A-Brief Write Up on ESI Scheme in the Chhattisgarh Region.

 Chhattisgarh Region of ESIC came into being on 03/04/2003 after separation from Madhya
Pradesh Region. At that time number of insured persons were only 30,000 which has
reached 5,24,640 as on 31/03/2021 as per approved figure of Headquarters.
 At present ESI Scheme is fully implemented in 11 districts and partially implemented within
Municipal Limits of other 17 districts of Chhattisgarh Region.
 There are 05 Branch Offices and 01 DCBO located at Raipur, Bhilai, Korba, Raigarh, Bilaspur
and Rajnandgaon (DCBO).
 ESIC Hospitals at Raipur and Korba have started functioning with OPD services in selected
specialities as on date and 2 other ESIC Hospitals at Bhilai and Raigarh are under
Construction Stage. Proposal for setting up of 100 bedded hospital at Bilaspur has also
been sent to the HQ after discussion in the Regional Board Meeting.
 42 ESI Dispensaries are running under ESI Scheme under the supervision of ESIS, Govt. of
C.G.
 22 Hospital tie ups have been done by ESIC for tertiary care and 60 Hospital tie ups have
been done by state ESIS for secondary care in the state in different districts.
 There are 11 fully implemented districts & 17 partially implemented districts in the state of
Chhattisgarh, under section 1(3) of the ESI Act.
 Proposal for coverage of casual/contractual workers of Municipal Authorities under
Section 1(5), is presently under process of notification by Labour Department, Govt. of CG.
 Tie up with Ayushman Bharat- PMJAY exists in 26 districts in the state of CG except Raipur
and Korba.

1. Construction of 100 bedded ESIC Hospital in Bhilai.

Removal of encroachment:
1. There is a Shulabh Shauchalaya inside the Campus of Hospital due to which
construction of boundary wall is being hindered, for the same correspondences have
been made with concerned department and discussed the issue with concerned
officials for removal of Shauchalay but no concrete action has been taken so far.
2. Collector, Durg has advised to stop the construction of Boundary wall adjacent to
5000 sq.ft. land which is intended for transfer to the Gondwana community, for the
same correspondences have been made with concerned officials.

Construction of 100 bedded hospital at Raigarh.

Non-availability of water source in Hospital.

1. The borewell in Hospital has stopped working due to low Water Table level. Public
Health Engineering Department, Raigarh has been approached for extension of
Municipal water, but no action has been taken by PHED, Raigarh.

3. Formation of State ESI Society: Yes, 3rd Meeting of ESI Society Governing body held on
14.02.2022.

4. Notification u/s 1(5) of ESI Acts: In respect of coverage of municipal bodies is awaited from
Labour department, Government of C.G.
 K-Any suggestion/Issues that Regional Office would like to share with the Headquarters Office, ifany.

1. Proposal for construction of R.O. building and staff quarters has been forwarded to HQ. The
process of construction may be expedited as there is acute scarcity of space as the Regional
Office has been running in a rented premises since its inception.

2.
Several efforts have been made by this office as well as ESIS for empanelment of
IMPs but no EOIs have been received by this office. One more attempt has been made
by this office by inviting online application. However, it is suggested that state ESIS
may be allowed to setup at least one dispensary in each district on relaxed
norms/standards.
