The 7th Meeting of the Standing Finance Committee (SFC) of AIIMS, Raebareli
was held on Tuesday, 30th July, 2024 at 3:00 p.m. through physical and virtual
mode under the Chairmanship of Shri Apurva Chandra, Secretary, Ministry of

(Academics), Shri S.K. Singh, Dy. Director (Admin), and Col U N Rai, Financial
Advisor, AIIMS, Raebareli also attended the meeting as special invitees. Dr.
Mahesh Sharma, Hon’ble Member of Parliament, Lok Sabha could not attend the
meeting and leave was granted to him by the Chairperson.
At the outset, Prof. Arvind Rajwanshi, Executive Director and Member-Secretary of
the SFC welcomed the Secretary, MoH&FW, GoI and requested him to Chair the
7th Meeting of the SFC of AIIMS, Raebareli.
The Chairman called the meeting in order. Thereafter, the Chairperson asked the
Member Secretary to introduce the agenda items and initiate the discussion. The
SFC deliberated upon the agenda in detail and resolved, as under:

Prof. Arvind Rajwanshi, Executive Director, All India Institute of Medical Sciences,
Raebareli welcomed the Chairperson and members of Standing Finance
Committee.
Agenda Item No.SFC. 07/02
Address by the Chairman, Standing Finance Committee
A brief presentation on progress of the institute was presented before the
Chairman. The chairman stressed upon the Institute to make all out efforts for
filling up all the vacant faculty and non-faculty posts, making all speciality and
super speciality Departments functional and operationalising all the IPD beds .

Confirmation of minutes of 6th meeting of Standing Finance Committee.
It was noted that the Minutes of the 6th Meeting of SFC were circulated to all the
members of the Committee and no comments were received from any of the

Finance Committee held on 01st February, 2024 were confirmed by the SFC .
Agenda Item No.SFC. 07/04
Action Taken Report on Decisions of 6th meeting of Standing Finance
Committee held on .01.02.2024
The Action Taken Report (ATR) on the agenda items of 6th SFC meeting was
presented before the Standing Finance Committee . The SFC perused the action
taken report and took note of various actions initiated and completed, pursuant to
the decisions of 6th SFC meeting. Secretary MoHFW emphasized that the agendas
where action has not been completed should be carried forward to the next SFC
meeting. This was essential to ensure that the decisions of the SFC are compiled
within a time bound manner.
Accordingly the following Agenda Items were decided to be carried forward
(i) Agenda No 03/11: MoU with Amrit Pharmacy: On the matter of Amrit
Pharmacy SFC advised institute to mutually resolve the issue.It was suggested
that there was no requirement of a model MoU to be drafted by the Ministry . Each
institute should finalise the MoU with Amrit Pharmacy at their level.
(ii) Agenda No 04/06 and 04/08: Establishment of Nursing Paramedical
College and Department of Ayush, Additional UG Hostel: SFC advised the
Institute to submit the estimates of Nursing/ Paramedical College, Department of
AYUSH and Additional UG Hostel as per PAR 2023 to Ministry for taking further
necessary action
(iii) Agenda No 05/08: Procurement of Video Endoscopy system for
Neurosurgery Department - SFC advised the Institute to fast track the
procurement of Video Endoscope system for Neurosurgery Department .Being a
Non DPR item this could be procured by the Institute as per GFR .
(iv) Agenda No. 05/09: Operationalisation of Vishram Sadan: SFC advised
that the Operation and Maintenance of the Vishram Sadan could be entrusted to a
charitable trust/organisation on no profit no loss basis through a transparent
mechanism .
(v) Agenda 06/05: Audited Annual Accounts for Financial Year 2022-23:
SFC advised institute to resolve the audit issue regarding charging rent from
Amrit Pharmacy in accordance with the MoA/MoU signed with the Agency .

(vi) Agenda,06/08,06/09 and 06/10: Construction of Guest House, Auditorium
& RAMP; Augmentation of OPD Block & Admin Block and Establishment
of a Regional Cancer Centre :
SFC advised that DPR as prepared by the Institute for Guest House, Auditorium,
Ramp , Admin Block and Integrated OPD Block & Cancer Centre to be forwarded
to the Ministry for further necessary action.

The SFC noted and approved the following budget estimates for the FY 2024-25.

Approval for Implementation of OM dated 20.05.2024 of the DoE containing
Special Provision for Scientific Ministries /Departments in General Financial
Rules 2017 as applicable to Educational and Research Institutes conducting
post graduate /Doctoral level courses or research, under any
Ministry/Department.
SFC considered the proposal and advised the Institute to send the same to the
Ministry for examination in consultation with the IFD of the Ministry since any
decision in this regard will be applicable to other similarly placed institutes of the
Ministry .
Agenda Item No.SFC. 07/07
“In Principle”approval for construction of Additional Residential
Accommodation at AIIMS, Raebareli.
The SFC while acknowledging the need for construction of additional
accommodation on the campus to attract / retain faculty and non faculty
recommended the proposal for construction of 196 units ( 1x tower of Type V (28
Units), 1x tower of Type IV (28 Units) and 5 x tower of Type III (28 Units)).

