Title: City Administrator
Reports to: Mayor and Board of Aldermen
The City of Valley Park, Missouri (pop. 6,813) is accepting applications for the position of City
Administrator. Valley Park is a 4th Class city located in West St. Louis County, Missouri with an operating
budget of $8 Million. The applicant must be 30 years of age, possess a high school diploma and a degree
in business or public administration, planning, engineering, municipal administration or financial
administration fields and/or the equivalent combination of a minimum of eight (8) years’ experience and
training. Knowledge of municipal government, public works, planning & zoning and grant writing is
helpful. Applicant should possess good management and communication skills with public and
employees. Salary range DOQ, but not less than $70,000.00. The city administrator answers to the
mayor and an eight (8) member board of aldermen. The City of Valley Park currently employs 28 full

Key Responsibilities:
1. The chief administrative assistant to the mayor and who shall have general superintending
control of the administration and management of the government business, officers and
employees of the city, subject to the direction and supervision of the mayor.
2. Carry out all lawful policies established by the Mayor and Board of Aldermen.
3. Develop a plan of organization to establish areas of responsibility, lines of authority and formal
channels of communication for approval by the Mayor and Board of Aldermen.
4. Shall serve as the city’s Human Resources Director unless otherwise designated by ordinance.
He shall act as the Personnel Officer of the City. The City Administrator shall have the power to
appoint and remove (in accordance with the Employee Manual approved by the Board of
Aldermen) all subordinate employees of the City. The City Administrator shall make
recommendations of appointment and removal of Department Heads.
5. Promote the organization and continuing development of a competent City staff.
6. Design, prepare and submit for review and adoption by the Board of Aldermen personnel
procedures, position classifications and compensation schedules for employees covered in the
City's personnel program.
7. Prescribe the functions and duties of officers and employees of the City not otherwise
prescribed by any ordinance of the City.
8. Recommend to the Mayor and Board of Aldermen appointment, promotion or removal from
service all officers, who are not elected to office, and employees of the city, except as otherwise
provided by law or City ordinance.
9. Establish such administrative rules and regulations, not inconsistent with law or established City
policy, as may be necessary or proper for the efficient and economical conduct of the business
of the City.
10. Develop short and long-range vision for the city’s future and establish policies that affect the
overall operation of the community.
11. Be responsive to residents’ inquiries.
12. Coordinate and handle all FOI/Sunshine Law Requests.
13. Be accountable to the Mayor and Board of Aldermen by providing timely status reports on
projects, managing city staff and preparing/ensuring budget compliance.
14. Participate in the recruitment, hiring, termination and supervision of city employees pursuant to
the City’s Employee Manual.
15. Along with the City Attorney, serve as the Mayor and Board of Aldermen’s chief advisor.
16. Provide complete and objective information about local operations, be able to discuss the pros
and cons of alternatives and offer an assessment of the long-term consequences of city
decisions.
17. Provide leadership to help carry out the policy/goals of the elected officials.
18. Be the point person for the day to day operations of the city.
19. Ensure that each member of the Board of Aldermen and Mayor are fully prepared and apprised
of any and all agenda items for each board meeting.
20. Prepare and present to the Board of Aldermen an annual report of the City’s affairs, including a
summary of reports of Department Heads, and such other reports as the Board of Aldermen
may require.
21. S/he shall, with the assistance of the City Clerk, Bookkeeper, Accountant, and all Department
Heads, prepare and present an estimate of the financial needs and resources of the City for each
ensuing year and shall prepare a program of activities within the financial power of the City,
embodying in it a budget document with proper supporting schedules and analyses.
22. Budgetary. Prepare a plan for the fiscal solvency and security of the City, including the
submission of a realistic annual budget which provides for a program of sound fiscal
management.

24. Keep the Mayor and Board of Aldermen advised of the financial condition and future needs of
the City, including the anticipated financial impact of proposed ordinances and make such
recommendations as he may deem appropriate.
25. Supervise the collection and deposit of all taxes and revenues such as, but not limited to, sales,
personal property, real estate, gasoline, cigarette and intangible taxes and road and bridge fund
revenues, license and permit fees, federal revenue sharing funds and court fines.
26. Supervise and coordinate efforts on behalf of the city to obtain financial grants from any
sources.
27. Represent or designate the person to handle the City's interests before the media and with
other public jurisdictions;
28. Lobby on behalf of the City's interests.
29. Provide for meaningful relationships and communications between the City and its residents.
30. Appear and report to the Board of Aldermen at every regular meeting unless previously excused
by the Mayor.
31. Investigate, examine or inquire into the affairs or operation of any department of the City under
his/her jurisdiction and shall report on any condition or fact concerning the City Government
requested by the Mayor and Board of Aldermen.
32. Be subject to the supervision, control and direction by the Mayor and shall account to the
Mayor and Board of Aldermen for any actions taken when requested to do so.
33. Be accountable to the Mayor and Board of Aldermen for any actions taken when requested to
do so, and at all times be subject to the supervision, direction and control of the Mayor subject
to review by the Board of Aldermen.
34. Direct and participate in preparation of agenda for Board of Aldermen; attend Board of
Aldermen meetings, Committee meetings, make recommendations and implement decisions.
35. Attend substantially all meetings of the Board of Aldermen and assemble detailed reports
pertinent to the agenda with recommendations of various committees concerning the matter to
be considered.
36. Designate the purchasing agent for the City.
37. Provide for the maintenance of the physical property and equipment of the City and ensure
operation conditions are in compliance with applicable Federal, State and local legal
requirements.
38. Provide for meaningful relationships and communications between the City and its residents.
39. Provide for an economic, efficient and safe delivery of supplies and service necessary in
rendering efficient services to the City and its residents
40. Provide for a sound, stable and realistically economical insurance and bonding program for all
aspects of the City liability and risk.
41. Coordinate the activities of all departments, agencies and offices.
42. Prescribe such rules and regulations as are necessary for the conduct of the City‘s departments,
agencies and offices, and revoke, suspend or amend any rule or regulation of any City
department, agency or office.
43. Act as project manager on City capital improvements; recommend projects, assist in the
selection of consultants, represent the City's interest with contractors and utilities; direct and
participate in the negotiation of right of way easements and approval of change orders.
44. Assist City attorney on court functions, complaints, and claims involving the City and cooperate
to draft ordinances and changes to City Code.
45. In addition to the foregoing duties, the City Administrator shall perform any and all other duties
or functions prescribed by the Mayor and Board of Aldermen.
