Appendix A presents a
list of possible Industrial wastes from TW’s activities.
Domestic waste This category includes kitchen waste from Rig/Campsite Galleys, operational and
residential locations, and waste arising from estate management activities, including
garden wastes (see Appendix A).
Office Waste These are wastes generated from reprographics and other office services (Appendix
A).

Hazardous Waste A hazardous waste is any gaseous, liquid or solid waste, which due to its quantity,
physical, chemical or infectious characteristics has the potential to harm human
health or the environment when improperly handled, stored, transported, treated or
disposed (see Appendix A).
3.2 Waste Segregation, Storage and Disposal
Waste segregation shall be established and maintained throughout all drilling /workover locations and the
movables through the provision of colour and/or text coded bins. Only containers in good condition shall be used
for waste and where ever possible plastic bin liners shall be used for easy transfer of wastes. Wastes are to be
segregated according to the SPDC Waste Segregation Scheme at all times. Waste receptacles and disposal sites
are presented in Appendix B.

Waste shall be stored in specific laydown, holding or storage areas which have appropriate containment. Waste
category signs shall be erected or painted at each area where waste storage is permitted. Specifically all Wells
sites should have:
• Chemical waste storage area;
• Scrap metal laydown area;
• Waste drum storage area;
• Waste wood laydown area;
• Construction debris holding area;
• Asbestos holding area (if required);
• Organic/kitchen waste holding area;
• Clinical (Medical) waste area (if required).
Labeled containers for different waste streams shall be appropriately located in different areas on Wells
locations. Site-specific waste receptacle/storage area location maps should be produced by all sites and clearly
presented at key locations around the facility. The waste receptacle/storage location maps shall be produced to a
high standard and shall be communicated to all relevant personnel on site.
3.3 Drilling Waste Categorisation and Handling.
Major Wastes generated during Wells operations consists mainly of drilled cuttings, spent mud and brines, waste
water, domestic waste and general wastes:
3.3.1 Drilled cuttings
Cuttings are produced while drilling with the following mud systems:
3.3.2 Water Based Muds (WBM):
These comprise two broad spectra:- the fresh water (chloride content less than 600 ppm) bentonite mud and the
heavily saline (chloride content >600 ppm) water based muds. These mud systems are not allowed for discharge
into the environment except in the deep offshore where water depth is above 200 meters. In the swamp the top
hole cuttings are washed and taken to town for land fill. All the other cuttings from deeper holes are re-injected.
3.3.3 Oil Based Muds (OBM):
These are mineral oil based systems. These also have two broad spectra: those with Aromatic content (containing
Benzene ring) > 5% (totally not acceptable to DPR), and those with Aromatic content < 5%, say 1-5%, for which
DPR may give approval to use but not to discharge. The cuttings are stored in skips and shipped to the TDU
onshore for decontamination.

3.3.4 Synthetic Based Muds (SBM).
These are mud systems made from Synthetic based oil. The cuttings generated from them are re-injected or taken
to the TDU for decontamination (see Apendices C,D,E).
3.3.5 Brines
These are mainly Salt solutions in water used in well completions operations.
3.3.6 Waste water
This is dirty/contaminated water resulting from rig washes and rainfall.
3.3.7 Domestic/General Wastes
This category includes kitchen waste from Galleys, garden wastes, wooden pallets, empty chemicals sacks,
empty metal/plastic chemicals drums etc. See Appendices A & B for details.