The Institute was advised to send a detailed proposal with financial implication to
the Ministry for further necessary action . SFC at the same time also advised the
Institute to carry out proper need assessment and perspective planning for
finalising the future accommodation requirement.
Agenda Item No.SFC. 07/08
“In Principle” approval of Multi-Purpose Shopping Complex at AIIMS,
Raebareli
SFC noted that currently the Institute does not have any Multi- Purpose Shopping
Complex/ Utility block (with ATM, Grocery, shops etc) for students and residents on
the campus . Few shops are operating from adhoc hutments which were made for
labour during construction of Institute.
Considering the need for provision of the above facility SFC recommended the
construction of Multi-Purpose Shopping Complex at AIIMS Raebareli. The
Institute was advised to send a detailed proposal with financial implication to the
Ministry for further necessary action .
Agenda Item No.SFC. 07/09
“In Principle” approval of Multilevel Parking at AIIMS, Raebareli
ED AIIMS Rae Bareli informed that 1500 vehicles are coming on daily basis
to AIIMS, Raebareli and parking/vehicles is a big issue. Availability of land is
limited therefore instead of surface parking it is proposed to construct a
multilevel parking for convenience of the patients and their attendants at
AIIMS Raebareli.
Considering the need for provision of the above facility SFC recommended the
construction of Multi-level Parking at AIIMS Raebareli. The Institute was advised
to send a detailed proposal with financial implication to the Ministry for further
necessary action .

Construction of Girls Hostel at AIIMS, Raebareli under CSR by IndianRailway
Finance Corporation (IRFC)
SFC noted the proposal of the Institute for the construction of (65 Rooms /

G+7 Building) for Nursing and Paramedical students under CSR Initiative by
IRFC at AIIMS. SFC advised the Institute to maintain a separate account (
project wise ) for funds received under CSR .
SFC approved the 10% contribution of the Institute @Rs 1.39 cr for the above
project to be met from the Grant in aid released to the Institute .

Approval for Outsourcing of Hospital Support Services at AIIMS Raebareli to
enhance bed occupancy and improve patient care services.
SFC noted that a proposal for creation of 576 posts ( 44 faculty adn 532 Non
faculty Posts ) as per the approved Standard Staffing Pattern was under
consideration of the Department of Expenditure . SFC also noted that the
occupancy of IPD beds in AIIMS Rae Bareili has risen significantly in the last
few months and is expected to rise as all 610 IPD beds become functional .
The
Accordingly the SFC considered the proposal of the Institute and approved the
engagement of 261 manpower for Hospital Support Services at AIIMS
Raebareli to enhance fo for a period of one year as per details below .

The SFC also advised the Institute to develop the soft skills of the outsourced
manpower (Multi-Tasking Staff) by arranging a training through NIHFW.
SFC advised the Institute to operationalise all the sanctioned IPD beds and all

Agenda Item No.SFC. 07/12
Fee for Observership for Foreign National Candidates
The Standing Finance Committee approved the proposal of the Institute for
charging fee for observership for foreign students in accordance with AIIMS
New Delhi rates.
It was advised that before taking foreign students for various short term training
the existing procedure of obtaining NOC from the Ministry of External Affairs and
Ministry of Health and Family Welfare should be strictly adhered .
Agenda Item No.SFC. 07/13
Opening an Account for Instituting Medals & Awards.
The Institute informed that Prof Arvind Rajwanshi, the founding Executive
Director of AIIMS Raebareli, has proposed to institute a
a ‘Gold Medal for Best MBBS student’ of the year, starting from the first batch
passing out in the year 2025, by depositing of Rs. 2.0 Lakhs as one time
corpus money. For this purpose, Institute proposed to open an account for
instituting Medals & Awards/prize/oration etc at AIIMS, Raebareli. The proposal
was considered and approved by SFC.The contribution of ED AIIMS in this
endeavour was appreciated .

Payment of Conveyance Allowance to the Faculty of AIIMS, Raebareli.
The proposal for sanction of Conveyance Allowance to the Faculty of
AIIMS Raebareli in addition to Transport Allowance was considered and
not approved by the SFC as the Allowance was for CHS doctors for a
well-defined purpose.

ED AIIMS Rae Bareli informed that Government of Uttar Pradesh has included
Raebareli as part of Lucknow State Capital Region and same has been notified on
10 July 2024. Therefore, employees of AIIMS Raebareli may be granted HRA as
per Lucknow rates.
SFC advised the Institute to send the proposal with complete details and
justification to the Ministry for examination and decision in the matter .
