1. PRICING PREAMBLES

1.0 All rates and totals shall be in UAE Dirhams.

2.0 All rates and totals shall be fully fixed for the duration of the AGREEMENT and no
fluctuations shall be permitted for any changes in any of TENDERER's costs or inclusions,
currency variation or any other reason unless expressly provided for elsewhere in this
AGREEMENT. Bidders shall fill in their unit rates for EACH AND EVERY item. It
is not acceptable to omit any unit rate by indicating that the item price is included in
others.
3.0 Abbreviations
The following abbreviations, which appear on the attached Bill of Quantities, shall have
the following meanings:

4.0 TRANSCO's working hours at SITE are set out in Section III: ‘Special Conditions’.
TENDERER shall be allowed to work outside the site hours and days at the discretion of
TRANSCO subject to security clearance and other applicable rules at each location. All
extra costs incurred through working overtime shall be deemed included in TENDERER’s
price.
5.0 Descriptions of offered by TRANSCO shall be for guidance only. TENDERER shall be
fully responsible for determining items and quantities as necessary for reaching the lump-
sum prices required for performing all TENDERER’s obligations under AGREEMENT.
6.0 TENDERER shall be deemed to have included in his sums for all waste, bulking or
compaction factors, de-watering, overpulling and all other like elements or operations
required to complete the WORKS, including all necessary measures to protect or preserve
adjacent work or property during such operations, in accordance with the provisions of the
AGREEMENT.
7.0 The quantities stated in the B.O.Q. shall be treated as approximate only and are given to
provide a common basis for tendering. The payment will be made based on the actual
measured quantities of work carried out using the unit rates quoted in the B.O.Q. Quantity
stated against any item(s) of B.O.Q. may be increased or decreased by any percentage
without changing the unit rates provided that the overall variation of CONTRACT PRICE
shall not exceed 20%.
8.0 The Scope of Work, Specifications, Bills of Quantities and Drawings do not necessarily
cover all items to achieve the requirements of the AGREEMENT. The AGREEMENT
rates, however, shall be deemed to include all costs to execute the specified Works and all
related Works, which an experienced TENDERER shall reasonably foresee. Costs of items
described or implied in the Specifications and not specifically mentioned in the B.O.Q.
shall be deemed to be included in the prices of the other items.

9.0 TENDERER shall be required to complete, in full, his pricing inclusions in the columns
provided.
10.0 Items not priced by TENDERER shall be deemed to be included elsewhere.
11.0 TENDERER shall fill in his prices as listed in the Bills of Quantities.
12.0 Should any new areas of work transpire which TRANSCO considers are not envisaged as
being part of this AGREEMENT, shall be measured by TRANSCO. TENDERER shall be
given the opportunity, in such cases, to be present during the measurement. Prices for the
new work, if any, shall be mutually agreed between TRANSCO and TENDERER.
13.0 No request shall be considered for an increase in the unit rates on the grounds that they
shall be inadequate to carry out additional work of a similar nature.
14.0 Except where otherwise detailed in the BOQ or specified, the rates and prices shall include
all material supply and installation, tools and equipment, labour, supervision, transport,
storage, installation works of the electricity and water from source to the site work,
demolition/construction/ erection/installation works, insurances, vacations, leaves,
mobilisation, demobilisation, facilities, overheads, profits, taxes and duties, as mentioned
otherwise, and whatever else shall be necessary for the execution and maintenance of the
WORKS.
15.0 TENDERER shall be deemed to have included for all the necessary information, details,
clarifications or drawings and documents of the Contract.
16.0 The unit rates inserted by TENDERER for the various items in the Bills of Quantities shall
be used for the evaluation of interim payments and authorised variation orders, in
accordance with the requirements of the AGREEMENT.
17.0 Accumulated debris or unusable materials shall be removed by TENDERER to a suitable
location off site designated by Municipality. The cost of cleaning up and removal shall be
deemed to be included in TENDERER's rates.
18.0 TENDERER shall be required to take all measures necessary to ensure that the whole of
the WORKS shall be executed in such a manner as to minimise the generation of dust and
other hazards.
19.0 TENDERER shall, when directed by TRANSCO, submit detailed supplementary schedules
breaking down the rates for composite units of works in the Bills of Quantities into their
component elements in such detail as shall be required by TRANSCO.
20.0 Notwithstanding any limits which shall be implied by the wording of the individual items
and/or explanations in the Preamble, it shall be clearly understood by TENDERER that the
rates and sums which shall be entered in the Bills of Quantities shall be for the work
finished complete in every respect. TENDERER shall be deemed to have taken full account
of all requirements and obligations, whether expressed or implied, covered by all parts of
the AGREEMENT and to have priced the items therein accordingly.
21.0 All prices and rates shall include for preparation of proposals, drawings, calculations,
documentation, etc. as shall be required for approval procedures.
22.0 TENDERER shall provide at his own cost, means of access to work using scaffolding,
trestles, ladders, brackets or whatever equipment the circumstances dictate with "safe"
working as the major consideration. Where such access shall be erected or provided for