Environmental Permits are needed to drill a well and these are obtained from DPR before the well is spudded.
The following are the main DPR requirements for Environmental Permit to be issued:
1. Completed DPR Environmental Permit Application Form.
2. A copy of the well profile and information.
3. A copy of the location Base map.
4. DPR Mud System Approval Letter
5. EIA Approval Letter from DPR/FME
3.4. Handling and Transportation Logistics
Regular evacuation of waste materials from rig locations shall be by barges for swamp locations and trucks for
land locations. Waste materials from swamp locations arrive first at I.A./K.I. Jetties where the waste is initially
received by the Jetty Supervisor and subsequently transported by Wells waste management contractors trucks to
approved disposal sites. Waste materials in locations are collected and transported by Wells waste management
contractor in trucks directly from the rigsite to approved disposal sites. The evacuation frequency may depend on
the rate at which the wastes are generated. Disposal facilities and final destinations of the different wastes are
shown in Appendix B.
3.5 Documentation and Record Keeping
Good documentation and record keeping is the key issue to good waste management. For Wells to set
achievable reduction targets, waste quantification and tracking must be efficiently carried out. There are two
specific ways of reporting on wastes generated: the compilation of Waste Consignment Notes (WCN); and
monthly reporting of specified waste streams using an Environmental spreadsheet.
3.5.1 Waste Consignment Notes (WCN)
It is the responsibility of the originator and/or dispatcher signing Waste Consignment Notes (WCN) to ensure
that these are accurate and that appropriate dispatching and filing of the notes are carried out. An example of a
waste consignment note is presented in Appendix C.
All shipments of wastes from rigsites must be accompanied by the correct documentation. Prior to dispatching
waste from rigsites, Waste Consignment Notes (WCN*) must be completed and a copy retained by the
dispatcher in a designated file. When completing the WCN, the originator and/or dispatcher shall state the
following details in legible writing:
• Originator and/or dispatchers name, reference indicator and telephone number;
• Loading point, date and time;
• Waste types;
• The quantity of waste transferred in tonnes or kilograms;
• Disposal site.
For each batch of waste, the originator and/or dispatcher shall prepare and sign the WCN; ensuring that carbon
paper transfers all information on the four different colour copies correctly. The yellow copy shall be retained

and filed in the WCN folder on site. The pink copy shall be sent to Wells Waste management team on locations.
The remaining two copies (white & blue) shall be given to the waste carrier. On receipt of waste, the waste
disposal site supervisor crosschecks the data on WCN, endorses and retains the white copy while the blue copy is
sent Wells Waste management team to confirm receipt of waste. The process table is presented in Appendix D.
Note*: Cuttings or waste fluids re-injection are also covered by a Waste Cosignment Note (WCN).
3.5.2 Monthly Waste Stream Reporting
The following waste streams are to be recorded and reported on a monthly basis. A record of zero should be
reported, where no waste in a particular waste stream is generated.

The field waste data focal point shall collate records on all waste consignment notes (WCN) issued each day
and update the field's waste data sheet on the excel-based Wells Environmental spreadsheet. This shall be
forwarded to the Waste management supervisor in the office by e-mail as attachment or copied on a diskette not
later than later than the 2nd day of the next month. The waste management supervisor shall keep a copy of the
field's monthly waste data sheet in the waste inventory data base (ENDAMS).
3.6 Training and Awareness
General waste management awareness is raised among personnel through short presentations, site inductions,
tool box talks and the use of posters, as applicable. Personnel with more specific responsibilities will have to
understand and follow other SPDC waste documentation as referenced in section 5. All waste contractors shall
be made aware of Wells procedures and guidelines through contract specifications and/or training.
3.7 Waste Reduction Targets
An important aspect of responsible waste management practices is a drive towards continuous waste reduction at
source. Waste reduction targets will be established annually and communicated to site personnel.
Operational practises shall be reviewed continuously to ensure sustained improvements in the drive to reduce the
levels of wastes generated from rig operations.

management of wastes.

Appendix H: PROCEDURE FOR COMPLETING WASTE CONSIGNMENT
NOTE (WCN)
Section 1 This shall be completed in full by the originator of the waste.
Section 2 This section shall be completed by the SPDC supervisor responsible for dispatching the waste
from the site where the waste has been generated. He shall only complete the section
immediately prior to the vehicle leaving the site for disposal.
Section 3 The captain of the waste evacuation boat shall complete this section at commencement of
loading with the last entry (Time completed) being made once the loading is completed.
Section 4 This section shall be completed by the supervisor of the waste disposal site upon arrival of the
vehicle with the finish time entry being completed once the disposal is complete.

Sections 5&6 These shall be completed in full by the waste originator. Extra rows are provided to respectively
capture waste types and disposal sites that are not listed.
On completion of the disposal, the copies of the completed form are distributed as follows:
White copy (original) - Asset holder of waste disposal site at Eneka

*Pink copy - Wells waste management team
Yellow copy - Originator - Rig site(Company rep.)
* Sent after endorsement (signature) by disposal site asset holder