TENDERER's activities, TENDERER shall permit reasonable utilisation and use of such
facilities by others executing concurrent activities provided always that such permission
and use shall not cause delay or unreasonable hindrance or interruption of TENDERER's
own operations.
23.0 TENDERER shall execute the WORKS in accordance with the specifications, drawings,
manufacturer’s instructions and to the instructions and satisfaction of TRANSCO.
24.0 All lifting tackle, wire ropes, blocks, shackles etc. including any special equipment for
executing the WORKS shall comply with the requirements of the appropriate British
Standard Specification or equivalent and carry a valid test certificate. Under no
circumstances shall chain slings be used.
25.0 Where there shall be a possibility of damage to material equipment, or its deformation due
to slinging from more than one point, ample strutting shall be provided so as to ensure that
perfectly vertical lift shall be obtained.
26.0 No cutting away or welding of any parts of the WORKS shall be permitted unless with the
written consent of TRANSCO.
27.0 TENDERER shall include for all temporary storage required by TENDERER to store his
materials etc., in accordance with the AGREEMENT, and manufacturer’s storage
instructions. TENDERER shall include for the protection and storage of sensitive material
including pressurized and/or air-conditioned storage. The protection of all works and
material shall be by TENDERER whether these items are to be installed on the site or to
be delivered to TRANSCO’s stores.
28.0 Unit Rates and Prices include for all safety measures requested by TRANSCO including
provision of metal screens and safety barriers and all measures necessary to protect adjacent
items from the effects of overspray, paint spatter or drainage by impact. All such measures
shall be provided to the satisfaction of TRANSCO.
29.0 TENDERER shall be deemed to have allowed for all effects on the execution and progress
of works occasioned by climate and prevalent conditions and with specific reference to
periods of high humidity and the incidence of wind/air borne dust occurring due to local
climatic conditions.
30.0 TENDERER's scaffolding and means of access shall be erected for a period prior to
commencement of the work if required by TRANSCO and shall remain until TRANSCO
inspection process shall be satisfactorily completed. The period in either case shall not
exceed one week.
31.0 TRANSCO shall have the right to remove any item from the Scope of Work due to
operational or safety requirements and the appropriate value shall be deducted from the
Total CONTRACT PRICE without any claim from TENDERER.
32.0 Quoted Unit Rates shall remain firm and valid for cable installation in any type of soil (e.g.
hard rock, ground water, etc.) and for any type of surface to be reinstated (e.g. pavement,
interlocking tiles, green areas, etc.).
33.0 TRANSCO shall have the right to award the all the lots or any lot to one or more
TENDERERs, and the TENDERER shall have no right to claim any additional expenses
or variation due to such exercise.

34.0 TENDERER shall take into consideration that the “C+F” as well as “Erection” prices of all
cables will be paid for the installed cable lengths only.
35.0 For the payment of road crossing ducts constructed by using the non-disruptive method
(NDRC), the horizontal distance between the entry and exit pits will be considered for the
measurement of the duct length.
36.0 In case of any discrepancy between the prices submitted through the Ebidding System and
prices filled hereunder within this section, the prices submitted through the Ebidding
System shall prevail.

BILLS OF QUANTITIES / PRICING SCHEDULES

This price is inclusive of all the costs which shall be incurred by the CONTRACTOR for the successful execution of
the entire Scope of WORKS strictly according to all terms, conditions and requirements mentioned in the
AGREEMENT No other costs, expenses, contingency or otherwise shall be requested or claimed by the
CONTRACTOR.

In case of any discrepancy between the prices submitted through the Ebidding System and prices filled within this
section, the prices submitted through the Ebidding System shall prevail.
